Tbey will do this by collecting existing GIS data, integrating other spatial data into GIS, and using Global Positioning Systems (GPS) technology to collect additional data. Students involved in this project include Justin Chappelle, Michelle Dolnik, and Cory Tussler. When Ward was asked what be expected from the project, he said, "Two things, 1 expect the students will learn to develop, manage, and complete a GIS project. I also expect the students to develop a connection to the neighborhood." The data collected will be used to produce a neighborhood atlas showing the assets within tbe area. The class is looking at physical assets and demographic data within the Racine River North district. This "We've got issues" on needs. By taking an "asset- based" approach to community development, the focus is on the already-existing assets within tbe neighhorhood. The plan is to make the data available online and to use it, along with other data, to create a "resource directory" for the neighborhood. The project is planned to run through May 2009. Next semester, many of the students will be using tbe data in his Advanced GIS class. "It's important to try and make the place we live better," Ward said. The Geographic Information Systems project is a learning experience, and it helps to connect the students to their community. If something comes up and a reporter can't get their article in by deadline, I have been able to work something out with that reporter so that we still have an article, but they get some extra time to finish it. I think this works well for everybody. Along the same lines, we're slowly but surely improving our content as well. Now that we have some reliable reporters, we are able to cover more events and issues each week. Coming up we'll have an update on PSGA and what's happening with them, information on the Green Bike Project, more student organization profiles, an interview with UWPPD, and more things that I can't really think of right now. We're looking to give The Ranger News something fresh. At our last staff meeting, we tossed around some ideas. Some of these are plausible, some are a challenge but might work, and some (unfortunately) are just out of the question. So now I ask you guys. What would you like to see in future issues of The Ranger ou News? Some puzzles? More comics? More reviews of movies, restaurants, videogames? Recipes that are quick, easy, and healthy? Riedlinger last semester I wrote an editorial piece for the Ranger News about why you should give a damn about Student Government. I don't know how many people noticed, but I know Theodore Ruffalo did. Now he's president of the Parkside Student Government Association, and he and Senate have made it my job to make sure you, our fellow students, understand what they are doing and why it matters, so here it goes. First, it's important to understand what PSGA isn't. The Parkside Student Government Association is not like your high local school student council. coming up with dumb fundraisers just to keep busy. PSGA is not a political science club, nor does it care what major you have chosen. It is also not a closed-session, clandestine organization looking to pull one over on anyone. PSGA is a state-mandated organization under Wisconsin Statute 36.09(5). In essence, the State law grants students of any given institution of higher learning the right to actively participate in the governance and policy development of their school. It also grants the organization the right to collect and distribute fees to support student activities on their campus. These fees currently run about $5,000,000. In short, PSGA is the means by which all of you have a say in what goes on at UW-Parkside, and how the University is run. That's right; we all have a hand in saying who runs this place and what food we eat. We help decide the difference between academic probation and academic suspension. When the University needs a new Chancellor, we help decide who that person is. PSGA is your 'direct line'to the powers that be. If you want Parkside to recognize more transfer or life experience credits, there is probably a committee that decides what is recognized, and PSGA is your conduit to that group. If you have a brilliant solution to all the parking problems on our campus, but can't get anyone in the admtnistratlon to listen to you, PSGA is there to help make your brilliant idea known, and if it is judged to be truly sound, bring that idea to fruition. Look, you could easily sit by the entire time you're attending UWP and never know what PSGA does, but there are some who are trying to change that, and this article is one of those steps. Now the ball is in your court. Are you sick of the food on campus being so expensive? Come to PSGA and help decide what the criteria for our food service provider should be. Tired of our school getting bad press for choosing a guy under a federal investigation to be our next Chancellor? Come to PSGA and help find the right person for the job. You have the power. The Ranger News October 21, 2008 Men's Soccer roller coaster on the rebound ROB HANSEN hanse082@uwp.edu men's soccer team hosted -a pair of ties against conference rivals Missouri S&T and Drury University. The game versus Missouri S&T, contested on Oct. 10, ended scoreless. On Oct. 12, the Drury game was 4-4. The Ranger men dug themselves a seemingly overwhelming 4-0 hole. By halftime, the Rangers were down