Parkside Government Asso- ciation President Pat Rams- dell voiced his concern about the Parkside administration's recent disregard for shared governance with students. Ramsdell cited examples such as attempts on campus to censor alcohol advertising, and the lack of student input in the recent decision to grant the Union Cinema to a legis- lative committee hearing. "I understand your cancer DS," Lyall said as she took notes. PSGA Senator Andy Bu- chanan asked whether or not the University is legally liable for student-organized trips, and whether or not ad- visors of individual groups had to be present on such trips. "1 think that it would de- pend on whether or not the university was making a profit, " Lyall answered, "but I am not sure. I'll have to ask the legal eagles in Madison." Ranger Editor Jennie Tun- kieicz discussed the vendor alcohol policy that the Board of Regents passed earlier this year. She explained to Lyall that a similar policy had fail- ed to pass through the Par'ksi- de Union Advisory Board be- cause of some restrictions that a lawyer at the Student Press Law Center had de- scribed as unconstitutional. "The policy that was pass- ed by the Board of Regents was passed at the urging of one of the borad members who is a distributor, It Lyall said. "I suspect that the pres- sure that the campuses are feeling is coming down from the Board." Lyall asked for a copy of Tunkieicz's legal cor- respondence to study further .. PSGA Senator Sue Walborn described some problems that exist with child care space and after-dark security. The idea of letting students hate access to teaching evalua- tions, and an increased stu- dent role in the process of Ob- taining tenure were also dis- cussed. Lyall urged the student member of the Chancellor's Search and Screen Commit- tee to make these issues known during the process to ensure that student's opinions are heard. She also promised to provide answers to unan- swered questions. Lyall said that after a long struggle, she thinks that Parkside is finally discover- ing its identity. "There has always been a certain atti- tude in Madison that Parksi de was trying to be a small Madison, It she said, "and there has been the reel- ing in the legislature that we really didn't need another school anyway." This, she thinks. is changing. ·'Parksi· de has found its identity and its purpose in the UW.Sys. tem. I think the next decade should be a quality deca- de, "she said. "I met with some members of student government at an- other campus a couple of weeks ago, and they were only concerned with apart- heid and Star Wara," she said. "It's nice to see stu- dents concerned with issues that directly affect their edu- cation. ,. Faculty endorses task report by Bob Kiesling Campus News Editor The Faculty Senate voted' unanimously on a voice vote to endorse the proposals of the Report of the Chancellor's Task Force on the Freshman- Sophomore Years at their early fall meeting Tuesday. The discussion, which rot- lowed Acting Chancellor Betty Shutler's announcement of a 400·student enrollment decline, focused mainly on how to attract and retain tal- ented students at Parkside. The senate also amended their endorsement of the re- port to say the faculty endor- ses the goals of the report, while not endorsing specific plans which normally fall under the faculty senate's authority. The senate was almost unanimously in favor of the .rtrst of the report's five points, which calls for tough- er admission standards. Part of the problem. profes- sors said, is that Parkside, since it has an open admis- sion policy, is seen as a low quality school. "There's a cer-tain stigma about being an open admis- sion university when the na- tional mood shifts," history professor Gerald Greenfield said. He said that the admis- sian policy was mainly the re- sult of ideals popular in the sixties when people believed standards should be more permissive. "So we need to find some balance," he said. Higher admission standards will also help attract better students to the school, several faculty members said. Park- side is losing good students to other schools which students consider better. English Professor Robert Faculty see Page 3 Goetz raps state audit bureau by Laureen Wawro Over the summer, state auditors shifted about $22.5 million in the UW· System excess reserves to be used to reduce the state's tax burden and off- set a tuition increase, As- sistant Chancellor Gary Goetz says. Of that amount, $336,000 is from Parkside. Goetz says this action has the system upset. "What we have is a revolutionary concept of raiding what the auditor calls 'excess reserves' from these self-supporting operations to come in and replace the requirement for student fees and gen- eral tax dollars in the operating budget;" he said, "and it's this move that has the system pretty much upset and in arms. "Of that $22.5 million, $13 million was used to reduce student fees, or to reduce the increase in stu- dent fees as they move from 28 to 30 percent of fees to support the opera- tions budget. "The remainder, $9.5 million, was used to fund library book inflationary costs in the operations budget, but of that amount, they allowed only $3.3 million to be used in this biennium," Goetz said. "The rest of it will be burned off and used in the future." According to Goetz. the reserve funds can be bro- ken down into four catego- ries: profit on operations, facilities reserves, de- ferred maintenance and bonding revenue. Goetz says he doesn't feel these reserves are in excess, but that the audi- tor says campuses should establish reserve funds for two-year periods only, based on actual expendi- tures. "We beg to differ with the auditor;" he said. "We think two years of actual experience is not a good indicator of what that need could be. "The selt-operattng con- cept of the self-suppor-ting enterprise is healthy, and there's an incentive for management to generate income, and income then provides a reserve against future problems that occur." Goetz said that. in er- feet, "the universities in the system have :lost a very important manage- ment prerogative in the area of auxiliary enter- prises. "We have a relatively new student union," he explained, "but now it's getting to be in the 10· year-old stage and big things are going to happen in terms of wearing out. You need the accumula- tion of reserves, over 10 years' time, to replace these huge expenditures. "The difficulties, too. with that policy. is that $13 million was allocated in this biennium, $6 mil- lion one year and $7 mil- lion the other," he said, "which, when we come tal the next biennium, we're going to be $13 million short on student fee in- come." Goetz says that to cover that shortage, either stu- dent fees will have to be raised in the 1987-89bien- nium or "the auditor's going to have to come back and sharpen his pen- cil and find $13 million more someplace." State Senator Joseph Andrea (D·Kenosha) headed the senate com. mittee that supervised the state auditor. He says the action the legislature took to resolve the matter was the fairest possible. "The auditors asked (the campuses), 'How much