educational&#13;
issues&#13;
of UW System&#13;
students&#13;
through&#13;
active&#13;
involvement&#13;
at all&#13;
levels&#13;
of government"&#13;
To putthatin&#13;
English,&#13;
u.c.&#13;
makes&#13;
sure UW students&#13;
know&#13;
what's&#13;
going&#13;
on in state govern-&#13;
ment as well as representing&#13;
us.&#13;
They&#13;
meet&#13;
roughly&#13;
once&#13;
a&#13;
month,&#13;
and&#13;
Parkside&#13;
tries&#13;
to send&#13;
seven&#13;
voti ng delegates&#13;
every&#13;
time. Friday&#13;
evenings,&#13;
the sepa-&#13;
rate committees&#13;
meet&#13;
Saturday&#13;
mornings,&#13;
the General&#13;
Assembly&#13;
meets.&#13;
This weekend,&#13;
there was an&#13;
opening&#13;
in the delegation,&#13;
and&#13;
I&#13;
was&#13;
fortunate&#13;
enough&#13;
to be able&#13;
to go along.&#13;
The&#13;
rest of the dele-&#13;
gation&#13;
consisted&#13;
of Eric Bovee,&#13;
PSGA&#13;
President&#13;

Committee);&#13;
Deb&#13;
Cutler,&#13;

senator&#13;

Committee);&#13;

I admit&#13;
that at first, I was&#13;
apprehensive.&#13;
A senator&#13;
had&#13;
given&#13;
me the distinct&#13;
impression&#13;
earlier&#13;
in the week that UW-P&#13;
representation&#13;
was of secondary&#13;
importance&#13;
on these trips; the&#13;
real reason&#13;
for going&#13;
along&#13;
was&#13;
to get as drunk&#13;
as possible.&#13;
Well,&#13;
my fretting&#13;
was in vain.&#13;
Instead&#13;
of loud,&#13;
obnoxious&#13;
par-&#13;
ties iasting&#13;
through&#13;
the night,&#13;
groups&#13;
of people&#13;
gathered&#13;
in&#13;
hotel lobbies&#13;
and corridors&#13;
while&#13;
discussing&#13;
current&#13;
issues.&#13;
These&#13;
students&#13;
were intent&#13;
on changing&#13;
the UW system&#13;
for the better-&#13;
people&#13;
actually&#13;
cared&#13;
and&#13;
got&#13;
involved.&#13;
Friday&#13;
night,&#13;
i attended&#13;
the&#13;
Multicultural&#13;
Affairs&#13;
Committee.&#13;
I&#13;
was&#13;
du Iy impressed&#13;
by the fervor&#13;
with which&#13;
statistics&#13;
were&#13;
reviewed&#13;
and decisions&#13;
were&#13;
made.&#13;
Likewise,&#13;
the General&#13;
Assembly-although&#13;
muddied&#13;
by&#13;
loads&#13;
of political&#13;
mumbo-&#13;
jumbo-was&#13;
filled&#13;
to the rafters&#13;
with&#13;
people&#13;
who&#13;
jumped&#13;
into&#13;
what they were doing&#13;
with ener-&#13;
gy &#13;
and optimism.&#13;
One&#13;
thing&#13;
kept&#13;
bothering&#13;
me,&#13;
though.&#13;
Does&#13;
UW-Parkside's&#13;
stu-&#13;
dent&#13;
body&#13;
know&#13;
what's&#13;
going&#13;
on?&#13;
Do they even &#13;
care?&#13;
The answer&#13;
appears&#13;
to &#13;
be &#13;
no, but it should&#13;
be&#13;
yes.&#13;
Prepare&#13;
to &#13;
be &#13;
informed.&#13;
A resolution&#13;
was just passed&#13;
to&#13;
allow&#13;
for the release&#13;
of a summa-&#13;
ry &#13;
of the resu Its of the students'&#13;
evaluation&#13;
of a teacher&#13;
to the&#13;
entire&#13;
student&#13;
body.&#13;
These&#13;
evalu-&#13;
ations&#13;
will also &#13;
be &#13;
used to influ-&#13;
ence faculty&#13;
promotions&#13;
and&#13;
salaries.&#13;
Also&#13;
passed&#13;
were&#13;
three&#13;
bi lis&#13;
that are to &#13;
be &#13;
sent to Wisconsi&#13;
n&#13;
legislation.&#13;
Assembly&#13;
Bill 1109&#13;
and its companion&#13;
bill, Senate&#13;
Bill 500, create&#13;
a Board&#13;
of&#13;
Regents&#13;
Nominating&#13;
Council&#13;
that&#13;
would&#13;
recommend&#13;
3 to 5 persons&#13;
to the Governor&#13;
for vacant&#13;
Board&#13;
positions.&#13;
This&#13;
bill would&#13;
help&#13;
create&#13;
better&#13;
representation&#13;
on&#13;
the Board&#13;
of Regents.&#13;
Instead&#13;
of&#13;
the Governor&#13;
having&#13;
complete&#13;
control,&#13;
he could&#13;
only choose&#13;
from this committee's&#13;
recommen-&#13;
dations.&#13;
The&#13;
last bill,&#13;
Assembly&#13;
Bill 33,&#13;
is one that every&#13;
student&#13;
at UW-&#13;
Parkside&#13;
should&#13;
be &#13;
aware&#13;
of and&#13;
support.&#13;
It is entitled&#13;
the&#13;
Undergraduate&#13;
Tuition&#13;
Cap Bill.&#13;
This&#13;
bill would&#13;
cap&#13;
undergradu-&#13;
ate tuition&#13;
in the UW system&#13;
at&#13;
33% of instructional&#13;
cost for in-&#13;
state students&#13;
and at 120%&#13;
for&#13;
out-of-state&#13;
students.&#13;
This is&#13;
going to help restrain&#13;
tuition&#13;
increases&#13;
and force UW system&#13;
to bring in funding&#13;
from other&#13;
areas.&#13;
It would&#13;
also put a burden&#13;
on the UW&#13;
system&#13;
to justify&#13;
any&#13;
increases&#13;
in tuition.&#13;
Since any&#13;
increase&#13;
above&#13;
33% would&#13;
require&#13;
a change&#13;
in the law, it&#13;
would&#13;
be &#13;
much&#13;
more difficult&#13;
to&#13;
raise&#13;
tuition&#13;
(especially&#13;
since&#13;
U.c. has some say in state legis-&#13;
lation).&#13;
Obviously,&#13;
a lot is going&#13;
on in&#13;
the United&#13;
Council.&#13;
If you&#13;
feel&#13;
a&#13;
need&#13;
to attend&#13;
any&#13;
U.c.&#13;
delega-&#13;

enrollment&#13;
because&#13;
we may&#13;
not continue&#13;
to have&#13;
enough&#13;
support&#13;
for the additional&#13;
students.&#13;
"We&#13;
must&#13;
have&#13;
strong&#13;
commitment&#13;
from&#13;
legislators,&#13;
if&#13;
we continue&#13;
to receive&#13;
more&#13;
stu-&#13;
dents,"&#13;
he said.&#13;
Increasing&#13;
the&#13;
numbers&#13;
of students&#13;
might&#13;
have&#13;
a&#13;
drastic&#13;
affect&#13;
on the quality&#13;
of&#13;
education&#13;
they&#13;
receive,&#13;
he&#13;
added.&#13;
"There's&#13;
only&#13;
so much&#13;
money&#13;
that we have&#13;
...we must&#13;
have&#13;
the money&#13;
to do &#13;
it."&#13;

that the Board&#13;

Regents&#13;
have&#13;
demonstrated&#13;

The consultants&#13;
have&#13;
found&#13;
that a vast array&#13;
of programs&#13;
are&#13;
common&#13;
across&#13;
the &#13;
UW&#13;
system.&#13;
These&#13;
dupl&#13;
ication&#13;
of programs&#13;
have&#13;
resulted&#13;
to an imbalance&#13;
of&#13;
supply&#13;
and demand.&#13;
Because&#13;
of&#13;
this,&#13;
the University&#13;
of Wisconsin&#13;
System&#13;
Administration&#13;
and the&#13;
institutions&#13;
will&#13;
respond&#13;
to these&#13;
recommendations.&#13;

However, increases in the num-&#13;
ber  of  new  transfer   students   who&#13;
leave   other   colleges   or  universi-&#13;
ties  to  attend   UW-Parkside    rose&#13;
by  15 percent.&#13;
Retention    of   continuing&#13;
stu-  .&#13;
dents   is  down    at   UW-Parkside.&#13;
According to exit interviews con-&#13;
ducted   by  the  University,   47  per-&#13;
cent  of  those   students   eligible   to&#13;

