Allison Phillips and Naomi Buchanan&#13;
walked around campus handing out fly-&#13;
ers and dressed in attire for the play.&#13;

live on campus with air personalities&#13;
Phillnzinga  and Joni Meyers.&#13;
The University  of Wisconsin&#13;
Parks ide Open House, held on Saturday,&#13;
April 25, from 10-2, was a great success.&#13;
Past, present and perspective  students&#13;
from the Kenosha  and Racine area&#13;
attended,  as well as Faculty and Staff.&#13;
Kenosha radio station "95 WilL Rock",&#13;
and this year's Miss Wisconsin also&#13;
attended.&#13;
Admissions  Counselor Joel&#13;
Buschmann  said, " We are happy that&#13;
the Faculty and Staff were very involved&#13;
in this event.i..This  is a great building&#13;
block for next year's Open House."&#13;
Most of the Faculty and Staff were busy&#13;
at tables and walking around meeting&#13;
new people.&#13;
According  to Buschmann  UW-&#13;
P has a major problem, it has a stigma of&#13;
being a commuter  college. This Open&#13;
House makes the community,  present&#13;
students and perspective  students aware&#13;

The Faculty Senate voted on&#13;
the resolution sent by the University&#13;
Committee  which passed, 14-3.&#13;
President Mandley was very&#13;
disappointed  by the Faculty Senate's&#13;
resistance to student representation.&#13;
"If all the other governing bod-&#13;
ies. such as student affairs, academic&#13;
staff and administration,  have student&#13;
representation,  then so should the&#13;
Faculty Senate."  Mandley continued by&#13;
saying, "This is by no means the end of&#13;
the battle with the Faculty Senate for&#13;
student representation.  If I have to pre-&#13;
sent a resolution every month for the rest&#13;
of my term until there is a solid commit-&#13;
ment by the faculty, that is what I will&#13;
do."&#13;
Mandley urges student to take a&#13;
stand because it is your tuition, your fac-&#13;
ulty and your school.&#13;
" I feel that students have a&#13;
right to have a vote in who administers&#13;
education to them," said Mandley.&#13;
President Mandley stated, "I am&#13;
very disturbed by this alternate resolu-&#13;
tion because it had no.real plan to get&#13;
student representation  on the searches."&#13;
In an attempt to bargain with&#13;
the Faculty Senate, President Mandley&#13;
presented a counter-resolution  on the&#13;
floor which asks for only one student, to&#13;
be appointed by PSGA, to sit on the&#13;
committee.&#13;
The Faculty Senate felt that&#13;
PSG A should not hold the power to&#13;
appoint students to these committees  and&#13;
that it should be left up to the depart-&#13;
ment. President Mandley also disagrees&#13;
with this. He feels that PSGA holds&#13;
power over student government.&#13;
Dr. Kinchen, Music&#13;
Department,  made a friendly amendment&#13;
that department  and PSGA have the&#13;
power to appoint this student together.&#13;
The Faculty Senate voted 9-8 for this,&#13;
but this was not two thirds majority so it&#13;
failed. The Faculty Senate then voted&#13;
the counter resolution  for PSGA to&#13;
appoint the student and the vote was 2-&#13;

The Parks ide Student&#13;
Government  Association  unanimously&#13;
passed a resolution  on April 10, recom-&#13;
mending that the Faculty Senate man-&#13;
date that two students sit on Faculty&#13;
Search and Screen Committees.&#13;
Presidents  of PSG A are allowed to make&#13;
resolutions  to the Faculty Senate which&#13;
is composed  of 35 members from all&#13;
departments  who deal with curriculum&#13;
issues and a variety of other tasks.&#13;
On April 21, President of&#13;
PSGA, Corey Mandley, presented a sim-&#13;
ilar version of the resolution to the&#13;
Faculty Senate.&#13;
The original resolution was&#13;
watered down by the University&#13;
Committee,  it stated the Faculty Senate&#13;
shou ld take steps to see that students are&#13;
actively involved  in the searches, but the&#13;
faculty senate does not have to mandate&#13;
that their be student representation.&#13;

