The students are enjoy-ing a computer  center, a fitnessroom, and the collegiate  life in adorm.  Ranger Hall is also hous-ing seven Gateway TechnicalCollege  students this semester.ESTABLISHED 1972students this semester.  The twohousing buildings have a capacityof 800.Opening of Ranger Hall was onschedule, and except for someminor problems with the hotPlans for Taco Bell put on holdby Rebecca Vankerkoordecourt.  All of this comes to a totalof a $350,000 investment.  Planswill be reevaluated  at the end ofthis semester.  The featured ven-dors are to include Taco Bell,New Market and Salona Grill.Taco Bell will be a self servicesetup.  New Market will servegourmet coffee, frozen yogurt,and pastries. The "construction  theme"is to show that the court is in tran-sition, and that the "Market  onMain"  is definitely  somewhere  inthe near future.Without the guaranteed  clienteleof on-campus  residents, it isfinancially  too risky to open thefood court, according to BillNiebuhr, the university  liaisonwith Marriott  Food Service. Included inthose vacant positions areSecretary, Treasurer, Senator andJustice.  Both the Secretary andTreasurer openings are paid posi-tions.One of the duties of the Secretaryis writing the minutes during theweekly Parkside StudentGovernment meetings.  The meet-ings are held on Friday from 12 toIpm. There are also office respon-sibilities that can be completedaround the student's class schedule.As a Senator, the first responsibilityis to help decide what direction ourUniversity is going to turn in thefuture.  One way to do this is tovoice your opinion and vote on theissues that come before the Senate.Another way is to participate in oneof the various committees.  As aside note committee people arealways needed and senatorial mem-bership is not required.The Justices examine the decisionsand actions of the student govern-ment to determine the constitution-ality of those decisions and actions.The Justices are required to attendthe Senatorial meetings on Fridayfrom 12 to Ipm.  Familiarity withthe Parkside UniversityConstitution and parliamentary pro-cedures are the Justices' tools ofthe trade.Any ofthe  above positions involveinteraction with other students in aprofessional manner. UW-Parkside has a new chan-&#13;
cellor on the way- Dr. John Keating.&#13;
The UW System Board of Regents&#13;
named him chancellor on March 6. He&#13;
will begin work July&#13;
I.&#13;
Since 1994, Keating, 59, has&#13;
been provost at Alaska-Fairbanks.  He&#13;
received his PH.D. in social psychology&#13;
from Ohio State University in 1972. He&#13;
was a faculty member, vice-provost, and&#13;
dean at the University of Washington-&#13;
Seattle and branch campuses.&#13;
UW System Board of Regents&#13;
President Katharine Lyall, who with a&#13;
special Regent committee recommended&#13;
Keating, said, "Dr. Keating has excellent&#13;
academic credentials, a record of suc-&#13;
cessful institutional leadership and a&#13;
strong desire to lead UW-Parkside into&#13;
the 21st Century. He is committed to&#13;
working with faculty, staff, and students&#13;
to extend UW-Parkside as a resource for&#13;
teaching and service throughout&#13;
Kenosha, Racine. and the surrounding&#13;

Until Keating starts, there is a&#13;
new interim chancellor- Vice Chancellor&#13;
John Ostheimer. Interim chancellor&#13;
Gordon Lamb left in late March.&#13;
Eleanor Smith, the last chancellor,&#13;
retired in 1997.&#13;
Spring Open&#13;
House Festival&#13;

The days are slipping away&#13;
faster and faster and the Spring Open&#13;
House Festival is right around the cor-&#13;
ner. On Saturday, April 25 from lOam&#13;
until 2pm, all of the University of&#13;
Wisconsin-Parkside  will unite at this fes-&#13;
tival.&#13;
This event is open to all stu-&#13;
dents, staff, faculty, prospective students,&#13;
family, friends, and the community at&#13;
large.&#13;
It&#13;
will be a chance for every&#13;
aspect of the University to come out and&#13;
display, exhibit and present their pro-&#13;
grams and accomplishments.  Those not&#13;
directly involved in presenting can learn&#13;
and witness first hand the atmosphere&#13;
and people that make UW-Parkside such&#13;
a positive institution.&#13;
The Festival will also be a great&#13;
opportunity to see what the departments,&#13;
programs, clubs and organizations are all&#13;
about and to really meet and communi-&#13;
cate with a variety of students, staff and&#13;
faculty. This opportunity doesn't come&#13;
up often, so I urge everyone to pass the&#13;
word and really help make this event all&#13;
it can be.&#13;
One of the highlights of the&#13;
Festival is the Alumni Association's&#13;
Tuition Raffle. A lucky person will win&#13;
one year free tuition. There will also be&#13;
raffles with prizes such as a year free&#13;
Campus Housing Parking, a semester of&#13;
free Campus Wide Parking, gift certifi-&#13;
cates from area restaurants and retailers&#13;
and much, much more. To top all of this&#13;
off, WIlL (95.1) radio station will broad-&#13;
cast live from the event.&#13;

Last Friday,  PSGA introduced&#13;
two more advisors  in addition  to the cur-&#13;
rent one,  a new  Resolution  and more&#13;
SUFAC seats  were  filled. (This week  the&#13;
Resoultion  was passed.  See below.)&#13;
The  two new advisors  are&#13;
Assistant  to the Chancellor  for Equity and&#13;
Diversity,  Chari one  Westerhaus,  and&#13;
Chief  of the  University  of Parkside&#13;
Police,  Robert  Deane.  Dean of Students,&#13;
Stephen  McLaughlin,   is the current  advi-&#13;
sor and will also  be next semester's  advi-&#13;
sor.&#13;
A Resoultion  is a suggestion&#13;
made to the student  body (all the senators)&#13;
regarding  anything  that affects  students  on&#13;
campus.  PSGA  introduces  it at a meeting,&#13;
discusses  it at the next meeting,  then&#13;
votes  to pass or fail at the second  or third&#13;
meeting.&#13;
President  Corey  Mandley  intro-&#13;
duced  the Resoultion  this week.&#13;
It&#13;
said&#13;
that UW-P doesn't  have students  on UW-&#13;
P's Faculty  Search  and Screen&#13;
Committees  (A S &amp;S Committee  hires&#13;
new professors,  faculty, and administra-&#13;
tion  personnel),  and we need two students&#13;
admitted on all Faculty  Search and Screen&#13;
Committees,  one of which would be a&#13;
minority student. Other  UW system&#13;
schools allows students  to be on their&#13;
committees,  and so should UW-P. It also&#13;
said that PSGA will pick the students who&#13;
will be on those  Committees,  [so the deci-&#13;
sion is not left up to the faculty and staff,&#13;
but to the students  at UWPj.&#13;
At this week's  PSGA meeting,  .&#13;
the Resolution  passed through  PSGA. I&#13;
asked Corey when this would go into&#13;
effect. He said, "As soon as we get the&#13;
Fauclty Search &amp; Screen Committee  to&#13;
approve  it." He said he would present it at&#13;
the next S&amp;S Committee  meeting. The&#13;
next S&amp;S meeting  is April 21 at 3,30 in&#13;
MOLN 0137.   All students  are welcome&#13;
to attend. When the S&amp;S Committee&#13;
approves  it, it will be placed  in the&#13;
Wisconsin Parks ide Search and Screen&#13;
Committee  For Faculty, Staff, and&#13;
Limited Appointment  Handbook.&#13;
Lastly, SUFAC is the committee&#13;
that handles all segregated  fees (fees we&#13;
pay with our tuition).  Three  SUFAC&#13;

