Shaw, who was selected in September, is in the middle of an orientation tour of all the UW campuses, and described the challanges that lie ahead for higher education. "We are in the knowledge business and that is the most important product," he said. "More than half the growth that has occurred in this country is because of knowl­ edge." Shaw said universities en­ courage economic develop­ ment by their very presence. "We have, I understand, ge­ nerated $75 million in the Ra­ cine and Kenosha area," Shaw said. "Give us one dol­ lar, and we'll make five." Despite the positive effects that Parkside's presence has on the community, and a staff that is "not perfect, but re­ spected by colleagues," Shaw said there are difficult times to be faced. "The state is suffering a major economic dislocation," he continued. "The system had added 126 majors over the last fifteen years, but we have dropped more than we have added." Shaw stressed the need for freedom from governmental control within the system. "We need the freedom to uti­ lize our resources in the most productive manner," he said. "As the state of New York found out, overcontrol of col­ lege funds leads to mediocri­ ty... we can't live with that." Shaw urged faculty mem­ bers to prioritize expendi­ tures to help deal with budget cuts being made by state gov­ ernment. "Initially $27 mil­ lion was cut, but it was done with the protection of class sections," he said. "The most recent $5 million cut does not have that protection." Shaw described Parkside as "fortunate" for having an 1 outstanding chancellor on board, and challenged his audience to face adversity and realize "great potential." He also promised not to make" hasty budget cuts. "I am not in favor of elimi­ nating programs because they are new, innovative, or do not appeal to a particular constituency," he said. Kaplan, chief aca­ demic officer of the Minne­ sota State University System, was appointed chancellor of Parkside on Friday {>y the UW-System Board of Re­ gents. "I am quite delighted and pleased that the Regents showed such confidence in me/' said Kaplan. Kaplan was one of five finalists recommended by the Parkside Search and Screen committee to a sub-commit­ tee of the Board of Regents in December. Robert Canary, chair of the Search and Screen Commit­ tee, said of Kaplan's appoint­ ment, "I am pleased. I expect her to be a strong and effec­ tive leader. I think she has an understanding of what a cam­ pus like Parkside can do for students and for this area. She is obviously committed to excellence." Kaplan, 40, has been vice chancellor for academic af­ fairs of the Minnesota State University System since 1980. The system is comprised of seven regional universities serving 40,000 students with a faculty of 2,000 a nd a support staff of 4,000. The syste rq. schools are Bemidji, Manka- to, Metropolitan, Moorhead, St. Cloud, Southwest and Winona. Before joining the Minne­ sota System, Kaplan served two years as vice president Kenneth Shaw for academic affairs of Winona State University, an institution of 4,500 students of­ fering undergraduate, pre- professional, and graduate programs in more than 30 academic areas. "There are a lot of strengths at Parkside," said Kaplan. "One of the reasons I was interested in becoming a candidate is because it is a fine institution with a strong faculty, a good student body and apparently good relation­ ship with the community." She describes herself as a "serious professional." "My work and professional activi­ ties are very important to me and I take them seriously, but one must bring with them a large dollop of a sense of humor to this business, "said Kaplan. Kaplan said she has not set any specific agenda for Park- side yet, but some areas she feels will need to be address­ ed include enrollment fluctua­ tions and the role of the cam­ pus in the community. She said she will be interested in keeping up-to-date on how Parkside will be accommo­ dating the budget cuts cur­ rently being experienced, however she said she will not be involved in any decision­ making until she assumes her new position in July. "Consultation" is the word Kaplan uses to describe her leadership style, and she said she is in favor of shared gov­ ernance in areas where stu­ dents' interests are involved. "One person can't set the agenda for an institution I be­ lieve that kind of program will come out of extreme dis­ cussions with the faculty, staff and administrators. Stu­ dent input is essential in some areas. It's my under­ standing that Parkside has a good system for consulting with students and I am anx­ ious to work with in it. I think the more input one has, as­ suming one has a reasonable time frame to work in, the better decision can be made," said Kaplan. Currently, Kaplan is busy with her present job because Minnesota is in the middle of a legislative session, which she said the Minnesota Sys­ tem is "trying to get through without having our budget cut any more than it is." When she gets a chance to relax, Kaplan said she enjoys swim­ ming, cooking, traveling and needlepoint. Kaplan plans to visit Park- side for several days the week of Feb. 17. During that time she plans to meet with different groups on campus and also visit the Racine and Kenosha areas. "I am anxious to become familiar with the community. I like the midwest and I liked what little of the area I did see. I am looking forward to becoming a part of the area," said Kaplan. A native of Brooklyn, N.Y., Kaplan received her B.A. in European history from Hunt­ Sheila Kaplan er College, City University of New York (CUNY), in 1965, and her M.A. from Johns Hopkins University in 1967. The City University of New York awarded her a Ph.D. in 1973 a fter specialied study in modern European history and modern British history. Kaplan began her teaching career in 1968 in the history department of borough of Manhattan community Colle­ ge-CUNY. From 1970-75, she was a member of the histroy faculty at Brooklyn College- CUNY, and then joined the faculty of Bernard M. Baruch College-CUNY.