Student Voices: Should The&#13;
University Police Carry Guns?&#13;
I am a 17 year old female at&#13;
UW-Parkside.  I live on campus, plan to&#13;
major in criminal justice, and am a&#13;
freshman. My opinion of whether or not&#13;
the UWP police should carry guns or not&#13;
is, yes they should carry guns. I realize&#13;
that most of the students against it argue&#13;
that nothing ever happens here at&#13;
Parks ide. I am from a town of about&#13;
15,000, and that is where NOTHING&#13;
never happens.  I have heard several&#13;
times that Kenosha is part of a drug traf-&#13;
fic ring. Being a future police officer, I&#13;
would worry about the violence that&#13;
comes along with the battle against&#13;
drugs. Sure the students here are not&#13;
causing a problem with the police that&#13;
would require the need for guns, but&#13;
there are several non-students  that drive&#13;
through the campus. My final thought&#13;
would be, if I were pulling someone&#13;
over and all I had was a little can of pep-&#13;
per spray and a night-stick,  I would pray&#13;
that the person doesn't  have a gun under&#13;
his or her seat. I think if the police have&#13;
the proper training with the usage of&#13;
weapons, then they should be able to&#13;
sport them in their holsters.&#13;
I am an African-American,  20&#13;
year old female with a major in English.&#13;
I permanently  reside in Milwaukee,  WI.&#13;
At&#13;
Parks ide,&#13;
we&#13;
rarely see vio-&#13;
lent crimes committed.  The average&#13;
complaints in "Police Beat" are traffic&#13;
violations, personal property thefts, and'&#13;
fire alarms. These things are serious in&#13;
some aspects and to answer these kinds&#13;
of complaints  is University  Police's job.&#13;
However, in the last five issues of&#13;
"Police&#13;
Beat,"&#13;
I have seen only two vio-&#13;
lent crimes.  One of them was a student&#13;
being battered, and the other one was&#13;
harassment of a female student by a for-&#13;
mer boyfriend.  Most of the rest of the&#13;
potentially dangerous crimes on campus&#13;
go unreported.  When are campus crimes&#13;
so violent that police need to have guns&#13;
at their sides?  I feel that with guns, the&#13;
University Police are too intimidating.&#13;
Many students are wondering,  what&#13;
brought on the decision for UWP Police&#13;
to carry guns, and have they had any&#13;
updated training?  In addition to firearm&#13;
safety training, they should also have&#13;
additional sensitivity  training geared&#13;
towards the diversity on our campus.&#13;
They have to deal with people from&#13;
every background,  and some students&#13;
may feel safer when the police have&#13;
guns, but this prompts others to protect&#13;
themselves  from the police.  They&#13;
should consider the students'  past expe-&#13;
riences with police.  A lot of people&#13;
object to the way UWP Police deal with&#13;
their situations,  and feel that by the&#13;
Police having guns that the situations&#13;
can only get worse.  This new rule&#13;
should be further investigated,  and when&#13;
the students are told more about why the&#13;
police have made this decision,  and what&#13;
kind of new training they have had, then&#13;
it should be allowed.&#13;
I am not afraid of the university&#13;
police carrying firearms.  What I am&#13;
afraid of is a situations  where firearms&#13;
would better protect me and they are not&#13;
available  to the police officers on cam-&#13;
pus.  I feel comfort  in the fact that the&#13;
university  police have the proper and&#13;
necessary  tools available  to do their&#13;
jobs.  Their jobs aren't  necessarily  to&#13;
protect us from each other, but from pos-&#13;
sible outside threat.  People other than&#13;
students;  faculty and staff are on or&#13;
around our campus.  Petrifying  Springs&#13;
Park is a prime example.  Many people&#13;
visit Pets Park, and lets face it, we may&#13;
no know too much about them.&#13;
As a commuter,  I sometimes&#13;
have to walk out to my car late at night.&#13;
In addition to the dark, the woods are all&#13;
around our campus  and the distance to&#13;
the parking lots could provide the per-&#13;
fect backdrop  for a crim inal to take&#13;
advantage  of female students  life myself.&#13;
I feel good about having a police force&#13;
on campus, especially  knowing that they&#13;
carry the necessary  weapons  of protec-&#13;
tion.  Who knows what kind of weapon&#13;
a criminal may carry.&#13;
In&#13;
the event of&#13;
something  horrible  like an attack occur-&#13;
ring, I would like the person responsible&#13;
for keeping me safe to have the same&#13;
strength of weapon as an attacker may&#13;
have.&#13;
I also have the confidence  in&#13;
our university  police that they know how&#13;
to use their guns safely and properly.&#13;
The cops on campus are real police offi-&#13;
cers.  They are trained professionals  and&#13;
know what their guns can do.  But they&#13;
are also properly trained how to use&#13;
them and not to use them at all, if possi-&#13;
ble.  I am willing to bet the officers&#13;
dread the day they may have to unhol-&#13;
ster their guns, but also know that it is&#13;
sometimes  a necessary  part of the job.&#13;
I'm glad the police carry&#13;
firearms,  it makes me feel safe. A gun&#13;
can be dangerous  when it is in the wrong&#13;
hands.  But in the hands of trained pro-&#13;
fessionals  like the university  police offi-&#13;
cers, a gun is a useful protection device&#13;
and the danger involved decreases dra-&#13;
matically.  I know we are all now safer&#13;
because the police carry guns, then in&#13;
the past when they did not.&#13;