The commencement   ceremony&#13;
for current  graduates  will be held on&#13;
May  17, 1998 at 2pm in the Sports  and&#13;
Activity  Center.    Potential  May and&#13;
August  graduates  are currently  being&#13;

and those  graduates  will receive  a mail-&#13;
ing&#13;
with&#13;
information  and instructions&#13;
regarding  the ceremony.   Officials&#13;
expect  about  450  students  will be eligi-&#13;
ble for graduation.    Because  of the limit-&#13;
ed capacity  of the Sports and Activity&#13;
Center,  graduates  are asked to limit the&#13;
number  of guests.   Graduates  who were&#13;
eligible  but unable  to participate  in the&#13;
December,  1997 commencement  may&#13;
take part in the May, 1998 commence-&#13;
ment ceremony.&#13;
Caps and gowns  for graduates&#13;

Bookstore.  A variety  of sizes will&#13;

available  so pre-ordering  and fining are&#13;

acquainted  with some of the basic tenets of&#13;
Christianity.  And because of my Biblical&#13;
education, a number of things which he had&#13;
maintained sounded suspicious at the very&#13;
least.  One comment he had made which I&#13;
hold most suspect, is his challenge to the&#13;
authority of the Apostle Paul and the inspi-&#13;
ration of the Pauline Epistles.  The minister&#13;
had asserted that Paul added his own opin-&#13;
ion on matters of homosexuality  in the&#13;
first&#13;
chapter of Romans.  The suggestion of Paul&#13;
inserting his own opinion, I think, is a posi-&#13;
tion highly dangerous for any Christian to&#13;
maintain.  The reason being, how can the&#13;
Christian reasonably distinguish between&#13;
which New Testament passage is inspired&#13;
by God and which is inspired by man?&#13;
Certainly it can be noted that each person&#13;
differs in their aspects of discernment.  The&#13;
minister's reply to this was,&#13;
"Let&#13;
your con.&#13;
science&#13;
be&#13;
the judge." Now to me, this is&#13;
an odd position to maintain  because I&#13;
understand the philosophy  of human con-&#13;
science and it is a tricky matter.&#13;
Firstly, a person's  conscience may&#13;
indicate what is right or what is wrong, but&#13;
it does not follow that a person will abide&#13;
by it.  Secondly, a person' conscience  is&#13;
absolutely  private, so there is no way to&#13;
make certain whether and individual  will&#13;
reveal what their conscience truly  indicates;&#13;
and in an attempt to find this truth only&#13;
leads back to the integrity of the person&#13;
involved, which in this case, is already&#13;
under scrutiny.  Thirdly, the Heterosexual's&#13;
conscience may tell him that homosexuality&#13;
activity is wrong, whereas the homosexu-&#13;
al's conscience may tell him that homosex-&#13;
ual activity is right.  If this is the case, then&#13;
the conscience certainly seems to be condi-&#13;
tioned by many factors.  Such factors can&#13;
be a person's  cultural background,  a per-&#13;
son's upbringing, or even a person's  moral&#13;
training.&#13;
In any case, the Christian who&#13;
believes that an individual's  conscience&#13;
should judge the validity of certain scrip-&#13;
tures, presupposes that people will have the&#13;
integrity to conform to the laws of their&#13;
conscience.  Second,&#13;
if&#13;
the conscience  is&#13;
conditioned  by the environment,  then it&#13;
would  not serve as a tool to assess objec-&#13;
tively what is right or what is wrong,  but&#13;
rather it would be a tool which may mis-&#13;
lead the operator  subjectively  into self-&#13;
deception.   And most importantly  to the&#13;
Christian,  it should  be noted that a&#13;
Christian's  conscience  is to be refined by&#13;
the use of scripture,  and not the scripture&#13;
that is to be refmed  by the use of a&#13;
Christian's conscience.  Ifnot taken&#13;
seri-&#13;
ously, this minister's  view can grant indi-&#13;
viduals  unlimited  power to extract  from the&#13;
scriptures  what they wish, and to exclude&#13;
scriptures  which do not confirm  to their&#13;
preconceived  notions.  The notion that Paul&#13;
inserted  his personal  opinion  about homo-&#13;
sexual  relations  is untenable  for Christians.&#13;
For if so, then one could easily  maintain&#13;
that Matthew  inserted his own opinion  on&#13;
whether  the Sermon  on the Mount really&#13;
occurred.   Maybe  Mark inserted  his own&#13;
opinions  about particular  parables  given by&#13;
Jesus.  Perhaps  John inserted his own opin-&#13;
ion about Christ's  divinity or even his res-&#13;
urrection  for that matter.  Ultimately,  to&#13;
Bible believing  Christians,  this view conve-&#13;
niently delimits  God's  authority  in the New&#13;
Testament  and consequently  detracts  from&#13;
the Christian's  reliance  upon God and His&#13;
Word.&#13;

On Thursday, I attended a sympo-&#13;
sium which discussed  homosexuality  and&#13;
the conjoined prejudices  which seems to be&#13;
its natural consequence.   On the stage, was&#13;
an active panel of gay-rights advocates  that&#13;
expressed their opinions about several&#13;
issues pertaining to the controversial&#13;
Reggie White speech, various Biblical&#13;
commandments,  homosexual  discrimina-&#13;
tion, and the heterosexual's  homophobia.&#13;
The panel's  opinions  were interesting, but&#13;
what attracted my curiosity was a man on&#13;
the panel who professed to be a gay minis-&#13;
ter. To my ears, the words, "gay minister"&#13;
sounds, prima facie, like an oxymoron.   But&#13;
to the gay minister this was certainly not&#13;
the case.  As a matter of fact, he contended&#13;
quite the contrasty  that being a practicing&#13;
homosexual  and being a Christian are&#13;
Biblically compatible.&#13;
As a Christian, I fmd myself&#13;

nel  19, will be bringing  updates  about&#13;
how everything  is coming  along.&#13;
On May 8, at  12:00pm,  in the&#13;
Union  104 Wisconsin  Parkside  put on&#13;
another  Soup  N'  Substance  program.&#13;
This  lecture  talked  about the&#13;
"Revitalization   of Kenosha."   Kenosha's&#13;
mayor  John Antaramian   led the discus-&#13;
sion.&#13;
He began  the discussion  by&#13;
talking  about  the improvements   that&#13;
Kenosha  has  undergone  in the  last sever-&#13;
al years.   These  issues dealt  with two&#13;
new  industrial  parks that  have  been&#13;
built,  crime  being at an all time  low&#13;
since  1992, getting  tougher  with  land-&#13;
lords  and homeowners,   and on the infra-&#13;
structure  issue.&#13;
The most important  aspect  of&#13;
the meeting  had to do with the new pro-&#13;

