UPPS had a collection of handheld protection devices and alarms for the public to try. Some of Tartuffe's actors, Matthew Schnaare, Matty Winkler, Allison Phillips and Naomi Buchanan walked around campus handing out fly- ers and dressed in attire for the play. .WIlL Rock radio station was live on campus with air personalities Phillnzinga and Joni Meyers. The University of Wisconsin Parks ide Open House, held on Saturday, April 25, from 10-2, was a great success. Past, present and perspective students from the Kenosha and Racine area attended, as well as Faculty and Staff. Kenosha radio station "95 WilL Rock", and this year's Miss Wisconsin also attended. Admissions Counselor Joel Buschmann said, " We are happy that the Faculty and Staff were very involved in this event.i..This is a great building block for next year's Open House." The Faculty Senate voted on the resolution sent by the University Committee which passed, 14-3. President Mandley was very disappointed by the Faculty Senate's resistance to student representation. "If all the other governing bod- ies. such as student affairs, academic staff and administration, have student representation, then so should the Faculty Senate." Mandley continued by saying, "This is by no means the end of the battle with the Faculty Senate for student representation. If I have to pre- sent a resolution every month for the rest of my term until there is a solid commit- ment by the faculty, that is what I will do." Mandley urges student to take a stand because it is your tuition, your fac- ulty and your school. " I feel that students have a right to have a vote in who administers education to them," said Mandley. President Mandley stated, "I am very disturbed by this alternate resolu- tion because it had no.real plan to get student representation on the searches." In an attempt to bargain with the Faculty Senate, President Mandley presented a counter-resolution on the floor which asks for only one student, to be appointed by PSGA, to sit on the committee. The Faculty Senate felt that PSG A should not hold the power to appoint students to these committees and that it should be left up to the depart- ment. President Mandley also disagrees with this. He feels that PSGA holds power over student government. Dr. Kinchen, Music Department, made a friendly amendment that department and PSGA have the power to appoint this student together. The Faculty Senate voted 9-8 for this, but this was not two thirds majority so it failed. The Faculty Senate then voted the counter resolution for PSGA to appoint the student and the vote was 2- Amanda Bulgrin Editor-in-Chief The Parks ide Student Government Association unanimously passed a resolution on April 10, recom- mending that the Faculty Senate man- date that two students sit on Faculty Search and Screen Committees. Presidents of PSG A are allowed to make resolutions to the Faculty Senate which is composed of 35 members from all departments who deal with curriculum issues and a variety of other tasks. On April 21, President of PSGA, Corey Mandley, presented a sim- ilar version of the resolution to the Faculty Senate. Student Voices: Should The University Police Carry Guns? I am a 17 year old female at UW-Parkside. I live on campus, plan to major in criminal justice, and am a freshman. My opinion of whether or not the UWP police should carry guns or not is, yes they should carry guns. I realize that most of the students against it argue that nothing ever happens here at Parks ide. I am from a town of about 15,000, and that is where NOTHING never happens. I have heard several times that Kenosha is part of a drug traf- fic ring. Being a future police officer, I would worry about the violence that comes along with the battle against drugs. Sure the students here are not causing a problem with the police that would require the need for guns, but there are several non-students that drive through the campus. My final thought would be, if I were pulling someone over and all I had was a little can of pep- per spray and a night-stick, I would pray that the person doesn't have a gun under his or her seat. I think if the police have the proper training with the usage of weapons, then they should be able to sport them in their holsters. I am an African-American, 20 year old female with a major in English. I permanently reside in Milwaukee, WI. At Parks ide, we rarely see vio- lent crimes committed. The average complaints in "Police Beat" are traffic violations, personal property thefts, and' fire alarms. These things are serious in some aspects and to answer these kinds of complaints is University Police's job. However, in the last five issues of "Police Beat," I have seen only two vio- lent crimes. One of them was a student being battered, and the other one was harassment of a female student by a for- mer boyfriend. Most