Xun  (George)    Wang,   of the&#13;
University   of  Wisconsin-Parkside&#13;
Department  of  Sociology/Anthropology,&#13;
conducted  a educational   trip  to the&#13;
People's   Republic   of  China   from  June  24&#13;
10&#13;
July  7,1998.&#13;
A total  of  19 people&#13;
attended  the tour,  three  of which  were&#13;
Parks ide  students.&#13;
Before  the  trip,  the  participants&#13;
engaged  in eight  two-hour   lectures.   In&#13;
the  lectures,   the  students   learned   about&#13;
the geography,  culture  and social  institu-&#13;
tions  of  China   in the  twentieth    century.&#13;
The  leader  of  the  trip,  Wang,  is a&#13;
native  of  China   who  speaks   the  language.&#13;
In addition  to his  30 year  residence  in&#13;
China,   Wang  directed   an  exchange    project&#13;
with  the  People's    University    of  China   in&#13;
1996.&#13;
The  trip  began   in  Beijing   with  a three&#13;
and  one  half  day  visit.   While   in Beijing,&#13;
the  students   visited   The  Great  Wall,  the&#13;
Forbidden   City,  the  Summer   Palace,   the&#13;
Ming  Tomb  (burial   place  of  emperors)&#13;
and  Tiananmen&#13;
Square.    Along   with  these&#13;
stops,  the  participants&#13;
attended   a  lecture&#13;
on Traditional    Chinese    Medicine   and  an&#13;
Acrobatic   Show.&#13;
The  next  stop  on  the  tour  was  to&#13;
Xian,  the  ancient   capital   of  China.    The&#13;
stop  consisted    or  two  and  one  half  days&#13;
and  a trip  to  the  First  Emperor's   Tomb,&#13;
Tera  Cotta   Soldiers,    a Jade  carving   facto-&#13;
ry, craft  market   and  a Tang  Show.   (Tang&#13;
is one  of  the  Chinese   Dynasties)&#13;
.&#13;
Following    Xian  the  trip  moved   to&#13;
Hangzhou,   meaning   Paradise   on  Earth,&#13;
for  two  days.   There,   the  students   visited&#13;
Ling  Yin  Temple   (a  Buddhist   Temple),   a&#13;
Pagoda,   lea  plantation    and  went  on  a boat&#13;
ride  on  the  West  Lake.&#13;
After  Hangzhou,    a one  day  stop  was&#13;
made   in Suzhou.&#13;
Lion  Net  Garden   (pri-&#13;
vate  garden),   Tiger   Hill  (Historical    Site),&#13;
a silk  factory,  an  embroidery&#13;
institute   and&#13;
an  evening   show  detailing   the  Chinese&#13;
tradition   of  music  were  the  items  on  the&#13;
itinerary   for  that  city.&#13;
From  there,  the  trip  went  to Shanghi,&#13;
also  a one  day  stop.    In this  city  the  class&#13;
journeyed    through   the  Old  City  of&#13;
Shanghi,   Yu Garden,   Jade  Buddhist&#13;
Temple   and  a boat  tour  to  see  the  sky&#13;
light  of the  metropolitan&#13;
area.&#13;
The  next  area  on  the  tour  was  a two&#13;
and  one  half  day  adventure    in Guilin&#13;
where  the  class  went  on  a  five  hour  boat&#13;
lour  down  the  Li  River,  Elephant   Trunk&#13;
Hill  and  the  Flute  Cave.&#13;
The  final  destination    was&#13;
to&#13;
Guangzhou.&#13;
In this  city,  the  students&#13;
spent  one  day  exploring    a Buddhist&#13;
Temple   and  the  Museum   of Chinese   Folk&#13;
Art.&#13;
According&#13;
to&#13;
Wang,  the  tour  went&#13;
well.   He  stated  that  the  participants&#13;
enjoyed   the  trip  for  several   reasons.    First,&#13;
they  liked  the  university    tour  rather  than&#13;
an  individual   tour  because   they   had  an&#13;
expert   who  could  help  them  with  the  lan-&#13;
guage  and  the  culture.    They  also  believed&#13;
that  the  class,  taught   by  Wang,  that  was&#13;
held  previous   10 the  trip  was  informative&#13;
and  very  helpful.&#13;
Wang  also  stated  that  he  felt the  stu-&#13;
dents  enjoyed   the  variety   of programs&#13;
offered   while  in China.    For  example,   the&#13;
;spect   of education   was  filled'~'lth'T~;~:":&#13;
tures,   visits  to historic   sites  and  tours  of&#13;
factories.&#13;
It&#13;
also  proved  to  be  very  entertaining.&#13;
The  students   were  allowed   time  to roam&#13;
the  cities  and  participate    in activities   not&#13;
lead  by the  tour.   Some  of  these  activities&#13;
included:&#13;
the  Acrobatic   show  and  shop-&#13;
ping  and  bartering   on  the  streets.    They&#13;
also  went  to evening   dinner   shows.&#13;
Although   the  trip  was  a great  suc-&#13;
cess,  Wang  said  that  he  bel ieved  the  stu-&#13;
dents  would  have  like  to have  more  free&#13;
time,  smaller   lunches  and  an opportunity&#13;
to talk  candidly   with  more  people.&#13;
Ryan  Gleason   and  Katie  Majdoch&#13;
were  two&#13;
tjw-Parkside&#13;
students   who  par-&#13;
ticipated   on  the  trip.   Both  agreed   that  it&#13;
was&#13;
all&#13;
amazing   experience.&#13;
They  attrib-&#13;
uted  much  of the  success   of  the  tour  10&#13;
director,   Wang.   They  stated  that  the&#13;
classes   before  hand  were  very  helpful  and&#13;
that  Wang's   knowledge   of  the  area  proved&#13;
to  be  important.&#13;
Gleason   and  Majdoch   agreed   that&#13;
they  would  take  the  trip  again   in a second&#13;
for  many  reasons.&#13;
"It&#13;
was  a very  reasonable   rate,"  stat-&#13;
ed  Gleason,   "we  stayed   in the  best  hotels,&#13;
ate  the  best  food  and  went  to the  best&#13;
shows  and  it was  all  taken  care  of."&#13;
Along  with  the  low  expenses,   they&#13;
learned   about  the  c,!Jlture.   Both  com-&#13;
mented   on  Beijing   which  has  30  million&#13;
people,   the  historic   sites  and  beautiful&#13;
scenery.    Gleason   thought   that  seeing   all&#13;
of the  ancient   places  was  an  overwhelm-&#13;
mg expenence.&#13;
For  Majdoch,   the  best  part  of the  trip&#13;
was  Guilin.&#13;
"It&#13;
was  beautiful,"   she  said,  "we&#13;
went  on  a boat  tour  through   lime  stone."&#13;
According    to both  students,   the  peo-&#13;
ple  of  China   were  all  very  friendly.   At&#13;
one  point,  a high  school  student&#13;
approached&#13;
Majdoch   so  that  she  could&#13;
practice   her  English.    The  Chinese   tour&#13;
guides   were  also  great.   While  in China,&#13;
Bill  Clinton   was  making  the  same  tour.&#13;
"rhe  gu ides  moved   th ings  around  so  that&#13;
the  Parks ide  tour  was  not  interrupted   by&#13;
the  President's,   visit.&#13;
Although   the  group  was  diverse,&#13;
Gleason   was  disappointed    that  there  were&#13;
only  three  Parks ide students   in atten-&#13;
dance.   A Ithough  the  financial   aid  process&#13;
was  tedious,   it was  far from  impossible&#13;
and  well  worth   it.  The  students   would&#13;

