For approximately the past year, many questions have beenraised as to whether or not Professor George Wang was obligated to teach the Sociology 101class assignment he last refusedon October II, 2004. The process the university andProfessor Wang have gone throughhas led the Faculty Rights andResponsibilities Committee (FRRC) to recommend a demotion forthe embattled professor, which wasaccepted by Chancellor Keating and submitted to the Board ofRegents. Professor Wang and the FRRC both identified four central issues involving his case. The- \ conclusions differed greatly. \ The first issue is whether or notProfessor Wang was hired to teach for both the sociology department and the weekend college. Professor Wang was hired in [994 to teach for the organizational studiesprogram, also known as theweekend college track for interdisciplinary studies. "They failed to recognize 1 'ashired in 1994 only to teach •pan of weekend college, not the whole weekend college;' WJlIlgsaid. BY BEVERLY SPIRES & NICHOLAS MICHAEL RAVNIKAR Drawing the attention ofUW-Parkside community members, a demonstration .held by an anti-abortion group also rallied a counter- protest that united students from disparate campus organizations, Rainbow Alliance and Young ~Conservatives, as well 'as ~students 'who -are -not- . members of either group. At about 9 a.m. on September 22, the Milwauke-based pro-life group, Missionaries to the Preborn, made Uw-Parkside tbe last stop in a four day tour of different universities across southeastern Wisconsin. Aaron Beay, a member of the group, said that they were "showing the truth about abortion. Retro Credits Get Attention BY RYAN KAMPHUIS The Modern Languages retroactive credit policy conjured up several different stories and emotions in recent weeks. After the subject first appeared in Tbe Ranger News two weeks ago, several students and faculty have been talking about the policy. and expressing their opinions on it. Many students have applauded the coverage and highlighted the discriminatory nature. Others have expressed their desire to learn more about it because it is something that has affected a lot of students for many years. and not enough information is available. Students who have been affected the most by the retroactive credit policy have not come forward to date to tell their own stories. largely noting a fear of retaliation. Gorge Miramontes, a native Spanish speaker from Mexico said in arecent.interview that be agrees the policy does· not target only Spanish students, but applies to any of the three languages offered at UW-Parkside. He also noted that, because of the large Hispanic population at UW· Parkside, this policy does have a disproportionately large impact on that particular group. "The 'heritage' part would affect a lot of people - especially non-native speakers that do not even know [the language]," Miramontes said. "I know a lot of people, especially from the southwest, but also many other states. that have Hispanic last names yet have absolutely no background in speaking Spanish." The retroactive credit policy was originally developed to encourage U.S. high schools to provide quality education in a foreign language. The policy rewards students with retroactive credits at the university level after the student demonstrates the proficiencies learned at the high school level, either by a test or a grade obtained in the first university course taken in the language. continued on pg. 4 This Week's Foreign Film: The Story ofthe Weeping Camel PAGE 14 Thi 2 The Ranger News September 27, 200s --- Letter From The Editor I hear the suggestion that media is biased every now and then. 'The liberal media" is. commonly used phrase that stands out in my mind. One of my roommates told me I was working for a "liberal newspaper," And when I'was distributing papers last Tuesday, a gentleman refused to take the new issue because he said it was "Parkside Propaganda." I would like to thank these people in print for telling me what they think The Ranger News is, although they are dead wrong. Last October, we ran a story on President George W. Bush's speech in Milwaukee. The staff writer who covered it outlined Bush's plan and quoted the speech he gave. There was no second-guessing the president or concern on bow John Kerry might respond; it was just the facts of what Bush said at the event. To me, it seemed the article could have ended up on Bush's website or on one of his campaign flyers. But nobody called us a conservative news outlet. In March, we bad a staff member take a leave of absence from the newspaper to pursue the stud~nt government presidency. He led a student protest through the main concourse here at Parkside during that month, and the newspaper reported on it. Some called us bias because we were reporting on news a staff member of ours was creating, althougb that staff member had nothing to do with the reporting and writing of the story. If the other candidate made news like that, we certainly would have.reported on it. Which brings us to today. After last Thursday's gathering around Union Bridge to either protest abortion or protest the protesters, a lot of people asked me how The Ranger News was going to cover the story. It was disappointing, to say,the least. Questions like, "What side is the newspapergoing to take?" and suggestions such as, "You should make it against the 10-year-olds holding the signs," were flying at me left and right. It was as if they wanted the story to be biased or slanted in a certain direction, While there is a spot for opinions in the newspaper, news is what we provide. it is not our duty to represent a side, but to write a well-rounded story. . The difference is clear in this particular issue of The Ranger News. I'm extremely proud of the front-page story that covered last Thursday's happening-It takes no side, and there are equal quotes from as many perspectives as reasonably possible, Our op-ed section - a forum for opinions of all types - gives a different account on the events of last Thursday. We have an editorial contributed by August-Marie Wagner-Richardson, and Nicholas Michael Ravnikar shares his thoughts on the matter in his weekly editorial, "The Beat Box." Neither shares the same viewpoint, and if a student or faculty member presented an article in favor of the protesters' cause, we surely would have printed it also. We have a clear agenda to push here at The Ranger News: to find information and present it to the community, Nothing more, When our reporters cover a story, they don't let their personal opinions and feelings get involved, When we edit the stories, we questions ourselves on everything from word choices and quotes to whether or not another