"stopouts"&#13;
who  say&#13;
they   intend   to  enroll   again   in  a&#13;

Gary  Grace,  sssistant  chancellor&#13;
of  student   affairs,   said  better  job&#13;

"Most   of  the  shortfall   in  stu-&#13;
dent  enrollment   is from  our  adult&#13;
students in the Racine&#13;
area-s-&#13;
the&#13;
economy   is so awfully  good  right&#13;
now  that  people   are  more   likely&#13;
to  pursue  a job  that  is good  rather&#13;
than an education."&#13;
Efforts   to  increase   enrollment&#13;
are  currently   being   implemented&#13;
by   the   University.&#13;
Construction&#13;
of  a new  student  residence   hall  is&#13;
presently&#13;
underway,&#13;
and   when&#13;
finished,   is expected  to house  400&#13;
students.&#13;

The  second   phase   consists   of&#13;
adding'  on  a new  fieldhouse.    The&#13;
new&#13;
fieldhouse&#13;
would&#13;
cover&#13;
58,504    square    feet,   and   would&#13;
house   an  indoor  track.&#13;
The  sur-&#13;
face  would  be  very  similar  to  the&#13;
synthetic&#13;
surface&#13;
recently&#13;
removed   from  the  existing   gym.&#13;
The  new  gym  would  be  used  for&#13;
track, tennis, soccer, and other&#13;
sports.&#13;
Currently,   the  outdoor   sports,&#13;
such   as   baseball,&#13;
softball,    and&#13;
soccer,  are  having  trouble  finding&#13;
a   place    to   practice&#13;
when    the&#13;
weather is not cooperating out-&#13;
side.   The  new  gym  would  solve&#13;
this    problem,&#13;
and   would    give&#13;
ample&#13;
space&#13;
to    all    the    sport&#13;
teams.&#13;
"This  would  be  a  huge  benefit&#13;
to our  outdoor  teams,"   said  Draft.&#13;
The  indoor  sports,   like  bas-&#13;
ketball,  and volleyball   would  also&#13;
be  able   to  use   the   new   facility.&#13;
However,&#13;
they    will   still   play&#13;
. their   games   and   practice   on  the&#13;
new wooden surface in the exist-&#13;
ing fieldhouse.&#13;
Draft  said  the  project  has  been&#13;
long  in the  making,   and  will  ben-&#13;
efit eversyone   connected   with  the&#13;
University.&#13;
"Just  to see the  shovel  hit the&#13;
ground   in  March   is  going   to  be&#13;
rewarding,"   explained   Draft.&#13;

Plans  for  the  first  phase   of  the&#13;
Physical&#13;
Education&#13;
Building&#13;
expansion   project  are  expected   to&#13;
be  set  in motion  early  this  spring,&#13;
with  several  other  key  dates  set.&#13;
Ground   breaking   ceremonies&#13;
are   expected&#13;
in   mid   March    of&#13;
1997,  and  completion   of  the  first&#13;
phase   is  expected   by  August   of&#13;
1998,  according   to  Linda   Draft,&#13;
Associate&#13;
Athletic&#13;
Director&#13;
at&#13;
UW-Parkside.&#13;
"We are one more year behind&#13;
schedule    than   where   we   would&#13;
like  to  be,"  said  Draft.&#13;
The   first  phase   of  the  project&#13;
includes   remodeling    of  the   first&#13;
floor  to  provide  additional   locker&#13;
room space, a new training room,&#13;
weight&#13;
room,&#13;
and&#13;
equipment&#13;
issue room.  The second floor&#13;
will   also   have  work   done   on   it.&#13;
This  includes  an  additional   class-&#13;
room,&#13;
office&#13;
space,&#13;
and&#13;
a&#13;
dance/aerobics    studio.&#13;
Before   any  of  this  can  happen&#13;
though,   some  details  still  need  to&#13;
be   worked   out.&#13;
In  January    of&#13;
1997,  plans  will   be  released    for&#13;
bids&#13;
to&#13;
the&#13;
contractors.&#13;
Approximately&#13;
one&#13;
month-&#13;
later,&#13;
the  bids  will  be  awarded   for  con-&#13;
struction,    and   then   the   building&#13;
can  begin.&#13;
The  ground  breaking  ceremony&#13;
is not  the  only  big  event  happen-&#13;
ing   in   March.&#13;
The   Wisconsin&#13;
Building   Commission   will  again&#13;
meet   in   the   spring,    and   either&#13;
approve   or  disapprove   plans   for&#13;
Enrollment  at the  University   of&#13;
Wisconsin-Parkside    is  down   6.5&#13;
percent, and  is expected   to  cause&#13;
a  $780,000   shortfall&#13;
in  revenue&#13;
from tuition.&#13;
UW-Parkside's   total  enrollment&#13;
for  the    1996    fall    semester&#13;
is&#13;
4,538, down  from  4,851   in  1995.&#13;
The  University    missed    its   full-&#13;
time-equivalent&#13;
enrollment target&#13;
by&#13;
340  students.   This   figure    is&#13;
nearly  10 percent   below   the  pro-&#13;
jected target.&#13;
The University   is currently   tak-&#13;
ing steps   in  anticipation&#13;
of   the&#13;
,&#13;
projected deficit.   Early  corrective&#13;
steps include:&#13;
•  Leaving   some   staff  vacan-&#13;
eies unfilled.&#13;
•  Using  part-time   professors&#13;
to  teach   classes    where    faculty&#13;
members have  left.&#13;
•    Eliminating&#13;
or&#13;
cutting&#13;
spending  for  some   supplies   and&#13;
equipment.&#13;
badly   in  need  of  a  new  transmit-&#13;
ter  that  would   give  the  radio  sta-&#13;
tion   a  stronger    signal   for&#13;
long-:&#13;
range  broadcasting.&#13;
"We  have  a radio  station  and  it&#13;
is doing  something,   but  I think&#13;
it's been years since we have&#13;
had  a transminer   capable  of  long&#13;
range  broadcasting,"    explained&#13;

According to exit interviews,&#13;
it's not  like  students   can  flip  on&#13;
University officials "refresh" staff employees on&#13;
Wisconsin Act 177&#13;
The University  defines sexual&#13;
harassment  as unwanted, unwel.&#13;
come sexual  advances,  requests&#13;
for sexual favors, and any other&#13;
physical, written, or verbal intim-&#13;
idation  of an offensive  nature&#13;
where:&#13;
• Compliance  may be made&#13;
a  condition   of  education  or&#13;
employment.&#13;
•  In  relationships   among&#13;
equals,  when  such  harassment&#13;
has a harmful effect on ability to&#13;
work or study.&#13;

Sexual  Exploitation  by a&#13;
Therapist: intentional sexual con-&#13;
tact by a therapist  during  any&#13;
ongoing therapist/patient  or ther-&#13;
apist/client relationship.&#13;
All instances of sexual assault&#13;
are reportable under Wis. Act 177&#13;
regradless   of  the  degree  of&#13;
assault, or whether the perpetra-&#13;
tor  is  known  to  the  victim&#13;
(aquaintance    rape)   or  not&#13;
(stranger rape).&#13;

through use of threat of violence,&#13;
or intercourse  or contact which&#13;
causes  injury  including  illness,&#13;
disease or impairment of sexual&#13;
organs  or mental  anguish,  or&#13;
intercourse or contact with a per-&#13;
a student who has been sexually&#13;
assaulted to report the incident to&#13;
the University's dean of students,&#13;
for the purpose of disseminating&#13;
this information  to the student&#13;
body.&#13;
If the victim wishes to remain&#13;
anonymous, the incident may be&#13;
reported  without  including  a&#13;
name. Because sexual assault is a&#13;
crime and can have long lasting&#13;
negative  effects on the victim,&#13;
employees of the institution are&#13;
required  to urge the victim to&#13;
seek assistance  through Student&#13;
Health and Counseling  Services,&#13;
University Police or the Dean of&#13;
Student's Office.&#13;
McLaughlin said trained advo-&#13;
cates are available on campus to&#13;
assist  the  victim.  Additional&#13;
referrals and support are provid-&#13;

