in by deadline,&#13;

able to work&#13;

coming&#13;

dumb&#13;
fundraisers&#13;
just to keep&#13;
busy.&#13;
PSGA&#13;
is not a political&#13;
science&#13;
club,&#13;
nor does&#13;
it care&#13;
what&#13;
major&#13;
you have&#13;
chosen.&#13;
It is also&#13;
not a closed-session,&#13;
clandestine&#13;
organization&#13;
looking&#13;
to pull one over&#13;
on anyone.&#13;
PSGA&#13;
is a state-mandated&#13;
organization&#13;
under&#13;
Wisconsin&#13;
Statute&#13;
36.09(5).&#13;
In essence,&#13;
the State&#13;
law grants&#13;
students&#13;
of any given&#13;
institution&#13;
of higher&#13;
learning&#13;
the right&#13;
to actively&#13;
participate&#13;
in the governance&#13;
and&#13;
policy&#13;
development&#13;
of their&#13;
school.&#13;
It also&#13;
grants&#13;
the organization&#13;
the right&#13;
to collect&#13;
and distribute&#13;
fees&#13;
to support&#13;
student&#13;
activities&#13;
on their&#13;
campus.&#13;
These&#13;
fees&#13;
currently&#13;
run about&#13;
$5,000,000.&#13;
In short,&#13;
PSGA&#13;
is the means&#13;
by which&#13;
all of you have&#13;
a say in what&#13;
goes&#13;
on at UW-Parkside,&#13;
and&#13;
how&#13;
the University&#13;
is run.&#13;
That's&#13;
right;&#13;
we all have&#13;
a hand&#13;
in saying&#13;
who&#13;
runs&#13;
this place&#13;
and what&#13;
food&#13;
we eat.&#13;
We help&#13;
decide&#13;
the difference&#13;
between&#13;
academic&#13;
probation&#13;
and&#13;
academic&#13;
suspension.&#13;
When&#13;
the University&#13;
needs&#13;
a new&#13;
Chancellor,&#13;
we help&#13;
decide&#13;
who&#13;
that&#13;
person&#13;
is. PSGA&#13;
is your&#13;
'direct&#13;
line'to&#13;
the powers&#13;
that&#13;
be. If you want&#13;
Parkside&#13;
to recognize&#13;

transfer&#13;
or life experience&#13;

lustice(and now Parliamentarian)&#13;
ofPSGA,&#13;
began&#13;
an investigation&#13;

constitution&#13;
PSGA&#13;
should&#13;
be operating&#13;
under,&#13;
and&#13;
Whether&#13;
or not Article&#13;
V, Section&#13;
"Section&#13;
IV. &#13;
All Justices&#13;
C. Must&#13;
meet&#13;
witltin&#13;

days after receiving&#13;

complaint&#13;
from any student.&#13;