of the rest of the potentially dangerous crimes on campus go unreported. When are campus crimes so violent that police need to have guns at their sides? I feel that with guns, the University Police are too intimidating. Many students are wondering, what brought on the decision for UWP Police to carry guns, and have they had any updated training? In addition to firearm safety training, they should also have additional sensitivity training geared towards the diversity on our campus. They have to deal with people from every background, and some students may feel safer when the police have guns, but this prompts others to protect themselves from the police. They should consider the students' past expe- riences with police. A lot of people object to the way UWP Police deal with their situations, and feel that by the Police having guns that the situations can only get worse. This new rule should be further investigated, and when the students are told more about why the police have made this decision, and what kind of new training they have had, then it should be allowed. I am not afraid of the university police carrying firearms. What I am afraid of is a situations where firearms would better protect me and they are not available to the police officers on cam- pus. I feel comfort in the fact that the university police have the proper and necessary tools available to do their jobs. Their jobs aren't necessarily to protect us from each other, but from pos- sible outside threat. People other than students; faculty and staff are on or around our campus. Petrifying Springs Park is a prime example. Many people visit Pets Park, and lets face it, we may no know too much about them. As a commuter, I sometimes have to walk out to my car late at night. In addition to the dark, the woods are all around our campus and the distance to the parking lots could provide the per- fect backdrop for a crim inal to take advantage of female students life myself. I feel good about having a police force on campus, especially knowing that they carry the necessary weapons of protec- tion. Who knows what kind of weapon a criminal may carry. In the event of something horrible like an attack occur- ring, I would like the person responsible for keeping me safe to have the same strength of weapon as an attacker may have. I also have the confidence in our university police that they know how to use their guns safely and properly. The cops on campus are real police offi- cers. They are trained professionals and know what their guns can do. But they are also properly trained how to use them and not to use them at all, if possi- ble. I am willing to bet the officers dread the day they may have to unhol- ster their guns, but also know that it is sometimes a necessary part of the job. I'm glad the police carry firearms, it makes me feel safe. A gun can be dangerous when it is in the wrong hands. But in the hands of trained pro- fessionals like the university police offi- cers, a gun is a useful protection device and the danger involved decreases dra- matically. A total of 19 people attended the tour, three of which were Parks ide students. Before the trip, the participants engaged in eight two-hour lectures. In the lectures, the students learned about the geography, culture and social institu- tions of China in the twentieth century. The leader of the trip, Wang, is a native of China who speaks the language. In addition to his 30 year residence in China, Wang directed an exchange project with the People's University of China in 1996. The trip began in Beijing with a three and one half day visit. While in Beijing, the students visited The Great Wall, the Forbidden City, the Summer Palace, the Ming Tomb (burial place of emperors) and Tiananmen Square. Along with these stops, the participants attended a lecture on Traditional Chinese Medicine and an Acrobatic Show. The next stop on the tour was to Xian, the ancient capital of China. The stop consisted or two and one half days and a trip to the First Emperor's Tomb, Tera Cotta Soldiers, a Jade carving facto- ry, craft market and a Tang Show. (Tang is one of the Chinese Dynasties) . Following Xian the trip moved to Hangzhou, meaning Paradise on Earth, for two days. There, the students visited Ling Yin Temple (a Buddhist Temple), a Pagoda, lea plantation and went on a boat ride on the West Lake. After Hangzhou, a one day stop was made in Suzhou. Lion Net Garden (pri- vate garden), Tiger Hill (Historical Site), a silk factory, an embroidery institute and an evening show detailing the Chinese tradition of music were the items on the itinerary for that city. From there, the trip went to Shanghi, also a one day stop. In this city the class journeyed through the Old City of Shanghi, Yu Garden, Jade Buddhist Temple and a boat tour to see the sky light of the metropolitan