On July  I,  1998, Donald  Cress  came&#13;
to UW-Parkside to take  over  as the new&#13;
Deanof the College  of Liberal  Arts  and&#13;
Sciences.&#13;
Dean Cress oversees   all departments&#13;
except business,   computer    science,   and&#13;
pre-engineering.  This  includes  twenty&#13;
departments and numerous   centers,  such&#13;
as the Women's  Center.&#13;
"You spend  a lot of time  talking  to&#13;
people, helping  departments   to maintain&#13;
quality. My main  role  is to encourage&#13;
departments tn excel,"  he said.&#13;
Cress came  to UW-Parkside   after&#13;
spending twenty-five  years  at Northern&#13;
Illinois University  in Dekalb.   He was&#13;
part of the faculty  in the Philosophy&#13;
department, six years  as chair  of the&#13;
department, and eight  years  as the&#13;
Associate Dean of the College  of Liberal&#13;
Arts and Sciences.&#13;
He knew of UW-Parkside   from his&#13;
friend Richard  Brown.&#13;
"Richard  Brown  came  to UW-&#13;
Parkside from Dekalb.   He was the  for-&#13;
mer Dean of the School  of Business  here.&#13;
Wekept in touch  and  when  the opportu-&#13;
nity arose for me to come  to&#13;
~W-&#13;
Parkside, he advised  me that  it would  be&#13;
a very good  move,"   said  Cress.&#13;
Cress was an associate   dean  for&#13;
Donald   Cress  recently  appointed   Dean&#13;
of tbe  College  of Liberal  Arts  and&#13;
Sciences.&#13;

UW-Parkside  police  continue  to&#13;

Police  and Public  Safety Director  Robert&#13;
Deane  said any student  having  informa-&#13;
tion about  Sundays   incident  should call&#13;
595-2455.&#13;
UW-Parkside  maintenance  workers&#13;
. spent  Monday  painting  the walls  of&#13;
Ranger  Hall  and assessing  other  damage&#13;
left by vandals.  The as-yet unidentified&#13;
suspects  scrawled  statements  like "love&#13;
your  neighbor"  and crude references  to&#13;
drug  use and body parts on walls  and&#13;
destroyed  two exit signs. Cost of the dam-&#13;
age was estimated  at $600.&#13;
"We don":  have a tremendous  prob-&#13;
lem with vandalism,  so when we get it, it&#13;
is frustrating,"  Residence  Life Director&#13;
DeAnn  Stone told the&#13;

UW-Parkside enrolls&#13;
biggest crop of new&#13;
·freshmen in 11,years&#13;

