Dean wasterminated from his post September 11 as professor of En- glishandHumanities in a decision by the University of Wisconsin Boardof Regents. "The essence of the petition filled by professor Dean is that it challenges thedecision of the Board of Regents on the grounds that it doesnot meet the basic require- mentsof dueprocess," said Nielsen. Nielsen pointed out that the BoardofRegents didn't make any findings of facts on their own but ratheradopted the faculty commit- teefindings of the facts. "While professor Dean was accused on fourseparate counts and was re- quired to answer to each, the com- mitteedidn't state whether he was guiltyofone or two or three or four ofthosecharges or none. Further, "had it even been an employment case brought under state or federal statutes the charges would have been barred as being too old. The circuit court will now decide whether or not the pro- cedures followed by the university met administrative and constitu- tional due process. "The University policies on sexual harassment are very well intentioned and they're perfectly valid in what they are trying to accomplish," Neilsen added. "It's just that they are formulated very vaguely so that it' sdifficuluo know hew they should be ujJpiiw," What may change in the fu- ture, according to Nielsen, is that university policies on sexual ha- rassment will be made moredefi- nite in terms of time guidelines and in terrns of what type of pen- alties should be invoked. "These are changes that will accomplish what is a very important goal in our educational selling - protect- ing students and employees from sexual harassment - but also tak- ing into account the difficulties that are faced with someone who is accused with sexual harass- ment" The key to solving the situa- lion is to strike a balance. said Neilsen. "It's not that anybody , here on the part of the university or the Board of Regents is acting in an intentionally wicked man- ner." Neilsen concluded by say- ing that some of the worst situa- tions occur when good people are weilding too much power. More importantly, that life is . belieVed to be rewarding and full bymanygraduates because of their time spent here, according to Dr. leanne L. Thomas, Associate Pro- fessorofPsychology and author of UW-Parkside's 1992 Alumni Sur- veySummary Report. The University's first-ever Surveyof over 6,000 graduates in- dicates that most alumni hold posi- tive feelings about UW -Parkside and feel their education here pre- paredthem well for their careers as wellas providing a positive influ- ence on their growth as people. "B Y far, the majority who re- sponded were satisfied with work I doneand experience gained here," reports Thomas. ~ During the spring semester of 1992, the survey, sponsored by the OfficeofUniversity Relations, was sentto some 6,900 graduates whose addresses were known. Slightly over one-third ofthesereturned the survey. "The alumni who responded, then. are clearly a self-selected sample; their views represent the most positive (and perhaps the most negative) opinions of those held by the entire population ofUW-Park- side alumni," Thomas wrote in her report. "Alumni, on the whole, be- lieve that the education they re- ceived at UW-Parksidc prepared them well for subsequent undertakings ...and contributed to their personal growth." A variety of questions were asked in the survey, ranging from job satisfaction and income iocom- munity activity and involvement in civic affairs. Graduates were asked about a wide range of skills and experi- ences gained here, including math competency. writing and research skills and aptitude incritical think- ing. Seventy percent of survey respondents reported that they were employed full-time. Nearly 50 percent said their loyalty to UW-Parkside was strong or very strong. Two-thirdsofthosesurveyed said the University prepared them for their current jobs as well as competition with other people from larger, better known univer- sities. Sixty percent of recent graduates expressed satisfaction with social and cultural activities on campus. A note of concern was ex- pressed about how area employ- ers may view the quality of edu- cation offered at UW -Parkside, ", .40.7% of the total sample be- lieved that they would have bel- ter chances for employment if UW -Parkside had astronger repu- tation among employers in their field," Thomas wrote. With less than a week to go, the candidates have intensified their exposure trying to jockey for position. Indeed it has been a long and unusual campaign for many rea- sons: George Bush is not enjoying the usually comfortable position of an incumbent; Bill Clinton is con- tinuing to take heat for Vietnam evasion and flaws in character; and Ross Perot has thrown his hat back into the race for reasons clear only to his ego. The scenario on election day should prove to be interesting if voters respond on November 3. However, if history tells us any- thing, it is that most people will not bother even showing upat the polls. In fact, over half of all Americans have not voted in more than three decades. What's more disturbing is that young voters have had the poorest record of all. In 1984,29 million Americans between the ages of 18 and 24 were eligible to vote, while