area. The next area on the tour was a two and one half day adventure in Guilin where the class went on a five hour boat lour down the Li River, Elephant Trunk Hill and the Flute Cave. The final destination was to Guangzhou. In this city, the students spent one day exploring a Buddhist Temple and the Museum of Chinese Folk Art. According to Wang, the tour went well. He stated that the participants enjoyed the trip for several reasons. First, they liked the university tour rather than an individual tour because they had an expert who could help them with the lan- guage and the culture. They also believed that the class, taught by Wang, that was held previous 10 the trip was informative and very helpful. Wang also stated that he felt the stu- dents enjoyed the variety of programs offered while in China. For example, the ;spect of education was filled'~'lth'T~;~:": tures, visits to historic sites and tours of factories. It also proved to be very entertaining. The students were allowed time to roam the cities and participate in activities not lead by the tour. Some of these activities included: the Acrobatic show and shop- ping and bartering on the streets. They also went to evening dinner shows. Although the trip was a great suc- cess, Wang said that he bel ieved the stu- dents would have like to have more free time, smaller lunches and an opportunity to talk candidly with more people. Ryan Gleason and Katie Majdoch were two tjw-Parkside students who par- ticipated on the trip. Both agreed that it was all amazing experience. They attrib- uted much of the success of the tour 10 director, Wang. They stated that the classes before hand were very helpful and that Wang's knowledge of the area proved to be important. Gleason and Majdoch agreed that they would take the trip again in a second for many reasons. "It was a very reasonable rate," stat- ed Gleason, "we stayed in the best hotels, ate the best food and went to the best shows and it was all taken care of." Along with the low expenses, they learned about the c,!Jlture. Both com- mented on Beijing which has 30 million people, the historic sites and beautiful scenery. Gleason thought that seeing all of the ancient places was an overwhelm- mg expenence. For Majdoch, the best part of the trip was Guilin. "It was beautiful," she said, "we went on a boat tour through lime stone." According to both students, the peo- ple of China were all very friendly. At one point, a high school student approached Majdoch so that she could practice her English. The Chinese tour guides were also great. While in China, Bill Clinton was making the same tour. Although the group was diverse, Gleason was disappointed that there were only three Parks ide students in atten- dance. The Federal Communication Commission (FCC) is laugh on obscene words. The station does not foresee many problems dealing with obscenities on the air due to the $20,000 fine the FCC imposes on the DJ. Modifications made to PSGA constitution Rixey Herron of the Ranger News Staff One of the proposed changes is to increase the hours for food services. According to Mandley, Marriott Food Services and UW-Parkside have been planning to decrease the time food ser- vices are available. Mandley feels that the increase in the student population demands more, not fewer hours for food services. Another proposed constitutional alteration is to increase student represen- tation in the PSG A with the addition of several senators for a total of 40. Fifteen of these will be from organizations at UWP, such as the Parks ide radio station, the Parkside Activities Board, the Ranger newspaper, the Black Student Union, The Native American Club, Latinos Unidos, and the Gay and Lesbian Organization (a complete list of organizations can be found in the student government constitution under article V., Legislative Branch, Section II., Membership). Twenty-four senators are elected at-large and the fortieth member is tbe chairperson of the Faculty Senate. Student discussions on the changes were held September 21 from 10 a.m to noon, I to 2 p.m., and 3 to 5 p.m.; September 22 from 10 a.m. to noon, and 2 to 5 p.m.; September 23 from 10 a.m. to noon and 3 to 5 p.m. The meetings were held in the student government office across from the coffee shop. Parkside Student Government Association (PSGA) senators have lahored since June 1998, modifying the PSG A constitution and by-laws. Voting on the modified constitution will coincide with the election for senate officers. A referendum will be added to the ballot asking students if they are for or against the changed constitution. Dean Cress oversees all departments except business, computer science, and pre-engineering. This includes twenty departments and numerous centers, such as the Women's Center. "You spend a lot of time talking to people, helping departments to maintain