side needs to be included to make it the well-rounded article it needs to be. I'd like to see more students share their thoughts so that The Ranger News can represent more sides in the opinion section, The easiest way of doing that is by submitting about 100 words on any topic to rangernews@uwp.edu. We'll print it as long as it's not libelous. The other option is to submit an editorial of no more than 750 words on anything recent dealing with UW-Parkside, and if it is a reasonably good editorial, we'll give it a run. I'm also open to community members sharing their thoughts with me, even if they don't necessarily want it to end up in print. Indeed, 1am a student and I have a lot to learn. Unity Prayer for Hurricanes Rita and Katrina BY LARA DAKE Underneath the Union Bridge, approximately 25 people participated ill unity prayers spoken by Rainbow Alliance members for the victims of Hurricanes Rita and Katrina. . . The first prayer took place at noon on September 28, led by Kanika Jones. For those who arrived late, a second prayer was led by Dayvin Hallman at 12:05·p.m. Hallman said, "It is something that is difficult to put into words because it means many different things to many different people. . We forget that our prayer here has more power than any dollar bill we could put down." PAGl7 Sigma Delegates Yet to File Report Students Petition for Wang BY NlCHOLAS MICHAEL RAVNlKAR AND RYAN KAMPHUIS As of Sunday night, delegates to last month's United Council general assembly in Marrionette bad not yet turned in their required reports to the appr~priale campus offices, Last spring, the PSGA judicial branch, in the case of the Coalition of Fairness v. Koss and Sernenas, decided that students who attend any event with expenses paid for by the PSGA segregated fees account must submit a written report on the experiences and knowledge gained while attending. According to the decision. the reports have specific guidelines for format and length and must be turned in within five class days following the event. Each delegate's report must be kept with the'PSGA office, UW-Parkside library, Student Activities and The Ranger News. The judicial decision also stated that failure to submit a report results in. "an indefinite suspension of travel privileges paid by the PSGA segregated fee account until a report meeting the...criteria is submitted." The Ranger News published the judicial decision in the May 13, 2005 issue. BY CHRlSTlNAFANNING Continuing to support Professor George Wang, select students have responded to the appeal made to the Board of Regents by organizing letters of petition in Wang's favor. "Not helping Dr. Wang would be 'denying the reason why I took up both sociology and criminal justice. [ see someone in need and I help," stated student Joseph Duncan in a letter to the Board of Regents regarding why helping Professor Wang is important to him. In addition to letters, supporters have been circulating petitions. The first of which was started on March 25 by Duncan and revised about three weeks ago. Already having nearly a few hundred signatures from students, faculty and staff of the UW- Parkside community, organizers are hoping to gain more by familiarizing people with websites and through articles on hand. "It was very easy to find supporters for a professor that is well-liked and continues to score higher on his teacher evaluations than his peers in his deparlment," stated Duncan in an e-mail. "Everyone wants to do what they can to make sure this teacher remains here and to address the issues ignored by administration ... Dear Ranger News Staff; I realized as I was reading this last issue, (1) that 1 had heen waiting for this issue to see if, and how, you would follow up with a previous story, and "(2)that you had, and (3) that you inserted a "sic" most appropriately in another story, and (4) that I had several stories to read and reflect on, and (5) that The Ranger News has become a very impressive newspaper. I had just read last week's issue thus initially rejected it until I noted a different front page and yon said it is now weekly -- I am delighted! No more old issues just sitting around! Weekly ensnres it will be more in tune, relevant, timely, and will enhance both student and faculty readership and inputs. If the 9.13.05 issue reflects yonr go-forward plan of action, kudos tu you and your staff. This is 'must read' stuff. Keeping students and faculty up-to-date on all things relevant will ensure an enriched UW-P experience -- thanks to The Ranger News! -Peg Fisher First and foremost, thank you both for the positive feedback. It helps us to know our fellow community members are appreciating our efforts. It used to be difficult to get anything but harsh criticism. Back in Fall 2003, there were about three or four staff members making sure the newspaper was published. After one issue in particular (September 26,2003), we were all moping about the office because we only received severe criticism, and it made us all question our involvement with The Ranger News. That was rock bottom for the newspaper, and we slowly, issue by issue, climbed out of the hole. . I was talking with my co-editor Saturday night. and we carne to the conclusion that last year The Ranger News was dedicated to proving its value and credibility to the UW-Parkside community. We even flaunted our pride a little bit. This year, we have no such pretensions and are trying to make it the tightest newspaper possible. This means that every issue needs crisp design, no "fluff' articles, and thorough copyediting. We still have some things to clear up, but we have indeed come a long way, and we certainly are proud. The weekly schedule helps. A biweekly newspaper needs to be formatted more like a magazine, with longer lasting stories and less time-sensitive information. Here is the distinction I draw: a magazine (or biweekly newspaper) is more of a novelty publication, and a newspaper (especially daily or weekly) is more of a necessary publication. At this point in the semester, we've put out five issues. Last year. our fifth issue didn't come out until November. If we are going to continue growing issue by issue, then the weekly schedule is going to help us improve faster. Our primary goal this year is not only to have the UW-Parkside community respect us, but to be proud of us as well. We're going to be entering several national college newspaper contests throughout ?4 the year, and with our staff working hard and maintaining the direction it's going, ~ Q ._ we hope to bring home a commendable award. _ Again, thank you both for taking time to encourage us. On September 29, the Wisconsin State Senate passed Assembly Bill 499, which would make human cloning, and parthenogenesis punishable by Jaw. f On Octnber 3, ~ the stem cell research .. institute located at ! UW-Madison received ~ a $16 million grant 'J' from the National ~~ Institute of Health to t~ <i.J; establish the nation's !