United Council is an organization whose membership conaists of student bodies throughout the University of Wisconsin System' that chose to belong. that lobbies the atate legislature and the Board of Regents on issues and concerns facing students (e.g., drinking age; tuition cap and system pollcies). The next question to be asked Is what has United Ooun- cll done for you. the Parkside student. Basically. not a thing. The recent successes of United Council (e.g, add- /drop. academic misconduct chapter 14) can only be at- tributed to good luck. not good lobbying. Its failures (e.g. tuition cap, 19-year-old drlnk1ng age. and non-traditional tinanc1al aid) show a series of miscalculations and blun- ders. On the other hand, the most prevalent activity of United Council Is the careful ptannlng of the fights between mem- ber campuses. On the occasions that we have accompa- nied the PSGA delegation to U.C. meetings, we have seen nothing but unpolished polltlcklng. By no means are we trying to say that there Is no need for an organization the likes of U.C. to safeguard student rights. I can personally attest to the fact that the 1987-88idea for the station originated with Station Manager Dan Per. rault. He chose this pursuit as an Internship project. He, to- gether with an outstanding Radio Production Committee. worked to promote, organize and operate the station by June. 1988. I know Dan Per. rault and I know of the many hours of labor put Into this project. Not only did he con- tribute labor. but enthusiasm. organizational skills and his own capital. I can provide names, titles and phone num- bers of people who can' vertt- fy how Dan lald his time and money on the line for WLBR. Kaplan also said in her speech that the University Is seeking accreditation for the engineering program through the Accreditation Board for Engineering and Technology and for the business program through the American Assem- bly of Collegiate Schools of Business. She hopes that Parkside can make the term "regional institution" a reality for Parkside. The Cen- ters of Excellence were ap- proved at the Sept. 9 meeting of the Board of Regents. According to the Center of Excellence proposal format and criteria for selection released Oct. 12. 1987, pro- posals "must demonstrate that the proposed centers have national or regional rec- ognition for excellence or the potential for such recognition and tht they must detail plans for demonstrable impact upon the quality of under- graduate or graduate educa- tion.' , Parkside nominated two programs for the Center of Excellence title, the biologi- cal sciences program and an education division program on multi-cultural education. .The education program was not selected. Becoming a Center of Ex- cellence is no easy task. Ben Greenebaum. Associate Dean and Division Head of Science. explained that Parkslde went through a thorough evalua- tion of the biological sciences program before it was SUb- mitted to the UW-System. Dr. J. Lawrence Fox, a scientist at Abbott Labs In North ChIcago, and Dr. Charles McCormack, a professor of Physiology and Biophysics at the ChIcago Medical school, reviewed the program. Their reports were Included In the proposal package to the UW- System. Sp.eclflc objectives of the program Included activities to strengthen the research ex- perience for undergraduates, increase the number of aca- demic achievers in the biolo- gy program and broaden their geographic distribution, maintain and expand the cur- rent strength of the pre- health professions program and maintain and expand cur- rent outreach activities of the department. The proposal was submitted to the UW-System and was . evaluated by consultants out- side of the UW-System. Park- side's proposal was pooled with other science program proposals for review by science-orientated panelists. Those reports were then given to mixed paneltsts, and recommendations were made. "System pretty much ac- cepted what the paneltsts pro- ' posed," Greenebaum said. He explained that the Center of Excellence has one real and one potential meaning for Parkside. "It's a formal recognition by the people at System and these external reviewers of something that we've been bUilding for a long time. It's a ratification of some real strength that we already have. United Council is more than just a one weekend a month deal. Mthough they were busy with reorganization last year, United Council was able to achieve many of Its goals that benefit Parkside students immensely. Now If you would Ilke to delve back into the present, you would see that United Council is not only reorgan- Ized but more united than It has been in the past several years. Every four year campus in the Wisconsin sys- tern are FULL MEMBERS OF UNITED COUNCIL. This unprecedented unity should mean even more victories for Parkside students In the fu- ture. In It, he expressed · his views on the current guest polley at university dances. What he provided was a one. sided view of the issue, and a pretty unclear picture of what the real problem is. First of all, I'd Ilke to con- gratulata Jay on his timing. As most of you know, hope- fully. the Parkside Union Ad- visory Board (PUAB) con. . ducied an opinion poll last Monday through Wednesday .asking the students oi Park. side to express their views on the current guest policy. As a member of PUAB, Jay knew that the poll was to be as un- biased as possible. But by getting his edItorial In the Ranger published two school days before the poll was to be run, he might have swayed some people to vote to keep the beer garden> down, be- cause they weren't informed of all the issues at hand. Whether his timing- was In- tentfonat or not, and Jay is free to express his opinion anytime he 'wants, I feel it was, ,bad judgement on his part ior not expressing all viewpoints, and bad judge- ment on the part of the Ranger for printing oniy one side of this hotly debated issue. The real issue isn't whether or not alcoholic' beverages will be served at University dances, but whether or not guests will be allowed in that are under the legal drinking age. In the first semester oi last year, the 'beer garden' (or 'cage") was set up at dances sponsored -by the Parkside Activities Board to comply with the university policy at that time. Since the avallabtl, Ity of alcoholIc beverages to minors was very limited, the Parkslde Activities Board was told It would be alright to allow guests Into the dances who were under the legal dringking age (18, 19, and 20 years old), as long as they were accompanied by a.Park- side student, The number of guests per student was two. During that time attendance at the dances increased. Well, If attendance In. creased over that time, how can Jay state that, "If we are going to choose to revert back to an unacceptable plan. namely the 'cage', ..." or "I'd llke to say that we shouldnot be considering any sltualion that negatively affects our students. Well, I get sick of telling this story to people and that ts Why I am writing It down. I would lIke to clear up some of the misinforma- tion of the PSGA President's letter last week and inform you of the PSGA actions In the past few weeks. Alex Petlit may have had the Idea of a campus radio ' station, along with 1,000 other campus students. Talk and campaign promises are cheap, but good work ts hard to flnd. Two senators did at. tempt to form a radio station Jast year. They failed along with other atiempts for the past 10 years. Those senators' did not pass on any informa- tion to me, nor did Alex have any research on the radio sta- tion. ~. The PSGA President stated last week that other commit- tee chairs wrote reports over the summer. I also sit on stu- dent services committee ~ and SUF AC, both standlng senate committees. Those commit- tees did not have a chair for the last 4 months. They have not had a meeting In the last 4 months and ha ve not SUb4 mltted any reports for the last 4 months yet, nobody at the PSGA cares about that. Schilling Cup was announced at the Park- sIde Student Government As- sociation (PSGA) Senate meeting last Friday . The award is "dedicated to the honor and memory" of the address UW Board of Re- gents President Paul R. Schllling gave at the Parkstde 20th Anniversary reception for the Regents on Thursday, Oct. 6. PSGA Vice-President Ro3S Pettlt, creator of' the award, said, "Paul dellvered this me- morial and riveting address to the approximately 315 guests while under the exten- uating circumstance of sub- stantial consumption of fer- mented spirits." Pettit stresses that the award is a legitimate honor, "given to individuals or groups for outstanding vocal representation of the stu- dents at Parkside. It is a demonstration of the appreci- ation and recognition by the students for those who put time, effort and energy into representation of students. ,t The first recipient of the awarded was unanimously. <named' G. As a two-term former delegate to United COuncil, I can attest to the fact that the participation of ParksJde in UC is a corn- plete waste of time and money. It Is not merely the cost per student per semester (50") but the mulU-thousand dollar expense that PSGA must budget each year to send the delegation to the meetings. The travel money, food and lodging allowance would be better used to lobby local legislators. In my two year experience In UnIted COuncil, I found that the issues discussed at the end of the second year were the very same ones which were discussed at the beglnnlng of my first year. I hardly call that progress! In addition, Parkside's campus, because It Is part of the UW System campus, will beneflt from any financial aid legts- latlon or tuItion caps that UnIted COuncil could possibly successfully