Dr. John Ostheimer is a man&#13;
who enjoys fishing and hiking. He's an&#13;
avid novel reader whose favorite books&#13;
include The Street Lawyer by John&#13;
Grisham and Cold Mountain by Charles&#13;
Frasier.  He and his wife live in south-&#13;
ern Racine. They have three grown chil-&#13;
dren and five grandchildren. Oh, he's&#13;
also the interim chancellor and&#13;
provost/vice chancellor at UW-Parkside.&#13;
Ostheimer was the interim (act-&#13;
ing) chancellor in May and June of 1997&#13;
after Eleanor Smith retired as chancellor&#13;
and before Gordon Lamb arrived to be&#13;
the interim chancellor. Now, Lamb has&#13;
come and gone and Ostheimer is in&#13;
charge again from April until July when&#13;
the new chancellor John Keating arrives.&#13;
Ostheimer's role as interim&#13;
chancellor, he says,&#13;
IS&#13;
"To keep positive&#13;
things going until the new chancellor&#13;
shows up- to keep the ball rolling. To be&#13;
more specific, we're working hard on a&#13;
number of activities that are going to&#13;
increase our&#13;
enrollment,&#13;
increase our&#13;
retention, and build on our diversity, par-&#13;
ticu larly increasing the diversity of fac-&#13;
uIty and staff."&#13;
According to Ostheimer, "The&#13;
provost is the person who is in charge of&#13;
the campus in the absence of the chan-&#13;

cellor." His role as Vice Chancellor "is&#13;
to be responsible for the parts of the uni-&#13;
versity that deal with academic affairs&#13;
and most of the student services." There&#13;
is also a second Vice Chancellor (VC),&#13;
William Streeter who is in charge of&#13;
administration and fiscal affairs, includ-&#13;
ing the Union, the residence halls, the&#13;
bookstore, and the food service.&#13;
Ostheimer holds weekly&#13;
Provost Cabinet meetings with the seven&#13;
main people under him as well as the&#13;
chair of the University Committee (The&#13;
faculty Senate executive committee).&#13;
Those seven people are: Assistant VC&#13;
for Student Services (such as&#13;
Admissions and the Career Center) and&#13;
Dean of Students, Steven McLaughlin;&#13;
Executive Director of Academic Support&#13;
Programs (like Advising) and&#13;
Institutional Research, Diana Sharp;&#13;
Associate VC for Planning, Budget,&#13;
&amp;&#13;
Resource Allocation and Graduate Dean,&#13;
Ronald Singer; Associate VC for&#13;
Information Services, Barbara Baruth;&#13;
Assistant VC for Extended&#13;
Services/Director of the Center for&#13;

,  Ostheimer came to UW-&#13;
Parxside in July 1995. He spent a com-&#13;
nined ten years as the Dean of Arts and&#13;
Sciences at East Tennessee State&#13;
University and University of Colorado at&#13;
Denver. He spent 18years at Northern&#13;
Arizona as a political science professor&#13;
and then chair of the political science&#13;
department. He earned his degrees at&#13;
Yale University.&#13;
Student Art Show&#13;

Art Gallery then you're missing out.&#13;
The 1998 Student Art Show began on&#13;
April 6, and will run through April 30,&#13;
so there's still time to catch it. This&#13;
years art features UW-Parkside students&#13;
and focuses on 3-D Art and 2-D Art.&#13;
The Art Show was juried by&#13;
Edward C Kalke, a Professor of Art at&#13;
Carthage College. Kalke chose 2/3 of&#13;
the art that was handed in by the stu-&#13;
dents. Artwork didn't make it into the&#13;
show if it was missing basic formal&#13;
design or if it didn't meet the basic tech-&#13;
nical standards considered important by&#13;
Mr.&#13;
Kalke.&#13;
Cash 'awards and gift certifi-&#13;
cates donated by the Art Club, and area&#13;
art&#13;
supply dealers were given out as&#13;
prizes. Kalke looked for student artwork&#13;
that went beyond the influence of&#13;
Parkside's Art Professors. Awards went&#13;
to: John Bergeron, Brenda J. Deshler,&#13;
Patricia Scofield, Ruth Wagner,Andrew&#13;
Baumann, Michele Ulinski, Dorothy&#13;
Reuter, and Robert Collins.&#13;

In The Saddle For Another 24 Hours&#13;

This summer four men are&#13;
exchanging their quiet peaceful vaca-&#13;
tions for a mountain bike race. This is&#13;
not an ordinary bike race. These men&#13;
will be testing limits of bike and body in&#13;
a grueling 24 hour race. A race in which&#13;
their legs and lungs will be pumping so&#13;
hard they feel as if they could exolode&#13;
going up hill While on their way dow'&#13;
the descent will be so steep and rocky .&#13;
the first thing the men will do when the}&#13;
reach the bottom is get their hearts out&#13;
of their throat. This ride does not end&#13;
when the sun goes down. There will be&#13;
no streetlights to guide these riders'&#13;
path. Instead, each rider must use a fif-&#13;
teen watthandle bar mounted light to&#13;
pierce the quiet darkness of the trail&#13;
Meals will be eaten in a rush between&#13;
bike&#13;
maintenance,&#13;
and short naps&#13;
throughout the 24 relay race.&#13;
Riders Keith Boskar, Jeff Loss,&#13;
Todd Tuescher, and Jeff Webster will be&#13;
one team of over a hundred teams par-&#13;
ticipating in The 1998 Newsweek 24&#13;
hour Mountain Bike Team Relay Race.&#13;
The event is taking place on June 6-7, in&#13;
Davis, West Virginia, Granny Gear&#13;
Productions and The American Lung&#13;
Association of West Virginia (ALA) are&#13;
tearning up to help raise money to fight&#13;
lung disease. The primary objective of&#13;
the fund raising effort is to keep children&#13;
from smoking.&#13;
"Everyday 3,000 children begin&#13;
smoking in the United States, of them&#13;
1,000 will die prematurely from smok-&#13;
ing related illnesses," claims Sara&#13;
Crickenberger, Executive Director of the&#13;
American Lung Association of West&#13;
Virginia. Each rider is responsible for&#13;
raising three hundred dollars. These&#13;
pledges will be used the the American&#13;
Lung Association of West Virginia&#13;
(ALA) to provide programs such as the&#13;
Smoke-Free Class of 2000, Tobacco-&#13;
Free Teens, Freedom From Smoking,&#13;
and further efforts to keep cigarettes out&#13;
of children's hands. Webster, age twen-&#13;
ty-three, is currently a resident of&#13;
Racine, and a communication student at&#13;
the University of Wisconsin-Parkside ir&#13;
Kenosha This ISWebster's first yea'&#13;
teammg up with this groups of friends&#13;
from Chicago. Tuescher, age twenty-fie,&#13;
is a former resident of Racine, and a&#13;
University of Wisconsin-Madison gradu-&#13;
ate. Tuescher, who is a veteran of the&#13;
relay race says, "Twenty-four hours of&#13;
Canaan is one of the 'most difficult&#13;
things I have ever completed in my&#13;
.life...&#13;

fun, work hard, and raise money for a&#13;

The men have been training&#13;
since early January for the race. Work&#13;
outs on indoor trainers will hopefully be&#13;

mountain bike hot spots as weather per-&#13;
mits. The team prefers rides at Kenle&#13;
Moraine state park located in Eagle,&#13;
Wisconsin.&#13;