he'd like, and the rest&#13;
of PSGA&#13;
would&#13;
have to go along&#13;
with it. Tripp determined&#13;
that this&#13;
was not in the best interest&#13;
of the&#13;
student&#13;
body,&#13;
and changed&#13;
it in&#13;
the proposed&#13;
constitution&#13;
so that&#13;
there is not a potential&#13;
abuse&#13;
of&#13;
power.&#13;
After Tripp's&#13;
investigation,&#13;
an ad hoc committee&#13;
was formed&#13;
to further&#13;
investigate&#13;
Tripp's&#13;
decision.&#13;
The&#13;
investigation&#13;
is&#13;
researching&#13;
complaints&#13;
about&#13;
this&#13;
issue.&#13;
They&#13;
are also&#13;
investigating&#13;
tbe validity&#13;
of Tripp's&#13;
decision,&#13;
whetber&#13;
or not the constitution&#13;
was correct,&#13;
and whether&#13;
or not&#13;
the proposed&#13;
constitution&#13;
is &#13;
in &#13;
the&#13;
best interest&#13;
of the student&#13;
body.&#13;
The inconsistencies&#13;
in last year's&#13;
constitution,&#13;
and the validity&#13;
of&#13;
spring's&#13;
election&#13;
are included&#13;
in&#13;
this investigation&#13;
as well.&#13;
The  validity&#13;
of  spring's&#13;
election&#13;
comes&#13;
into&#13;
question&#13;
because&#13;
it &#13;
is not known&#13;
if students&#13;
were&#13;
given&#13;
a copy&#13;
of the "new"&#13;
constitution&#13;
to look over and vote&#13;
on, or if a copy of the "old" (but&#13;
current&#13;
at the time)&#13;
constitution&#13;
was&#13;
available&#13;
for&#13;
students.&#13;
Therefore,&#13;
at the time of this&#13;
writing,&#13;
the ad hoc committee&#13;
has&#13;
determined&#13;
that the constitution&#13;
that was to be voted&#13;
on (and&#13;
passed&#13;
by the students,&#13;
347 votes&#13;
for to 57 votes against)&#13;
was not&#13;
an operational&#13;
constitution.&#13;
It &#13;
was&#13;
''We~ve&#13;
got &#13;
issues"&#13;
not passed&#13;
by both the Senate&#13;
and&#13;
the student&#13;
body, and thus at the&#13;
beginning&#13;
of this school&#13;
year,&#13;
PSGA&#13;
was operating&#13;
under&#13;
the&#13;
same&#13;
constitution&#13;
they&#13;
operated&#13;
under last school&#13;
year.&#13;
At &#13;
the time of &#13;
this&#13;
writing,&#13;
this is the on!y conclusion&#13;
the&#13;
ad hoc committee&#13;
has come to.&#13;
The rest of the issues in question&#13;
are still being investigated.&#13;
If &#13;
it&#13;
is determined&#13;
that Tripp made a&#13;
poor decision&#13;
or acted outside&#13;
of&#13;
his powers.&#13;
the Senate&#13;
can choose&#13;
to disagree&#13;
or agree&#13;

snowball&#13;

was&#13;
a lack&#13;
of accountability&#13;
and a lot of&#13;
apathy&#13;
towards&#13;
these problems.&#13;
Until&#13;
now.&#13;
no administration&#13;
has&#13;
taken&#13;
such&#13;
drastic&#13;
measures&#13;
to&#13;
correct&#13;
the problems&#13;
within&#13;
the&#13;
lIS&#13;
organization.&#13;
Apathy&#13;
is not just a&#13;
problem&#13;
within&#13;
PSGA,&#13;
however,&#13;
it extends&#13;
to the student&#13;
body a a&#13;
whole.&#13;
Now&#13;
that Ted  Ruffalo's&#13;
administration&#13;
has&#13;
stepped&#13;
in, they are working&#13;
hard to&#13;
eliminate&#13;
apathy&#13;
and corruption&#13;
in the organization.&#13;
They are also&#13;
working&#13;
to fix the loopholes&#13;
and&#13;
inconsistencies&#13;
in &#13;
theconstitutlon,&#13;
and&#13;
create&#13;
a constitution&#13;
that&#13;
is&#13;
clear, concise,&#13;
easily changeable.&#13;
and has longevity&#13;
to it.&#13;
Claims&#13;
that&#13;
meetings&#13;
were&#13;
held over &#13;
summer&#13;
break&#13;
are true,&#13;
however,&#13;
the meetings&#13;
were&#13;
not&#13;
conspiratorial,&#13;
Further&#13;
claims&#13;
that&#13;
Ruffalo's&#13;
administration&#13;
are out to&#13;
get the students&#13;
and further&#13;
their&#13;
own&#13;
agenda&#13;
are unsubstantiated.&#13;
The PSGA&#13;
officers&#13;
are working&#13;
hard to fix what's&#13;
broken&#13;
in our&#13;