~. first and only stem cell bank. Concurrently, Ii UW-Parkside hosted ~ i a forum to discuss j ! the controversy, The Promise and Problems of Stem Cell Research. Some groups, including Wisconsin Right to Life, supported Bill 499 from its earliest stages. . WHITE It seems that for Wisconsin, Indiana, and Illinois college students, new restrictions have been placed on our more than over 200- year-old constitution. On June 20, the federal Seventh Circuit Court of Appeals limited our First Amendment rights. To fully understand this problem, tbere is a large legal web that must be untangled. The most recent example is the case of Hasty vs Carter. In this case, Governors State University student journalists filed a lawsuit against Dean Patricia Carter after she declared that she bad final dictation over their newspaper. Carter also prevented an issue of the paper from being publisbed. Before the Hasty case, conflicts about tbe first amendment and student journalism were settled by the Hazelwood School District vs Kuhlmeir verdict in 1988. Hazelwood School District vs Kuhlrneir resulted in restrictions affecting high school and elementary students, leaving college journalists to still be able to practice their trade without fear of censorship. ", ••••• r· •• ~-, .~.- >-, ., •• ' r , .. , , . , . ~ . . . . .. .." 2 The Ranger News - Letter From The Editor 1 went to the student government meeting last Friday in Molinaro D137, It was the first one I had been to in quite a while. and I was a bit nervous walking in, not only because of the typical government/media relationship, but 1 also figured a number of people would be wondering and speculating about my presence there. My anxiety was eased when a couple senators waved at me and a few even came up to shake my hand, They were glad to see me and unconcerned about my intention for being there, It gave me comfort, even though 1 knew there were other members of PSGA who were specifically avoiding eye contact with me. 1 signed the guest sheet and watched the meeting commence. I realized, as I sat there listening to President Dave Koss and others discuss business, that perhaps The Ranger News was covering PSGA insufficiently. In the past, we've had a reporter go to their meeting and write 300 to 500 words on what was talked about. We called itthe "PSGABeat." Well- rounded as it was intended to be, it only touched briefly on the actions student government was pursuing before moving on to the next paragraph, where maybe a new senator or justice was sworn in. While we are never "out to get" student government, our staff knows they are among the only students who can hold PSGA publicly accountable. But that is not our only role. It became apparent to me for the first time that everything PSGA does deserves its own article, more than the simple paragraphs we have been providing. Unfortunately. looking at past issues. most of the consistent content we provide on student government with substantial information deals with their faults. In my opinion, this is a bias we have held, and now that we have acknowledged it, it is time we straighten it out. We have decided to nix the "PSGA Beat." We will still have a staff member at all student government meetings, but mainly to cultivate story ideas to assign reporters for full-length articles. A rumor has reached me recently that student government representatives are going to start refusing interviews with-our reporters. H this happens. there is no way we can make improvements to our relationship with them, . 1 know President Dave Koss doesn't want the drama of "he said/she said" rumors, and 1 don't either. We only report the truth, and if we are wrong, we will run a correction. That said, I'm standing by every article we have run so far - but readers can expect a more well rounded view of student government from now on. Henry D. AMSLC Comes To UW-Parkside BY KYLE VAN PELT AND TYRAN SAFFOLD JR From Friday, October 7 to Sunday, October 9, more than 300 students from the University of Wisconsin system attended the 2005 American Multicultural Student Leadership Conference (AMSLC) at UW-Parkside. 'This conference is a University-wide conference. Every year it goes from one university to the next:' said Mary Xiong, coordinator of Retention Programs and an advisor for the Office of Mnlticultural Stndent Affairs at UW-Parksicfe. Last year, the event was held in Madison, WI. "This conference often has workshops that deal with career enhancement, racial issues, and helps students find out how to get that perfect job," said Xiong. "Mostly, we have students who are from the bigger universities, verses the smaller universities." Overall, the conference will teach students how to build credit, obtain leadership skills, and'Iearn how to be business professional at an actual job or workplace, things that will be essential to them after graduation. AMSLC kicked off on Friday October 7 with the two-hour Community Service Extravaganza, which took place from 4 to 6 p.m. More than 30 UW-Parkside students, staff, and faculty members volunteered to help out with the workshop. Student organizations that helped out with the event included members from Circle K, Parkside Asian Organization, Black Student Union, and the ladies of Delta Sigma Theta. "Every year, they do a community-service project, and we love community service," said Marie Smith, an advisor for the UW-Parkside Career' Center. "We feel that it is important to give back to the community and to help people in the community, so we are doing numerous projects today. All of the projects will benefit our local community." The Community Service Extravaganza features a number of service projects, which included the following: fleece scarves, woven potholders, inspirational rocks, hand'beaded angels, beaded icicles, beaded candy cane ornaments, reindeer magnets, AMSLC creative expression journals, and greeting cards. Each university attending the event was encouraged to donate the following items: soda tabs, children's books, soup labels, box tops for education, and non-perishable food items. There were nearly 9,500 soda . tabs, 526 canned food items, 432 soup labels, nine children's books, and five box tops for education donated during the event. WI 53141 rangernews@uwp.edu WIPZ Still Seeking FCC Licensure BY JOHN POPPE Nearly five years after former station manager Mike Dicello submitted an application for WIPZ to become licensed by the Federal Communications Conunission (FCC), there remains no movement on the issue. Current station manager Andrew Scheeler has been working with the office of Student Activities in Union 209 as well as Director of Public Relations Dave Buchanan in order to expedite the process and find out why the application 'has not yet been properly reviewed, Since the beginning of the fall semester, Scheeler has been working with the staff of WIPZ to create better promotion for the radio station as well as work on establishing a pnblic demand for the station. A petition, which is currently in circulation, by the key staff of WIPZ seeks to do just that by getting the word out to students as well as informing them of the current struggle with the FCC. Scheeler said that he hopes to gain as many- signatures as possible in order to go to the UW System and the FCC to ask that they start looking into tbe case as soon as possible. FCC licensure is imperative in establishing an independent media source at UW- Parkside that can be taken seriously and offered as an alternative to the enormous media conglomerate of Clear Channel Communications. Once licensed, the potential market-share for WIPZ would be nearly 500,000 people at 1,000 watts of broadcasting power. Currently, WlPZ has been broadcasting to approximately 1,000 people at 18 walls. In essence, licensure would allow UW-Parkside to broadcast to the southern suburbs of Milwaukee as well as down into northern Illinois near the Waukegan area. The potential to pick up more local sponsorships, nationally syndicated shows, and larger broadcast area alone make licensure absolutely necessary. UW-Parkside is located between two of the largest cities in the Midwest, and the ability to gain its own foothold in that market is crucial (0 the survi val and growth ofWIPZ. At the center of this planet is an iron core, which undoubtedly has to do with gravity and keeping everything grounded. Beyond the iron core there are several layers, and existing atop all the layers are various combinations of water and rock that we call oceans, lakes. beaches, mountains and other things. Somehow, life happens on Earth. This is how we began our Wednesday Workshop last week, where we discussed various aspects of leadership. It may have been a silly way to start, but the point. was to get everyone to think about the fact that we are really just humans on Earth, and we define our purpose for being here. What we' do with our lives must somehow include Earth, and although this is terribly obvious, it is often forgotten. Why is it necessary to remember we are on Earth? Several reasons. First, everyone is here, so no matter how rich or poor or advantaged or disadvantaged a person is, he or she is still where everyone else is. Second, there is no reason to ever be shy, because everyone is just here on Earth trying to figure out what humanity is doing. Third, and most importantly, a person who knows where he or she is can better decide where he or she wants to go; in essence, it enables the establishment of goals and priorities. . Ever since we started holding workshops, my co-editor and I have said that they would be worthwhile not only to the newspaper staff, but any student also. While it's true that most of our workshops are centered around the newspaper industry, all the information we put out in 45 minutes or less can be applied to everyday life. For instance, OUf first workshop was on writing news articles. It dealt with research, critical thinking, organizing, and the structure of writing - all of which might be necessary for any job or project. The workshop this Wednesday is on photojournalism. It's not like everyone is going to go out and become a photographer, but the skins that wi11be touched on can certainly. be used by anyone who uses a camera from time to time. In a couple weeks, we'Il have a panel discussion on objectivity in the media, which, again, can be highly insightful information. I'm not throwing out this information as a shameless plug to get more people to OUL workshops. However much I would like to see more students taking advantage of opportunities like these an over campus - whether it is a workshop held by The Ranger News, a VIP Leadership Series event held by Student Activities, or any formal or informal informational presentation by professors and guests here at UW-Parkside - the most I can do is encourage students to take advantage. Every human on Earth win eventually die. It's not that scary if it's aecepted as being inevitable. While we are alive, we have to take direction of our own lives. It's up to us to find purpose one way or 1f Q another. Most of the people who will read this letter are part of an institution of expanding education on Earth. Advocates Supporting Parkside and Educating for Nonviolence (A.S.P.E.N), is ajoint service' that offers support and trains advocates. The Surviving Sexual Assault Advocacy Program (SSAAP) was started in 1991 by the Dean of Students Office in collaboration with Parkside Women's Center, Student Health, and the University Police. This program's name was later changed to ASPEN, adding. domestic violence and stalking to the issues for which advocates are trained. An advocate can be any individual trained to plead the case of another, help with problems, listen, or provide support during the recovery process. Advocates also help by being the mediator between police and victims. Advocates are trained to provide education on different types of assaults. Sexual assault can be unwanted sexual contact, stalking, domestic violence, or dating- relationship violence. Marlene Schlecht, a UW-Parkside officer for 23 years said, "This kind of work is not always easy. I got involved with (ASPEN) while investigating a sexual assault case and thought...1 need help." "Police officers try to stick to the facts and remain unbiased," said Schlecht. She also said that sometimes the questioning process leads to the officers appearing as though they do not believe the victim's story. Spirit Night Cancelled BY MATIDAS D GAUGER & NICK HONECK Following a successful day of events during Discover Asia, the scheduled Ranger Pride Exhibition event was supposed to showcase the students' spirit. If the cheer "We've got spirit. Yes we do. We got spirit. How about you?" was posed as a question to UW-Parkside students, it's not clear what the answer would be. On Saturday, October 15, Fall Fest's Discover Asia prngram presented the Ranger Pride Exhibition at the SAC Center. "Ranger Spirit Night is [the Athletic Department's] contribution to Fall Fest," Assistant Director of Student Activities Stephanie Sirovatka- Marshall stated in an e-mail. Students might remember the event as being previously called the Family Fun Weekend, which was merged with Fall Fest for the first time this year. The Ranger Pride Exhibition, which mirrors events at colleges allover the United States, was made a part of Discover Asia week in order to launch the 2005 UW-Parkside Basketball tearns. A similar event the night before at UW- Milwaukee drew 1,500 students, as reponed by The UWM Post. There was only one problem with UW·Parkside's event, almost no one showed up. "1 want to say ... 