A third concern Pettit raised revolves around the Adrian Serrano United Council's lack of of Implementation of the Stu- dents Taking Action AgaInst Rape (STAAR) project for which they received a $20,000 federal grant. The under- standing the federal govern- ment had with UC was that United Council would match the federal funds, thereby creating a total of $40,000. ,The grant was given to have 13 campus volunteer coordinators and one state- wide coordinator to organize, traIn and implement a pro- gram to asstst victims of sex- ual assault. the program never got off the ground an6 the money was spent. "The administration of the Victims of Crime (VOCA) was very much mislead, as much as the general assem- bly was, as what was going on with ST AAR financially. Because of that, he doesn't want a big issue made of this, so he was worked out a very reasonable payback sched- ule," Serrano sald. "I can't remember what the numbers are, but It is scheduled to be paId back by the end of the year. As far as I know, we haven't had any problem making the payments." Serrano went on to allay concerns about United Coun- cil's operating budget prob- lems. "I know there have been some rumors floating around that we have not been able to make payroll and that I was spending all the money on travel visiting the campuses and going all around the country. We have never pay. roll. This difference can be crucial, especially if a fire were to start In the dorms. Their wood construction and thin walls leave them espe- cially susceptible to rapid spread of fire. Kenosha'S re- sponse times may change upon completion of Its north· side station. Barca claimed that the fact that the Kenosha department Is a full·time department . means that It Is better equipped to serve the needs of Parkslde. The Somers de- partment claimed that quite the,opposlte Is true. liThe tanker at Somers can carry up to 1000 gallons of water and Is capable of un- loading the entire amount In only one minute. If neces- sary," Krause explained. Kenosha has no such tankers, and relies entirely on the hy- 'drant system. Somers also has two off-road four-wheel drive vehicles for combatting grass fires. The Kenosha de- partment has no such vehi- cles. The paramedics In Somers are of a higher classification than those In Kenosha. They are required to be re-certlfied every two years, which en- tails being up to date on all new procedures. The mutual aid box alarm system allows Somers to draw upon other fire depart- . ments for ald. If the Somers department found themselves In a situation that they could not handie alone, they would initiate' the first alarm, then the second, then the third, and so on. Each time they would contact a group of local departments, drawing oh the nearest stations first, until In theory they would ,,"ve. enough equipment to manage the worst Imaginable sttua- tlon. The system does not draw too much support from any one station so as not to disa- ble them from responding to other calls. Kenosha has not yet officially joined with Somers In this system. Currently, the Somers fire department has a direct com- municatlon system with Parkslde security. They are able to be told exact sltua- tlons In the case of an emer- gency and are escorted by the campus pollee dtrectly to the scene. -When a call comes in from the dispatcher, beepers go off on the belts of the vol- unteers. Those in the immedi- ate area go to the station and bring the equipment to the scene, .where those who wer~ not In the area at the time will meet them or will be waiting for them. Each of the student areas has been prepanng their budgets to present them to the committee. Each area wlll no doubt offer Its members the opportunity to evaluate the budget before It Is presented to SUFAC. The Union building bears the burden of being the area with the largest financial support of the students. Last year, $284,941 of the $763,101 Segregated Fee budget went to support the Union. It Is vtlal that as much student input Is given to the budgets of the Union as possible. ThIs Is the time to have the Parkslde Union Advisory Board (PUAB) exhibit Its unique ability to evaluate the Union budgets and make pertinent suggestions before SUF AC sees them in order to afford students as much representation as possible in the declslon-m&!<lngprocess. WhUe I do not know enough about the politics of annexation or the financial benefits received, I do know somethlng about the benents- /drawhacks of an increase in fire and rescue protection. Having spent six years with a professional fire and rescue department as a FIrefighter FIrst Class/Paramedic I feel that some of the etatements make by the EMT-D from Somers Volunteer FIre De. partment were not quite cor. rect; furthermore, I feel It Is my responalbility to point out these discrepancies. I want to begin with the statement "Most of Somers' EMTs are certified EMT-Ds meaning they can deflbrltate in cases of cardiac arrest." ThIs statement Is very mts- leading to the general public. Most people are unfamiliar with the terms of cardiac ar- rest or deflbr1Uation. . C&rd1ac arrest is a cessa- tion of the heart muscle to pump the blood throughout • • issue the body. It also means that the lungs are not exchanging the gases (oxygen and carbon dioxide) as they would nor- mally do. In the case of ven- trlcular flbr1liatlon (a symp- tom of cardiac arrest) the heart's electrical system Is not flJIlctlonlng properly. By deflbr1liatlng, the rescuer Is provtdlng an outside source of electricity to try and "jump start" the heart back into Its normal rhythm.