Students   now  have  a chance&#13;
to take time out to attend sport-&#13;
ing events  while  at the  same  time&#13;
covering   their  tuition   costs   in   a&#13;
new   contest   offered   this  year  at&#13;
the   University&#13;
of   Wisconsin-&#13;
Parks ide.&#13;
Each  time  a  student   attends   a&#13;
home volleyball  match, basket-&#13;
ball game, or wrestling dual meet&#13;
this year at UW-Parkside,  they&#13;
can  sign  their  name  at the  desig-&#13;
nated   place   and  time   and  enter&#13;
themselves&#13;
into  a drawing   to  be&#13;
held at the last home basketball&#13;
game  of  the  season.&#13;
The  contest   provides   a way  for&#13;
students   to get  their  tuition  at the&#13;
in-state  rate paid  for  next  fall,  or&#13;
get  reimbursed  for the tuition&#13;
students   pay  second   semester    if&#13;
they graduate  at the end of the&#13;
academic   year.   Student   fees  are&#13;
not  included.&#13;
"We're trying to do something&#13;
positive   to  provide   more  oppor-&#13;
tunities   to get  students&#13;
involved&#13;
with&#13;
campus   events,"   explained&#13;
Dr. Lenny  Klaver,  director  of&#13;
athletics.  "UW-Parkside  is pri-&#13;
marily&#13;
a&#13;
commuter&#13;
school   and&#13;
it's  harder  to  get   students   who&#13;
don't    live   on   campus&#13;
to   get&#13;
involved. This could be a way to&#13;
get people to come  to athletic&#13;
events who might otherwise not&#13;
come."&#13;
Klaver also said that poor atten-&#13;
dance  at  sporting   events   such  as&#13;
men's  basketball   games  can  have&#13;
a negative    impact  on  the  perfor-&#13;
mance of athletic teams.&#13;
"It&#13;
can be a dismal to student&#13;
athletes performing when there is&#13;
nobody watching in the stands;'&#13;
explained Klaver. "This could be&#13;
a way  to  develop   enthusiasm    as&#13;
well  as give  students  some  incen-&#13;
tive  to get  involved."&#13;
Klaver  commented    that a lot of&#13;
students   at  the   University&#13;
may&#13;
not be  aware of what level of&#13;
competition  UW-Parkside's  ath-,&#13;
letic&#13;
teams&#13;
play    at   in   their&#13;
respective   conference.&#13;
"In basketball, the Great Lakes&#13;
Valley   Conference&#13;
is  outstand-&#13;
ing,"  said   Klaver.   "The   confer-&#13;
ence  is recognized   very  highly   in&#13;
NCAA Division II Basketball."&#13;
Each  time  a student  attends  an&#13;
athletic  event  at UW..Parkside&#13;
and signs up for the contest, they&#13;
increase    their   chances&#13;
of   win-&#13;
ning.    Students&#13;
can   sign   their&#13;
names on a slip of paper handed&#13;
out  at the  beginning   of  the  event&#13;
when they show their valid UW-&#13;
Parkside  IDs, and students  can&#13;
put the slip into the designated&#13;
box  that  is available   on their  way&#13;
out&#13;
after  the  event.&#13;
A   schedule    of   UW-&#13;
Parkside's   sporting  events   can&#13;
be&#13;
picked up at the Athletic Office&#13;
or  at  the  student   Donn   Office.&#13;
Students    are  allowed&#13;
only&#13;
one&#13;
entry per night, and only current&#13;
UW-Parkside  students are eligi-&#13;

The University of Wisconsin-&#13;
Parkside Radio Club has had its&#13;
first official meetings of the year&#13;
this month.&#13;
Approximately 17-20 students&#13;
were on hand to attend each&#13;
meeting, and discussed objec-&#13;
tives set up by radio station per-&#13;
sonnel in order to help get the&#13;
Radio Club off to a functional&#13;
start.&#13;
The radio station has currently&#13;
set up three goals in order to&#13;
accomplish this. The first and&#13;
most difficult is to obtain radio&#13;
frequency through the approval&#13;
of the Federal Communications&#13;
Commission (FCC) The second&#13;
goal is to acquire efficient funds&#13;
to help buy equipment and publi-&#13;
cize the radio station's revival.&#13;
The third goal is to fill the now&#13;
vacant radio room with equip-&#13;
ment desperately needed in order&#13;
for the station to operate effi-&#13;
ciently.&#13;
Dianna Duwe, president of the&#13;
Radio Club, is currently in the&#13;
process of writing up contracts&#13;
and outlines of the radio station's&#13;
needs in order to present them to&#13;
the surrounding community for&#13;
support, donations and recogni-&#13;
tion.&#13;
The radio station hopes to&#13;
obtain funding from area busi-&#13;
nesses in exchange for on-air&#13;
publicity. The radio station also&#13;
hopes to receive donations from&#13;
other organizations on campus.&#13;
, "The purpose of trying to re-&#13;
establish this organization is to&#13;
inform, entertain and become a&#13;
morale booster, not only for the&#13;
students  and staff at UW-&#13;
Parkside, but also for the Racine&#13;
and Kenosha  communities,"&#13;
explained Radio Club member&#13;
Nicole Sicuro.&#13;
Radio station personnel feel that&#13;
having a radio station on campus&#13;
could help the other organiza-&#13;
tions under the S.O.C. (Students&#13;
Organizations Council) umbrella&#13;
advertise their events across cam-&#13;
pus.&#13;
"Presently, UW-Parkside's&#13;
enrollment is down, and advertis-&#13;
ing on the air would be&#13;
a&#13;
great&#13;
way to get the word out and inter-&#13;
est people in obtaining informa-&#13;
tion about the facilities UW-&#13;
Parkside has to .offer,' explained&#13;
Radio Club member Michelle&#13;
Hansen.&#13;
Mike Graczyk, another student&#13;
involved with the Radio Club,&#13;
commented: "There are a lot of&#13;
strikes against us right now, but&#13;
we are working hard to change&#13;
people's views about starting up&#13;
the radio station again."&#13;
The Radio Club is currently&#13;
looking for support and help with&#13;
fundraising from interested stu-&#13;
dents and faculty members.&#13;
Anyone interested in learning&#13;
about the radio broadcasting&#13;
industry is welcome to attend&#13;

A  random   sexual   assault   recent-&#13;
ly occurred    at  Carthage    College.&#13;
The  female   Carthage    student    was&#13;
in an  isolated    music   room   in  the&#13;
Johnson   Art  Center   on  February&#13;
10,&#13;
when   a  suspect   turned   out&#13;
the&#13;
lights  to  the  practice    room,   placed&#13;
a&#13;
hat  over  her  face  and  attacked&#13;
her.&#13;
The  suspect   is  a   25-30   year   old&#13;
white  male   with   short,   strawberry&#13;
blond&#13;
hair  and  a  light   5 o'clock&#13;
shadow.    He  is  an  unknown    man&#13;
approximately&#13;
6&#13;
feet  tall  with   a&#13;
muscular,   "football&#13;
like  build."&#13;
He  was  wearing    a  dark   brown,&#13;
waist  length   leather   bomber    coat&#13;
and  black   suede   or  leather   gloves.&#13;

In  the  wake  of  the  Chancellor's&#13;
statement    regarding   harassment,&#13;
the  Ranger   News  spoke   with&#13;
Charlotte    Westerhaus,    the  assistant&#13;
to  the  Chancellor    for  Equity   and&#13;
Diversity.&#13;
As  stated   in  the  Feb.&#13;
13&#13;
issue  of  the  Ranger   News,   stu-&#13;
dents,   faculty   and  staff  who  feel&#13;
they  are  victims   of  sexual   harass-&#13;
ment,   or  any  other   form  of  harass-&#13;
ment,   should   contact   the&#13;
Affirmative&#13;
Action   office   at  ext&#13;
2369  or  visit  Wyllie  Hall   340.&#13;
Asked   who  the  typical   victim   is,&#13;
Westerhaus    said  that  there   are  no&#13;
typical   victims.&#13;
Anybody    who&#13;
feels   that  he/she   is  harassed   or  dis-&#13;
criminated&#13;
against   based   on  race,&#13;
religion,   gender&#13;
or&#13;
other   differ-&#13;
ences   is  a  victim   of  harassment.&#13;
There  is no typical  form  of harass-&#13;
ment  experienced   on campus.&#13;
There&#13;
are incidents  that&#13;
range&#13;
from  the  most&#13;
subtle  to the most overt,  and  most  are&#13;
~ either  sexual&#13;
or&#13;
racist  in nature.&#13;
Every  incident&#13;
that&#13;
occurs&#13;
on campus&#13;
differs  in some  respects,  but all can&#13;
tarnish  personal  feelings  of equity  and&#13;
human  dignity.  Victims  should  get&#13;
suggestions   and  learn how to deal&#13;
with&#13;
the&#13;
various  forms  of harassment.&#13;
A majority  of incidents  occur  when&#13;
the offending  individual  feels that&#13;
he/she  won't  get caught.   These  are&#13;
often  the worst  and  most  isolated  of&#13;
the incidents.   Other  incidents  occur&#13;
in more  public  forms,  though  most&#13;
take&#13;
place  in private.  or when  there&#13;
are&#13;
no witnesses.   The  most  difficult&#13;
cases  occur  when&#13;
the&#13;
perpetratortries&#13;
to stay anonymous,   such as in&#13;
the&#13;
act&#13;
of passing  anonymous   letters.&#13;
Victims  are more  likely to feel&#13;
empowered   and  to report  incidents  if&#13;
they helieve&#13;
these&#13;
reports  are taken&#13;

