Historically, this office has provided disadvantaged and minority students with expert advising and programming aimed at multicultural awareness which enhances general education and informs. Student Life does this as well, but OMSA concentrates its focus on those students it serves. The staff is, and has been. a well informed, accessible group of professionals devoted to the success and retention of students, challenging them to excellence. OMSA is needed at UW-Parksidc. Its budget is justified based on need. It has recently brought together several major status student organizations and clubs, advising and housing them. As a direct result, the groups have formed a cohesive base which provides an open forum for interaction between them and the university at all levels. This is expressed in a collective sense of identity and a new level of comfort. This sense of comfort has often been lacking in this university. It may well be the only consistent internal balance available to multiculLural groups of students attempting to function effectively in an often hostile environment. Any attempt at reorganization should consciously strive to maintain this. incorporating student input, while continuing to provide students with qualified, experienced advisors. such as Larry Turner and Nydia Adames-Petry. It is my understanding that the budget cuts will come out of funding accounts #102 and #402. I would challenge any package of CUIS aimed mainly at the lower 50% of the university employment hierarchy. I believe there is a need for a multicuhural center on this campus. Strategies such as expert advising, physical space, accessibility, available staff, etc ...• are extremely important to the continued success of this program. This may be a budget issue, but I would suggest that it is much more than that. If we adopt a wait and see attitude at this point, we lose, again. If you wear the green and blue ribbons representing student power and unity, be prepared. There may be more to do in support of those engaged in this bau!e. The Office of Multicultural Student Affairs (OMSA), formerly CECA, is in jeopardy, again. A Budget and Review committee proposal dated 2/28/95 stated that some of the office's functions may be duplicated in other areas. i.e. the advising and pre- college programs. In the past, programs and/or personnel that are not popular at Parks ide, were subjected to a systematic dispersal of personnel, functions, and ultimately, purpose. OMSA/CECA was reviewed about three years ago. the review committee was emphatic in backing a program that provides support for groups of students that may not have an effective, in-place support system available to them outside of that setting. Of course, if you remove an employee's' or program's function, reassigning it to other areas. it will then appear to be less than effective. On the other hand, if you 3110w programs and personnel to perform their duties as described in their mission statements and job descriptions, they may well be able to perform One Liberal1s Opinion Besides, the Democrats have nothing against this law in principle either, so they should have no reason to vote against it Also, we have a pretty strong Tavern League, and they want the under-twenty one year old business. (Right now, it is currently illegal for anyone under 21 to step foot in the bar...even to play pool or darts without drinking one drop of alcohol. Where is the logic in that?) A5> for the maturity issue, does it really make sense for there to be one standard for one set of people and one for another? I've met some pretty mature 18 year olds, who are supporting their whole families. I've also met some immature ones, but there are immature people in any crowd. Age is fundamentally irrelevant Experience is what really matters. The most irresponsible person I've recently met is a 76-year old man, who was buying alcohol to get drunker than he already was. (l refused to let him buy. If they are too drunk, you can refuse them, no matter what the age.) Then he got into his car, and hit a light pole at my place of employment. (That just goes to prove that this guy was already too drunk to have any more liquor.) Now, legally, this guy was allowed to drink. But, why should he have been? He obviously didn't have any common sense, or he never would have been so drunk as to hit a light pole. The moral of the story is: Urge your reps to pass this bill quickly when it is submitted. (And keep "Grandpa" off the street if he's been drinking.) To thew Editor, Since becoming the Director of University Police in August 1994, "Parking" and the decisions of the "Parking appeals committee" has caused more complaints and criticism than any other issue I have encountered. It is my intent to describe the l function, purpose and the limitations of the "Parking appeals committee", for r those interested members of the university community who desire clarification. Historically, the committee is appointed by the chancellor and consists of six voting members, two faculty, two students and two staff. The director of University Police serves in an ex-officio, relative to parking. Appointments to the committee are made May for one year and no one from University Police Department shall be appointed to this " committee as a voting member. The chairperson shall be appointed by the chancellor from the members of the committee. f Functions, Powers and procedures: I~ The committee will hear and act upon appeals of