only 11 million did. Most nonvoters seem to have at least some idea about why they don't vote. Some of the popular ones are, "My vote won't make any difference," "I don't know any- thing about the candidates," or 'Trn not into politics." All too often these are viewed as legitimate rea- sons for not voting. The question then is -why is it important that we take a more ac- tive roll in our governmental sys- tem through voting and what dif- ference does it make? If people don't vote it upsets the intended process of checks and balances the framers ofour Consti- ftIti011 ('("In..::fnJCle-n. Inessence, nonvoters grant the people who do vote greater influ- ence over theoutcome of elections. One might ask the question -isthis kind of influence beneficial for me or the majority of people in our nation? Nonvoters need to realize that they are partially to blame for inef- fective government because they are not letting their presence be felt. We as Americans blame the politicians, though forthemost pan, politicians respond to what voters and nonvoters collectively demon- strate, whether through participa- tion or inaction. When voting is low, those in power tend topay more attention to people who seek political influ- ence by methods other than voting. Practices such as these inc1udecam- paign contributions, lobbyist groups, and media manipulation. For example, onc of thc most powerful political action committee's today is the National Rifle Association. In the 1980's, the NRA' slobbying efforts steered roughly $4.7 million in campaign contributions to friendly candi- dates. This enables candidates to accumulate sizable funds to help in the expensive battle for media at- tention One of the benefits of voting is the ahilitv to affect how our I'0v- ernmental system is operated. Since the majority of the pub- lic does not bother to record its preference by voting, politicians rely on an inaccurate consensus of information from pollsters and re- porters to inform them of public sentiment. Wc all must make an effort to participate in politics through vot- ing, as there are decisions being made everyday that affect each onc of us. We have the ability, and more importantly, the right to bea pan of that decision-making process. All nonvoters need to make the effort to register, to find out what the candidates have to say about effec- tive government and vote because ....yes UW-Parkside stu- dents, your vote can make a differ- ence. "For example, some people feel that governmeOl is infringing on yet another area of their private lives," commented Knitter. ''They feel that it is their choice to not wear a safety belt. The demonstrators gathered in the Union Bazaar wearing teal col- ored T-shirts proclaiming various "Take Back the Night" slogans. Many wore red armbands. Fifty Tsshirts and more than ergnty armbands had been distrib- uted throughout campus last Fri- day, and there was a good turnout at all of the programs scheduled during Rape Awareness Week. Many students and faculty showed their support. "It's imponant to raise con- sciousness about rape awareness and the plight of rape victims," SlatedCarole Katt, a rape survivor attending the rally. Linda Markeson of Kenosha Sexual Assault Services gaveabrief but impassioned speech in the Union Bazaar expressing outrage over the closing of SI. Catherine's treatment center after twelve years ofservice with theexcuse that rape is not a health issue. Markeson was a founding member of Kenoshans Against Sexual Assault (KASA) during the mid 1970's, and was active inedu- cating the community and provid- ing services for victims of rape, KASA's plimary goals. After establishing the sexual assault treatment center at SI. Catherine's hospital, KASA dis- banded, satisfied they had done what was necessary 10provide ser- vices for sexual assault victims. There was a strong reaction from the community. Although Assistant Chief and Director of Campus Police and Public Safety Thomas J. Knitter saysincidents such as these "tend to be rare" at UW -Parkside, he doescaution the campus commu- nity. "You want to limit your risks as much as possible," said Knitter. "Lode your vehicle and hide your valuables." While Knitter admits the break·ins are indeed unfortunate, he is hesitant to classify the situa- tion as a crisis. "We certainly are a relatively safe campus," commented Knitter. "I wouldn't classify this as a spree at this point." Knitter comments that Cam- pus Police have alerted officials from Housing that the vehicle break-ins have occured. He also encourages anyone with informa- tion on any of the incidents to con- tact Campus Police, stressing that witnesses can remain anonymous. "If anyone has seen anything in terms of people acting suspi- ciously in the lots around the times of these occurrences, by all means, I would certainly encourage them to call," said Knitter. She wasina coma for one year before she died. I've been sober for 17 years. No car accidents, no hospitals, no arrests. A brand new life." -"My father has been an al- coholic ever since I can remem- ber. I resented that, and maybe that's why I would never drink." -"M y 22 year old brother died when he fell asleep while driving home from a night out at the bars, and his ear