Fat Tuesday,  a day  in which  it is per-&#13;
missible  to eat  large quantities   of  any-&#13;
thing  and  everything.&#13;
Teams  composed   of either  a group&#13;
of  friends  or an organized  student&#13;
club  compete  for points  in daily&#13;
events.   At the end  of  the week,  prize&#13;
money  goes  into their  private  account.&#13;
A parade  through  the concourse&#13;
area,  beginning  at the LI  level of  the&#13;
Union  and  ending  at Main  Place,  will&#13;
serve  as announcement   of the  win-&#13;
ners.   "At that point  we'U  announce&#13;
the  winner  for the week-long   compe-&#13;
tition.   By  the end  of the  week  it's&#13;
whatever  club  has accumulated&#13;
the&#13;
most  points,"  said Heather   Flohr,&#13;
Winter  Carnival  chair.&#13;
The  carnival  kicked  off on Monday&#13;
with  popcorn,  cotton  candy,  and  free&#13;
carnival  games.   A Pie Toss  gave  stu-&#13;
dents  the opportunity   to ridicule  their&#13;
professors   and  other'students,&#13;
A scavenger  hunt  took  place  on&#13;
Tuesday,  and  then  on Wednesday&#13;
competition   events  took  place.&#13;
Thursday's   events  are a&#13;
"Family&#13;
Feud"  show  at noon  and  a "Comedy&#13;
Sportz"  show  at 8&#13;
p.m,&#13;
Both  events&#13;
will he  in the  Union  Square.   Flohr,&#13;
who  also  serves  as vice  president  of&#13;
Student  Organizations   Council&#13;
(SOC),  explained   that the ''Comedy&#13;
Spartz"&#13;
show  is an improv  comedy&#13;
group.&#13;
Also,  each  team  may  paint  a win-&#13;
dow  panel  on  the Union  bridge  "and&#13;
relate  it to their  team  or club,"&#13;
explained  Lundskow.   That  panel  is&#13;
"also an event.&#13;
And  even  though  the winners  of&#13;
this year's  carnival  have  not even&#13;
been  announced   yet,  Lundskow&#13;
encourages   students  who enjoy  the&#13;
carnival  to help  plan&#13;
it&#13;
for next year.&#13;
A group  of students  form  the Winter&#13;
Carnival  committee   each  year and&#13;
help  spearhead   the events.&#13;
To most  people  a carnival  means  a&#13;
carousel,  games,  and  cotton  candy.&#13;
With the exception  of the carousel,&#13;
University  of Wisconsin-Parkside&#13;
stu-&#13;
dents can  attend  an indoor  carnival,&#13;
called the Winter  Carnival,  on  earn-&#13;
pus this  week.&#13;
A week-long   carnival  with  wacky,&#13;
spirited, team  events  might  he just&#13;
what UW-Parkside   students  need  in&#13;
the middle  of the semester.&#13;
"Winter  Carnival  is really just  to&#13;
have fun doing  some  fun things.&#13;
When  it's  wintertime   and  it's  cold&#13;
we're  all down,"  said Amber&#13;

The tradition  of having  a week-&#13;
long carnival  during  spring  semester&#13;

next semester will enjoy the new&#13;
food service to be completed by that&#13;
time.&#13;
It&#13;
will replace the existing&#13;
Coffee Shoppe and make use of the&#13;
old offices of the Ranger News and&#13;
Student Government. The fully&#13;
remodeled outlet will be done under&#13;
a $300,000 budget.&#13;
The new addition will feature a&#13;
Taco Bell Express. Other features&#13;
include serving cappuccino,&#13;
gounmet coffees, lattes and biscotti,&#13;
which are small cookies. The food&#13;
line-up will include presentation&#13;
cooking as is currently being used&#13;
in the Union Cafe. Other foods to&#13;
be offered are the grill and fryers,&#13;
i.e., hamburgers, hot dogs, etc.&#13;
However, at the present time, the&#13;
existing facility lacks adequate ven-&#13;
tilation for this type of cooking.&#13;

tive warning  and prevent  the stu-&#13;
dent from a future predicament&#13;
that might  get them  in a lot of&#13;
trouble  and possibly  mark their&#13;
record  for life.  The student  is&#13;
informed  of the zero tolerance  of&#13;
drug misuse  on the Parks ide cam-&#13;
pus, and that there would be a&#13;
problem  if anyone  gets caught&#13;
using drugs.  If caught,  the person&#13;
would  be prosecuted  to the fullest&#13;
extent  of the law.&#13;
The program  was instituted  to&#13;
let the students  know that&#13;
the&#13;
police  know  what's  going on in&#13;
Housing  and if they get caught,&#13;
they will be prosecuted.   Word&#13;
spreads  quickly  around  campus;&#13;
chances  are if a student  is&#13;
involved  in misuse,  he or she will&#13;
be exposed.&#13;
The good part about the&#13;
"Knock  and Talk" Program  is that&#13;
students  are reporting  on other&#13;
students,  this is to say that there&#13;
are some responsible  students&#13;
who want to do the right thing&#13;
and will not tolerate  having  their&#13;
environment   com prom ised.&#13;
The University  of Wisconsin-&#13;
Parkside  will hold its third annual&#13;
Creative  and Research  Recognition   Day&#13;
on April 25 from  10 a.m. to I p.m. in&#13;
Main Place.&#13;
The Recognition   Day gives stu-&#13;
dents the opportunity  to present  their&#13;
projects  to other students  and faculty.&#13;
The students  will be provided  a 4foot&#13;
by 8 foot poster  board to explain  their&#13;
topic, their research  questions  and the&#13;
answers  they have d iscovered,   Some&#13;
special  equipment  will also be provided&#13;
such as computers,  easels  and tables&#13;
will be made available  for displaying&#13;
their work.&#13;
"Recognition   Day is a wonderful&#13;
opportunity  for students  to show off&#13;
their w.ork that they have been working&#13;
on all year,"  said Dr. Dale Wheeler  of&#13;
the Chemistry  Department  who also&#13;
leads the project.&#13;
Recognition   Day is available  to all&#13;
students  who have finished  a directed&#13;
studies  course  in any department  during&#13;
the past year.&#13;
Directed  studies  give the hands-on&#13;
Drug activity  has been report-&#13;
ed in Housing.   Most of the infor-&#13;
mation  is being  reported  by other&#13;
students  living  in the dorms  or&#13;
visitors  to the dorms  who do not&#13;
approve  of it.&#13;
"We have instituted  a pro-&#13;
gram  that we hope will curtail  the&#13;
activity.   It's called the'  Knock&#13;
and Talk' Program,"  says Police&#13;
Chief  Robert  Deane.  The pro-&#13;
gram  works  by University  Police&#13;
knocking  on the doors  of students&#13;
who might  be involved  in the&#13;
misuse.  The Officers  start by&#13;
telling  the student  that they are&#13;
suspected  of being  involved  in&#13;
the misuse  and then perm ission  is&#13;
.asked to search  their room.  They&#13;
then sit down  with the student  to&#13;
talk about the drug use and th&#13;
repercussions   of drug use and the&#13;
consequences   of the use on cam-&#13;
pus.&#13;
University  Police want the&#13;
students  to know  that the focus  is&#13;
not to arrest/ ticket  them.  The&#13;
Mark  Bernhardt,   former  UW-&#13;
Parkside   physics   major,  showed&#13;
his  project  to  Jack  Elmore  and&#13;
Jim  Sheageology    at  last year's&#13;
Recognition   Day.&#13;
experience  that most  classroom-orient-&#13;
ed courses  lack.  A directed  study helps&#13;
to strengthen  the student's  resume and&#13;
it appeals  to future  employers.&#13;
These  projects  require  a lot of&#13;
time and energy  by the students.  The&#13;
Research  and Creative  Activities  Day is&#13;
a wonderful  way  of encouraging  these&#13;
students  and gives  them the opportunity&#13;
to show  fellow  students  and faculty&#13;
what they have done.&#13;
This year's  Recognition   Day will&#13;
include  projects  from the Chemistry,&#13;
Sociology,  Art, Philosophy,  Physics and&#13;
Biology  Departments  .•&#13;

