Upon&#13;
first&#13;
hearing&#13;
the&#13;
phrase&#13;
"property&#13;
tax&#13;
relief,"&#13;
most&#13;
people&#13;
aren't&#13;
outraged,&#13;
angry&#13;
or terrified.&#13;
It &#13;
seems&#13;
like a fairly&#13;
innocent&#13;
phrase.&#13;
In fact,&#13;
those&#13;
words&#13;
probably&#13;
sound&#13;
downright&#13;
musical&#13;
to&#13;
homeowners.&#13;
The&#13;
idea&#13;
all by&#13;
itself&#13;
is a fairly&#13;
simple&#13;
one:&#13;
lower&#13;
property&#13;
taxes&#13;
in order&#13;
to take&#13;
a hefty&#13;
financial&#13;
burden&#13;
offWisconsin&#13;
citizens.&#13;
Noproblem,&#13;
right?&#13;
Sure,&#13;
if&#13;
youdon't&#13;
mind&#13;
about&#13;
a billion&#13;
dollars&#13;
in statewide&#13;
budget&#13;
cuts.&#13;
Ah,&#13;
yes ... "budget&#13;
cuts."&#13;
Now&#13;
there's&#13;
a phrase&#13;
that&#13;
invokes&#13;
outrage,&#13;
anger&#13;
and&#13;
terror&#13;
amongst&#13;
the&#13;
masses.&#13;
Cutting&#13;
money&#13;
out&#13;
of any&#13;
budget&#13;
means&#13;
tightening&#13;
purse&#13;
strings,&#13;
cutting&#13;
unnecessary&#13;
costs,&#13;
and more&#13;
often&#13;
than&#13;
not,&#13;
losing&#13;
quality.&#13;
When&#13;
Governor&#13;
Thompson&#13;
implemented&#13;
a plan&#13;
to shift&#13;
puhlic&#13;
school&#13;
financing&#13;
from&#13;
the&#13;
shoulders&#13;
of&#13;
the&#13;
taxpayers&#13;
to those&#13;
of the&#13;
State,&#13;
he&#13;
created&#13;
an&#13;
interesting&#13;
situation&#13;
statewide.&#13;
On&#13;
one&#13;
hand,&#13;
property&#13;
taxes&#13;
could&#13;
certainly&#13;
use a reduction.&#13;
On the other&#13;
hand,&#13;
these&#13;
reductions&#13;
would&#13;
not&#13;
go&#13;
in&#13;
without&#13;
consequences&#13;
elsewhere&#13;
in&#13;
the system.&#13;
In fact,&#13;
all state&#13;
agencies&#13;
were&#13;
asked&#13;
to&#13;
propose&#13;
a 0% budget&#13;
increase&#13;
for this&#13;
year,&#13;
and&#13;
a 5 and&#13;
10%&#13;
hudget&#13;
decrease&#13;
for the next&#13;
biennium.&#13;
Ouch.&#13;
At&#13;
UW-Parkside,&#13;
a  5%&#13;
budget&#13;
decrease&#13;
would&#13;
mean&#13;
losing&#13;
about&#13;
$900,000.&#13;
Which&#13;
means&#13;
that&#13;
a 10%&#13;
decrease&#13;
amounts&#13;
to $1.8&#13;
million.&#13;
As&#13;
a student,&#13;
one&#13;
might&#13;
ask the&#13;
question,&#13;
"How&#13;
can I expect&#13;
no loss&#13;
in quality&#13;
of education&#13;
at&#13;
an&#13;
institution&#13;
that&#13;
suddenly&#13;
is  cutting&#13;
1.8&#13;
million&#13;
bucks&#13;
out&#13;
of its&#13;
budget?"&#13;
Trying&#13;
to answer&#13;
that&#13;
question&#13;
has&#13;
had&#13;
many&#13;
people&#13;
here&#13;
and&#13;
statewide&#13;
concerned.&#13;
Chancellor&#13;
Eleanor&#13;
Smith&#13;
called&#13;
a meeting&#13;
about&#13;
the&#13;
budget&#13;
cuts&#13;
in order&#13;
to come&#13;
up with&#13;
a plan&#13;
of attack.&#13;
A&#13;
three-step&#13;
approach&#13;
was&#13;
decided&#13;
upon.&#13;
First,&#13;
let the&#13;
UW&#13;