parking tickets issued by the University Police. The decision of the appeal committee is final. The decision shall be based solely on written appeals and evidence with no provision for oral presentations by the appellant. The decision shall be based on a majority Vote of the committee members. A committee member may not participate in the deliberations or voting on any appeal he/she may have before the committee. The parking appeals Committee shall report to (he chancellor at least once a year. If, after two weeks of written solicitations of nominations, no nominations are forthcoming, the chancellor shall appoint the necessary representatives. Any changes to the existing system ITIUSt be presented to the "Health, safety and environmental committee" for approval/denial and implementation! deletion. The "Parking Appeals Committee" meets as needed throughout the semester 10 consider appeals. The committee normally schedules a meeting when we have approximately one hundred (100) "Appeals" to review. This is done in an effort to limit meeting times, and accommodate committee members having other responsibilities and obligations. Either myself or Sergeant Leuenberger along with Mrs. Norma Rukavina, Program Assistant three, complete the "Parking Appeals Committee." My job is to read each appeal in it's entirety, without revealing the identity of the appellant to the other members of the Committee. 1 am also available to answer any questions as it relates to the rules and or regulations on parking. Mrs. Rukavina is present strictly to record the results of the committee's findings. After reading the "Appeal", and answering any questions, the committee votes, with the majority ruling. Rukavina, mails out correspondence to the appellants informing tbem of the results. Based on the number of complaints received, I would like to create a "Focus Group", composed of faculty, staff, students and interested community individuals from Kenosha and Racine. The purpose of this "Focus Group" would be to find ways to make visiting the University, a positive experience, which would include a critical examination of the current parking policies in effect on campus and the recourse available (0 individuals who feel they have been erroneously ticketed, towed, warned or treated. In the very near future, I will be contacting individuals who have expressed an interest in possibly modifying the Parking, Ticketing and Towing procedures now in place at the university. To the editor of The Ranger News: occurs when we listen to and talk with those who are different than us, or who disagree with us. The intended effect of the individual(s) censorship of the GLO posters was to limit participation in the Out and About Week activities-therefore limiting learning opportunities for the entire campus community. The lack of acceptance or tolerance demonstrated by the individual(s) who destroyed the GLO posters has no place at a University, and is in direct violation of University policies. If anyone has information about the individuals who destroyed the posters, please contact the Dean of Students Office, Union 209. Ms. [Barb] Churchill raises a valid point when stating that many miscategorized bands are not actually "alternative." In my opinion, she has overzealously crowned herself "Alternative Music Guru." (Any Guru would know that Stone Temple Pilots are actually from California and NOT Seattle.) "Alternative" indicates a deviation from the mainstream. How can Alice in Chains be "alternative" when anyone can sample their music when renting a Matt Dillon flick from any local video store? This fact proves that what was once "alternative" is now mainstream. In your cross country search for an "alternative" scene, you failed to recognize the variety of music forty short miles north of here. If you are looking for bands that deviate from the nann, Citizen King, The Pacers, and Sometimes Sweet Susan have three distinct sounds that I would begrudgingly label as "alternative" simply because it has become such a garbage can term into which all different types of music is thrown. Ms. [Barb] Churchill's discontent feeds into the negative stereotypes of our generation. A majority of people our age do not feel trapped in "Generation X," and are not searching for answers in the lyrics of songs by the Offspring. "Gen X"is another label with a litany of catch phrases created by those who do not understand and therefore cannot control our generation. On Sunday, the banners had all been defaced and/or removed and discarded. Around campus the past few years I've noticed a preponderance of squirrel, rabbit, shrew and other small, furry mammal carcasses, usually missing parts of their lifeless bodies. Being a small, furry, mammal lover I've been deeply troubled by this and have studied (he problem in depth. What I discovered was that these animals had been partially pureed by the Parkside grounds crew's lawnmowers. Apparently these wonderful creatures were being traumatized and frozen where they stood by the sight and sound of these mechanical beasts bearing down upon them. After many a sleepless night I think I may have found a solution to the inadvertent slaying of these innocent, dare I say "peoples". It would not be to great an expense, given the reward of saving lives, to hire a person for the grounds crew to walk one or two hundred feet in front of the lawn mowers during their lime of operation with a bullhorn announcing something to the effect