My name is Bert Cattelino, a retired Kenosha auto assembly&#13;
plant worker, with a friendly reminder about a fast approaching&#13;
milestone for the University of Wisconsin- Parkside.&#13;
Monday, May 5, will mark exactly thirty years aeo that&#13;
Wisconsin Governor Warren P. Knowles signed into I~wSenate&#13;
Bill 38S which empowered Kenosha county to transfer 690 acresof&#13;
land for the proposed new UWP campus to the state of Wisconsin.&#13;
I would like to share some of my cherished memories withthe&#13;
students in general.  On behalf of the United Auto Workersunion&#13;
Local 72, I was present in Madison for this historic signing. If this&#13;
particular bill had failed to pass in the lezislature  the Parkside&#13;
&lt;&gt;&#13;
,&#13;
dream would never have gotten off the ground.  My other fellow&#13;
umon brothers also on hand for this auspicious occasion were&#13;
Assemblyman George Molinaro, State Senator Joseph Lourigan,&#13;
and Jack Beni,&#13;

education Committee  chairman.&#13;
After affixing his signature to Bill 38S in 1967, the governor&#13;
presented the pen he used&#13;
in&#13;
the ceremony to me. The pen anda&#13;
photograph of the gala occasion later were mounted on a special&#13;
plaque authorized by our union president Rudy Kuzel who in tum&#13;
had me present the plaque to UWP Chancellor Alan Guskin.&#13;
My role in assisting with the creation of UWP was to confront&#13;
a stubborn Republican floor leader, Assemblyman Paul Alphonsi,&#13;
who finally agreed to support our four year campus hopes. Inaddi-&#13;
non the tireless efforts of that terrific trio, namely Kenosha news-&#13;
paper reporter Harlan Draeger, businessman George Connolly,and&#13;
county board supervisor Peter Marshall more than paid off inhelp-&#13;
109to establish Parkside.&#13;

PAW searches for space to game&#13;

The Parks ide Association of&#13;
Wargarners (PAW) and the University of&#13;
Wisconsin-Parkside's  radio station&#13;
(WPRS), have recently been the center&#13;
of debate.  Each organization is search-&#13;
ing for ample and efficient space to&#13;
house their equipment and meetings.&#13;
According to Dean Stephen&#13;
McLaughlin,  the space in Molinaro&#13;
Level 4 has been granted to WPRS, but&#13;
it still subject to change. An October&#13;
10th date has been set to find adequate&#13;
room for PAW.&#13;
Conflicting views still stand in&#13;
the issue of the space problem.&#13;
According to Student Organizations&#13;
Council (SOC) secretary Teri Jacobson.&#13;
PAW was an inactive member of SOC at&#13;
the end of last semester.  Their lack of&#13;
attendance at SOC meetings caused PAW&#13;
to lose their budget.  Jacobson also stat-&#13;
ed that proper notification was sent to&#13;
PAW.&#13;
PAW President. Andrew Kenth&#13;
on the other hand, responded that he was&#13;
not informed of this information and that&#13;
Paw was an active club, raising $2000&#13;
over the semester.&#13;
One opinion of the Facilities&#13;
Planning Committee  is that there is a&#13;
stronger academic link between the radio&#13;
station and academics than the&#13;
Wargamers and academics.  Because the&#13;
space is in an academic building, this&#13;
plays a large role in the decision.  The&#13;
radio station will be directly associated&#13;
with the communications  department and&#13;
hopefully broadcasting classes will be&#13;
offered in correlation with the station,&#13;
and PAW is associated with the history&#13;
department.&#13;
.&#13;
Another factor in the decision&#13;
of room placement is of cost and conve-&#13;
nience.  Student funding will have to&#13;
provide $80 per foot of wire connecting&#13;
the station to the antenna, the higher the&#13;
room, the more cost effective the station&#13;
will be. Another issue is the need for an&#13;
outside entrance, which Molinaro L4&#13;
offers.&#13;
PAW and WPRS are willing to&#13;
work the issue out. An offer was made&#13;
by PAW to share the space; however, due&#13;
to the amount of people that would be&#13;
sharing the space, Risk Management&#13;
rejected this offer. This is yet one more&#13;
reason that the station would be better&#13;
suited for Moln L4.· The-chance of risk&#13;
is much lower with one or two people in&#13;
the room at a time than the larger group&#13;
of people that game in the PAW room.&#13;
President of PAW stated that the.&#13;
club was simply looking for a room of&#13;
equal size. "There are several members&#13;
of PAW that are interested in the station,&#13;
so&#13;
it&#13;
is not an anti-radio situation," stated&#13;
President Andrew Kenth,  "we just want&#13;
an acceptable room."&#13;
Stephanie Hess, assistant station&#13;
manager of WPRS, agreed that it was&#13;
not a club vs. club debate.  "We never&#13;
pushed for the room.  We hope that the&#13;
Wargamers will be able to use our sta-&#13;
tion by broadcasting a show on the air,"&#13;
stated Hess. She added that the faster&#13;
this issue be cleared up, the sooner&#13;
WPRS will be broadcasting.&#13;

Dr. Gary Grace recently accept&#13;
ed the position as vice chancellor  for&#13;
str&#13;
dent affairs at the U~versity  of Missou:&#13;
- St. Louis.  Dr. Grace has served as the&#13;
assistant chancellor for student services&#13;
that past II years at UW-Parkside.&#13;
During his II years here at'&#13;
UW-Parkside,  Grace helped to create&#13;
tl&#13;
student information system, a system&#13;
that handles admissions,  registration an&#13;
many other student related functions.  I&#13;
also established  an effective student&#13;
leadership program.&#13;
"Dr. Grace has served UW-  I&#13;
Parks ide well as assistant chancellor fOJ&#13;
student affairs and his leadership and&#13;
counsel will be missed," said Interim&#13;

B~I, a new treasurer was appointed and&#13;
a re-election&#13;
for the senate seats because&#13;
of a technicality.&#13;
Resolution&#13;
#&#13;
97 B-1 was intro-&#13;
duced in the best interest of the ""dents&#13;
at UW-Parkside.  It contains a lot of tech-&#13;
nical jargon, but it is basically this: if for&#13;
any reason, funds need to be taken out of&#13;
any type of budget in PSGA, a typed&#13;
copy of the allocated funds must be&#13;
given to every mem ber in attendance  at&#13;
the meetings. The next week it will be&#13;
voted on whether or not the money will&#13;
be withdrawn from the budget. In the&#13;
event of an emergency,  this waiting&#13;
peri-&#13;
od may be waned." An emergency is&#13;
defined as, "An action that is absolutely&#13;
necessary to the continued existence of&#13;
PSGA .... [arid] determined by a unani-&#13;
mous vote&#13;
of the&#13;
senate."&#13;
Newly appointed Treasurer&#13;
DeShon Jackson has been at UW-&#13;
Parkside since 1994, is a graduating&#13;
senior, a history minor, president of his&#13;
fraternity "Iota Phi Theta", is Seargent at&#13;
Arms at BSU and a member of the&#13;
Stallion Study Club.&#13;
Because of a technicality, last&#13;
week's  nominees  were voted on again.&#13;
The five nominees from last week were&#13;
in the running this week, and with the re-&#13;
voting, Chris Leipski and Coleen&#13;
Tartaglia were elected as spring senators,&#13;
and there was a two-way tie between&#13;
Luis Benevoglienti and Camel ius Russel.&#13;
The deciding vote for the tie will be held&#13;
this Friday.&#13;

It  is unfortunate   that  we  have  to&#13;

that  there  is someone   frequenting   Ranger&#13;
Hall  who  does  not  know  the  difference&#13;
between   a  prank  and  criminal  behavior&#13;
that jeopardizes    the  safety  of others.&#13;
Until  the  person  responsible   is&#13;
caught,  the  University   Police  will  contin-&#13;
ue  to  do  all  that  we  can to  find  the  per-&#13;
sonfs)  responsible   and  bring  them  to jus-&#13;
tice.&#13;
Intentionally   selling  off a False  Fire&#13;
Alarm  is a criminal  act  under  Wisconsin&#13;
State  Statute  941.13  and  is punishable.  by&#13;
a  fine  not  to  exceed  $10,000  or  impris-&#13;
onment   not  to  exceed  9 months,  or  both.&#13;