The incoming  freshmen  class at&#13;
the University  of Wisconsin-Parks  ide&#13;
is the largest  in  II  years  and  repre-&#13;
sents a nearly 30 percent increase&#13;
from just- two years ago, according  to&#13;
enrollment  figures  from the  10th day&#13;
of classes.&#13;
. For fall  1998, UW-Parkside&#13;
enrolled  882 degree-seeking   new&#13;
freshmen,  up 7.7 percent  from  819  last&#13;
fall and 29 percent  increase  from  fall&#13;
1996.  Including  new transfer  slu-&#13;
dents,  UW-Parkside  enrolled   1,282&#13;
new degree-seeking   students  for fall&#13;
1998, up from  1,230 last year  and  a 22&#13;
percent  boost  from fall  1996  levels.&#13;
It&#13;
was the largest  group  of degree-seek-&#13;
ing students  since at least  1985.&#13;
The crop  of new freshmen  is the&#13;
largest  since  1988, when  942  new&#13;
freshmen  enrolled.   Since  1989,  the&#13;
number of new freshmen remained&#13;
consistently   in the middle  to high&#13;
700s.  Those  figures  do not include&#13;
continuing  students still classified  as&#13;
freshmen.&#13;
Over  the past  14 years,  the 400&#13;
new transfer  students  enrolled  for fall&#13;
1998 stands .second only  to 411 who&#13;
signed  up for fall  1997.&#13;
The increases  can be attributed to&#13;
more resources  devoted to the&#13;
Admissions  Office and a strong mar-&#13;
keting  and  advertising  plan begun&#13;
prior  to the  1997-98  school  year,&#13;
according  to Admissions  Director&#13;
Chuck  Murphy.&#13;
"These numbers reflect a very&#13;
strong push to boost our recruitment&#13;
advertising  and increase the areas of&#13;
the state that we recruit in, ., Murphy&#13;
said.  "We've expanded recruitment  in&#13;
Wisconsin,  especially  the Fox Valley&#13;
area.  We expanded our recruitment  in&#13;
Illinois  and the Twin Cities  of&#13;
Minnesota."&#13;
The amount  of money  budgeted'&#13;
in Admissions  for travel and&#13;
recruit-&#13;
ment expenses   has  risen  from  $54,000&#13;
prior  to  1996-97  to more  than  $80,000&#13;
this year;  Murphy  said.  An admis-&#13;
sions counselor/recruiter   position  was&#13;
added  on a temporary   basis  in fall&#13;
1996 and made  a permanent   part of&#13;
the staff  in fall  1997.·&#13;
In the past  year,  the Admissions&#13;
Office  has  staffed  nearly  300  high&#13;
school  visits,  more  than  65 college&#13;
fairs/college   nights  at high  schools,&#13;
three  national  college  fairs and 20&#13;
Wisconsin  Education  Fairs around the&#13;
state,  Murphy  said.&#13;
Since  the summer  of  1997, the&#13;
university  has developed  a new mar-&#13;
keting operation  and a comprehensive&#13;
advertising   plan  to raise  its profile&#13;
locally  and  make  UW-Parkside   an&#13;
attractive option  for students living&#13;
outside  southeastern   Wisconsin.   The&#13;
new 40 I-bed  Ranger  Hall,  which&#13;
opened  in fall  1997,  makes  it possible&#13;
to recruit more out-of-area  students,&#13;
Murphy  said.   Ranger  Hall  is full for&#13;
fall.&#13;
The University   places  newspaper&#13;
ads in communities  around the state&#13;
prior to all of its Wisconsin  Education&#13;
Fairs .. Print ads are also run in key&#13;
recruitment  areas  during  the fall and&#13;
spring recruitment  periods,  Murphy&#13;
said.  In August,  UW-Parkside   also&#13;
ran a full-page  color  ad in zoned  edi-&#13;
tions of U.S.  News  and World&#13;
Report's  "America's   Best  Colleges,"&#13;
as well as in Time, Newsweek  and&#13;
Sports  Illustrated.&#13;
The  University   has alsoaired   a&#13;
series of radio ads in Milwaukee,&#13;
Racine,  Kenosha  and northern JIlinois.&#13;
A cable  television   spot  began  running&#13;
locally  in  1998 and  a new 30-second&#13;
commercial   will  air  throughout   1998-&#13;
99 on TCI  of Racine  and Time Warner&#13;
Cable  of Kenosha.&#13;

Parkside,Keating said the University  first&#13;

commitment&#13;
to diversity,  and a&#13;
commitment"to provide education  pro-&#13;
grams,creative and scholarly  activities,&#13;

"Now,what is the vision 1 can cull&#13;
fromsuch lofty, real, and attainable  ideal?&#13;

"Southeastern  Wisconsin is a growth area,&#13;
and [UW-Parkside]  was intended to&#13;
serve ...our local communities,  where 80&#13;
percent do not have a baccalaureate&#13;
degree and 60 pereent...have  not attended&#13;
any higher education.&#13;
"This is missionary territory and this&#13;
campus will become a missionary.to  pro-&#13;
vide the education that a democracy  needs&#13;
to prosper," he said. "We will grow it&#13;
through creative innovation built on our&#13;
strengths,  in partnership with our commu-&#13;
nity&#13;
in&#13;
this vibrant, energetic, economical-&#13;
ly bristling area, with the strengths of our&#13;
faculty, our strong liberal arts and sci-&#13;
ences program, our business program, our&#13;
education  programs."&#13;
After stating the University's  contin-&#13;
ued commitment  to high educational  stan-&#13;
dards-"The  quality of our institution can-&#13;
not be sacrificed'l-Keating  acknowledged&#13;
the need to raise UW-Parkside's  commu-&#13;
nity profile.&#13;
"I have had the privilege of meeting&#13;
with several of the CEO's of major corpo-&#13;
rations here, knowing that they employed&#13;
literally hundreds of our graduates and&#13;
being told well, 'we don't recruit at&#13;
Parkside.'  Then J ticked off two or three&#13;
of their top executive who were graduates&#13;
of this institution.&#13;
"We have to tell our story much bet-&#13;
ter, much clearer, much broader. We have&#13;
to brag about who we are, because after&#13;
all, if we don't brag, then nobody else&#13;
will or even can. We have to brag about&#13;
scholarship,  and we have to brag about&#13;
our research, but we can't do it divorced&#13;
from the mission that we have as a com-&#13;
prehensive  university to serve the public&#13;