Now is the time to pick a-roorr&#13;
in the residence halls for next fall&#13;
. Students who are currently attending&#13;
UW-Parkside have the opportunity to&#13;
choose their own room in Ranger Hall or&#13;
the University Apartments.&#13;
Ranger Hall is a new facility&#13;
that opened in the fall of 1997. Rooms&#13;
in this hall are designed to be shared by&#13;
two students There is a TV lounge and&#13;
kitchenette&#13;
on each floor. A computer&#13;
lab, laundry room, fitness center and&#13;
study room are located 'on the lower&#13;
level.&#13;
University Apartments is an&#13;
apartment style facility with 4 bedroom&#13;
and 2 bathroom apartments. Each apart-&#13;
ment houses between 6 and 8 students&#13;
Apartments have full sized kitchens&#13;
equipped with a stove, refrigerator, table&#13;
and chairs. The living room area con-&#13;
tains a sofa, chairs and end table. A&#13;
laundry room and TV lounge are located&#13;
in the center of this facility&#13;
Students already living on earn&#13;
pus have had the opportunity tQsign uo&#13;
for rooms and now other UW-Parkside&#13;
students will have the same chance.&#13;
DeAnn Stone, Director of Residence&#13;
Life, said that they are taking a different&#13;
approach to reserving rooms. Current&#13;
student will now have preference over&#13;
in-coming freshman, whereas in the past&#13;
It was a first come, first serve baSIS. Of&#13;
the 798 rooms available, there are&#13;
approximately half of the rooms still&#13;
open.&#13;

Professor of the Week&#13;
Sash a Radojevich&#13;
A University of Wisconsin-&#13;
Parkside adjunct professor, often goes&#13;
unnoticed in the communication field for&#13;
her talent in teaching the theoretical&#13;
development aspect of organizational&#13;
theory and the social action theory.&#13;
Professor Jo-Anne Fogle, UW-Parkside's&#13;
communication department, is one of the&#13;
few faculty members who have devoted&#13;
her time and career into learning and&#13;
lecturing about the concept of&#13;
Coordinated Management of Meaning&#13;
(CMM). When asked to explain what&#13;
Coordinated Management of Meaning is&#13;
Fogle replied, "Coordinated&#13;
Management of Meaning is the ideas&#13;
that from birth onward we learn certain&#13;
information about how to behave and we&#13;
also learn certain information about who&#13;
we are."&#13;
Fogle is no stranger to the&#13;
University of Wisconsin-Parkside.  She&#13;
began her career teaching communica-&#13;
tion at the university in 198I-1985 as a&#13;
part-time faculty member. She then later&#13;
returned to the communication depart-&#13;
ment at UW-Parkside as a last minute&#13;
replacement for an associate professor in&#13;
the Fall of 1998. She now currently&#13;
holds the status of a part-time adjunct&#13;
professor, but hopes to be promoted as a&#13;
full-time faculty member in the near&#13;
future.&#13;
Fogle teaches such classes as&#13;
"Approaches to the Study of&#13;
Communication)" "Organizational&#13;
Communication," and is currently teach-&#13;
ing "Communication  and Gender." She&#13;
has also published numerous scholarly&#13;
articles including "Dance Along a Tight&#13;
Rope" and "The Multiple Realities of&#13;
Everyday Life: One Conversation;&#13;
Three Viewpoints."&#13;
"I find her courses very intel-&#13;
lectual and stimulating, as well as fun,"&#13;
replied Kerri Bachler, a former student&#13;
of Fogies.&#13;
A few things that Fogle enjoys&#13;
about teaching at UW-Parkside include&#13;
being able to interact with young college&#13;
students about ideas, sharing with the&#13;
students what she has learned and hav-&#13;
ing the opportunity to learn more, and,&#13;
most importantly, being just around the&#13;
students.&#13;
Professor Fogle offers a few&#13;
words of advice to her brights students&#13;
at UW-Parkside.  "Working hard in aca-&#13;
demics can be fun and rewarding at the&#13;
same time," and lastly she, "Welcomes&#13;
all freshmen students the opportunity to&#13;
take her fun freshmen seminar class with&#13;
her next semester."&#13;
In her graduate years Fogle was&#13;
awarded a full fellowship at the State&#13;
University of New York at Buffalo. She&#13;
was the only students in social sciences,&#13;
at that time ever, to have received the&#13;
full fellowship funding for two years in&#13;
a&#13;
row.&#13;
Fogle holds a bachelor's degree&#13;
in interpersonal and interdisciplinary&#13;
communication from State University&#13;
College at Brockport-New York. She&#13;
also has received a master's degree in&#13;
communication and a doctorate from&#13;
SUNY at Buffalo.&#13;

walked around campus handing out fly-&#13;
ers and dressed in attire for the play.&#13;

The University  of Wisconsin&#13;
Parks ide Open House, held on Saturday,&#13;
April 25, from 10-2, was a great success.&#13;
Past, present and perspective  students&#13;
from the Kenosha  and Racine area&#13;
attended,  as well as Faculty and Staff.&#13;
Kenosha radio station "95 WilL Rock",&#13;
and this year's Miss Wisconsin also&#13;
attended.&#13;
Admissions  Counselor Joel&#13;
Buschmann  said, " We are happy that&#13;
the Faculty and Staff were very involved&#13;
in this event.i..This  is a great building&#13;
block for next year's Open House."&#13;
Most of the Faculty and Staff were busy&#13;
at tables and walking around meeting&#13;
new people.&#13;
According  to Buschmann  UW-&#13;
P has a major problem, it has a stigma of&#13;
being a commuter  college. This Open&#13;
House makes the community,  present&#13;
students and perspective  students aware&#13;

The Faculty Senate voted on&#13;
the resolution sent by the University&#13;
Committee  which passed, 14-3.&#13;
President Mandley was very&#13;
disappointed  by the Faculty Senate's&#13;
resistance to student representation.&#13;
"If all the other governing bod-&#13;
ies. such as student affairs, academic&#13;
staff and administration,  have student&#13;
representation,  then so should the&#13;
Faculty Senate."  Mandley continued by&#13;
saying, "This is by no means the end of&#13;
the battle with the Faculty Senate for&#13;
student representation.  If I have to pre-&#13;
sent a resolution every month for the rest&#13;
of my term until there is a solid commit-&#13;
ment by the faculty, that is what I will&#13;
do."&#13;
Mandley urges student to take a&#13;
stand because it is your tuition, your fac-&#13;
ulty and your school.&#13;
" I feel that students have a&#13;
right to have a vote in who administers&#13;
education to them," said Mandley.&#13;
President Mandley stated, "I am&#13;
very disturbed by this alternate resolu-&#13;
tion because it had no.real plan to get&#13;
student representation  on the searches."&#13;
In an attempt to bargain with&#13;
the Faculty Senate, President Mandley&#13;
presented a counter-resolution  on the&#13;
floor which asks for only one student, to&#13;
be appointed by PSGA, to sit on the&#13;
committee.&#13;
The Faculty Senate felt that&#13;
PSG A should not hold the power to&#13;
appoint students to these committees  and&#13;
that it should be left up to the depart-&#13;
ment. President Mandley also disagrees&#13;
with this. He feels that PSGA holds&#13;
power over student government.&#13;
Dr. Kinchen, Music&#13;
Department,  made a friendly amendment&#13;
that department  and PSGA have the&#13;
power to appoint this student together.&#13;
The Faculty Senate voted 9-8 for this,&#13;
but this was not two thirds majority so it&#13;
failed. The Faculty Senate then voted&#13;
the counter resolution  for PSGA to&#13;
appoint the student and the vote was 2-&#13;