10 to 15 people [were present]," said student Carly Surber. "When I arrived. people were already on their way out," Flyers advertising Fall Fest's Discover Asia program were posted throughout the UW-Parkside campus. Albeit in small print, the Ranger Spirit Exhibition was included on all of the signs. "It's absolutely pathetic." said Surber, "I think it could have been advertised better. I don't really think it was advertised separate from Discover Asia." Athletic Director Dave Williams said the event was included on the Discover Asia flyers and not separately advertised because of cost. The Athletic Department's decision not to fund separate advertising was prompted by the belief that the event would be poorly attended. I have grown more through the editor-in-chief position than any other experience I have had - including my academic ~ursuits. Even my time the Army, a huge growing experience for me, cannot match the personality growth I have gone through In the past . two years here at The Ranger News. I have always been a little goofy, but serious about any subject matter that was important to me. Two years ago and for my entire life before that, I was very shy around people I didn't know well. I went around trying not to disagree with anyone and adapting to other people's viewpoints to avoid confrontations. Looking back, I only wanted people to like me, so I would strive to make their day. It was the lifestyle of a sucker. "The editor-in-chief of the newspaper cannot be a sucker or aim to please everyone. While doing what he or she believes fa be right and bein-g as fair as possible is required, there is no way to please everyone while in this position. If the staff of the newspaper is doing its job, and the newspaper intends to provide relevant information for the community whether it is controversial or not, then there will automatically be people who don't like the editor-in-chief. I feel confident in saying that the same concept applies to the head of any organization; if a group disagrees with a resolution passed by the student government senatbrs, they might hold it against the student government president. 'There-are some typical lines I've gotten used to saying since I took on the responsibility of editor-in-chief, such as, "I cannot guarantee that we'll have a reporter covering every story there is," and "We do not accept stories about an organization written by the organization." Every now and then I say things like, "No we are not looking for advice columnists," and there is always, "I'm sony if you thought we were too critical on a recent news story," My personal favorite is, "Thank you for complimenting the paper - I'll pass the word on to our staff." This position requires stamina - physical, mental, and emotiona1. When I began realizing that pleasing everyone was not practical (which didn't mean I had to be impolite), I focused on the more important issue of creating and coordinating a solid, relevant community newspaper. Like any position at the newspaper, it's an experience that can change a person's life. 1 highly encourage anyone who is interested to apply. Henry-D. The idea of getting organiza- tions to work together turned into what is now known as Project Campus Connection or PC(2). PC(2) was created in order to get more students actively in- volved with the organizations on campus as well as to open a new avenue in which two or more or- ganizations can get together to co-sponsor events and help all organizations that are involved. WIPZ Station Manager Andy Scheeler is one of the individuals that has been instrumental in the genesis of this idee by opening up the airwaves every Thursday afternoon between 3:30 and 5:00 p.rn. for the Student Organization Roundtable. The roundtable is a chance for all organizations, regardless of size, to get on the air and pro- mole their events and to give peo- ple who ordinarily do not com- municate much with each other a chance to network with other people. "For the organizations that have been participating, it's been going pretty good," said Scheeler. '1 wish more would take part in it, because it's a great avenue for networking with other organiza- tions. It's for the betterment of all organizations if we work to- gether." The on-air discussion acts as a way to open up lines of dia- logue amongst organizations and to come up with ideas to coordi- nate events with each other. as well as to engender more synergy between all of UW-Parkside's or- ganizations. Afterward, every Thursday night from 7 p.m. to II p.rn., these new ideas can be further made public via WIPZ's new Thursday night programming. This new weekly event has been dubbed WIPZ Underground. Here at The Ranger News, priorities for the rest of the semester are as follows: Finalize the entire weekly production process • Continue enriching our staff's educational experience with our Wednesday workshops Hiring a new editor-in-chief to train during the spring Finishing the semester as strong as we started, if not stronger As I've said many times, creating a periodical is inherently an uphill battle. It doesn't matter how good the newspaper gets, we always have to aim to improve. If we don't constantly strive to be better, we will begin to lose our grip on being a well-produced, well-read and well- respected paper. With that in mind, and in all honesty, it is getting harder to continue the improvement trend. It seems the mountain we are climbing is turning more into plateau, and changes that will improve the newspaper are getting more intricate and time-consuming, not to mention harder on our staff. At an editorial meeting last week, we had a discussion on whether our staff wanted to continue our trend of improvement or stay where we are now. The further improvement option would call for a greater time-commitment by everyone, but also guarantee the most solid possible newspaper by the end of next semester. The option to stay how we are now would quickly allow us to get into a rhythm where we could focus on things outside the newspaper, although we would still be producing a quality student-run publication for the UW-Parkside community. This is not to say there are only two options, because The Ranger News could always go back to the days when we printed