attain. As a former SUFAC chair. I feel It is imperative that Parkside students continue to be prudent In their spending and that they keep the money on campus where it can do the most good. We've had varying degrees of expertence dealing With people In counUess ways so we can easily handle different teaching styles and class sttuatlons. Our social ltves are well established so we don't look' to our time on campus as a time for Interactldn and growth. We've done all these things and can now concenlrsts fully and exclusively on our studies. Right? Wrong! To many people - other students, faculty, sci. mlnlstators, family and friends - these truths seem to be self-evldent. However, if you could climb Into the mind of one of us "non-trads" you would see how far from the troth those assumpttons can be. We come to school with just as much baggage as every· one else. Most of us are back In the academic realm be- cause we are at a' turnlng point In our lives. Weoften come in search of new direction or with a direction in mind that changes as SWiftly as that of the traditional freshman. WhIle we do have social lives and support systems, many times they are not able to absorb the unique experi- ence of being back in school. Yet. because of lifeexperl- ences, we know how important it Is to take full advantsge of an oppportunlty like education. We want more than reading and writing, We've come to a place In our lives that enables us to celebrate the d1/fer·. ences In people and we want to be a part of the eelebra- tion. We are trying to tie all the pieces together somehow, to add a new facet while maintaining the old ones, Being a non-trad has its benefits. We do have a long hls· tory to draw on when In new situattons, professors seem fairly approachable and we usually have a support sys· tem willing to help us even though they rarely understsnd us. But being an older student, by virtue of itself, doesn't ma~e our time in school easier. We want as much as the tadltional student, maybe more. We want it all, Wehaves lot to offer but we also want to listen. So the next time you see an "old person" sitting in the coffee shop come over and say "Hi". Let's talk. Through a 8-0-0 vote at the meeting held Friday, Oct. 21, PUAB decided to pass a new policy allowing the sponsor- ing organization to decide the alcohol policy for their dance. Organizations have three op- tions to choose from: (1) hav- ing the beer garden up, allow- ing guests 18 and up to attend the dance but allowing only those of legal drinking age to . enter- the beer garden, (2) keeping' the beer garden down, allowing guests only of legal drinking age to attend the dance by allowing beer to be consumed anywhere in the Union Square or (3) having a dry dance, opening the event up to the general public. The polley was amended to state' that the sponsoring or- ganization must report to PUAB several weeks before their dance Is to be held with the rationale for their dect- sion on the alcohol polley for that event. The amendment passed 8-0-0. The new policy was imple- mented in the hopes of ap- pealing to all student organi- zatlons. Thiswas fourth in a series of programs at Parkside cele- brating the Bicentennial of the United States Constitu- tion. The discussion featured a number of prominent and knowledgeable participants. Opening the program was ProfessorKenneth R. Hoover, formerprofessor of Parkside, now at the center for 20th CenturyStudies, UW-Milwau- kee. Wisconsin Assembly- man. Jeff Neubauer. made a short presentation outlining hiS personal experience with politicalaction committees or PAC's. Four panelists, two pro and two con, included: senator WUliam Proxrrrire ; prominentWisconsin lobbyist Peter Chrlstlanson; Common Cause in Wisconsin's Execu~ UTeDirector Willtam Hauda; and Wisconsin Education As- sociationCouncil's Executive SecrelaO' Morris Andrews. Political action committeeS ARE non-party organizations or political interest groups that contribute money to can- didates for publtc office. PAC's have always been around in one form or an-: other, but the number and kinds of PAC's have grown sharply since the passage of the 1971 Federal Election Campaign Fund Act. Amend- ments added in 1974 limited PAC contributions to $5000 per election for each candi- dste for federal office. At the state level, much more gener- ous gifts are ailowed and many states have no limits at au. Controversy arose as the .,::umber of PAC's grew and ~oto by John Kehoe ~llIiam Hauda,. In 1974, PAC con- tributions totalled $12.5 mil- lion. By 1984, this grew to over $105 million. As of 1987, PAC's supplied more than one-third of funds for House candidates and close to one- fifth of Congressional monies. Senator Proxmire said that PAC's donations unbalance the opportunity that candi- dates have for running for of- fice. He said that with PAC's, elections become .'not a mat- ter of free speech, but of dol- lars." Proxmire argued that many interest groups. make contributions to sway a legis- lator's stand on key issues. This, he states, equates to "iegal bribery" that has been "perfumed to kill the odor of corruption. ,. Morris Andrews made the rebuttal that some PAC's allow. people without individ- ual political clout to make their views and attitudes heard. Historically, he said, teachers have been one of these under-represented groups. Andrews said educa- tion PAC's have a positive, balancing influence by unit- ing people with common in- terests and providing them with a means to vocalize their concerns, Andrews did not support all PAC's, just ones that did not center on single issues. In regard to the legiti- macy of PAC's, Andrews felt that If pOlitical candidates make total and complete dis- closures of their campaign expenditures, it would then be up to the general common sense of the voters to decide whether or not the funding methods were acceptable. William Hauda agreed that there was the need for full disclosure. but did not feel that that would solve the whole problem of alleged PAC abuses. He went on to cite the problems of donations from other sources. These in- cluded the several thousand dollar honorariums for speeches and appearances, $100 per plate luncheons and breakfasts, as well as other campaign fundraisers. He emphasized the point that PAC's only represent a small minority of the populace who are trying to advance their economic agenda. Hauda suggested that peo- ple should take advantage of the "public financing" option. See Debafe, page 3 . Thursday. The Minority Actions Committee (MAC) was de- signed to handle any prob- lems that might occur con- cerning minority students, in addition to promoting "posi- tive ethnic relations," said Ross Pettit. In the fall of 1987,under the direction of G. Gary Grace, Wayne Williams, Director of the Center for Cultural Ad- vancement, had been directed to form a committee such as MAC. Since It did not occur as planned, "Student Govern- ment was frustrated by a lack of significant progress by the administration on creating such a committee. So we took the initiative, H said J. Mark Hall. Establshed in April of 1988, MAC Is headed by Hail, Mi- nority Affairs Director, and Pettit. 'vtce-Prestdent of 3. 1988 PSGA. The committee "was created with the intention of increasing the studentj; voice in minority student con- cerns," Pettit said. Pettit said that MAC "has a mission that is two-fold: to monitor the effectiveness of policies Initiated" by the va- rious campus groups, and "to promote racial harmony." For others, the university experience is one of self-improvement. It may be said of all students, you are on a path of success. All too frequently, success is mistaken for a destination, when in reallty, it is a journey. Occasionally. when you perceive this journey to be a destination. you lose sight of your purpose. When the work. the exams, the studies become overbearing, frus- tration and apathy set in. It is at preciseiy this point that you must remember your mission: this work no matter how trivial it may seem, is another opportunity along the journey. . Millions of dollars were spent in an at- tempt to try to patch up a symbolic stone and an Ameri- can conscience. People throughout the centuries have tried to patch up the aesthet- ics of society while the inside - slowly rotted away. It's not wrong to fix up a statue that brings back memories to thousands who No12odv.asked me, but. .• Some children received more than treats on Halloween Halloween is over, but It hasn't been forgotten. At least not in my eyes and the children who received a spe- cial "treat" in their bags. Many found an anti-Hallow- een carton and brochure. The cartoon entitled "The Trick" is a story about "little Johnny" who is killed in the name of satan whIle trtck-or- treating. It depicts several scenes of satanic worship. The basic idea of the cartoon is to convince children that Halloween is nothing but evil and shouldn't be celebrated. Do they actually want us to believe that little kids dressed up as angels and clowns are evil because they go trick-or- treating? That's what hap- pened to the kids in the car- toon. The back of the carloon booklet says "compliments of Lighthouse Baptist Church. Racine, WI." What do they think this is going to accom- plish? Sure. it may scare the hell out of little kids and anger parents. but will any- thing constructive come out of it? Some of the older kids may get their curiosity peaked by this and become interested in the topic of satanism. The cartoon was also ac- companied with a brochure entitled "The Dark Side of Halloween," by David L. Brown. He states that, "Hal- loween has always been a celebration' of death," and goes on to explain all of the harmful effect. The last page