System&#13;
know&#13;
how&#13;
the 5&#13;
and&#13;
10 % cuts&#13;
would&#13;
affect&#13;
the number&#13;
of positions&#13;
and&#13;
enrollment&#13;
numbers&#13;
here&#13;
at&#13;
the university.&#13;
Then&#13;
create&#13;
a&#13;
process&#13;
to&#13;
make&#13;
the&#13;
necessary&#13;
cuts,&#13;
and&#13;
thirdly,&#13;
"enumerate&#13;
the&#13;
impact&#13;
of&#13;
such&#13;
cuts&#13;
on our students&#13;
and&#13;
other&#13;
clients."&#13;
The&#13;
first&#13;
steps&#13;
were&#13;
decided&#13;
upon,&#13;
and&#13;
deadlines&#13;
were&#13;
set.&#13;
Everything&#13;
was&#13;
ready&#13;
for the&#13;
dreaded&#13;
cuts&#13;
to be made.&#13;
Maybe&#13;
it's because&#13;
it's an&#13;
election&#13;
year&#13;
- most&#13;
UW&#13;
students&#13;
are&#13;
of voting&#13;
age.&#13;
Maybe&#13;
Governor&#13;
Thompson&#13;
decided&#13;
that&#13;
hurting&#13;
the &#13;
UW&#13;
System&#13;
went&#13;
against&#13;
the&#13;
whole&#13;
idea&#13;
of affordable,&#13;
accessible&#13;
higher&#13;
education&#13;
which&#13;
the&#13;
state&#13;
has&#13;
so&#13;
adamantly&#13;
supported.&#13;
Mayhe&#13;
someone&#13;
in the&#13;
UW&#13;
system&#13;
squawked&#13;
loud&#13;
enough&#13;
for&#13;
somebody&#13;
to - pay&#13;
attention.&#13;
Who&#13;
knows?&#13;
But,&#13;
despite&#13;
the&#13;
previous&#13;
command&#13;
to cut&#13;
the&#13;
budget,&#13;
Governor&#13;
Thompson&#13;
issued&#13;
a&#13;
new&#13;
statement&#13;
exempting&#13;
the&#13;
UW&#13;
System&#13;
from&#13;
the&#13;
impending&#13;
decrease&#13;
in&#13;
spending.&#13;
The:='Ki;;;:;;&#13;
Governor&#13;
thought&#13;
that&#13;
it wouldn't&#13;
be&#13;
prudent&#13;
to force&#13;
such&#13;
obviously&#13;
devastating&#13;
cuts&#13;
on the&#13;
public&#13;
universities.&#13;
So,&#13;
we're&#13;
off the&#13;
hook?&#13;
With&#13;
the&#13;
issuance&#13;
of this&#13;
statement,&#13;
the&#13;
UW&#13;
system&#13;
has&#13;
been&#13;
granted&#13;
pardon&#13;
Recruitment&#13;
Fair&#13;
OnWednesday,&#13;
September&#13;
21,&#13;
the&#13;
University&#13;
of&#13;
Wisconsin-Parkside&#13;
clubs&#13;
and&#13;
student&#13;
organizations&#13;
actively&#13;
promoted&#13;
themselves&#13;
in an effort&#13;
to  increase&#13;
awareness&#13;
and&#13;
membership.&#13;
TheRecruitment&#13;
Fair&#13;
was&#13;
held&#13;

be  a shame&#13;
to  see&#13;
public&#13;
universities&#13;
lose&#13;
competitiveness&#13;
with&#13;
private&#13;
schools,&#13;
or worse,&#13;
to  see&#13;
from&#13;
its sentence&#13;
of financial&#13;
doom,&#13;
right?&#13;
Not&#13;
so fast..&#13;
..&#13;
Included&#13;
in the&#13;
statement&#13;
was&#13;
an implication&#13;
that&#13;
other&#13;
targets&#13;
of budget&#13;
reduction&#13;
may&#13;
be forthcoming.&#13;
Basically,&#13;

knows&#13;
where&#13;

UW&#13;
System&#13;
will&#13;
end&#13;
up in this&#13;
whole&#13;
budget&#13;
saga.&#13;

wise&#13;

assume&#13;

kind&#13;
of&#13;
belt-tightening&#13;