everything we received and filled the newspaper mostly with fluff articles. But as readers from allover campus have expressed to me, that isn't what the community wants. . No matter how difficult it gets, my co-editor and I are all about the continuous improvement, but after a discussion between the two of us before the aforementioned editorial meeting took place, we wondered if maybe we were just insane - our lives rotating around nurturing The Ranger News and the UW-Parkside community, We decided we would bring the question to our staff, because if, as leaders, we are doing something that our group doesn't necessarily want then we need to step back and rethink our goals and priorities, So we brought up the option to our editorial staff, making the point that not everyone is an A-plus student, but we are aiming to publish an A-plus newspaper, and if anyone felt more comfortable with liS backing off, then we wanted to know. With overwhelming support from our staff, the answer was clear: we are going to continue striving for improvement by -developing and implementing ideas that will ultimately bring The Ranger News to where we hope it can be - a contender for a national college newspaper award. Given the size of our campus and the lack of an accredited journalism program here, it's obvious we are reaching for the sky, But where else would' we want to reach? The real hope is to feel like we have done the best we could have by the end of the year, and if every week we are able to make the slightest improvement, whether it deals with content issues, layout structure. orthe production process in general, then we will have.accomplished our goal. It is true that we aim for continuous improvement. which means that we want every new issue to be better than the previous one. While indeed we strive to do that, it isn't always possible. The fact that this issue is only eight pages might raise questions in readers' minds. Earlier this week, my co-editor and 1 discussed how we would like to brush this off as "being a slow news week," but we know better. There are plenty of things happening on campus that we are not covering. At this point in the semester, maybe due to, midterms and other added' stress factors, the recruitment, retention and follow-through of our staff has proven to be a more difficult task than anticipated. Another problem we foresee is our ability to print in color. Printing in color is costing us much more than we originally planned for in our budget, and it's likely that we will have to print future- issues in grayscale if we intend to be able to afford printing a weekly newspaper. In my opinion, printing a weekly newspaper in grayscale is more beneficial to the community than printing a bi-weekly newspaper in color. We are currently coming up with themed issues, such as a Winter Issue, Valentine's Day Issue, Spring Break Issue, etc. which will all be printed in color. Ijust hope our readers aren't too disappointed when they pick up a future issue of The Ranger News and see that it is not printed in color. -.. Though our mission statement is new for this year, what it stands for has been true ever since the newspaper's goal to publish relevant and reliable information: The Ranger News strives to inform, educate, and engage the UW-Parkside community by publishing well-written, a~curate student journalism on a weekly basis. The problems with printing in color and only having eight pages of content are things that we can and will troubleshoot by finding more advertisers to help us afford printing in color and recruiting more reporters, photojournalists and graphic artists to take up all the story assignments we have. As for the future improvement goals ofTbe Ranger News, they stretch well beyond this week, next week, and the upcoming semester. We recently had four staff members go to an Associated Collegiate Press media convention in Kansas City, and upon their return, we agreed that the newspaper needs an organizational development committee that will focus on implementing immediate goals and planning end-of-the-year goals, as well as developing five- and ten-year goals. We definitely have a good thing already going, and I am confident that as long as there is a dedicated newspaper staff, the improvement trend will continue for years to come. Henry D. Due to continuing budget cuts. UW-Parkside is being forced to cut back on the number of associate lecturers. Associate lecturers, or commonly known as adjunct professors, are lecturers who teach at UW-Parkside in a part- time role and typically have another career in addition to teaching. They normally hold contracts that are renewed each semester and are also classified as those who are not on a path toward obtaining tenure with the university. "Due to the budget situation they have cut down the number of people teaching in a part-time capacity." -Walter Feldt Secretary of the Faculty Senate According to a non- tenured professor who would only speak on the condition of anonymity, the dismissals are a result of a 2002 spending cut that paved the way for the cuts in part-time lecturers, and their salaries. The measure of not renewing the contracts of these 51 adjunct professors will result in approximately $150,000 in savings for the UW-Parkside budget. In total. UW-Parkside receives approximately eight percent of the total UW system budget but faces a 30 percent cut in its funding, resulting in about a $600,000 budget deficit that must be rectified. ~ "Due to the budget situation they have CUl down the number of people teaching in a part-time capacity," said Interim Secretary of the Faculty Senate Walter Feldt. Although I can't disagree with them and I often consider how far our organization has come, we still have important things to work out. Not only that, but I won't feel like my time at The Ranger News is complete untill ensure the continuous growth of the newspaper for years to come. In last week's "Letter From the Editor," I mentioned how we had four staff members go to an Associated Collegiate Press convention in Kansas City, and. upon their return, we decided to set up a development committee that would focus on establishing goals and finding ways to implement what it takes to reach those goals. I also said that the goals would reach far beyond this semester and next; they would include five- and ten-year goals as well. Many of us on the newspaper staff wish UW-Parkside offered a journalism program, but in a way we feel lucky that it doesn't. Not having the program allows us students to learn in our own way. This has been one of the-greatest things about working with The Ranger News; we don't have faculty breathing down our necks about how we produce