quality. My main role is to encourage departments tn excel," he said. Cress came to UW-Parkside after spending twenty-five years at Northern Illinois University in Dekalb. He was part of the faculty in the Philosophy department, six years as chair of the department, and eight years as the Associate Dean of the College of Liberal Arts and Sciences. He knew of UW-Parkside from his friend Richard Brown. "Richard Brown came to UW- Parkside from Dekalb. He was the for- mer Dean of the School of Business here. Wekept in touch and when the opportu- nity arose for me to come to ~W- Parkside, he advised me that it would be a very good move," said Cress. Cress was an associate dean for Donald Cress recently appointed Dean of tbe College of Liberal Arts and Sciences. years at Dekalb but he thought that it was time to show that he could do the job of being the dean. UW-Parkside enrolls biggest crop of new ·freshmen in 11,years Special to the Ranger News The incoming freshmen class at the University of Wisconsin-Parks ide is the largest in II years and repre- sents a nearly 30 percent increase from just- two years ago, according to enrollment figures from the 10th day of classes. . For fall 1998, UW-Parkside enrolled 882 degree-seeking new freshmen, up 7.7 percent from 819 last fall and 29 percent increase from fall 1996. Including new transfer slu- dents, UW-Parkside enrolled 1,282 new degree-seeking students for fall 1998, up from 1,230 last year and a 22 percent boost from fall 1996 levels. It was the largest group of degree-seek- ing students since at least 1985. The crop of new freshmen is the largest since 1988, when 942 new freshmen enrolled. Since 1989, the number of new freshmen remained consistently in the middle to high 700s. Those figures do not include continuing students still classified as freshmen. Over the past 14 years, the 400 new transfer students enrolled for fall 1998 stands .second only to 411 who signed up for fall 1997. The increases can be attributed to more resources devoted to the Admissions Office and a strong mar- keting and advertising plan begun prior to the 1997-98 school year, according to Admissions Director Chuck Murphy. "These numbers reflect a very strong push to boost our recruitment advertising and increase the areas of the state that we recruit in, ., Murphy said. "We've expanded recruitment in Wisconsin, especially the Fox Valley area. We expanded our recruitment in Illinois and the Twin Cities of Minnesota." The amount of money budgeted' in Admissions for travel and recruit- ment expenses has risen from $54,000 prior to 1996-97 to more than $80,000 this year; Murphy said. An admis- sions counselor/recruiter position was added on a temporary basis in fall 1996 and made a permanent part of the staff in fall 1997.· In the past year, the Admissions Office has staffed nearly 300 high school visits, more than 65 college fairs/college nights at high schools, three national college fairs and 20 Wisconsin Education Fairs around the state, Murphy said. Since the summer of 1997, the university has developed a new mar- keting operation and a comprehensive advertising plan to raise its profile locally and make UW-Parkside an attractive option for students living outside southeastern Wisconsin. The new 40 I-bed Ranger Hall, which opened in fall 1997, makes it possible to recruit more out-of-area students, Murphy said. Ranger Hall is full for fall. The University places newspaper ads in communities around the state prior to all of its Wisconsin Education Fairs .. Print ads are also run in key recruitment areas during the fall and spring recruitment periods, Murphy said. In August, UW-Parkside also ran a full-page color ad in zoned edi- tions of U.S. News and World Report's "America's Best Colleges," as well as in Time, Newsweek and Sports Illustrated. Bipartisan Bill Provides Tuition Relief For UWP Students Rebecca Stratman Special to the Ranger News Surprisingly, despite the $40 million Starr investigation, the country has money to spare for education. Within the next few years, college stu- dents will receive a break on their tuition costs, thanks to a new bipatisan bill. The Higher Education Amendments of 1998 would increase the maximum allowance for Pell Grants to $3, I00 per year by the 1999-2000 school year. The bill was passed by both the Senate and the House of Representatives last Monday. It now goes to the president for his review. This measure will provide major relief for college student's pocketbooks across the country. Gradually, the maximum grant allowance would increase to $5,800 in the 2003-2004 school year. "If I were allowed more money in grants, I wouldn't have to borrow as much money. I might not have to take out loans at all," slates University of Wisconsin-Parks ide student Katie Beaumier. The new bill also will provide relief for students