One major item that is, the document may have over- stepped the parameters oftheini- tial taskof creating a bill ofrights. "What the Board of Regents wanted was aprogram that would help the undergraduate experi- ence," said Bovee. He noted that this was to be done by addressing various academic issues. However, the proposed bill of rights wanders into shared gov- ernance issues as well, and therein lies what Bovee sees as major sticking points for faculty and staff. "When we go into shared governance." said Bovee. "weare going outside the realm of the academics sphere." Grace agreed. commenting that some faculty members were bothered by the wording of the document "It didn't seem like a bill of rights that they were familiar with because there were no corre- sponding responsibilities men- tioned," said Grace. "That was a shortcoming as perceived by fac- ulty." Dr.Fullin, a local physician, speaks on domestic abuse Follin said that prevalent at- titudes in the health care system only add to the domestic violence epidemic. He noted that a hierar- chical relationship often exists between physicians and patients that can result in more harm than good. He said that physicians often place the blame for domestic vio- lence on victims. Also, abuse is often rationalized and normalized by physicians, according to Fullin. Physicians can treat the violence as a normal occurrence in bad relationships, recommending that the people involved in the rela- tionship simply seek counseling. Fullin notes that this approach does nothing to address the safety of the victim or the victim's chil- dren. Larson discussed how the abuser employs intimidation, isolation, emotional abuse, sexual abuse, and threats tokeep a woman "under con- troL" Through these tactics. the abu- sive male (as is usually the case) establishes power over the woman. One third of all women seeking emergency room treaunent are vic- tims of abuse, Larson said. In sev- enty percent of all abuse cases the abuse was premeditated. Sixty percent ofbauered women are sexually abused. and forty per- cent of men who abuse their wives abuse their children as well. In addi- tion, thirty percent of all women killed are killed by their husbands. About one half of battered women actually leave their husbands. She Tara Hay News Writer Dennis Clarke News Editor As part of Domestic Vio- lence Week sponsored by the Women's Center, Barb Larson of UW -Parkside' s counseling office gave a presentation last Wednes- day at noon in Union 104 on recognizing and leaving danger- ous relationships. According to Larson, it is important to recognize the cycle of violence common in unhealthy relationships. The cycle fre- quently starts with tension build- ing between the couple that esca- lates into a battering incident. This is followed by the"hon- eymoon stage" during which the abuser charms and manipulates his partner into believing thal the abuse will never happen again. Reigstad focused on gender discrimination and gender harass- ment as well as outlining six guidelines universities should fol- low. According to Reigstad, a university's primary goal is to edu- cate. Universities must be open and just communities where dis- crimination and stereotypes are discouraged to promote freedom of thought and expression. In addition, universities must be dis- ciplined and celebrated institu- tions. Reigstad discussed common double standards concerning men andwomen, Shelistedsomecom- mon stereotypes: men are dy- namic while women are aggres- sive; a man is a go-getter while a woman is pushy; men are cofident whereas women are stuck-up; a man is only human, while a woman is emotional. Reigstad stressed the importance of recog- nizing stereotypes between men and women in order to under- stand how gender discrimination promotes harassment. Reigstad handed out com- municationsquizzes to those who attended. Among other things, she revealed that men are more likely to interrupt women than men, that women speak in a more tentative style than men and that men are listened to more care- fully than women, even when a woman makes an identical pre- sentation. Regstadalso distributed a yes or no questionnaire designed to help people evaluate their atti- tudes which help build trust and develop partnership skills, as well as a questionnaire on sexual ha- rassment Reigstad cited several ex- amp~es of inequities in the work- place where it was meant to be gender neutral, yet women were expected to answer the phone on their lunch hours and employers were unsympathetic regarding childcare, among other things. Reigstadalso maintains that some behavior most would considerpo- lite <opening a car door for a woman, guiding her by the arm) is really a non-verbal display or power. According to Reigstad, this constitutes gender discrimi- nation. Reigstad maintained that small inequalities that are gener- ally overlooked by both men and women may escalate and need to stop. She suggested four ways to improve the climate in the work- place: establish a code of conduct that would promote gender-neu- tral treatment of all employees, implement intervention policies and demand offenders be held accountable for their actions, as well as open communication be- tween all employees. Officer Piepenburg calls it quits after 21 years Dennis Clarke News Editor One of the pioneers of uw- Parks ide will be hanging up his badge and turning in his walkie talkie at the end of the year. Officer Dennis Piepenburg, who has worked as a security and police officer at UW -Parkside since 1971, is retiring from his duties on campus. Piepenburg says that there have been some changes since he began at UW -Parkside. For example, when Piepenburg began as a security of- ficer at UW -Parkside, the campus police department was located in whatisnowthestudentunion. Also, officers did not have arrest powers when Piepenburg first began. He has also seen administra- tors and theirvarious policies come and go. Piepenburg went through training at the Wisconsin State Pa- trol Academy. He also works as an officer for the Twin Lakes police department in western Kenosha County. He says there are differ- ences between that job and his du- ties on campus. "It's a whole different type of law enforcement," comments Piepenburg. Piepenburg says that, over the years, he has enjoyed his job at UW -Parkside. "It's been areal pleasure work- ing with the students," he com- ments. "Students here <at UW- Parkside) have always been, you know, behaved," says Piepenburg. He says that the most serious problems have traditionally been with people who were not directly involved with the university. "As long as you have an open campus, you can't get away frolll problems," said Piepenburg. Piepenburg has a unique ap. proach to hIS mreracuon with Stu- dents. "You have to go on a one-on. one basis," he notes. He says that sometimes he has to act "as a big brother rather than a police Offi- cer." Fellow officer Steve Raw had good things to say about Piepenburg. "1' ve never worked with any. body finer," said Rawson. "Who some of the younger officers depressed about something, he h a way of bringing them backupand keeping things in perspective. "He's good for our collective mental heal th," concludes Rawson. He said that health care professionals need to start believing their patients, help plan for their safety, and acknowl- edge that a serious injustice is tak- ing place with each incident of domestic violence. He also recommends equality in relationships and says that ap- proaches like shared parenting play an important role in preventing power differential. According to Fullin, this is a major underlying factor in much of the domestic abuse that occurs. Fullin offered statistics on the commonality of domestic violence, stating that every twelve seconds a woman is battered in the United States. He went on to say that domestic violence is the single most cornmon cause of injury to women, that one-half of all women will be physically abused in areletionship, and that domestic violence is a factor in 26 percent of all female suicides. Fullin also said that 95 percent of all serious domestic violence is committed against women. Healso drew a parallel between wife beat- ing and child beating, saying that often the two go hand in band. The Domestic Violence Project, Inc. was started in JUIIC 1991 under the auspices of making the health care system,andthecom- munity at large, safer for victimsof domestic abuse.