went off the road into Lake Michigan. Peace Corps recruiter visits campus Dennis Clarke News Editor A representative from the Peace Corps visited UW -Park- side last Tuesday as part of an effort to attract more applicants from southeastern Wisconsin. Peace Corps Representative Nancy Smith met with potential applicants throughout the day and . hosted an information seminar in Union 202 at 4:30 p.m. Smith was joined by Bob Mackey .a Peace Corps volunteer who had served in Cameroon. Together, they gave those who attended the late afternoon meet- ing an indication of how much timc and effort Peace Corps vol- unteers can expect to invest, as well as how much satisfaction volunteers can gel in return. "There are peaks and valleys in this experience, like there arc anywhere else in life," said Smith, who served as a business advisor with Peace Corps in Fiji. "There are extreme cultural differences, and it takes a lot of empathy and understanding." However, Smith felt the ex- perience was well worth the per- sonal sacrifice. "I would not have traded those two years for any- thing:' she commented. Smith said thatthePeaceCorps is currently trying to attract appli- cants with backgrounds in agricul- ture, business and education. "Our thrust ison what we call 'scarce skills''', said Smith. Peace Corps is especially looking for help with environmental programs. According to Smith, it is not the function of the Peace Corps to impose an American way of life on lesser developed nations. "The whole point of the pro- gram is to take our skills and give them to the countries that do warn them," said Smith. "Remember that we go to these countries by invitation only." Smith went through theexten- sive screening process with the potential appl icarus at the meeting. First. interviews arc set upon cam- pus with recruiters. Comprehen- si ve applications arc filled out with the recruiter's help. Next. applicants arc nom inated for service. However, a nomina- tion docs not guarantee an invita- tion to the Peace Corps, according to Smith. An in-depth evaluation process must take place first. The evaluation includes such things as medical tests and routine FBI ex- aminations into applicants' pasts. After that, applicants arc fi- nally given an invitation to train- ing, which lasts approximately three months and usually takes place in the country in which the volunteer will serve. "We as Peace Corps poople are representatives of the United States.so thescreening process is a very careful process," assured Smith. "It is extremely competi- tive. Winter commencement will be held December 20 at2 p.m. in the Communication Arts Theater. Caps and gowns will be the standard attire. The format of the commencement will be virtually the same as that in May, with pro- cession of candidates, presentation by faculty marshals and conferral of degrees by Chancellor Sheila Kaplan. For many years, midyearcom- mencement has been an informal reception for graduates and their guests in Main Place of the Wyllie Library-Learning Center. Kaplan said that the formal commencement this year 'results from the increasing numbers of December, as well as May, gradu- ates, due in large part to increased retention and graduation rates. "We've outgrown the old for- mat in Main Place," she said. Because of the limited capac- ity of the Communication Arts Theater, graduates are being asked to limit the number of guests to no more than four. Potential December graduates are currently being certified by the Student Records office and those graduates will soon receive a mail- ing with information and instruc- tions regarding the ceremony. Ling, an associate professor of English and the Director of the Asian Studies program at UW- Madison, spoke to an interested group of UW -Parkside students, faculty and staff at a noon hour forum on November 18. Herlatestresearch hasresulted in the publication of "Between Worlds: Women Writers of Chi- nese Ancestry" (New York: Pergamon Press, 1990), an exten- sive study ofNorth American writ- ers of Chinese descent, beginning with Edith Eaton, who wrote inthe late 1800s and concluding with Amy Tam. Describing thedifficulty ofher research, Ling says that "a subject does not exist until someone writes about it." Asian American litera- ture consists largely of"well-writ- ten, well-received books, but soon forgotten ...not recognized," Ling explains. Asian American literature is well worth our attention, Ling en- thusiastically argues, foritincludes important modern themes. Themes of traditional family and cultural values threatened and shaped by geographical transplan- tation, themes of ethnic, commu- nity and individual pride intheface of discrimination and turmoil, and many other important themes are addressed in Asian American writ- ings. It is literature very much affected by the women's liberation and civil rights movements. Much of Asian American literature is "beautifully written," Ling de- scribes, "using powerful meta- pnors." "People have no problem dis- tinguishing Africans from African Americans," Ling points out. "There isaperception, though, that if you have Asian features, you are Asian." Ling briefly described some of the conflicts that have emerged within this new area of