Being  a party  to  this  crime  carries  the&#13;
same  penalty.&#13;
In the  mean  time,  we  ask  that  when&#13;
the  fire alarm  sounds,  that  you  treat  the&#13;
alarm  as an actual  fire  and  evacuate  the&#13;
building  immediately.    University   Police&#13;
and  Residence  Life  Staff  will,  as soon  as&#13;
possible,  clear-the  building   and  notify&#13;
you  when  it is safe  to  return  to the  build-&#13;
ing.   We are asking  that  you  continue  to&#13;
evacuate  the  building   for  your  own  safe-&#13;
ty.   We do understand   your  frustrations&#13;
with  this  situation  and  we  hope  to  be&#13;
able  to resolve  it soon.&#13;

campus regarding false fire alarms&#13;
Campus blood drive November 24&#13;
Scott  Sheriff&#13;
Student  Health  and  Counseling&#13;
Center  and  the  Molecular   Biology  Club&#13;
are  sponsoring   a  blood  drive  on  Monday,&#13;
November   24,  1997.   The  drive  will  be&#13;
held  in  Union   104-106  from  9:00am  until&#13;
1:30pm.&#13;
Only  4%  of the  eligible  population&#13;
donates  blood.    Last  year,  only  39 people&#13;
from  the  entire  UW-Parkside   campus&#13;
donated.    Your  donation   is needed  and&#13;
could  save  a  life.   Every  three  minutes,  a&#13;
hospital  patient   in our  area  will  need  a&#13;
blood  transfusion.&#13;
On  average,  585  pints&#13;
of  whole  blood  and  blood  components&#13;
are  transfused   to  patients  in our  area&#13;
every  day  of the  year.&#13;
Blood  is composed   of trillions  of&#13;
tiny  cells  suspended   in a yellow  fluid&#13;
called  plasma.    The  red  cells  carry  oxy-&#13;
gen  from  the  lungs  to  all parts  of the&#13;
body,  white  cells  help  combat  disease  and&#13;
infections,   and  the  platelets  help  to stop&#13;
bleeding   when  injury  occurs.   After  blood&#13;
is donated,   it can  be  separated  into three&#13;
components   - that  means  that  three  peo-&#13;
Ie could  benefit  from  your  donation.&#13;
~  d cells  are  used  for  surgical  procedures&#13;
a:d   treating  people  with  anemia.   The&#13;
plasma  helps  patients  with  hemophilia&#13;
and  other  bleeding  disorders.    And  the&#13;
platelets  can  be used  for  open-heart&#13;
surgery,  and  for cancer  and  leukemia&#13;
patients  on chemotherapy   and  radiation&#13;
treatments.&#13;
Giving  blood  poses  no risk  to the&#13;
donor.   The average  adult  has  10-12&#13;
pints  of blood,  so one  pint  will  not  be&#13;
missed.   After  donating,   you  will  feel&#13;
fine.   You can resume  your  normal  rou-&#13;
tine   but  should  avoid  strenuous   exercise&#13;
for 4-6  hours.   The  needle  that  is used  is&#13;
brand  new,  sterile,  and  disposable.&#13;
There  is NO  chance  of gelling  AIDS  by&#13;
donating   blood.&#13;
To be  a blood  donor,  you  need  to  be&#13;
at  least  17 years  old  and  weigh  at  least&#13;
110 pounds.    Also,  you  need  to  have  not&#13;
ever  had  hepatitis   nor  have  had  any  of   .&#13;
the  risk  factors  or  behaviors   associated&#13;
with  AIDS.   On  the  day  of the  donation&#13;
you  should  be  free  of major  cold,  flu,&#13;
and  allergy  symptoms.&#13;
All  blood  types  are  needed.    So,&#13;
please,   if you  are  eligible,   consider.&#13;
donating   blood  on  November   24.   To&#13;

Article II. Section II. Objective:&#13;
"The PSGA shall be responsible to&#13;
the students of UW-Parkside. The PSGA&#13;
will be proactive and reactive on issues&#13;
that have a potential impact on students&#13;
at UW-Parkside. The PSGA shall have&#13;
the power to enforce and protect the&#13;
following articles [as stated in the PSGA&#13;
constitution] by passing motions, resolu-&#13;
tions, or taking legal action to insure that&#13;
no student's rights are violated."&#13;
PSGA holds the Parks ide Student&#13;
Government Association's general&#13;
assembly meetings on Fridays at noon in&#13;
room CART 129. This week's topics&#13;
included the HUD grant, more about stu-&#13;
dent advising, and Justice and Senate&#13;
seats that are open.&#13;
The HUD grant was awarded to&#13;
UWP to help improve Kenosha and&#13;
Racine communities&#13;
by&#13;
way of volun-&#13;
teers from faculty, staff and students&#13;
over the next three years. This project is&#13;
called the Community Outreach&#13;
Partnership Center (COPC).&#13;
Organizations on campus are encouraged&#13;
to make this a team effort to improve&#13;
communities surrounding Parkside. They&#13;
share an office with the Teaching Center&#13;
located at WYLL 107B, next to the&#13;
Advising Center. Ideas and suggestions&#13;
are strongly encouraged for new ideas.&#13;
Stop by their office for more informa-&#13;
tion.&#13;
Teri Jacobson and Stephen&#13;
McLaughlin shared news from the&#13;
Advising Meeting. Some questions they&#13;
want students to answer are regarding&#13;
Student Orientation classes. Should there&#13;
be separate advising/registration/orienta-&#13;
tion segments or should it be all together&#13;
as one? Would it be easier for freshman&#13;
to be sent the University catalogs and&#13;
Course Schedules a few weeks prior to&#13;
Orientation, so they have a chance to&#13;
look at it before jumping right into&#13;
everything at once? Student's input is&#13;
essential for this decision. Please take&#13;
the time to talk to or e-mail your&#13;
Senators.&#13;
There are Justice seats open. A&#13;
Justice is the "Watchdog" group of the&#13;
Senate. They make sure PSGA is follow-&#13;
ing the rules. There also six Senate seats&#13;
open to any student at UW-Parkside who&#13;
is interested. Pro-Tempore is still open,&#13;
the candidates for that seat are Chris&#13;
Leipski and Melanie Nevala.&#13;
The United Council will be at the&#13;
meeting on November 21. They are UW&#13;
system student representatives.&#13;

On March 4th and 5th, the&#13;
University of Wisconsin-Parkside's&#13;
Student Government Association held&#13;
their annual elections voting Corey&#13;
Mandley President of PSGA with the&#13;
highest number of votes in Parkside his-&#13;
tory.&#13;
The \998 election had the sec-&#13;
ond largest voter tum out. Mandley&#13;
attributes this to advertisement and&#13;
desire of the candidates.&#13;
The newly elected student gov-&#13;
ernment is the most diverse ever,&#13;
with&#13;
13 black members, 2 latino members&#13;
and 5 white members. Mandley, who is&#13;
also president of BSU, plans to take a&#13;
strong stand on the diversity issue here&#13;
at Parkside while in term as President.&#13;
Along with the issue of diversi-&#13;
ty, Mandley feels there are many topics&#13;
to address. First, he plans to reorganize&#13;
the PSGA office making it a more busi-&#13;
ness like atmosphere and a place that&#13;
students will feel comfortable coming&#13;
to. He stressed that he wanted students&#13;
to be able to come to him with sugges-&#13;
tions and ideas.&#13;
In addition, with the help of&#13;
Yolanda Green, Mandley plans to make&#13;
PSGA more known on campus and&#13;
decrease the amount of apathy.  He&#13;
would like to see students involved with&#13;
the organization.&#13;
Rally for Diversity II&#13;
Another subject that Mandley&#13;
will look into is the police policy of a&#13;
full time gun status. He wants to make&#13;
sure that students are comfortable with&#13;
this matter. One more police issue he is&#13;
going to look into is the fact that offi-&#13;
cers.have a master key to each donn.&#13;
He stated that some students feel that it&#13;
is a breech of their Constitutional rights&#13;
for this policy to take place.&#13;
According to Mandley, he will&#13;
begin work with the administration to&#13;
raise enrollment by focusing on sur-&#13;
rounding urban areas, Chicago and&#13;
Milwaukee. He would also like to beg-&#13;
ginning more pre-college programs&#13;
which will boost interest in Parkside.&#13;
Other issues include: food ser-&#13;
vice, United Council, Wisconsin&#13;
Legislation and the bookstore.&#13;
Mandley stated, "I have a large&#13;
task ahead of me, there are so many&#13;
things that we can do on this campus."&#13;
He continued, "I need to thank&#13;
God, without him, I wouldn't be where \&#13;
am today. \ also need to thank all of the&#13;
people who helped me."&#13;
"I have the greatest resect for&#13;
Teri Jacobson," remarked Mandley,&#13;
"She is very dedicated and I wish her&#13;
the best."&#13;