The Parks ide Student&#13;
Government  Association  unanimously&#13;
passed a resolution  on April 10, recom-&#13;
mending that the Faculty Senate man-&#13;
date that two students sit on Faculty&#13;
Search and Screen Committees.&#13;
Presidents  of PSG A are allowed to make&#13;
resolutions  to the Faculty Senate which&#13;
is composed  of 35 members from all&#13;
departments  who deal with curriculum&#13;
issues and a variety of other tasks.&#13;
On April 21, President of&#13;
PSGA, Corey Mandley, presented a sim-&#13;
ilar version of the resolution to the&#13;
Faculty Senate.&#13;
The original resolution was&#13;
watered down by the University&#13;
Committee,  it stated the Faculty Senate&#13;
shou ld take steps to see that students are&#13;
actively involved  in the searches, but the&#13;
faculty senate does not have to mandate&#13;
that their be student representation.&#13;

Student Voices: Should The&#13;
University Police Carry Guns?&#13;
I am a 17 year old female at&#13;
UW-Parkside.  I live on campus, plan to&#13;
major in criminal justice, and am a&#13;
freshman. My opinion of whether or not&#13;
the UWP police should carry guns or not&#13;
is, yes they should carry guns. I realize&#13;
that most of the students against it argue&#13;
that nothing ever happens here at&#13;
Parks ide. I am from a town of about&#13;
15,000, and that is where NOTHING&#13;
never happens.  I have heard several&#13;
times that Kenosha is part of a drug traf-&#13;
fic ring. Being a future police officer, I&#13;
would worry about the violence that&#13;
comes along with the battle against&#13;
drugs. Sure the students here are not&#13;
causing a problem with the police that&#13;
would require the need for guns, but&#13;
there are several non-students  that drive&#13;
through the campus. My final thought&#13;
would be, if I were pulling someone&#13;
over and all I had was a little can of pep-&#13;
per spray and a night-stick,  I would pray&#13;
that the person doesn't  have a gun under&#13;
his or her seat. I think if the police have&#13;
the proper training with the usage of&#13;
weapons, then they should be able to&#13;
sport them in their holsters.&#13;
I am an African-American,  20&#13;
year old female with a major in English.&#13;
I permanently  reside in Milwaukee,  WI.&#13;
At&#13;
Parks ide,&#13;
we&#13;
rarely see vio-&#13;
lent crimes committed.  The average&#13;
complaints in "Police Beat" are traffic&#13;
violations, personal property thefts, and'&#13;
fire alarms. These things are serious in&#13;
some aspects and to answer these kinds&#13;
of complaints  is University  Police's job.&#13;
However, in the last five issues of&#13;
"Police&#13;
Beat,"&#13;
I have seen only two vio-&#13;
lent crimes.  One of them was a student&#13;
being battered, and the other one was&#13;
harassment of a female student by a for-&#13;
mer boyfriend.  Most of the rest of the&#13;
potentially dangerous crimes on campus&#13;
go unreported.  When are campus crimes&#13;
so violent that police need to have guns&#13;
at their sides?  I feel that with guns, the&#13;
University Police are too intimidating.&#13;
Many students are wondering,  what&#13;
brought on the decision for UWP Police&#13;
to carry guns, and have they had any&#13;
updated training?  In addition to firearm&#13;
safety training, they should also have&#13;
additional sensitivity  training geared&#13;
towards the diversity on our campus.&#13;
They have to deal with people from&#13;
every background,  and some students&#13;
may feel safer when the police have&#13;
guns, but this prompts others to protect&#13;
themselves  from the police.  They&#13;
should consider the students'  past expe-&#13;
riences with police.  A lot of people&#13;
object to the way UWP Police deal with&#13;
their situations,  and feel that by the&#13;
Police having guns that the situations&#13;
can only get worse.  This new rule&#13;
should be further investigated,  and when&#13;
the students are told more about why the&#13;
police have made this decision,  and what&#13;
kind of new training they have had, then&#13;
it should be allowed.&#13;
I am not afraid of the university&#13;
police carrying firearms.  What I am&#13;
afraid of is a situations  where firearms&#13;
would better protect me and they are not&#13;
available  to the police officers on cam-&#13;
pus.  I feel comfort  in the fact that the&#13;
university  police have the proper and&#13;
necessary  tools available  to do their&#13;
jobs.  Their jobs aren't  necessarily  to&#13;
protect us from each other, but from pos-&#13;
sible outside threat.  People other than&#13;
students;  faculty and staff are on or&#13;
around our campus.  Petrifying  Springs&#13;
Park is a prime example.  Many people&#13;
visit Pets Park, and lets face it, we may&#13;
no know too much about them.&#13;
As a commuter,  I sometimes&#13;
have to walk out to my car late at night.&#13;
In addition to the dark, the woods are all&#13;
around our campus  and the distance to&#13;
the parking lots could provide the per-&#13;
fect backdrop  for a crim inal to take&#13;
advantage  of female students  life myself.&#13;
I feel good about having a police force&#13;
on campus, especially  knowing that they&#13;
carry the necessary  weapons  of protec-&#13;
tion.  Who knows what kind of weapon&#13;
a criminal may carry.&#13;
In&#13;
the event of&#13;
something  horrible  like an attack occur-&#13;
ring, I would like the person responsible&#13;
for keeping me safe to have the same&#13;
strength of weapon as an attacker may&#13;
have.&#13;
I also have the confidence  in&#13;
our university  police that they know how&#13;
to use their guns safely and properly.&#13;
The cops on campus are real police offi-&#13;
cers.  They are trained professionals  and&#13;
know what their guns can do.  But they&#13;
are also properly trained how to use&#13;
them and not to use them at all, if possi-&#13;
ble.  I am willing to bet the officers&#13;
dread the day they may have to unhol-&#13;
ster their guns, but also know that it is&#13;
sometimes  a necessary  part of the job.&#13;
I'm glad the police carry&#13;
firearms,  it makes me feel safe. A gun&#13;
can be dangerous  when it is in the wrong&#13;
hands.  But in the hands of trained pro-&#13;
fessionals  like the university  police offi-&#13;
cers, a gun is a useful protection device&#13;
and the danger involved decreases dra-&#13;
matically.  I know we are all now safer&#13;
because the police carry guns, then in&#13;
the past when they did not.&#13;

First 'annual Hispanic Expo&#13;
September  20 from  IOam-5pm,&#13;
Latinos  Unidos  and Hispanic  United  pre-&#13;
sented  their  first  expo.  They had a&#13;
Quincenera  Fashion  Show,  Iberian&#13;
Spanish  Dancers,  "New  Generation-&#13;
Rock  Steady",  a Guatemalan  dance&#13;
group  from Chicago,  "Fiesta  Flamenca",&#13;
other  dances  such as the Merengue  and,&#13;
the Salsa,  a Grito (yelling)  contest,  and&#13;
booths  displaying  jewelry  and clothing.&#13;
"Fiesta  Flamenca"  consisted  of musi-&#13;
cians  and two  Spanish  dancers  and is run&#13;
by a husband  and wife  team, Jason  and&#13;
Shifra  Trinidad.   Shifra  grew up and&#13;
danced  in Seville,  Spain  and Jason  is&#13;
from  Puerto  Rico.  They  own a language&#13;
and cultural  school  in Chicago,  "Trinidad&#13;
International."&#13;
"New Generation-Rock   Steady" is a&#13;
Racine-based  group  that "New&#13;
Generation  Music"  sponsors.   These&#13;
young  people  formed  this group  to keep&#13;
kids from gangs  and violence.   They&#13;
claimed  to have pulled  some  kids out of&#13;
their beginnings  of a gang  related  life.&#13;
Age ranges  are from  13-28 and consists&#13;
of  12 talented  dancers.   Since they are&#13;
newly  formed,  this was their  second  pub-&#13;
lic appearance.   They  are available  for&#13;
any occasion  and do not charge  a fee.&#13;
President  Tony and Vice-President   Shane&#13;
said, "We don't  charge  money  because&#13;
we like doing  it."&#13;