study, dis- agreements as to what points of origin should be considered, what kind of issues should be studied, where the literature should be set and the like. "I feel we should draw our boundaries wide," Ling explains, describing both a wide-ranging geographical area, including people of diverse and broad backgrounds, and an expansive scope of issues and concerns. "What the Board of Regents wanted was aprogram that would help the undergraduate experi- ence," said Bovee. He noted that this was to be done by addressing various academic issues. However, the proposed bill of rights wanders into shared gov- ernance issues as well, and therein lies what Bovee sees as major sticking points for faculty and staff. Dr.Fullin, a local physician, speaks on domestic abuse Follin said that prevalent at- titudes in the health care system only add to the domestic violence epidemic. He noted that a hierar- chical relationship often exists between physicians and patients that can result in more harm than good. He said that physicians often place the blame for domestic vio- lence on victims. Also, abuse is often rationalized and normalized by physicians, according to Fullin. Physicians can treat the violence as a normal occurrence in bad relationships, recommending that the people involved in the rela- tionship simply seek counseling. Fullin notes that this approach does nothing to address the safety of the victim or the victim's chil- dren. One third of all women seeking emergency room treaunent are vic- tims of abuse, Larson said. In sev- enty percent of all abuse cases the abuse was premeditated. According to Larson, it is important to recognize the cycle of violence common in unhealthy relationships. The cycle fre- quently starts with tension build- ing between the couple that esca- lates into a battering incident. This is followed by the"hon- eymoon stage" during which the abuser charms and manipulates his partner into believing thal the abuse will never happen again. Reigstad focused on gender discrimination and gender harass- ment as well as outlining six guidelines universities should fol- low. According to Reigstad, a university's primary goal is to edu- cate. Universities must be open and just communities where dis- crimination and stereotypes are discouraged to promote freedom of thought and expression. In addition, universities must be dis- ciplined and celebrated institu- tions. Reigstad discussed common double standards concerning men andwomen, Shelistedsomecom- mon stereotypes: men are dy- namic while women are aggres- sive; a man is a go-getter while a woman is pushy; men are cofident whereas women are stuck-up; a man is only human, while a woman is emotional. Reigstad stressed the importance of recog- nizing stereotypes between men and women in order to under- stand how gender discrimination promotes harassment. Reigstad handed out com- municationsquizzes to those who attended. Among other things, she revealed that men are more likely to interrupt women than men, that women speak in a more tentative style than men and that men are listened to more care- fully than women, even when a woman makes an identical pre- sentation. Regstadalso distributed a yes or no questionnaire designed to help people evaluate their atti- tudes which help build trust and develop partnership skills, as well as a questionnaire on sexual ha- rassment Reigstad cited several ex- amp~es of inequities in the work- place where it was meant to be gender neutral, yet women were expected to answer the phone on their lunch hours and employers were unsympathetic regarding childcare, among other things. According to Reigstad, this constitutes gender discrimi- nation. Reigstad maintained that small inequalities that are gener- ally overlooked by both men and women may escalate and need to stop. She suggested four ways to improve the climate in the work- place: establish a code of conduct that would promote gender-neu- tral treatment of all employees, implement intervention policies and demand offenders be held accountable for their actions, as well as open communication be- tween all employees. Officer Piepenburg calls it quits after 21 years Dennis Clarke News Editor One of the pioneers of uw- Parks ide will be hanging up his badge and turning in his walkie talkie at the end of the year. Officer Dennis Piepenburg, who has worked as a security and police officer at UW -Parkside since 1971, is retiring from his duties on campus. Piepenburg says that there have been some changes since he began at UW -Parkside. For example, when Piepenburg began as a security of- ficer at UW -Parkside, the campus police department was located in whatisnowthestudentunion. Fullin offered statistics on the commonality of domestic violence, stating that every twelve seconds a woman is battered in the United States. He went on to say that domestic violence is the single most cornmon cause of injury to women, that one-half of all women will be physically abused in areletionship, and that domestic violence is a factor in 26 percent of all female suicides. Fullin also said that 95 percent of all serious domestic violence is committed against women. Instructors may set reasonable limits on the total number of days claimed by anyone