three goals. Midway through the second half, Drury added another goal. Spencer Bursten, freshman midfielder, tallied two goals over a 100 second span nearly an hour into the contest. Renaldo Vega, senior midfielder, added another goal nearly 70 minutes into the contest, to inch the Rangers closer. trailing 4 -3. In the closing stages of the game. the poised Ranger squad, with an assist from Ben Kreple, was able to set up Dave Mercer in front of goal w.ith_ less than one minute remaining. His game tying goal would be the game's final goal as the two teams battled through two overtime sessions before ending in a 4-4 tie. The Ranger men have three . more games until the GLVC tournament, which begins the first week of November. Their final two games will be played at home, at the Wood Road Soccer Field. They will play host to Southern Indiana and Kentucky Wesleyan, Jonny BeBeau, a sophomore forward, commented, "Our record does not reflect our team's abilities. I think we can beat anyone in the GLVC tournament, and we have as good of a chance as anyone to win the whole thing." He added that some of the upperclassmen leadership, The University of Wisconsin- Parkside men's soccer team has had quite the roller coaster season. Tripp found the section to be constitutional, however it is unethical in the sense that it allows one person unlimited power. The section in question reads: As of late, there has been much talk about the Parkside Student Government Association andtheir constitutions. Currently; thereare three constitutions being discussed in PSGA. The first constitution was the one that last Year'sPSGA members operated under. The second constitution Wasto be voted on by the student bodyin the last election, and the third constitution is a proposed constitution which PSGA IS Currently operating under. It was planned to replace the constitution fromthe last school year. , On Wednesday, Oct 22, a dIscussion began at PSGA's general assembly meeting about what constitution is the correct one to be operating under. Lawrence Tripp, the former Chief lustice(and now Parliamentarian) ofPSGA, began an investigation II1to what constitution PSGA should be operating under, and Whether or not Article V, Section "Section IV. All Justices C. Must meet witltin 5 school days after receiving a complaint from any student. or PSGA member. The decisions made by the Judicial branch shall be binding on all parties involved and shall be forwarded to the designated disciPlinary head of UW-Parkside or the appropriate authorities for implementation." This section basically allows lbe Chief Justice to change anything he'd like, and the rest of PSGA would have to go along with it. Tripp determined that this was not in the best interest of the student body, and changed it in the proposed constitution so that there is not a potential abuse of power. After Tripp's investigation, an ad hoc committee was formed to further investigate Tripp's decision. The investigation is researching complaints about this issue. They are also investigating tbe validity of Tripp's decision, whetber or not the constitution was correct, and whether or not the proposed constitution is in the best interest of the student body. The inconsistencies in last year's constitution, and the validity of spring's election are included in this investigation as well. The validity of spring's election comes into question because it is not known if students were given a copy of the "new" constitution to look over and vote on, or if a copy of the "old" (but current at the time) constitution was available for students. Therefore, at the time of this writing, the ad hoc committee has determined that the constitution that was to be voted on (and passed by the students, 347 votes for to 57 votes against) was not an operational constitution. It was ''We~ve got issues" not passed by both the Senate and the student body, and thus at the beginning of this school year, PSGA was operating under the same constitution they operated under last school year. At the time of this writing, this is the on!y conclusion the ad hoc committee has come to. The rest of the issues in question are still being investigated. If it is determined that Tripp made a poor decision or acted outside of his powers. the Senate can choose to disagree or agree with his decision, and take further action based on their conclusion. Problems with PSGA and rheir constitutions date back to the earliest days of the organization's existence, and there have always been questions of ethics and corruption. As the years went on. this grew into a snowball effect because there was a lack of accountability and a lot of apathy towards these problems. Until now. no administration has taken such drastic measures to correct the problems within the lIS organization. Apathy is not just a problem within PSGA, however, it extends to the student body a a whole. Now that Ted Ruffalo's administration has stepped in, they are working hard to eliminate apathy and corruption in the organization. They are also working to fix the loopholes and inconsistencies in theconstitutlon, and create a constitution that is clear, concise, easily changeable. and has longevity to it. Claims that meetings were held over summer break are true, however, the meetings were not conspiratorial, Further claims that Ruffalo's administration are out to get the students and further their own agenda are unsubstantiated.