in the University  of Wisconsin  system.&#13;
The UC are lobbyists  for students'  rights,&#13;
and are located  in Madison,  Wisconsin.&#13;
Ninety-five  cents out of the yearly  UWP&#13;
tuition  is to support  the UC.&#13;
The UC testifies  for students  in front&#13;
of the Senate  Education  Committee  in&#13;
Madison.  They  recently  testified  on&#13;
September  10,1997  for students'  rights.&#13;
It was about the Tuition  Cap Bill SB 72,&#13;
"Which  would  cap instructional  costs  of&#13;
undergraduate  tuition  at 33% for resi-&#13;
dents, and  120% for non-residents,   and&#13;
help protect  the affordability  and accessi-&#13;
bility  of higher  education."   Right  now,&#13;
the tuition  for residents  is 35,8%  and&#13;
increasing.  The UC is lobbying  to bring&#13;
it, and  keep  it, down  to 33%.&#13;

Parks ide Saturday  and Sunday,&#13;
September  20 and 21 in the Union&#13;
Square.  The United  Council  represents&#13;
more  than  140,000  students  within the&#13;
University  of Wisconsin  system.&#13;
Saturday  from 7:00pm.midnight   and&#13;
all day Sunday,  the Executive,  Shared&#13;
Government,  Multi-Cultural,   Women's&#13;
Issues,  Legislative,  Academic  and GLTB&#13;
(Gay, Lesbian,  Transgendered,   and&#13;
Bisexual)  Committees  met to discuss&#13;
new issues.&#13;

PSGA Corner&#13;
PSGA met on September19, 1997.&#13;
The president is Teri Jacobsonandthe&#13;
vice-president is Corey Mandley.&#13;
The "Search and Screen Committee"&#13;
is looking for a new police officer for&#13;
UPPS at UWP. Also, at the&#13;
Faculty/Senate meeting, another"Search&#13;
and Screen Committee" is determining&#13;
what they need in a chancellor. This&#13;
committee is madeup of nine faculty&#13;
members, two students, three to four&#13;
administrators and one or two people&#13;
from the community.&#13;
At a meeting with Interim Chancellor,&#13;
Gordon Lamb, the Athletic building was&#13;
discussed. The bid for a full expansion'&#13;
was put in the Legislative budget. UWP&#13;
is hoping for a one million-dollar dona-&#13;
tion, since thy originally thought the cost&#13;
of the building would be $750,000, and&#13;
now it will be 1.2million dollars.&#13;

Assistant English Professor Carol&#13;
Lee Saffioti-Hughes,  Professor of&#13;
Philosophy, Wayne Johnson,  and&#13;
the Student Health and Counseling&#13;
Services will be starting a Grief&#13;
Group for students, faculty and staff.&#13;
Wednesday, October 1, at noon in&#13;
the Teaching Center, room lOlA,&#13;
between the Advising Center and the&#13;
Women's Center, will bethe first&#13;
meeting.&#13;
Professor Saffioti-Hughes said&#13;
students, faculty and staff can help&#13;
each other because everyone who&#13;
attends the group will be in a differ-&#13;
ent stage of grief. The Grief Group's&#13;
purpose is to support those in nee.d&#13;
from a loss: not only from a death,&#13;
but also terminal illness, suicide,&#13;
divorce, or anything that makes a&#13;
person feel a loss in their life. It&#13;
would also help get students through&#13;
.finals or the holidays. "This&#13;
A possibleMetra train stopmay be&#13;
nearUWP in the future. SinceUWP is a&#13;
commuter college,this would bebenefi-&#13;
cial to students.&#13;
The secondweek in October isthe&#13;
elections. Threeseatsareopenandfor&#13;
anyoneinterestedin applying, they need&#13;
a GPAof&#13;
to,&#13;
work two hours a week in&#13;
the office and beavailable to join some&#13;
committees. Also, secretary and treasur-&#13;
er positions arestill available; there is a&#13;
list of job duties in the PSGA office.&#13;
Candidatesneeda resumeand letter of&#13;
recommendationto apply for the last two&#13;
positions.&#13;
Zac Pawlowski, Pro-Tempore,said&#13;
that there is a lack of communication on&#13;
campus. To help this, he proposedthat a&#13;
board be displayed nearthe Womyn's&#13;
Centersoclubs could display things and&#13;
operythe lines of communication.&#13;
[Parks ide] is a home to most of us...a&#13;
community," she said. This is where&#13;
many people spend the largest part&#13;
of their days.&#13;
She also said that when students&#13;
are experiencing grief, it becomes so&#13;
overwhelming that they do poorly on&#13;
exams, have trouble coping with life&#13;
and school, and miss or drop out of&#13;
classes. By forming this group for&#13;
the students of UWP, the problem&#13;
can be addressed before things go&#13;
too far downhill.&#13;
There are many referral sources&#13;
available through the group. The&#13;
Internet has hundreds of resources&#13;
which Carol Lee Saffioti-Hughes   '&#13;
khows from her experience of losing&#13;
her daughter last year.&#13;
"It&#13;
helps to&#13;
get together with other people who&#13;
have had similar experiences."  The&#13;
regularity of the group will depend on&#13;
what people want and need.&#13;

exciting stock car racing week-&#13;
Parkside awarded $400,000 to assist&#13;
urban communities&#13;

The University of Wisconsin-&#13;
Parksidewill receive a $400,000 grant&#13;
form the FederalDepartment of Housing&#13;
and Urban Development. Parkside will&#13;
be working to revitalize two targeted&#13;
urban areas. The Lincoln Neighborhood&#13;
in Kenoshaand the West Sixth Street&#13;
area in Racine were the areas chosen.&#13;
Both of thesecommunities exist in sub-&#13;
standardconditions, including poor&#13;
housing, anda high population of low-&#13;
income families with inadequateeduca-&#13;
tions and work skills.&#13;
The goals of this project areto&#13;
help residentsdevelop leadership skills,&#13;
increase home ownership, establish new&#13;
businesses,and to restore pride in their&#13;
community.&#13;
Esther Letven, assistant vice&#13;
chancellor for Extended Services and&#13;
Sociology ProfessorAnne Stathamwere&#13;
involved in writing the grant proposal,&#13;
they will serve asco-directors of thepro-&#13;
ject.&#13;
The three year project will ben-&#13;
efit the depressed neighborhoods aswell&#13;
as the university community, whose&#13;
SIU-&#13;
dents will receive real-life experiences&#13;
as&#13;
volunteer mentors, according to Letven.&#13;
"This is really good for our&#13;
SIU-&#13;
dents. This is an opportunity for stu-&#13;
dents educated at UW-Parkside to apply&#13;
their learning to the community in which&#13;
they live,"  Letven said. "We're trying&#13;
to bring the resourcesof the university&#13;
to&#13;
the needsof the community. This isnot&#13;
something the university is&#13;
doing&#13;
to the&#13;
community, but we're working&#13;
with&#13;
the&#13;
community."&#13;
Parkside was one of 25 colleges&#13;
I&#13;
and universities awarded grants. There&#13;
were 112 institutions that applied this&#13;
year.&#13;