Keating said he sees UW-Parkside&#13;
students combining traditional education&#13;
with practical skills. He called this a niche&#13;
UW-Parkside  can carve out for&#13;
itself, with graduates who "can read and&#13;
write and conununicate  and work togeth-&#13;
er, the traditional skills of liberal arts edu-&#13;
cation, wedded with-not altered, but wed-&#13;
ded with-strong minors that allow them to&#13;
walk into the community, to its workplace&#13;
and apply immediately  the skills the&#13;
knowledge and the education they have&#13;
received at this institution," he said.&#13;
The new Chancellor added that turn-&#13;
ing the University's  vision into reality is&#13;
"very do-able." Attaining that reality, he&#13;
went on to say that this requires every-&#13;
one-teachers, administrators,  and stu-&#13;
dents-to contribute.&#13;
"We have problems," he stated. "We&#13;
have to put our heads together, talk dia-&#13;
logue, debate, argue, [and] come to a con-&#13;

Surprisingly,   despite  the $40  million  Starr&#13;
investigation,   the country  has money  to spare  for&#13;
education.   Within  the next  few years,  college&#13;
stu-&#13;
dents  will receive  a break  on their  tuition  costs,&#13;
thanks  to a new  bipatisan  bill.&#13;
The  Higher  Education  Amendments   of&#13;
1998 would  increase  the maximum  allowance   for&#13;
Pell Grants  to $3, I00 per year  by the  1999-2000&#13;
school  year.  The  bill  was  passed  by&#13;
both&#13;
the&#13;
Senate  and the  House  of Representatives   last&#13;
Monday.&#13;
It&#13;
now  goes  to the president  for his&#13;
review.  This  measure  will provide  major  relief  for&#13;
college  student's  pocketbooks&#13;
across&#13;
the country.&#13;
Gradually,  the maximum  grant  allowance  would&#13;
increase  to $5,800  in the 2003-2004  school  year.&#13;
"If I were  allowed  more  money  in grants,&#13;
I wouldn't   have  to borrow  as much  money.&#13;
I&#13;
might  not have  to take  out  loans at all,"   slates&#13;
University  of Wisconsin-Parks   ide student  Katie&#13;
Beaumier.&#13;
The  new  bill  also  will provide  relief  for&#13;
students  who  need  to take  out loans.   Student  loan&#13;
interest&#13;
rates&#13;
would  drop  from  8.25%  to about&#13;
7.5%.  This  drop  in rates  has been  effective  since&#13;
July, the bill has  simply  made  them  offical,&#13;
Students  at UW-Parkside   can  expect  to&#13;
reap the benefits  of this bill  by the  1999-2000&#13;
school  tenn.&#13;
nWe  did&#13;
increase&#13;
Pell&#13;
Grant  recipients&#13;
this past year.   But,  it seems  students  are  unwilling&#13;
to apply  because  they  believe  they won't  receive&#13;
any money.    Every  little  bit helps,  right?"   states&#13;

The  actual  amount  awarded  for Pell&#13;
Grants  increase  only  $IOO;but  this may  make  a&#13;

"The Scarlet Letter" has&#13;
been called the greatest novel&#13;
ever written in the Western&#13;
hemisphere. The story brings a&#13;
woman named Hester Prynne to&#13;
America in colonial times. She&#13;
leaves her husband Roger&#13;
Chillingworth behind, only to&#13;
fall in love with a man named&#13;
Arthur Dimmesdale with whom&#13;
she has a child named Pearl.&#13;
Hester lives in sin for the&#13;
remainder of her life wearing&#13;
the scarlet letter "A" on her&#13;
gown to stand for Adulterer.&#13;
The Nathaniel Hawthorne's&#13;
work has now been turned into a&#13;
play by contemporary play-&#13;
wright Phyllis Nagy.&#13;
English Literature Professor&#13;
James&#13;
S.&#13;
Dean commented&#13;
on&#13;
the most noticeable changes.&#13;
The adaptation by Phyllis Nagy&#13;
takes the focus of the playoff of&#13;
Hester, and places more empha-&#13;
sis on the other three characters.&#13;
Dean notes the length of the&#13;
play versus the novel as a major&#13;
difference. Not just in page or&#13;
time length, but in the obvious&#13;
changes that a play brings. The&#13;
playwright must focus on divid-&#13;
iog the story into scenes, and&#13;
shortening the dialogue. Dean&#13;
stated, "There are no&#13;
long narra-&#13;
tives, and a lot of things have to&#13;
stand for something else."&#13;
Symbolism is another&#13;
important aspect that Nagy uses&#13;
to emphasize the various&#13;
themes. For&#13;
example,&#13;
Dimmesdale and Chillingworth&#13;
both have heart problems in the&#13;
play.&#13;
It&#13;
literally represents med-&#13;
ical problems, but figuratively&#13;
represents both characters diffi-&#13;
culty&#13;
in&#13;
dealing with love.&#13;
Another change in the play&#13;
is the role of Hester's daughter,&#13;
Pearl. The script calls for a&#13;
twentysomething actress to&#13;
play the part of a seven-year-old&#13;
girl. Nagy gave Pearl a second&#13;
function as the.chorus in the&#13;
play.&#13;
Therefore, Pearl had to be&#13;
mature enough to understand&#13;
and discuss the issues at hand.&#13;
An adult portraying Pearl may&#13;
be more believable given the&#13;
perceptions the playwright gives&#13;
her character.&#13;
Dean also noticed Nagy's&#13;
similar portrayal of the colonial&#13;
Salem, Massachusetts, setting.&#13;
However, the play uses contem-&#13;
porary dialogue which 'tints the&#13;
historical setting of the play.&#13;
Dean comment; on the&#13;
adaptation of the play by saying,&#13;
"It&#13;
is an updated version of it,&#13;
and has a modem slant on the&#13;
situation, it's a modem play."&#13;

