February 6. 2007 Music And Soul page 5 Amnesty International Demonstrates Against Guantanamo_-----:- BY TINA STRAUSS Strau012@uwp.edu In an attempt to "shake off student apathy" toward the human rights violations occurring at Guantanamo Bay Navel Base, Amnesty International paraded members (rom the Union cafeteria to Main Place wearing orange jumpsuits ffi with burlap sacks over :3 their heads on Wednesday, ~ Jan. 31. Members carried F! signs that read. "Denounce ~ Torture, Close Guantanamo ~ Bay Today, and Stop Human:;; Rights Abuse." 5 Elise Dunton. president iE of the Uw-Parkside Chapter of Amnesty International, explained that it has been five years since the United States took detainees: to the prison at Guantanamo Bay and that the human rights violations that take place there are largely ignored. Katie Smith, the secretary of Amnesty International, added, "Students are apathetic. They don't care about what's going on in the world. and to an extent, that's understandable: we're all busy ... but there are serious violations of human dignity going on in this world. We are just trying to find a way to best draw attention to those issues." Specifically, the issue being addressed by the demonstration was the treatment of Guantanamo Bay detainees who are assumed to have information on terrorist activities. Smith explained that Amnesty International is concerned about prisoners' welfare because ..the Geneva Conventions don't apply; they're not technically prisoners of war. This isn't technically a war. Even though it's a war on terror and a war in Iraq, it's not really a war according to the administration. 1£ they're not prisoners of war, they don't get any of the prisoner of war considerations whatsoever, so [the military personnel] can torture them." Smith also emphasized that many detainees "haven't even been charged with a crime. They are just being detained in the event that possibly someday they might have some information:' To that, Dunton added, "And in the meantime, they're tortured. [It's] unbearable," The demonstration was designed to sbock onlookers, and Amnesty International members were pleased with students' responses. The members in orange jumpsuits and shackles marched across campus as classes were ending; the halls were filled with students. Smith noted that "People paid attention. That's all you can hope for." Amnesty International's ultimate goal is to denounce torture by closing Guantanamo Bay. Demonstrations like the one that took place all campus Wednesday are being held throughout the world to increase awareness of the situation and inspire people to assist in ~ the effort to close !< the base. Dunton 2encburages students ~to contact her at iii dunfoOOl @"nwp, ~ edu to ask questions e:or get involved. i Late Budget Requests Penalized Most campus organizations were disappointed to see cuts when the ~tudent University Fee Allocation Committee notified them of their budgets for 2007·08. The exception was the Athletics Department, which received a 9 percent increase in funds, giving them $36,000 more than last year. Besides general cuts for most organizations and 1 departments, an additional penalty was imposed on some organizations for submitting their budget requests late. Sacred Circle and the Parkside Adult Student Alliance were penalized for delayed requests. One of the fees charged to students on their tuition bills is the segregated fee. The funds collected from this fee are distributed among campus departments and organizations. To be eligible for these funds, .student organizations must submit a budget request and presentation to SUFAC, the committee designated to allocate the segregated fees. SUFAC determines each organization's allotment, which the Parkside Student Government Association then approves or denies. Despite an expected $]00 increase in segregated fees next year. organization budgets are still being cut. Louie Kirleis, director of SUFAC, explained that these cuts are necessary to fund the Union Expansion. He also emphasized that "some of our student organizations are over-funded compared to other UW- System schools. It's not that they're not doing good things .. .lt's just, financially, we can't have everybody doing every program they want to put on." In addition to receiving fewer student funds, several organizations were penalized for missing the Jan. 5 deadline for budget requests. Kirleis explained that according to the SUFAC bylaws, penalties for late requests are "under the discretion of the committee.' Carly-Anne Surber. a member of SUFAC, said that the I percent deduction per day late is outlined in the bylaws, but the organizations were nor aware that late submissions would prohibit them from presenting their proposal to the committee. She said ..."As far as not presenting, that's not a policy; that was just a decision, so they would not have had any previous knowledge that that could have happened." The decision to deny Sacred Circle and PASA the opportunity to present resulted in both organizations receiving a $0.00 allotment for 2007 ·08. Surber said that the $0.00 allotment is not permanent because "if organizations or departments .. _want more money than they have been allocated, they can appeal to the board and try to convince the board not to cut them." PASA's appeal took place Friday, Feb. 1. Sacred Ci~cJe has been allowed extra time to organize their appeal. which they will submit this week. PUJ.t The Ranger News I remember writing previously that I wasn't going to write any more letters, so I guess this makes me a liar. It's kind of a refreshing change tn write a letter from the editor in which I'm not apologizing for somerhing or explaining somerhing I did wrong. However, now I have the issue of having to figure ont what I'm going to say. In our executive board meeting last week, we spent a long time trying to assess what we felt we were lacking as an organization and as a newspaper, and we came np with a lot of good ideas, some of which I had previously Com. Through Feb. 15, view the work of the country's premier printmakers and, if you fall in love with an image (or two, or three), you can buy it with a portion of the purchase price going to UW-Parkside art scholarships. Arts Gallery 12:00 PM-l:oo PM Noon Concert: 20th Century Music Recital Union Cinema Theater This week's Noon Concert has a UW- Parks ide sound to it. The compositions of our own James Crowley are featured. 'Scordatura' is performed by guitarist George Lindquist. This solo classical guitar piece featuring extended techniques and unusual textures. The title refers to the fact that the guitarist must tune his low E string to E flat, allowing normally unplayable chords to be played, and creating unexpected melodic patterns. "Chromatic Etude" is performed by saxophonist Ken Fabis. This short movement shows suspected but for which I hadn't devised a solution. One issue that ( hadn't really considered before was a matter of personality, that there was no real face of The Ranger News as rhere had been in the past. [suppose that r had really tried to avoid making myself very visible, trying to allow the publication emphasize the work of the individuals who created it, rather than the guy in charge. But, we came to the conclusion that the paper had become too impersonal and that there may have been a disconnect with people who read it. Not to say that throwing a picture of me on Page 2 with some text will change that, but we decided that it would help, not only in establishing a better repoire with our readers bur also in getting people to get more involved with The Ranger News. We came up with a lot of ideas for The Ranger News, but I'd still like to encourage all of you to give us your feedback and opinions, as well. If you don't like something in the paper, let us know. If you want to say something, write a 100 Words More or Less submission. If you have any interest at all ill working at The Ranger News, Slap by or office or come to our meetings or workshops. [guess I don't have much else to say in this first letter; I wanted to implament our new ideas right away and therefore didn't give myself a 10lof lime to plan out what r wanted to say. Although.