There was a large amount of&#13;
administrative members at the rally.&#13;
According to a survey that they filled&#13;
out, they feel Parks ide needs to be more&#13;
diverse.&#13;
In response, Mandley stated&#13;
that if they really felt this way, a change&#13;
would be made.&#13;
"The&#13;
rally was a success," said&#13;
Mandley, "but this isjust the beginning&#13;
ofa long road."&#13;
Among the speakers were&#13;
Mandley, Jason Stein, Jason Mcneil,&#13;
Charlotte Westerhaus, head of affirma-&#13;
tive action, Dr. James Kinchen, an asso-&#13;
ciate professor of music and the only&#13;
African American male faculty member,&#13;
Rosemary Scott and Marin Ocha Jr., a&#13;
member of Latinos Unidos.&#13;
On Tuesday, February 24, Rally&#13;
for Diversity II was held at the&#13;
University of Wisconsin Parkside.&#13;
Organized by Corey Mandley, BSU&#13;
President, the second rally of this nature&#13;
stressed the need to open lines of com-&#13;
munication on campus concerning diver-&#13;
sity.&#13;
"If there&#13;
isn't an increase in&#13;
diversity within one year, there will be a&#13;
petition sent around for the chancellor's&#13;
resignation," stated Mandley.&#13;
He continued by saying, "We&#13;
are not looking to simply raise the num-&#13;
bers, we want qualified professors."&#13;
Together, BSU, LU, MSA, PIC,&#13;
and PSGA will form a committee with&#13;
students to work on the issue of diversi-&#13;
ty and decide on the petition.&#13;

GUliS,Gangs, Drugs, and&#13;
Rape on Campus&#13;
Interview with Chief Deane&#13;

I was asked a lot about the&#13;
police beats in the Ranger a while back&#13;
about drugs found on campus as well as&#13;
gang activities.  I decided to do some&#13;
digging into the subject so I went to the&#13;
UW Police Dept. right here on campus&#13;
at Tallent Hall. I called up for an&#13;
appointment with the Chief of Police,&#13;
Chief Deane, and asked for an interview&#13;
so I could inform the students on this&#13;
matter. What I found out was very&#13;
informational.  I asked him various&#13;
questions from drugs on campus to rape.&#13;
I first asked him why he&#13;
thought that college students commit&#13;
crimes on campus. His response was&#13;
simply "not all students get into trouble,&#13;
it's usually personal conflict, or not&#13;
being accustomed with living on a&#13;
diverse campus with diverse opinions."&#13;
I agreed with him on this. If you are&#13;
not accustomed to different cultures,&#13;
then you feel out of place and you feel&#13;
like you need to fit in. I then asked him&#13;
about the police beats in the past and the&#13;
reports of drugs and gangs on campus.&#13;
I first found out about drugs on campus.&#13;
He told me that there was "mostly mari-&#13;
juana, but there are alleged drugs float-&#13;
ing around like pills etc." I then asked&#13;
how much a ticket for possession of&#13;
marijuana is if you are found with it on&#13;
campus. Chief Deane told me "it varies,&#13;
but it's about $209.00 for the first&#13;
offense." I was blown away, let me tell&#13;
you. I thought that for some reason it&#13;
would be more than that but I guess I&#13;
was wrong. We got into talking about&#13;
drinking and how much it would cost&#13;
for a first offense and a second offense&#13;
ticket. Chief Deane gave me figures&#13;
that I thought were fair. He said "the&#13;
first offense is $209 and the second is&#13;
$339." He told me that in his 3 and a&#13;
half years here on campus, there have&#13;
_ only been a small amount of drugs&#13;
found. In my opinion, with this small of&#13;
a campus, I don't see how anyone could&#13;
get into trouble, but I guess it happens.&#13;
I then asked about gangs on&#13;
campus and guns. Chief Deane told me&#13;
simply "those are alleged and the people&#13;
in gangs come to the university." "We as&#13;
a university discourage gang activity in&#13;
the college setting" said the Chief. Now&#13;
me personally, I don't really see the&#13;
need to be affiliated with a gang on&#13;
campus. There are so many things that&#13;
happen on campus in the way of dances&#13;
and fun activities, why ruin it with&#13;
gangs?!&#13;
We then switched the subject to&#13;
community policing on campus. I asked&#13;
him about it and where the police go to&#13;
the most, Ranger Hall or the&#13;
Apartments.  Chief Deane simply said&#13;
"both, we have community police in&#13;
both the apartments and ranger hall: the&#13;
cost of service goes to both places." I&#13;
had no idea that they had a community&#13;
police officer in the apartments.  I&#13;
thought that it was just in Ranger Hall.&#13;
I mean I see the officer walking around&#13;
in Ranger, but I've never seen an officer&#13;
in the apartments.&#13;
Next on my list of questions&#13;
for the Chief, I asked him about rape&#13;
and if it was reported what happens to&#13;
the victim and the person who raped.&#13;
Chief Deane told me that if a rape was&#13;
reported, evidence is taken, and the per-&#13;
son who raped is taken through the jus-&#13;
tice system: but it's up to the victim if&#13;
they want to report it or not. He told&#13;
me that the police give the victim&#13;
respect in that situation.  "We&#13;
try&#13;
to&#13;
make it easy as in asking them when,&#13;
where, and how it happened. This usu-&#13;
ally makes the victim uncomfortable but&#13;
it is required of us to ask by law" Chief'&#13;
Deane remarked. I then asked him the&#13;
percentages of rapes on campus. He&#13;
said "some were reported, but the peo-&#13;
ple didn't cooperate in the matter." I as&#13;
a female on campus was really curious&#13;
of how many rapes actually were report-&#13;
ed on campus in the past 4 years. I got&#13;
surprising results. In the past 4 years&#13;
here at Parks ide, there has been I rape&#13;
reported; an investigation determined it&#13;
to be unfounded which means that it&#13;
didn't happen. The victim was either&#13;
confused or made it up. I was shocked&#13;
but the thing that I still wonder is how&#13;
many actually occur on campus that are&#13;
never reported.&#13;

This report was not to scare&#13;
anyone, but merely inform all students&#13;
here at Parkside on a variety of subject&#13;
ranging from drugs to rape. I hope this&#13;
article opened some eyes and make stu-&#13;
dents realize that crime is out there; it&#13;
doesn't go away.&#13;

3:12 a.m. Officer responded to a report ofa female student&#13;
being beaten in one of the apartments.  Upon arrival, no evi&#13;
dence of any fight was found.&#13;
02/26/98 Inc 98-131  Liquor Law Violation, University Apartments, 9:29 p.m.&#13;
Two students cited for under-age drinking and verbal warning&#13;
given for use of marijuana.&#13;
02/27/98 Inc 98-132  Traffic Accident, CTH JR&#13;

HWY 32,5 p.m.&#13;
Officer responded to a minor accident with no&#13;
injuries. State accident report not required.&#13;
02/27/98 Inc 98-133  Traffic Violation, CTH G, south ofCTH A.,&#13;
8:21 p.m. Officer stopped vehicle traveling at&#13;
a high rate of speed. Driver cited for failure&#13;
to fasten seat belt and given verbal warning for speeding.&#13;
02/28/98 Inc 98-134  Fire Alarm, Sports&#13;

Activity Center, 7:43 a.m.&#13;
Officer responded to a reported fire alarm but&#13;
found no smoke or fire. Power Plant advised the&#13;
alarm cleared and reset itself.&#13;
02/28/98 Inc 98-135  Traffic Violation, CTH JR, east ofHWY 31,&#13;
5:54 p.m. Officer stopped and cited driver for&#13;
speeding 43 mph in a 25 mph zone.&#13;
03/02/98 Inc 98-136  Worthless Check, Business Services, Tallent Hall,&#13;
8:30 a.m. Officer took a report of a "NSF" check&#13;
written by a student. Student was contacted by&#13;
the officer.&#13;

