According to Sheila Kaplan, UW.Parkside chancellor, the state andtheUW Board of Regents are going in the direction of having students pay for more of the ser- vices they receive at UW System institutions. Feesthat are being considered atUW-Parkside are an Orientation Fee,alate Registration Fee, a Drop Courses or Credit Change Fee, a Graduation Fee, a Transcript Fee and aCatalog Fee, according to G. GaryGrace, Assistant Chancellor forStudent Affairs. The UW-Parkside Adminis- 1l11liveCouncil is considering the fees and will make arecommenda- tionto Kaplan. Kaplan says that it has been her philosophy that state funds shouldpay for student services. "Forthe five and one-half years I'vebeenhere (at UW-Parkside), I haverejected any ideas of what I call'nickel and diming' students," she said. However, Kaplan says that the state and the Regents have not been going in that direction in recent years. "That is not the general prac- tice in the UW System, nor is it the general direction that the Board of Regents isgoing in," noted Kaplan. "At the direction of the Regents, System is taking a new look at the whole issue of specialized fees." Sandinista representative to give free lecture at UW-P Sam Manchester Feature Editor Magda Enriquez, a repre- sentauve from the Sandinista National Liberation Front (FSLN) for the United States andCanada, will give a free lec- tureattheUniversity ofWiscon- SlO·Parkside on Monday, Febru- ary 15. Enriquez's lecture. "News Media: The Representation of ThirdWorld Countries," will be held at noon in Room 103 of Greenquist Hall. She will dis- cuss the misrepresentation of LatinAmerican issues byUnited StatesMedia. She will utilize her experi- enceandknow ledge in the fields ofpolitics and journalism to in- fonnthecampus public as to the SOmetimes slanted view the American Media uses to depict third world nations. An experienced lecturer and journalist, Enriquez is a found- ing member of the Nicaraguan women's. movement and women's association. Along with her international work, she specializes in many areas including politics, women's issues and media news. Between 1985 and 1990 Enriquez carried out numerous assignments as the Special En- voy of former President Daniel Ortega to Africa, Asia and the Middle EaSL She also served as a member of a Nicaraguan del- egation to the United Nations and the meetings ofNon-Aligned Movement As a journalist, Enriquez founded and directed the first Continued on Page 2 Grace said that the new fees could be perceived as being un- fair to students but that a fee for service policy could also be viewed as most equitable. "It's difficult to say what's fair, what's' appropriate," said Grace. "It all depends on your perspective." Grace a[sonotes that student fees have been going up at col- leges and universities around the country in recent years. "From a national perspec- tive," commented Grace, "the state public colleges and univer- sities have been in the process of implementing more and more fees since the early eighties." Grace also said that he felt most people involved in student affairs positions believe that there are some fees students should not have to pay for. "Most of usbelieve that there isa core of essential services that should be provided for students." said Grace. Waller releases book on teaching techniques for crack.cocaine-affected children Gary Parker News Writer Mary Bellis Waller is fight- ing in the war against drugs by aiding crack-affected children. Waller, Clinical Assistant Professor and Preceptor of Clini- cal Programs in Teacher Educa- tionat UW-Parkside hasauthored a new book entitled, Crack Af- fected Children: A Teacher's Guide. The book will be reieased this week at an Association of Teacher Educators Conference in Los Angeles. The book is the result of two years of research by Waller into the problems of teaching chil- dren whose mothers took crack cocaine during pregnancy. She has conducted over 200 inter- views with teachers and parents on the topic and has previously published articles on the subject in Educational Leadership and People and Schools. The book is divided into two sections. Part one describes the crack-affected child as a fetus, in- fant, preschooler and school-age child. Parttwo islarger and explains how to teach thecrack-affected child. This section details 18specific teach- ing iechniques used to leach these children, such as reducing stimuli, using only one teaching style, teach- ing without creativity and teaching with repetition. Waller says she first became interested in the topic when she wit- nessed theabnormal behavior ofthree crack-affected children in the class- room of a student teacher she was observing. Since then she has be- come an expert in teaching crack- affected children. "Coke locks kid in the 'on' position," she says. "Their ncr- vousstimulation isalready too high, so with any added stimulation, they freak out," she adds. Waller points out that many of the teaching techniques used to teach crack-affected children arc the opposite of those used to stimu- late learning in normal children. As babies, crack-affccied chilo dren are overstimulated and sent into frenzies by such normal ac- tivities as talking and eye comact, Holding or cuddling the child is overwhelming and can be like lor- ture for the child. That is why reducing the stimuli is so important in teaching thecrack-affected child. As part of their overall goal of promoting safer sexual awareness they have many different opportu- nities planned for the UW-Park- side student body. Students will get the opportu- nity to pick up a life saver packet ftlled with a roll of life savers and a condom. A kissing booth will also be setup on Thursday at 12:00 where studeruscan receive a "kiss" from the Homecoming king and queen. Students who enjoy different types novelties can buy key chains or matchbooks filled with condoms. Valentines with colored condoms will also be available for anyone looking for a valentine that special person. There will also be jar filled with condoms and if any student correctly guesses how many are in the jar, they will all of them. You can also pick up a complimentary notepad with the official love care- fully slogan. The Peer Health Educators have also written and will be per- forming their "condom rap." They will perform the rap on Thursday at 12:20 in the coffee shop and on Friday ant IJ:OO in Union cafete- ria. All activities, novelties, and valentines for Love Carefully 1993 are prepared and sponsored by the Peer Health Educators and this is just one of the many events planned to help and educate the student body at UW -Parks ide.