student" The policy supports StateLaw 36.43, which mandates that public educational institutions provide for the reasonable accommodation of a student's sincerely held religious beliefs with regard to academic requirements. At one point in time, the vic- tim had a brief conversation with Cassity concerning a class he was taking. She became uncomfort- able as he began to turn the con- versation to a discussion of his personal life. She excused her- self from further discussion and heretumedtoaseatdirectlyacross from the table where she was working. She noticed, a few minutes later, that he seemed to be pur- posefully making some noises to attract her attention. When she looked at him, she saw that his penis was exposed from under his shorts and he was masturbat- ing. She screamed at him and ran' from the area. Kane, who was studying in Upper Main Place, heard her screams and assisted the victim in calling Campus Police. As Officer King was obtain- ing information from the victim, Officer Brehm returned to the squad car to begin a search for the suspect. A man fitting the description provided by the victim emerged from the wooded area just south of WLLC and approached the squad car. He told the officer, "I'm theone who exposed myself". Officer Brehm brought Cassity into WLLC and the victim identified Cassity as the person who exposed his penis to her. Cassity was immediately ar- rested by Officer King and trans- ported to the Campus Police Depart- ment. After being informed of his Constitutional Rights, Cassity agreed to talk to Officer King and, subse- quently, provided a verbal statement as to his involvement in this inci- dent. Cassity was transported to the Kenosha County Jail where he was booked on charges of lewd & las- civious Behavior and Disorderly Conduct. A tOUlI cash bond of $400.00 was established. Cassity posted the bond on Sunday, October 4, 1992 and was released from cus- tody. At the trial, Cassity read a state- ment before being sentenced. In his statement he said that "he doesn't hold the District Attorney account- able" and that he has "long harbored a resentment towards the judge." Cassity further remarked that he "has a predisposition to be men- tally challenged." He became in- creasingly incoherent and lost con- trol of himself several times and had to stop talking. Cassity con- cluded by telling Schroeder "may you judge fairly and be judged ac- cordingly." When the judge mentioned jai 1 time, Cassity interrupted him, say- ing that ifhe were to besentenced,he wanted more than the maximum eleven months. The judge referred toCassity's statement given to UW- Parkside Police saying that it read like pornography and was filled with threats. Cassity again inter- rupted and asked the judge, "How would you know?" Cassity's last remark was that he "would be back on the revolving door:' Cassity has been arrested on many other occasions dating back to 1979. His prior arrests ranged from attempted burglary to a con- viction similar to his latest one. Bomer, a UW-Parkside psy- chology major, has recently been named station manager of WLBR, and he, along with a staff of ap- proximately 15 other students, has big plans for the campus'little sta- tion. "Our biggest goal fortheradio station is to enlighten students," comments Bomer. "Ourmission is to cater to the whole campus com- munity:' Bomer says that he wants the station to establish a voice for the entire campus, get people involved in campus activities and promote and market UW-Parleside. "There are followers and there are leaders. We'releadingthepack right now," says Bomer of himself and his staff. In order to familiarize students - with the new station and staff, Bomer has organized a party to be held tomorrow night in the Union Recreation Center. "It's going 10be the beginning of what I hope is going 10be a long lasting relationship with Parkside," says Bomer. "We're not limiting ourselves to anyone formal" Bomer, who has owned his own disc jockey service for the past ten years and who has worked at various radio stations and clubs in the Chicago and Milwaukee ar- eas, says that his experience will help him in his role as station man- ager. "We had a search and screen committee that went through ap- plications for several people who were interested in the position and based on my experience and back- ground, I got the position," says Bomer. According to Sheila Kaplan, UW.Parkside chancellor, the state andtheUW Board of Regents are going in the direction of having students pay for more of the ser- vices they receive at UW System institutions. Feesthat are being considered atUW-Parkside are an Orientation Fee,alate Registration Fee, a Drop Courses or Credit Change Fee, a Graduation Fee, a Transcript Fee and aCatalog Fee, according to G. GaryGrace, Assistant Chancellor forStudent Affairs. The UW-Parkside Adminis- 1l11liveCouncil is considering the fees and will make arecommenda- tionto Kaplan. Kaplan says that it has been her philosophy that state funds shouldpay for student services. "Forthe five and one-half years I'vebeenhere (at UW-Parkside), I haverejected any ideas of what I call'nickel and diming' students," she said. However, Kaplan says that the state and the Regents have not been going in