who need to take out loans. Student loan interest rates would drop from 8.25% to about 7.5%. This drop in rates has been effective since July, the bill has simply made them offical, Students at UW-Parkside can expect to reap the benefits of this bill by the 1999-2000 school tenn. nWe did increase Pell Grant recipients this past year. But, it seems students are unwilling to apply because they believe they won't receive any money. Every little bit helps, right?" states Assistant Director of Financial Aid, William Henderson. The actual amount awarded for Pell Grants increase only $IOO;but this may make a difference for those currently receive the maxi- mum allowance. Field faces charges , on three counts of first-degree 4 : sexual assault. 4 . A third victim, a 22-year- old Somers' woman, was assaulted along Highway E, just west of Highway 31. Field was picked up on Friday, Oct.16, after violating conditions of his parole. While being held at the Kenosha Public Safety Building, Field gave investigators a verbal admission to having committed the Parkside area assaults as well as a sexual assault occurring in Racine in 1993. Field is currently being held at the Kenosha County Jail. New information which led to the arrest was found with the help of a new FBI data b·ank. Wisconsin State Crime Laboratory personnel submitted the DNA profile of the four matched cases to the FBI data bank. Field arrested for sexual assault "The Scarlet Letter" opens at uWP 7 7 7 7 8 Amanda Bulgrin Of the Ranger News Staff Lisa Long Special to the Ranger News "The Scarlet Letter" has been called the greatest novel ever written in the Western hemisphere. The story brings a woman named Hester Prynne to America in colonial times. She leaves her husband Roger Chillingworth behind, only to fall in love with a man named Arthur Dimmesdale with whom she has a child named Pearl. Hester lives in sin for the remainder of her life wearing the scarlet letter "A" on her gown to stand for Adulterer. The Nathaniel Hawthorne's work has now been turned into a play by contemporary play- wright Phyllis Nagy. English Literature Professor James S. Dean commented on the most noticeable changes. The adaptation by Phyllis Nagy takes the focus of the playoff of Hester, and places more empha- sis on the other three characters. Dean notes the length of the play versus the novel as a major difference. Not just in page or time length, but in the obvious changes that a play brings. The playwright must focus on divid- iog the story into scenes, and shortening the dialogue. Dean stated, "There are no long narra- tives, and a lot of things have to stand for something else." Symbolism is another important aspect that Nagy uses to emphasize the various themes. For example, Dimmesdale and Chillingworth both have heart problems in the play. It literally represents med- ical problems, but figuratively represents both characters diffi- culty in dealing with love. Another change in the play is the role of Hester's daughter, Pearl. The script calls for a twentysomething actress to play the part of a seven-year-old girl. Nagy gave Pearl a second function as the.chorus in the play. Therefore, Pearl had to be mature enough to understand and discuss the issues at hand. An adult portraying Pearl may be more believable given the perceptions the playwright gives her character. Dean also noticed Nagy's similar portrayal of the colonial Salem, Massachusetts, setting. However, the play uses contem- porary dialogue which 'tints the historical setting of the play. Dean comment; on the adaptation of the play by saying, "It is an updated version of it, and has a modem slant on the situation, it's a modem play." The University of Wisconsin-Parkside Drama Department's 1998-99 Plays at Parkside series begins on Friday, 9 Oct. 23, with "The Scarlet 9 Letter." 10 The Nathaniel Hawthorne 10 novel has been transformed into 10 a play and will be performed in II UW-Parkside's Communication Arts Theatre on Oct. 23, 24, 30 and 31 at 7:30 p.m. A matinee will be he.o on Oct. 23 at 10 a.m. The cast includes: Katie Liddicoat as Hester Prynne, Jillian LaVinka as Pearl, Matty Winkler as Chillingsworth, Simon Jon Provan as Rev. SUFAC and PUAB Member-at- Large Rixey Herron Of the Ranger News Staff Luis Venevoglienti is running for the Segregated University Fees Allocation Committee Member-at-Large seat in the coming elections. To qualify for the seat, a student must have a 2.0 grade point average, be in good standing at the University, and be carrying 6 credits. Venevoglienti, who meets the criteria, was the chair SUFAC in 1997 and worked hard on orga- nizing the SUFAC committee. The SUFAC committee, which is part of the Parkside Student Government Association (pSGA), is responsible for the budgeting and allo- cation of segregated fees that come out of student tuition and pays