of. "Attention. all small, furry mammals. The big. noisy, fearsome beast behind me is only a lawnmower. Please retreat to your respective burrows for an hour or two and you will not be harmed. I was to interview the band Flesh before they opened for Extreme. My experience back stage with the band Flesh was one of mutual respect. Here were four guys who had to play in front of a huge crowd that night, and some how they found the time to sit down with a college student from a town they never heard of and answer every question that was asked of them. After I got done interviewing them I felt as if I had just sal down with personal friends that I had known for years. Not only were they great guys, but they seemed to be very respectful in the ways they carried themselves. Missing were the backstage antics we always hear rumors of. What I saw were four professional muaici ans with professional attitudes! Flesh is: Paulo Bettencourt- vocals, Gonga- Drums, Markus-guitar, and Stephen Powell - bass. When ( first sat down with Flesh I wanted to know what these rock stars had on their minds before a big show. "Rock 'n' roll man!" Paulo quickly replied. "We let the music do the talkin" Markus also answered. These guys have a great CO, but given the fact that grunge is real popular right now I asked if they have a hard time finding an audience since their music is more rock influenced. "We've always had a huge audience at home. We've been appreciated at home and our fans have stuck by us. The bands around us have gone to grunge, but we've always stuck to what we know how to do," replied Markus. Then Stephen added, "We mostly play the New England area, and it seems that our name has a good aura to it, so people come and hear the new stuff." Stephen went on to explain how they draw crowds in the western part of the country. "Since we've been doing the tour with Extreme and they draw the crowd. Luckily our styles are both hard rock, so they have harmonies and we have harmonies. We're both not grunge bands, we're both not alternative, so their crowd is more likely to be receptive to us than not. As opposed to if we were touring with Offspring or something." 1 asked the band what they thought of the new "grunge" scene and what the Boston music scene is like. "I think it's Rock 'n' roll," said Paulo. Then Markus remarked that it is ironic that alternative music is what's now mainstream. Everyone laughed while Paulo said that big thing in Boston was alternative. I asked who their main influences were, who caused them to pick up an instrument. "I always loved The Who, as well as Queen. Those are the early days. Then I got mellow and started listening to Steely Dan and now I listen to everything, all over the place," said Markus. "That pretty much goes for all of us. We all have similar styles. I'm sure we all love bands like Queen, who has been a major influence to us, and also bands like The Who, Cheap Trick, and the Beatles,' said Stephen. Markus explained their new CD as "Yellow" while Paulo said it was "Black." Stephen went into more detail of explaining their CD as, "Kind of like a bumble bee." (The packaging on their new CD just happens to be yellow and black- I meant the music). Since they went into such great detail about what their music looks like I asked them to explain what it sounds like. "It's up beat too, not morbid," replied both Stephen and Markus. "I would like to compare it to not saying we are "as great as" or .. any less than," but compared to bands like the Rolling Stones, Queen, and the Who, that are just bands who play Rock 'n' roll, it's not "alternative," it's not "pop," and it's not "heavy metal." It's just what they feel at the time," said Stephen. I told them lhat there was an impression of a great "feel good" album. Markus then said, "You hit it on the head. A lot of our songs are a liUle older and very psyched to be alive, as opposed to when you become jaded and start writing some bitchy songs, which will be on the second album. (laughs) It's pretty pumped! We've been in the clubs a long time and a lot of the riffs have to work the second you hear them or you don't get a response. So say if we write a song, then play it live, then come back to the practice room and say hey, that bridge was really long winded, then we'll just get rid of it. The live show shapes our song writing." I had to ask who the Beavis and BUllhead fan was because there was someone yelling "Fire, Fire'[on the song "Think Too Much." So as everyone pointed to Paulo he remarked "Beavis rules Man!" Markus said "We were in the studio that weekend and it just happened to be on. It was just one of those jokes you couldn't get out of your head. So, he wanted to do it, and we're all like "ah sh!t." But he did it anyway, and it was funny." Paulo explained that his favorite episode was the one where Beavis pulled his shirt up over his head ... "The Great Bungholio." Markus explained where the name "Flesh" came from, "it was just a name with no meaning behind it, although as times went on, I choose to think of it as a brotherhood that is non discriminating. It's not black flesh, and it's not white flesh, it basically puts us all in the same boat." From listing to their album it was obvious that their are great musicians that know what they are doing, so I wanted to know how they reached that level. Paulo said that you have to work hard and stick together to make it anywhere, and Gongo added that you also have to love what you are