journalism. Instead, we learn from making mistakes and working with peers. I have often said that the only way to learn journalism is to do journalism. While all of our reporters will have solid experience on their resume and a good portfolio by the time they leave, it is unfortunate that The Ranger News or UW-Parkside in general gives no recognition to their educational development. One of the things we are working on is making a "newspaper certificate," which will be not accredited through UW-Parkside, but througb UW-Parkside students. As the university grows, maybe it will catch up and offer a journalism certificate, and eventually, a major and a minor, Something our executive reporter, Nick Honeck, bas headed up and already implemented is a news segment on 101.7 FM WIPZ, Parkside's student radio station. My hope is that this is the start of sparking interest in broadcast journalism at our school. At any rate, we are using another medium to further attempt to engage the community by presenting news and information. We are also making an effort to gain an off-campus readership, which will certainly bring an interest to our community from people who forget UW-Parkside is a four-year institution that is only a few miles away. Furthermore, our new development committee is formulating a systematic content analysis for every semester. to include readership surveys and formal staff critiques that will ensure that we exceed goals and continuously improve the product we make and the way it is produced. Beyond all that, we are also working on recruitment initiatives, because we can always use more staff - especially more reporters to cover stories that might otherwise be.overlooked. Our staff has worked hard to bring the newspaper up to the level it is at. There are still random typos and things that need to be worked on, but we have indeed come a long way. PffiA Determined to Change Definition of Intoxicated BY SHERRY NELSEN Following United Council's lead, PSGA is supporting legislation that would add alcohol to the definition of "intoxicant' in sexual assault cases. The current law specifically excludes alcohol from the definition. However, controlled substances or analogs of controlled substances mixed with alcohol are included in the definition. Wisconsin is the only state to exclude alcohol in the definition of intoxicants in sexual assault cases. Mike Marzion, chief of police at UW-Parkside was surprised at the exclusion. "In all other aspects of the law, alcohol is considered an intoxicant," said Marzion. While the motives of excluding alcohol in the definition are unclear, Marzian and PSGA's women's issues director, Zara Dittman, seemed to think that the alcohol industry was most likely behind the reasouing. Dittman said, "This really gets alcohol off the hook." According to Marzian, alcohol is the most widely used drug on college campuses. Dittman also mentioned the prevalence of alcohol on college campuses as a reason to support legislation that would consider alcohol an intoxicant. According to OW·Parkside Police Department statistics, there were two reponed cases of sexual assault on campus between 2002 and 2004. Dillman explained that, even though numbers of sexual assaults seemed low, she thinks many cases go unreported. "[The law] sends a message to women that if you're drunk and you're sexually assaulted, you're liable," said Dittman. If alcohol were included in the definition, it would be classified as an enhancer. An enhancer increases the severity of a charge. According to Marzian, if a person is sexually assaulted under the influence of an intoxicant that makes him or her incapable of making a conscious decision, itraises the degree of crime from a third degree to a second. With support from United Council, PSGA is hoping to find a sponsor for the legislature and pursue support for the change by grass-roots campaigning. BY RYAN KAMPHillS A Wisconsin state assembly bill may allow students, faculty and visitors to UW-Parkside to carry concealed weapons on campus. Assembly Bill 763 would allow legal carry of concealed weapons such as handguns, stun guns, tear gas guns, knives and billy clubs to individuals who are approved both on the state and federal levels. Should the bill pass, individuals would have to apply for a license with the state Department of Justice. The. bill, as written, would permit a person to be armed with a concealed weapon in his or her own home, place of business, or on land owned, leased, or legally occupied by that person. Exemptions to these allowances of concealed weapons include airports, taverns, athletic events and schools for kindergarten through 12th grade. .' One noticeable olDlsston to the exemptions is colleges and universities. If this bill passes and becomes a state law, many new concerns and sihlations would need to be addressed at college campuses across the stale of Wisconsin. Parkside police Chief Michael Manion said, "I don't really know how that would affect the security on this campus directly. I know that it would obviously introduce more guns on campus than we have now. conceivably make every call we go to bave an involvement of having more than one gun there besides the officer's." Manion also said about current practices regarding the potential of weapons on campus. "We're not oblivious to [the possibility of people carrying weapons]," said Manion. M s.ADJUNCT pqe 4. • , 2 The Ranger News November 22, 2005 Letter From The Editor' In the past couple weeks, a few readers have asked me why my editorial is always about the newspaper. I would love to write rants and raves about miscellaneous aspects of Earth and society, and I probably do that a bit in some of my letters, but the focus of the "Letter from the Editor" is to give readers an inside look at what is happening at The Ranger News. After all, a written work needs to have some focus, right? . The newspaper is an educational project for students, and all fulltime students pay for The Ranger News. Because of this, I feel like it is extremely relevant to provide weekly updates on the status of all aspects of the newspaper. On that note, readers beware: no issue will come out next Tuesday. However much I would like to Scrooge the news staff into working on Thanksgiving weekend, I suppose it will be more beneficial for them to take a week off and recuperate after working tirelessly seven days a week for the past 12 weeks. Hell, maybe a short break will bring some sanity back to me as well. At any rate, a brief rest will be good so we can finish the semester strong. Our next issue will come out on December 6. After that, we only have one more issue for this semester. Despite taking this weekend off and, in doing so, not