Luis Venevoglienti  is running  for the&#13;
Segregated  University  Fees Allocation  Committee&#13;
Member-at-Large  seat in the coming elections.  To&#13;
qualify for the seat, a student  must have a 2.0&#13;
grade point average, be in good standing at the&#13;
University,  and be carrying  6 credits.&#13;
Venevoglienti,  who meets the criteria, was the&#13;
chair SUFAC in 1997 and worked hard on orga-&#13;
nizing the SUFAC committee.&#13;
The SUFAC committee,  which is part of&#13;
the Parkside Student Government  Association&#13;
(pSGA),  is responsible  for the budgeting  and allo-&#13;

appeared for the -senator's speech,&#13;

of the gathering were not stu-&#13;
gents but loyal constituents of&#13;
the senator.&#13;
Feingold's speech was tar-&#13;
geted at college students.dis-&#13;
cussing tuition. "When I went to&#13;
school at Madison&#13;
in&#13;
the seven-&#13;
ties, my education cost a total of&#13;
$10,000, including tuition, board,&#13;
and a couple of beers as the&#13;
drinking age then was 18," said&#13;
Feingold.  "But now, that is the&#13;
cost of about one and half sernes-&#13;

Education," said Feingold. "He&#13;
wants to reduce the number of&#13;
Pell grants.&#13;

Pells grants are&#13;
non-repayable tuition grants from&#13;
the government given to students&#13;
who financially qualify,&#13;
Feingold said he has voted for&#13;
federal Pell Grants and Federal&#13;
Work Study. Beside Feingold's&#13;
podium was a placard of differ-&#13;
ent ouores that Neumann has said&#13;
against education stood posted in&#13;
bold print.&#13;
Feingold has one daughter&#13;
who is a freshman in college.&#13;
giving him the experience of&#13;
dealing with the cost of tuition of&#13;
college now. "Higher education&#13;
should not deteriorate into being&#13;
only for the higher classes. We&#13;
.must keep the opportunity ladder&#13;
in place for the young people&#13;
coming behind us," said&#13;
Feingold. "High cost education&#13;
does not fit in with keeping the&#13;
opportunity ladder in place."&#13;
Feingold then began encour-&#13;
aging students to get to the polls&#13;
and vote, ifnot for him then just&#13;
to increase the number of voters.&#13;
"1&#13;
encourage every student to go&#13;
out and tell 25 friends to vote&#13;
u.s.&#13;

keep encouraging- them to&#13;
get to the polls," said Feingold.&#13;

The $lI.9million  needed to successfully&#13;
complete the athletic center will come from&#13;
Parkside students' tuition. Eight dollars each&#13;
semester for twenty years will fund the ath-&#13;
letic project.&#13;
Along with Thompson, several legisla-&#13;
,tors attended the event, including:&#13;

Sexual violence is a phenomenon that&#13;
affects men, women, and children, but&#13;
majority of victims are female. The national-&#13;
ly accepted statistics for the United States are&#13;
that&#13;
1&#13;
in 3 women will be raped in her life-&#13;
time.&#13;
It&#13;
is difficult to know how many people&#13;
are victims of sexual assault because it is the&#13;
most underreported crime in the&#13;
us:&#13;
only 5&#13;
to 20 percent of the crimes are reported to&#13;
officials. Seventy-eight percent of rapes&#13;
committed are done&#13;
by&#13;
someone the victim&#13;
knows. The United States has the highest&#13;
rate of sexual assault in the world, and the&#13;
rate of sexual assault is increasing 4 times&#13;
faster than any other crime rates in the&#13;
nation.&#13;
Although UW-Parkside has the luxury of&#13;
being a very low crime area, the number of&#13;
cases that go unreported have the potential to&#13;
exist. If you are a victim of sexual assault&#13;
there is help out there for you. Can someone&#13;
for help such as a rape crisis hotline (in&#13;
Kenosha 652-4333), the police, a friend, or&#13;
family member. Even if you have waited&#13;

On Oct. 29, the ground breaking' for the&#13;
new Sports and Activity Center brought&#13;
Wisconsin Governor Tommy Thompson and&#13;
an $11.9 million project to the University of&#13;
4:  Wisconsin-Parkside.&#13;
4 :    The 121,126 gross square footage center,&#13;
5:, scheduled to be completed in August 2000,&#13;
will connect to tbe existing athletic structure&#13;
6 :" which opened in 1972 and cost about $2 mil-&#13;
lion.&#13;
The features of the Fieldhouse include:&#13;
200-meter track, three basketball courts, four&#13;
7:  tennis courts, six volleyball courts, two bat-&#13;

ting cages, three classrooms with movable&#13;

partitions, six team, two employee and two&#13;

public locker rooms between the field house&#13;