New facilities plan on being first class&#13;

will be the field house which will be&#13;
built on the parking lot. The field house&#13;
will include four basketball courts inside&#13;
a six lane track.&#13;
The new facility is hoped to&#13;
"expand student recreation," the head of&#13;
the Physical Education Center, Lenny&#13;
Klaver said. He hopes to "have a first&#13;
class facility" and the is a "good possi-&#13;
bility in increasing intramural offerings."&#13;
Alumni Association&#13;
The Alumni Association is little&#13;
known to students until after they gradu-&#13;
ate. Sara J. Walker is the president of&#13;
this Association and is dedicated to the&#13;
goals the Alumni have for this year. Sara&#13;
said the main goal this year is,''Focusing&#13;
on the current students." She went on,&#13;
"To become more student-oriented, we&#13;
appreciate input from current&#13;
students ....If their clubs or organizations&#13;
would like to invite the Alumni&#13;
Association to speak on campus or at&#13;
their clubs, for any event, we are avail-&#13;
able for that also."&#13;
,&#13;
Sara continued, "There's an&#13;
interest in the Alumni Association to&#13;
help alums with finding work.There are&#13;
alumni who are willing to help graduat-&#13;
ing seniors ....Most alumni are flattered&#13;
when you talk to them about how to ini-&#13;
tiate a job search, what the job market is&#13;
like, and what jobs are in [the student's]&#13;
field of interest."&#13;
To bring the Alumni&#13;
Association closer to UW-Parkside's stu-&#13;
dent's needs, two representatives are&#13;

Parks ide is adding on to their&#13;
Physical Education Center which will&#13;
not only benefit the students but the pub-&#13;
lic as well. The $11 million dollar pro-&#13;
ject was expected to be done in two&#13;
phases.&#13;
Splitting the phase would&#13;
enable the University to provide funds&#13;
easier but would also take longer to see&#13;
the results.&#13;
The addition now will be done&#13;
in one phase because the funding is&#13;
available and is hoped to be added in&#13;
about two years. The addition will&#13;
include a larger locker&#13;
room&#13;
to provide&#13;
locker rentals, a new aerobic super cir-&#13;
cuit doubled in size, a larger weight&#13;
room, a dance studio, three new class-&#13;
rooms, an athletic training room, and&#13;
a&#13;
new issue and equipment room.&#13;

AssoCiation&#13;
After students graduate they are&#13;
automatically members of the Alumni&#13;
Association, which requires no dues or&#13;
fees and are invited and encouraged to&#13;
atte~d events. B~fore studenis graduate&#13;
is also a good time to contactthe&#13;
Association for initiating ajob search or&#13;
finding out about the job market. Alumni&#13;
have "Real World Experience," and they&#13;
can give students answers to questions&#13;
and let them know who, what, when,&#13;
where, why and how.&#13;
Jacobson, who is president of PSGA,&#13;
and Muhannad Hamdan, who graduated&#13;
last semester and was the Interim Multi-&#13;
Cultural Coordinator. Muhannad said&#13;
that he did not even know they existed&#13;
until after he graduated and the&#13;
Association had contacted him. That is&#13;
why the Alumni Association is putting&#13;
their focus on students this year.&#13;
If UW-Parkside is where your&#13;
heart is, but you w&#13;
ill&#13;
not be graduating&#13;
because of a transfer, contact the Alumni&#13;
Association and tell them you are inter-&#13;

This week's meeting included&#13;
the new Director of Union and Student&#13;
Activities' ideas to make the Union&#13;
Bazaar and Union Square more exciting&#13;
for students, the moving of a club to a&#13;
new area, a newly appointed secretary&#13;
for PSGA, nominees to fill the three sen-&#13;
ate seats that are open, and the State of&#13;
Wisconsin's budget that includes the&#13;
expansion of the"Physical Education&#13;
building.&#13;
Upon completing roll call, the&#13;
Student Government opened the floor to&#13;
_JoAnne Yantis, new activities director.&#13;
She announced that she is committed to&#13;
making the Union area more appealing&#13;
for students and guests, including&#13;
extending the hours of the Union Square&#13;
on the weekends. She welcomes sugges-&#13;
tions and thoughts about what we have&#13;
now and what students envision for the&#13;
future of UW-Parkside. Since the univer-&#13;
sity is found on acres of trees and&#13;
wildlife, making a&#13;
"Rainforest&#13;
Cafe" was&#13;
one of her ideas, which would bring a&#13;
unique attraction to the Union. Students&#13;
are encouraged to bring various ideas to&#13;
the attention of JoAnne Yantis, in room&#13;
Union 209.&#13;
Steve McLaughlin, PSGA advi-&#13;
sor, announced that the Wisconsin Senate&#13;
approved the State's budget and the gov-&#13;
ernor will sign it around October&#13;
l.&#13;
The&#13;
budget includes UW-Parkside's plans for&#13;
the Physical Education building expan-&#13;
sion and raising tuition again&#13;
according&#13;
to the "Tuition-Flex" plan, which col-&#13;
lects additional revenues for faculty and&#13;
staff.&#13;
A room has been found for&#13;
WPRS radio station. Toward the end of&#13;
the semester they will be moved into the&#13;
room where PAW (Parkside Area&#13;
Wargamers) is now found.&#13;
Donace Hundley has been&#13;

PAW searches for space to game&#13;

The Parks ide Association of&#13;
Wargarners (PAW) and the University of&#13;
Wisconsin-Parkside's  radio station&#13;
(WPRS), have recently been the center&#13;
of debate.  Each organization is search-&#13;
ing for ample and efficient space to&#13;
house their equipment and meetings.&#13;
According to Dean Stephen&#13;
McLaughlin,  the space in Molinaro&#13;
Level 4 has been granted to WPRS, but&#13;
it still subject to change. An October&#13;
10th date has been set to find adequate&#13;
room for PAW.&#13;
Conflicting views still stand in&#13;
the issue of the space problem.&#13;
According to Student Organizations&#13;
Council (SOC) secretary Teri Jacobson.&#13;
PAW was an inactive member of SOC at&#13;
the end of last semester.  Their lack of&#13;
attendance at SOC meetings caused PAW&#13;
to lose their budget.  Jacobson also stat-&#13;
ed that proper notification was sent to&#13;
PAW.&#13;
PAW President. Andrew Kenth&#13;
on the other hand, responded that he was&#13;
not informed of this information and that&#13;
Paw was an active club, raising $2000&#13;
over the semester.&#13;
One opinion of the Facilities&#13;
Planning Committee  is that there is a&#13;
stronger academic link between the radio&#13;
station and academics than the&#13;
Wargamers and academics.  Because the&#13;
space is in an academic building, this&#13;
plays a large role in the decision.  The&#13;
radio station will be directly associated&#13;
with the communications  department and&#13;
hopefully broadcasting classes will be&#13;
offered in correlation with the station,&#13;
and PAW is associated with the history&#13;
department.&#13;
.&#13;
Another factor in the decision&#13;
of room placement is of cost and conve-&#13;
nience.  Student funding will have to&#13;
provide $80 per foot of wire connecting&#13;
the station to the antenna, the higher the&#13;
room, the more cost effective the station&#13;
will be. Another issue is the need for an&#13;
outside entrance, which Molinaro L4&#13;
offers.&#13;
PAW and WPRS are willing to&#13;
work the issue out. An offer was made&#13;
by PAW to share the space; however, due&#13;
to the amount of people that would be&#13;
sharing the space, Risk Management&#13;
rejected this offer. This is yet one more&#13;
reason that the station would be better&#13;
suited for Moln L4.· The-chance of risk&#13;
is much lower with one or two people in&#13;
the room at a time than the larger group&#13;
of people that game in the PAW room.&#13;
President of PAW stated that the.&#13;
club was simply looking for a room of&#13;
equal size. "There are several members&#13;
of PAW that are interested in the station,&#13;
so&#13;
it&#13;
is not an anti-radio situation," stated&#13;
President Andrew Kenth,  "we just want&#13;
an acceptable room."&#13;
Stephanie Hess, assistant station&#13;
manager of WPRS, agreed that it was&#13;
not a club vs. club debate.  "We never&#13;
pushed for the room.  We hope that the&#13;
Wargamers will be able to use our sta-&#13;
tion by broadcasting a show on the air,"&#13;
stated Hess. She added that the faster&#13;
this issue be cleared up, the sooner&#13;
WPRS will be broadcasting.&#13;