10:50 a.m. Staff member reported threats made&#13;
from one employee to another.&#13;

Last Friday,  PSGA introduced&#13;
two more advisors  in addition  to the cur-&#13;
rent one,  a new  Resolution  and more&#13;
SUFAC seats  were  filled. (This week  the&#13;
Resoultion  was passed.  See below.)&#13;
The  two new advisors  are&#13;
Assistant  to the Chancellor  for Equity and&#13;
Diversity,  Chari one  Westerhaus,  and&#13;
Chief  of the  University  of Parkside&#13;
Police,  Robert  Deane.  Dean of Students,&#13;
Stephen  McLaughlin,   is the current  advi-&#13;
sor and will also  be next semester's  advi-&#13;
sor.&#13;
A Resoultion  is a suggestion&#13;
made to the student  body (all the senators)&#13;
regarding  anything  that affects  students  on&#13;
campus.  PSGA  introduces  it at a meeting,&#13;
discusses  it at the next meeting,  then&#13;
votes  to pass or fail at the second  or third&#13;
meeting.&#13;
President  Corey  Mandley  intro-&#13;
duced  the Resoultion  this week.&#13;
It&#13;
said&#13;
that UW-P doesn't  have students  on UW-&#13;
P's Faculty  Search  and Screen&#13;
Committees  (A S &amp;S Committee  hires&#13;
new professors,  faculty, and administra-&#13;
tion  personnel),  and we need two students&#13;
admitted on all Faculty  Search and Screen&#13;
Committees,  one of which would be a&#13;
minority student. Other  UW system&#13;
schools allows students  to be on their&#13;
committees,  and so should UW-P. It also&#13;
said that PSGA will pick the students who&#13;
will be on those  Committees,  [so the deci-&#13;
sion is not left up to the faculty and staff,&#13;
but to the students  at UWPj.&#13;
At this week's  PSGA meeting,  .&#13;
the Resolution  passed through  PSGA. I&#13;
asked Corey when this would go into&#13;
effect. He said, "As soon as we get the&#13;
Fauclty Search &amp; Screen Committee  to&#13;
approve  it." He said he would present it at&#13;
the next S&amp;S Committee  meeting. The&#13;
next S&amp;S meeting  is April 21 at 3,30 in&#13;
MOLN 0137.   All students  are welcome&#13;
to attend. When the S&amp;S Committee&#13;
approves  it, it will be placed  in the&#13;
Wisconsin Parks ide Search and Screen&#13;
Committee  For Faculty, Staff, and&#13;
Limited Appointment  Handbook.&#13;
Lastly, SUFAC is the committee&#13;
that handles all segregated  fees (fees we&#13;
pay with our tuition).  Three  SUFAC&#13;
members were voted  in todayChris&#13;
Leipski,  Luis Benevioglio,  and Elise&#13;
Cochran.&#13;
Commencement Public&#13;
Service Announcement&#13;
Diana&#13;

Sharp&#13;
The commencement   ceremony&#13;
for current  graduates  will be held on&#13;
May  17, 1998 at 2pm in the Sports  and&#13;
Activity  Center.    Potential  May and&#13;
August  graduates  are currently  being&#13;
certi tied by the Student  Records  Office&#13;
and those  graduates  will receive  a mail-&#13;
ing&#13;
with&#13;
information  and instructions&#13;
regarding  the ceremony.   Officials&#13;
expect  about  450  students  will be eligi-&#13;
ble for graduation.    Because  of the limit-&#13;
ed capacity  of the Sports and Activity&#13;
Center,  graduates  are asked to limit the&#13;
number  of guests.   Graduates  who were&#13;
eligible  but unable  to participate  in the&#13;
December,  1997 commencement  may&#13;

acquainted  with some of the basic tenets of&#13;
Christianity.  And because of my Biblical&#13;
education, a number of things which he had&#13;
maintained sounded suspicious at the very&#13;
least.  One comment he had made which I&#13;
hold most suspect, is his challenge to the&#13;
authority of the Apostle Paul and the inspi-&#13;
ration of the Pauline Epistles.  The minister&#13;
had asserted that Paul added his own opin-&#13;
ion on matters of homosexuality  in the&#13;
first&#13;
chapter of Romans.  The suggestion of Paul&#13;
inserting his own opinion, I think, is a posi-&#13;
tion highly dangerous for any Christian to&#13;
maintain.  The reason being, how can the&#13;
Christian reasonably distinguish between&#13;
which New Testament passage is inspired&#13;
by God and which is inspired by man?&#13;
Certainly it can be noted that each person&#13;
differs in their aspects of discernment.  The&#13;
minister's reply to this was,&#13;
"Let&#13;
your con.&#13;
science&#13;
be&#13;
the judge." Now to me, this is&#13;
an odd position to maintain  because I&#13;
understand the philosophy  of human con-&#13;
science and it is a tricky matter.&#13;
Firstly, a person's  conscience may&#13;
indicate what is right or what is wrong, but&#13;
it does not follow that a person will abide&#13;
by it.  Secondly, a person' conscience  is&#13;
absolutely  private, so there is no way to&#13;
make certain whether and individual  will&#13;
reveal what their conscience truly  indicates;&#13;
and in an attempt to find this truth only&#13;
leads back to the integrity of the person&#13;
involved, which in this case, is already&#13;
under scrutiny.  Thirdly, the Heterosexual's&#13;
conscience may tell him that homosexuality&#13;
activity is wrong, whereas the homosexu-&#13;
al's conscience may tell him that homosex-&#13;
ual activity is right.  If this is the case, then&#13;
the conscience certainly seems to be condi-&#13;
tioned by many factors.  Such factors can&#13;
be a person's  cultural background,  a per-&#13;
son's upbringing, or even a person's  moral&#13;
training.&#13;
In any case, the Christian who&#13;
believes that an individual's  conscience&#13;
should judge the validity of certain scrip-&#13;
tures, presupposes that people will have the&#13;
integrity to conform to the laws of their&#13;
conscience.  Second,&#13;
if&#13;
the conscience  is&#13;
conditioned  by the environment,  then it&#13;
would  not serve as a tool to assess objec-&#13;
tively what is right or what is wrong,  but&#13;
rather it would be a tool which may mis-&#13;
lead the operator  subjectively  into self-&#13;
deception.   And most importantly  to the&#13;
Christian,  it should  be noted that a&#13;
Christian's  conscience  is to be refined by&#13;
the use of scripture,  and not the scripture&#13;
that is to be refmed  by the use of a&#13;
Christian's conscience.  Ifnot taken&#13;
seri-&#13;
ously, this minister's  view can grant indi-&#13;
viduals  unlimited  power to extract  from the&#13;
scriptures  what they wish, and to exclude&#13;
scriptures  which do not confirm  to their&#13;
preconceived  notions.  The notion that Paul&#13;
inserted  his personal  opinion  about homo-&#13;
sexual  relations  is untenable  for Christians.&#13;
For if so, then one could easily  maintain&#13;
that Matthew  inserted his own opinion  on&#13;
whether  the Sermon  on the Mount really&#13;
occurred.   Maybe  Mark inserted  his own&#13;
opinions  about particular  parables  given by&#13;
Jesus.  Perhaps  John inserted his own opin-&#13;
ion about Christ's  divinity or even his res-&#13;
urrection  for that matter.  Ultimately,  to&#13;
Bible believing  Christians,  this view conve-&#13;
niently delimits  God's  authority  in the New&#13;
Testament  and consequently  detracts  from&#13;
the Christian's  reliance  upon God and His&#13;
Word.&#13;
Issues&#13;

On Thursday, I attended a sympo-&#13;
sium which discussed  homosexuality  and&#13;
the conjoined prejudices  which seems to be&#13;
its natural consequence.   On the stage, was&#13;
an active panel of gay-rights advocates  that&#13;
expressed their opinions about several&#13;
issues pertaining to the controversial&#13;
Reggie White speech, various Biblical&#13;
commandments,  homosexual  discrimina-&#13;
tion, and the heterosexual's  homophobia.&#13;
The panel's  opinions  were interesting, but&#13;
what attracted my curiosity was a man on&#13;
the panel who professed to be a gay minis-&#13;
ter. To my ears, the words, "gay minister"&#13;
sounds, prima facie, like an oxymoron.   But&#13;
to the gay minister this was certainly not&#13;
the case.  As a matter of fact, he contended&#13;
quite the contrasty  that being a practicing&#13;
homosexual  and being a Christian are&#13;
Biblically compatible.&#13;
As a Christian, I fmd myself&#13;