doing. "Every time a style changes don't rush to be like that style or write like it because your going to be new no matter what. Just write what you love," said Stephen. Paulo said that Flesh has plans for making more albums in the future. "I think the word is longevity. We want to stick together and be called Flesh," said Stephen. The last question I had for Flesh was "Who is your favorite Brady?" Markus said his favorite, was Greg, and Gongo and Stephen had to agree because he was the one and only Johnny Bravo. Paulo, however, said his favorite was Marsha, in the later episodes. When it came time for Flesh to hit the stage they not only lived up to the great sound on their CD, they lived up to everything they said they would be. They went on stage being only themsel ves, and blew the amazed audience away. The only thing I wasn't sure of was who had a better time-the audience, or the four guys on stage. At first glance, these two spark a love connection ... which makes this film a rather heart- warming love story. This movie starts off with three, young, best friends (Benni, Eve, and Nan) romping around in the forest on the day of their confirmation. Some years later, Nan eventually goes her separate way. However in 1957, the trio is reunited in Dublin, Ireland, where they all attend the same university. Soon, it is like there were no years missing between the threesome; they are as close as they were when they were carefree children. Nan, being a popular and beautiful young woman, introduces Benni (Minnie Driver) to one of her good friends, Jack (Chris O'Donnell). Unfortunately, due to Benni's absence from the city for a while because of a family emergency, Jack accidentally finds himself in a predicament. Without thinking, he yields to temptation. This incident, along with another one, breaks Benni's heart. With her being in this vulnerable position, Shawn reappears. He continues to try and persuade her to be his wife, but when she declines his offer once again, he uses different tactics to try to win her over. Instead of using pleasant words to describe her, he tells her how much of a whale and a cow she is, and he insists she won't find anyone else because of the fact by Bill Zasoba The film I have chosen this week is "Bad Boys" starring Will Smith and Martin Lawrence. If you have at. least seen the previews, this film is as explosive and as action-packed as it comes off. "Before I saw the film, I was wondering to myself "Can Will Smith actually playa serious role?" The answer is yes. He plays a rich kid who is only a cop because he loves the action. Martin Lawrence, on the other hand, has a wife and family and relies on his paycheck. The story of the film breaks down like this: Millions of dollars of heroin is stolen from the police safe. The police must get it back before the media or anyone else finds out. Along the way they (Smith, Lawrence) must protect their only lead to who has stolen the drugs and solve this case. This film is packed with blazing gun fights, high speed car chases and amusing one liners. Don't count on Will Smith making fun of Uncle Phil or Martin Lawrence yelling "Hell no!" in this film. 11 has plenty of other things from the opening attempted car jacking to the final high speed car chase feanning Martin Lawrence driving Will best is "The Mountains of Mourning," about a child born deformed that was murdered out of hand by her own grandmother because she was different. The parallels to Miles' own situation make this story even more profound. I highly recommend these books to you. Sometimes love, honor and duty seem like outmoded concepts. But they make for excellent reading in these books, because Bujold's characters are fully-fleshed, witty, and lifelike. (Especially Milesf) Like every great book l t ve ever run across, every re-reading gives you a little more information about them (which makes you want to read them again and again). These books are kind of a cross between military tactics, political commentary, space opera, 'romance, and too much else to list. They are excellent. Try them, before the bookseller of your choice runs out! that she's a rather large woman . Does Benni see truth in what Shawn says about her? Does she finally accept him as the man she is going to marry? Or will Jack reenter her life and find a way to make her forgive him? Circle of Friends is a wonderful and inspiring story about some particular trials and tribulations of life. Driver and O'Donnell seem (0 have natural chemi atry for one another which makes their performance together, as a couple in love, quite exceptional. So, if your interested in seeing a movie about a circle of friends whose love lives have an impact on others' lives, this movie is one you will certainly enjoy. The Duke Athlete of the Week Jeff Lonigro Senior- Baseball Major: Accounting Jeff has started at second base for the Rangers the past two seasons. He brings great defensive abilities along with an explosive bat to the Ranger line-up. Last season Jeff batted .349 and set a school record by getting five hits in a single game. This season Jeff has picked up right where he left off. Over this past weekend Jef had four hits, including two doubles and two stolen bases to lead UW-Parkside to a sweep over UW-Whitewater. Lonigro leads the team in stolen bases, RBI's and batting average. Leading the race from start to finish, Haines lapped the field, qualified for NAIA Nationals, and ranked #5 on the UWP All-Time list.
