"Looking at the data in a racial analysis, all the economic progress made by black people in the 1960's bas been wiped away." Some trends that Hoover discov- ered in his research include the fact that key income security programs were cut, tax savings went to upper income groups and the welfare cuts put many people below the poverty line. The combined effects of the cuts and the tax changes hurt the poor much more because they came on top of the recession. According to a book, The Reagan Record, which Hoover quoted fre- quently, many of the Reagan ad- ministration's plans to cut social programs were stopped in the Sen-. ate and House.