creating a new "Good Copy" for next week, we have successfully made the transition to a weekly newspaper, and we are close to saying we've done it for a whole semester. fn other newspaper news, we will be accepting applications for the 2006-2007 editor-in-chief position through November 28, which is this Monday. The position is open to all students, and if anyone is even remotely interested, I encourage them to apply. The selected applicant will shadow my co-editor and me throughout the spring semester, learning all parts of the newspaper and eventually hiring a staff to work with next fall. As I have noted numerous times, it is an experience like no other. Any position at the newspaper can be extremely valuable. Our news editor, Ryan Kamphuis, was recently hired for an internship with the New York Knicks. He will be working in the marketing department with the Knicks, doing a lot of the same things he is doing with The Ranger News. He said his work on the newspaper made the biggest impression on his new employers, and he has only been with us for about six months. It just goes to show that the opportunities here at UW-Parkside can and do open up future opportunities. With Kamphuis in New York and Opinion Page Editor Sherry Nelsen and Executive Reporter Nick Honeck graduating next month, we are going to need more students to dig in and help us out next semester. This program is centered around teachers who would like to see what colleagues are doing in other classrooms, be observed, and, if wanted, share tips, techniques and ideas for effectively communicating lessons. Development generated from the idea that teacher visits and occasional feedback may benefit junior staff but has since been broadened with a growing interest from year-round teachers who are looking for communication between classes and desiring a chance to sit in on other subjects of interest, as opposed to remaining within assigned courses. "The principal idea is that most teachers at UW-Parkside are very committed to excellence in student learning, and we could serve as sounding boards and inspiration for each other," stated Beth Gronholm in a newsletter for faculty and staff regarding the development of PVP. This is the first time TLC has offered this program in its several years on UW-Parkside's campus, and, with already about a dozen participants. they hopes to "eventually expand to provide documented observations that could beincluded inpromotion and tenure dossiers asanaugmentation to the student evaluation forms." stated Gronholm. This is just to encourage organizations that haven't done as much this year that maybe they have in years past to think about doing some of that stuff. Wbat bas PSGA done tbis year to represent study body's interest? 2 The Ranger News December 6, 2005 Letter From The Editor So here is what I am currently dealing with: a letter from Dave Koss, student government president, stating that r am going tohave to stand before him and a few otber "qualified people" and explain how The Ranger News meets the requirements to be considered a major status organization. Ordinarily, r wouldn't have a problem explaining the importance of the media in a community or society. But I find the initiative by Kess to be extremely hypocritical and even offensive. I'm appalled, really, to say the least. "All of us need to remember that our mission is to serve the students of Parkside," Koss stated in the letter, expressing that he is "severely disappointed" in student organizations so far this year, Because Koss has the audacity to express his disappointment in other organizations, I'm going to step out on a limb and express my severe disappointment in the leaders of the Parkside Student Government Association. The big, end-of-the-semester resolution introduced last week was our student government's attempt to give themselves honor cords for graduation. The resolution basically said anyone who has been in student government for two years deserves honor cords. It will be voted on this Friday, which will be the final meeting of the semester for student government. Our student government claims to serve the students, so how does this resolution do that at all? In fact, how has our student government done more than any other organization to serve the students this semester? I'm the editor-in-chief of the campus newspaper, and I have no idea. Maybe I would have an answer for those questions if the leaders of student government didn't refuse to talk to our reporters. Maybe I would know more if student government gave us meeting minutes and resolutions that are proposed, or at least if they gave these things to us wben.one of our staff members ask for it. And maybe I would know more if we received the reports from all the trips our student government takes to go to United Council meetings that we are supposed to get. We get next to nothing as far as cooperation from PSGA, despite all their talk about working together. Besides the fact that the proposed resolution would totally demean students who bave actually earned honor cords through academic excellence, PSGA is doing a disservice to the community by bringing up resolutions like this instead of tackling real issues. I feel sorry for the members of student government who really are there to serve the community, because instead they have to deal with all this "We are the voice of the students" hullabaloo and rhetoric. Student government has no obligation to stand in front of a committee of "qualified people" for an examination of their status. Instead, it's on the student body to elect or not elect senators and a president and vice president. These people will make decisions for 5,000 students, when less than 400 students vote for any of them, and less than 500 vote at all. But it-wouldn't matter if only 50 students voted, because these people would still be "elected by the student body." So, this is the system we live in. That's why I'm proud to work in the industry I do. The newspaper provides a legitimate service, clearly spelled out in our mission statement, and it is that we strive to inform, educate, and engage the community on a weekly basis. My only hope is that after all this, more students take an active interest in student government and campus politics - making it what they think it should be. In the mean time, I certainly encourage Koss to get a breath of fresh air. It seems to me that, unfortunately, the only educational value members of our student 12 government are getting is learning how to avoid the press and mis-serve their 1f; constituency. Perfect for politicians, I suppose, but not at all close to the proper ~_..<j~-77 progress people should expect from them. - Henry D.