for student programs like the radio station, The Ranger News, the Racine bus service and other at Parkside. The Parkside Union Advisory Board (PUAB) Member-at-Large chair is up for reelec- tion. But according to Corey Mandley, president of the PSG A, "Nobody has run for this position since I've been here. Students usually write in a name for the spot on the ballet." The PUAB Committee is involved with student programming at Parkside. The PUAB member-at-Iarge also is on the Food Service Board. The national- ly accepted statistics for the United States are that 1 in 3 women will be raped in her life- time. It is difficult to know how many people are victims of sexual assault because it is the most underreported crime in the us: only 5 to 20 percent of the crimes are reported to officials. Seventy-eight percent of rapes committed are done by someone the victim knows. The United States has the highest rate of sexual assault in the world, and the rate of sexual assault is increasing 4 times faster than any other crime rates in the nation. Although UW-Parkside has the luxury of being a very low crime area, the number of cases that go unreported have the potential to exist. If you are a victim of sexual assault there is help out there for you. Can someone for help such as a rape crisis hotline (in Kenosha 652-4333), the police, a friend, or family member. Enforcing the . law is also a big part of a police officers job. Many students at the University of Wisconsin-Parkside don't appreciate or feel the need of the campus police. A recent survey completed among stu- dents and faculty at UW-Parkside found more than half were satisfied with the University Police. However, in general, the students' rat- ings were lower than ratings of faculty and staff. A large portion of students, 57%, have never contacted the University Police for - assistance. Students who have had interac- tions with the police were less satisfied with responding officers services than were faculty i'nd staff. Most students have only contacted the police when they had vehicle- related problems. The students also think that some of the issues that campus police deal with are not of great importance. Students rated assaults and battery, domestic violence, drug and liquor violations, and loud parties as less important concerns for police than did faculty and staff. A few students living on campus gave their opinions of the University Police. Kate Janoska said, "I feel like I'm in jail. The police should only be called in to handle cer- tain emergency situations." - Carrie Card, also a dissatisfied student .added, "They're too eager to give out tickets to everyone." Linda Muftler thinks that the police should fmd better ways to spend their time. She said, "I-constantly see the police circling the Ranger Hall parking lot just looking for cars to ticket. I'm sure there are better things they could be doing with their time." Robert Deane, head of the University Police Department, responded by saying, "I think that tbe students are misinformed. We patrol the halls to make sure there are no fires or problems. We patrol the parking lots to .lllake sure people aren't taking the student's parking spots. Thi; is all part of our job. I would think that the students would feel bet- ter know that we're doing our job. II Overall, the students at the University of WIsconsin-Parkside don't see the need for the police. Many think that the police should not be walking the residence halls or circling the parking lots. Some also think that the police arejust looking to get students in trouble. Election Day, Incumbent State Senator Kimberly Plache beat Dave Hazen for the 21st Senate District seat. According to the November 4 Journal Times unofficial vote totals, Plache received 27,277 votes (55%) while Hazen received 21,934 votes (45%), Plache became senator when George Petak was recalled over the Milwaukee Brewers taxation issue. Both Plache and Hazen received their bachelor degrees from Uw-Parkside. Plache received hers in psychology while Hazen received his in account- ing, Plache graduated in 1984, The 21st district includes eastern Racine County. .Incumbent State Representative Robert L. Turner was unopposed, except for some write-in votes. He serves the 61st Assembly District in Racine County, He received his bach- elors degree" in business administration from UW-Parkside in 1976, Incumbent State Representative James Kreuser was elected again to while on the campaign trail and Spottswood appeared at the "Take Back The Night" event on October 29, serve the 64th Assembly District in Kenosha County, He received 12,229 votes'(72%) while Don Ruge received 5,003 votes (28%) according to the Kenosha News web site. Kreuser received his bachelors degree in politi- cal science from UW-Parkside in 1983, Plache, Turner, and Kreuser are Democrats.