do you need?' Then we still added something to that," he said. "We're very pro-education. A lot of money goes into Wisconsin's education." Andrea said that neither Parkside's nor Madison's excess reserves posed a great problem. but that some of the campuses had surpluses that were at an "unrealistic level." Andrea added that stu- dent activities shouldn't have to be curtailed be- cause of financial needs. Parties creating problems A Parkside wrestler was stabbed this weekend. This Isn't the first time that trouble broke out at a student-or- ganized "party"· bul hopefully It can be the last time. Unfortunately. student-organized parties recently are set- tlng a dangerous precedent. ThIs dangerous precedent Is advertising parties by post- Ing and distributing fliers on campus. The problem with advertising parties, thereby extending an open invitation to all, Is that It may attract undesirable people into an un- supervised environment. A party that was held this past weekend, and was also advertised by fliers on campus, apparently attracted some people who did not belong there. It seems a fight broke out. deadly weapons were produced and now a stu- dent 1s in the hospital. It is hard to know if the undesira- ble guests were attracted to the party by the fliers or if they merely walked In off the street; however, this shows that by issuing an open invitation to "everyone," then possibly that is who wlJ1show up. There are campus policies which prevent the posting of any unauthorized signs on the university property. 1n order to be posted, signs must be approved by the Student Activities Office, Union 209. and then the posters can be hung only In designated areas. The campus posting polley is obviously being ignored by these students who are advertising their parties, and ap- parently by the administration, or whoever should be en- forcing these regulations. How are these policies going to be enforced and what are the disciplinary measures for not following the proper procedures? The administration deflnltely needs to find answers to these questions. We feel that such blatant disregard of these procedures by some students should cease. By continuing to ignore the policies, a minority. of students may cause more strin- gent restrictions to be developed which wlJ1 affect legltl· mate student clubs and organizations. It also seems unfortunate that many of these parties have lost the fun factor and are now becoming prottt-mak- Ing ventures. By advertising such parties, the planners hope to attract large numbers of people and charge an entry fee In order to make money. ThIs Is truly a rtp-off for those students who are just looking for some fun. This campus should not be used as an instrument to obtain in- dividual profit. We feel that the campus posting policy should be enforc- ed by the administration and respected by students. Btu- dents should also ignore these flyers that advertise 'par- ties' because they are probably just a rip-off. Nobody asked me, Friendships are wanted, •• or-needed comfortable, when 1 don't reach for my goals or chal- lenge myself in other things because I will be taken away from my friend or our frtend- ship will change (for better or worse). I ask myself, "Do I . want this friendship or do I need this friendship?" If my answer- is the latter, I do the most difficult thing there is for me to do, I gradually let go. I change from needing that friendship to wanting that friendship. It hurts. Part of my identity has died. I may now be defined as, for example, a friend of Gerry's instead of Gerry's best friend. I ask you to ask yourself: "What kind of person am I? Do I need friendships or can I want friendships?" If you an- swer: "I am someone who wants friendships, " but you find your life revolves around pleasing your friends and you can't imagine what your life could be beyond these; friend- ships; you may realize in- stead, "I need friendships." Now that depends on you. 1f you are a person who thinks that you need to be needed and you find someone to ful- fill this need, then by having such a friendship, part of you Is fulfilled. But you must real- ize that that kind of friend- ship gives you something that you aren't capable of finding within yourself. On the other hand, wanting someone's friendship involves choice. I want the friendships I have because they help me change Intellectually and emotionally. I try not to need friendships because then I be- come dependent. In a friend- ship of mutual need, where one friend is the need-er and the other is the need-ee, such a dependence hinders both people from stepping out of a situation that is comfortable and predictable into one which promotes change in other areas. True, I like to be comforta- ble and to know what's going on. But when I'm feeling too by Kimberlie Kranich People "tell" us who we are, and thus we have an Identity. Some of our tdenti- ties mean more to us than others. For example, during the school season, my identity as a student has a greater value to me than my identity as a concession attendant. Let's talk about friendships. There are two kinds: those in which you want someone's friendship and those in which you need someone's friend- ship. The difference is be- tween the wanting and the needing. To me, a need is something that you perceive that you must have and you direct your actions toward fulfilling this need. Wants are not basic to our survival, but are things that we chose. The. latter we can live without. I ask you, is it better to want someone's friendship or to need someone's friendship? Letter to the Editor Against campus housing lush, natural beauty. due to its location on wooded and prairie-like acreage. And they should dwell on it. The pictur- esque beauty of this campus is what makes it distinctive. But now they want to chop down more trees, pave over yet more prairie land and put up yet more mundane build- ings. There is too much of this bulldoze and pave-over mentality. Why 'can't : we leave a good thing alone? Just because this land isn't in Immediate and quantitative use by us myopic humans, we have to scurry to find some "practical" use for It. News Editor This past weekend brought near riot conditions 10 the Marquette University campus in two unre- lated uprisings . The first of the incidents oc- cured duringa crowded party in the student union. The incident Slatted when non-students who were in attendance were asked to leave the premisis. Apparently, when the non-stu- dents refused to leave the patty, a public-safety officer was struck, setting off the uprising. In all six public-safetyofficerswere.injured, the worst of the injuries being a broken nose. In addition 10 the injuries, two of the non-students were arrested, eight windows were broken, and an outdoor bulletin board was overturned. In an unrelated incident early Sunday morning, severaiMarquette students wereanested on relatively minor charges at a har Iocated within a few blocks of the campus. Although both incidents drew largecrowds,campus officials were quick to stress that the weekend's events were very different from recent happenings at the Univer- sity of Oshkosh.