ed the position as vice chancellor  for&#13;

dent affairs at the U~versity  of Missou:&#13;
- St. Louis.  Dr. Grace has served as the&#13;
assistant chancellor for student services&#13;
that past II years at UW-Parkside.&#13;
During his II years here at'&#13;
UW-Parkside,  Grace helped to create&#13;

student information system, a system&#13;
that handles admissions,  registration an&#13;
many other student related functions.  I&#13;
also established  an effective student&#13;
leadership program.&#13;

for the senate seats because&#13;
of a technicality.&#13;
Resolution&#13;

97 B-1 was intro-&#13;
duced in the best interest of the ""dents&#13;
at UW-Parkside.  It contains a lot of tech-&#13;
nical jargon, but it is basically this: if for&#13;
any reason, funds need to be taken out of&#13;
any type of budget in PSGA, a typed&#13;
copy of the allocated funds must be&#13;
given to every mem ber in attendance  at&#13;
the meetings. The next week it will be&#13;
voted on whether or not the money will&#13;
be withdrawn from the budget. In the&#13;
event of an emergency,  this waiting&#13;
peri-&#13;
od may be waned." An emergency is&#13;
defined as, "An action that is absolutely&#13;
necessary to the continued existence of&#13;
PSGA .... [arid] determined by a unani-&#13;
mous vote&#13;
of the&#13;
senate."&#13;
Newly appointed Treasurer&#13;
DeShon Jackson has been at UW-&#13;
Parkside since 1994, is a graduating&#13;
senior, a history minor, president of his&#13;
fraternity "Iota Phi Theta", is Seargent at&#13;
Arms at BSU and a member of the&#13;
Stallion Study Club.&#13;
Because of a technicality, last&#13;
week's  nominees  were voted on again.&#13;
The five nominees from last week were&#13;
in the running this week, and with the re-&#13;
voting, Chris Leipski and Coleen&#13;
Tartaglia were elected as spring senators,&#13;
and there was a two-way tie between&#13;
Luis Benevoglienti and Camel ius Russel.&#13;
The deciding vote for the tie will be held&#13;

Tuition to rise for UW-system schools&#13;

The United Council, a state stu-&#13;
dent association in Wisconsin represent-&#13;
ing more than 140,000 students on 24&#13;
UW System campuses, stated in a press&#13;
release that as the Wisconsin Senate pre-&#13;
pares to bring their final compromises in&#13;
the 1997-1999 state budget bill to the&#13;
floor, students from across the state will&#13;
be the big losers in the budget.&#13;

loser in state budget&#13;

In the early morning hours of&#13;
October II, 1997, after months of heated&#13;
debate, Governor Tommy Thompson&#13;
passed a budget that will forever affect&#13;
students in Wisconsin. The budget will&#13;
raise tuition 15% within the next two&#13;
years because of the "Tuition Flex". The&#13;
only thing that might have saved stu-&#13;
dents some money was the "Sunset&#13;
Clause", which would-have made the&#13;
"Tuition Flex" plan invalid after two&#13;
years unless it was put back into the bud-&#13;
get.&#13;
As bad as this sounds, the stu-&#13;
dents didn't lose everything'Financial&#13;
Aid was raised to 20%, Pell Grant minu-&#13;
mums were raised to $3,000, and the&#13;
State Student Incentive Grants were kept&#13;
in the budget. One major problem with&#13;
Pell Grants and SSIG's is that these are&#13;
not offered to independant students as&#13;
much as they are offered to dependant&#13;
students.&#13;
.&#13;
We can also use "Tuition Flex"&#13;
to our advantage by calling your local&#13;
senator and asking him or her to pass&#13;
Assembly Bill 33, which is the "Tuition&#13;
Cap" bill. This bill would notallow&#13;
tuition to rise above 33% for in-state stu-&#13;
dents and 120% for out-of-state students.&#13;
What can students do? Make a&#13;
few simple phone ~alls to your .Iocal.sen-&#13;
ators telling them that youare disapoint-&#13;
ed about how the budget was not in the&#13;
students favor, and ask them to support&#13;
Assembly Bill 33. It's as simple as that.&#13;
A new provision call "Tuition&#13;
Flexibility" has been added to the budget&#13;
that allows the UW System Board of&#13;
Regents to raise tuition levels above lev-&#13;
els set by the legislature. This provision&#13;
is being used to pay for faculty salary&#13;
increases which in the past has been a&#13;
shared cost between students and the&#13;
state. "Tuition Flexibility" has students&#13;
fully funding these increases.&#13;
" 'Tuition Flexibility' is the sin-&#13;
gle most damaging thing the legislature&#13;
can do to educational affordability in&#13;
Wisconsin," said Steve Perals,&#13;
Legislative Affairs Director for United&#13;
Council.  "Forcing student to cover the&#13;
cost of items they have traditionally&#13;
shared with the state demonstrates a lack&#13;
of commitment to higher education and&#13;
will&#13;
drive up tuition at an alarming rate."&#13;
According to Perala, how this&#13;
will affect University of Wisconsin-&#13;
Parks ide is that tuition can increase 8%&#13;
this year and 7% next year because of&#13;
this provision.  UW-Parkside will&#13;
be&#13;
affected the same as other UW system&#13;
schools for this two year budget.&#13;

Grant awarded to promote women in&#13;
computer science field&#13;

with the aim of promoting women in the&#13;
computer sciences program.  Women&#13;
represent less than one-fifth of the stu-&#13;
dents currently enrolled in UW-&#13;
Parkside's Computer Science major.&#13;
The award will support a lab&#13;
with 28 computer work stations and two&#13;
file servers.  UW-Parkside has matched&#13;
the grant to build a facility with about&#13;
$100,000 in equipment.  Among other&#13;
things, Haller will conduct activities to&#13;
promote women in science such as orga-&#13;
nizing open houses for high school stu-&#13;
dents and their parents.&#13;
The National Science&#13;
Foundation recently awarded $62,000 to&#13;
the University of Wisconsin-Parks ide&#13;
Computer Science and Engineering&#13;
Department to establish a program for&#13;
attracting and retaining women as candi-&#13;
dates for degrees in computer science.&#13;
The NSF added $I4,000 to an&#13;
initial grant of $48,000 to support a labo-&#13;
ratory being designed by professors&#13;