of the brochure offers alter- natives to Halloween. In- stead, people should have "Glory Gatherings" where Christian videos are played and Christian songs are sung, excluding all reference to Halloweeen. Finally, at the end there are several quotes from the bible. I am not, by far, a devil worshiper or an athiest. I found this material to be ma- nipulative of the bible and a detrimental way to go about convincing people not to cele- brate Halloween. I don't doubt that the history of Hal- loween had something to do with the occult. But today Halloween is supposed to be a fun time when both kids and adults can dress up and pre- tend to be something or some- one else. That tartnest thing from their minds is satanic worship. Many churches give Halloween parties for their parish and perhaps even have haunted houses. It's harmless fun. - I don't object to the cartoon and brochure being printed, after all, this is America. Everyone is entitled to think what they want. "That committee is to come up wilb a proposed racial conduct, non-dlscrtmtnatory policy for the campus relative to racial misconduct, racism, racial slurs and anything that has to do with discriminatory behavior towards minori- ties," he said. The committee wlll be looking at pollcies some of the other campuses in the system have already passed to formulate their own policy. The second major goal is See Design, page 4 Changes in add/drop policy have been recommended for Fall 1,989 Jon Hearron Editor-In-Cbief Parkside's add/drop pollcy was recently reviewed by the Academic Policies committee in accordance with a man- date by the Board of Regents. The mandate requires that any university having a drop rate exceeding five percent must review their add/drop policy. Last year, Parkside's drop rate was 5.4 percent. The eight member Academ- ic Policies committee has for- warded two recommendations to the Universtiy committee, according to Chairperson Jeanie Thomas. The first pro- posed change is to limit the number of credits that can be registered for during early registration. Presently, the upper limit for early registra- tion is 20 credits. The second proposal would entail the administrative drop of any student not attending class for the first week. Ac- cording to Thomas, "This may already be an option open to professors. If this the case. all that needs to be done is remind people (professors) that this Is something lbey can do." Students would be allowed to register for these classes again. Thomas stated, "These changes have shown positive results on other campuses around the state." Thomas also added that Parkside Is not that far from the five per- cent level targeted by the Board of Regents. If the Uni- versity committee and the Faculty Senate are in favor of these recommended changes, they will be implemented by the 1989 Fall semester. Inside... Design for Diversity was a report given to the Board of Regents by President Kenneth Shaw In April of this year. as an improvement to his earlier proposal to address ml- nority affairs. A Shared Commitment. This report is a plan out1in1ng a course of action to be taken by each sys- tem campus to improve and increase minority programs. awareness. enrollment and retention. Design for Diversity targets the minority segment of the UW System student body. The systemwide plan sets goals of a 50 percent Increase over current levels of minority freshmen and transfer stu- dents by 1993 and a 100 percent Increase by 1998. The UW System Is committing a great deal of financial and staff resources to this program and rightly so. The question is: will we reach these goals or Is it just another program that will fall by the wayside? What makes us think we can now achieve new goals in the area of minori- ty affairs when we haven't in the past? One minority student said. HI never felt like a minority until I came to Parkside. It This raises another question: will Design for Diversity segment and Isolate minority students from the mainstream of the student body by bringing so much focused attention to them? We hope not. Though ethnic student enrollment this academic year is up 6.5 percent over last year's figures. Parkside has a long way to go to meet the System mandated goal. For one thing, the administration could begin by finding out where Ute University stands in relation to where we need to be by 1993. Another faculty member. who wishes to remain anony- mous, quit two months ago. "I don't want to blow my own hom by saytog I quit." He qull smoking a few years ago, but then slarled up again. "A friend &ald, 'Just have a few puffs,' and wllhln three days I was back to two and a half packs a day." Now he has given up smoking again. He got mad al himself and coughed all the time which was his motivation to attempt quitting again. These are just a couple of the mlllions of people who have quit smoking.