While at the ground breaking,&#13;

On Thursday, Oct. 29, a group ofmore&#13;
than 50 people met in the Union to "Take .&#13;
Back the Night."&#13;
It&#13;
is an event that started m&#13;
Germany over 20 years ago to protest a&#13;
series of sexual assaults against women. ~he&#13;
event has taken off worldwide, and a parncu-&#13;
lar interest in the event is occuring across&#13;
American college campuses.&#13;
Rallies, speeches, marches, an open&#13;
microphone for victims and w~t~esses to tell&#13;
their stories, and candlelight vigils are all&#13;
part of "Take Back the Night." The UW-&#13;
Parkside event had a surprise visit by   ,&#13;
Democratic Congressional candidate Lydia&#13;
S&#13;
d w&#13;
ho&#13;
spoke out as a parent and&#13;
pottswoo  ,&#13;
citizen against domestic violence and rape.&#13;
hours or days, a phone call may lead to the&#13;
perpetrator being caught and could prevent&#13;
someone .else from becoming a victim.&#13;
As unpleasant as&#13;
it&#13;
may sound, do not&#13;
shower yourself or clean up the crime scene&#13;
after a rape has been committed, for a DNA&#13;
sample could lead to the conviction of the&#13;
rapist. Write down a description of the&#13;
assailant so that you remember as much as&#13;
possible about the rapist.&#13;
The "Take Back the Night" rally occurs&#13;
once every semester on the Uw-Parkside&#13;
campus, but there are people working&#13;
towards justice every day. The MAVERAKS&#13;
(Men Against Violence Educating Racine&#13;
And Kenosha Students) is a campus organi-&#13;
zation that focuses on men's issues and&#13;
working with young men at local schools to&#13;
confront sexual violence. Information about&#13;
this group and other campus organizations is&#13;
available at the Womyn's Center. Stop by and&#13;
ask what you can do to educate yourself and&#13;
others in order to prevent and&#13;
protest&#13;

The goal is to provide a structure  for&#13;
advising that will enhance the quality for&#13;
the student.  DeAnn Stone is the Student&#13;
Li Fe task force chair which looks at the&#13;
opportunities to involve students in extra-&#13;
curricular  activities  within the campus,&#13;
focusing  on on the health  and living&#13;
arrangements of student life and attracting&#13;
and retaining more students on campus.&#13;
Accessibility of Programs and Degree&#13;
is  headed  up  by Don  Cress.   The&#13;
University  is trying to make. classes for&#13;
students more accessible- through certain&#13;
times of the week and day.&#13;

Survey on University Police&#13;
Ratings low among students&#13;

A police officers job is to protect and&#13;
care for hislher community. Enforcing the .&#13;
law is also a big part of a police officers job.&#13;
Many  students  at  the  University  of&#13;
Wisconsin-Parkside don't appreciate or feel&#13;
the need of the campus police.&#13;
A recent survey completed among stu-&#13;
dents and faculty at UW-Parkside found more&#13;
than half were satisfied with the University&#13;
Police.  However,&#13;
in&#13;
general, the students' rat-&#13;
ings were lower than ratings of faculty and&#13;
staff.&#13;
A large portion of students, 57%, have&#13;
never contacted the University Police for&#13;
- assistance.  Students who have had interac-&#13;
tions with the police were less satisfied with&#13;
responding officers&#13;
services than were&#13;
faculty i'nd staff. Most students have only&#13;
contacted the police when they had vehicle-&#13;
related problems.&#13;
The students also think that some of the&#13;
issues that campus police deal with are not of&#13;
great importance. Students rated assaults and&#13;
battery, domestic violence, drug and liquor&#13;
violations, and loud parties as less important&#13;
concerns for police than did faculty and staff.&#13;
A&#13;
few&#13;
students living on campus gave&#13;
their opinions of the University Police. Kate&#13;
Janoska said, "I feel like I'm in jail.  The&#13;
police should only be called in to handle cer-&#13;
tain emergency  situations."  -&#13;
Carrie Card, also a dissatisfied student&#13;
.added, "They're too eager to give out tickets&#13;
to everyone."&#13;
Linda Muftler thinks that the police&#13;
should fmd better ways to spend their time.&#13;
She said, "I-constantly see the police circling&#13;
the Ranger Hall parking lot just looking for&#13;
cars to ticket.&#13;
I'm&#13;
sure there are better things&#13;
they could be doing with their time."&#13;
Robert Deane, head of the University&#13;
Police Department, responded by saying, "I&#13;
think that tbe students are misinformed. We&#13;
patrol the halls to make sure there are no fires&#13;
or problems.  We patrol the parking lots to&#13;
.lllake sure people aren't taking the student's&#13;
parking spots.&#13;
Thi;&#13;
is all part of our job. I&#13;
would think that the students would feel bet-&#13;
ter know that we're doing our job.&#13;

Overall, the students at the University of&#13;
WIsconsin-Parkside  don't see the need for the&#13;
police. Many think that the police should not&#13;
be walking the residence halls or circling the&#13;
parking lots. Some also think that the police&#13;
arejust looking to get students in trouble. At&#13;
any rate, the University Police seem to be fac-&#13;
ing challenges with regard to trust and confi-&#13;
dence.that students have in them.&#13;