that direction in recent years. "That is not the general prac- tice in the UW System, nor is it the general direction that the Board of Regents isgoing in," noted Kaplan. "At the direction of the Regents, System is taking a new look at the whole issue of specialized fees." Enriquez's lecture. "News Media: The Representation of ThirdWorld Countries," will be held at noon in Room 103 of Greenquist Hall. She will dis- cuss the misrepresentation of LatinAmerican issues byUnited StatesMedia. She will utilize her experi- enceandknow ledge in the fields ofpolitics and journalism to in- fonnthecampus public as to the SOmetimes slanted view the American Media uses to depict third world nations. An experienced lecturer and journalist, Enriquez is a found- ing member of the Nicaraguan women's. movement and women's association. Along with her international work, she specializes in many areas including politics, women's issues and media news. Between 1985 and 1990 Enriquez carried out numerous assignments as the Special En- voy of former President Daniel Ortega to Africa, Asia and the Middle EaSL She also served as a member of a Nicaraguan del- egation to the United Nations and the meetings ofNon-Aligned Movement As a journalist, Enriquez founded and directed the first Continued on Page 2 Grace said that the new fees could be perceived as being un- fair to students but that a fee for service policy could also be viewed as most equitable. "It's difficult to say what's fair, what's' appropriate," said Grace. "It all depends on your perspective." Grace a[sonotes that student fees have been going up at col- leges and universities around the country in recent years. "From a national perspec- tive," commented Grace, "the state public colleges and univer- sities have been in the process of implementing more and more fees since the early eighties." Grace also said that he felt most people involved in student affairs positions believe that there are some fees students should not have to pay for. "Most of usbelieve that there isa core of essential services that should be provided for students." said Grace. Waller releases book on teaching techniques for crack.cocaine-affected children Gary Parker News Writer Mary Bellis Waller is fight- ing in the war against drugs by aiding crack-affected children. Waller, Clinical Assistant Professor and Preceptor of Clini- cal Programs in Teacher Educa- tionat UW-Parkside hasauthored a new book entitled, Crack Af- fected Children: A Teacher's Guide. The book will be reieased this week at an Association of Teacher Educators Conference in Los Angeles. The book is the result of two years of research by Waller into the problems of teaching chil- dren whose mothers took crack cocaine during pregnancy. She has conducted over 200 inter- views with teachers and parents on the topic and has previously published articles on the subject in Educational Leadership and People and Schools. The book is divided into two sections. Part one describes the crack-affected child as a fetus, in- fant, preschooler and school-age child. Parttwo islarger and explains how to teach thecrack-affected child. This section details 18specific teach- ing iechniques used to leach these children, such as reducing stimuli, using only one teaching style, teach- ing without creativity and teaching with repetition. Waller says she first became interested in the topic when she wit- nessed theabnormal behavior ofthree crack-affected children in the class- room of a student teacher she was observing. Since then she has be- come an expert in teaching crack- affected children. "Coke locks kid in the 'on' position," she says. "Their ncr- vousstimulation isalready too high, so with any added stimulation, they freak out," she adds. Waller points out that many of the teaching techniques used to teach crack-affected children arc the opposite of those used to stimu- late learning in normal children. As babies, crack-affccied chilo dren are overstimulated and sent into frenzies by such normal ac- tivities as talking and eye comact, Holding or cuddling the child is overwhelming and can be like lor- ture for the child. That is why reducing the stimuli is so important in teaching thecrack-affected child. As part of their overall goal of promoting safer sexual awareness they have many different opportu- nities planned for the UW-Park- side student body. Students will get the opportu- nity to pick up a life saver packet ftlled with a roll of life savers and a condom. A kissing booth will also be setup on Thursday at 12:00 where studeruscan receive a "kiss" from the Homecoming king and queen. Students who enjoy different types novelties can buy key chains or matchbooks filled with condoms. Valentines with colored condoms will also be available for anyone looking for a valentine that special person. There will also be jar filled with condoms and if any student correctly guesses how many are in the jar, they will all of them. You can also pick up a complimentary notepad with the official love care- fully slogan. The Peer Health Educators have also written and will be per- forming their "condom rap." They will perform the rap on Thursday at 12:20 in the coffee shop and on Friday ant IJ:OO in Union cafete- ria.
