Withthose words, Dr. John (Jack)&#13;
Keatingofficially accepted the leadership&#13;
roleat UW-Parkside. Throughout  his&#13;
acceptancespeech, Keating demonstrated&#13;
agoodsense of Wisconsin history, citing&#13;
BobLafollette's vision of a university  as&#13;
a"laboratoryfor democracy,"  and noting&#13;
Parksidewas founded the same year the&#13;
Green&#13;
Bay Packers won the Super Bowl&#13;
II.&#13;
Healso demonstrated  a good sense of&#13;
humor.At one point, he gently poking fun&#13;
atthechancellors of other UW-System&#13;
schoolswho were present saying, "We are&#13;
ayounguniversity. I look at my col-&#13;
leaguesand you can see they're  much&#13;
olderthan Jam."&#13;
Thevision thing&#13;
Acknowledging the frequent requests&#13;
he'shadto give his "vision"  for UW-&#13;
Parkside,Keating said the University  first&#13;
needsto define its value.  He said those&#13;
valuescould be found on the front page&#13;
ofitscatalog.They are academic  excel-&#13;
lence,a&#13;
commitment&#13;
to diversity,  and a&#13;
commitment"to provide education  pro-&#13;
grams,creative and scholarly  activities,&#13;
andserviceresponsive to the local,&#13;
national,and global communities  which&#13;
we serve."&#13;
"Now,what is the vision 1 can cull&#13;
fromsuch lofty, real, and attainable  ideal?&#13;
Thefirstthing that we must do is...grow&#13;
our enrollment,"  Keating stated.&#13;
"Southeastern  Wisconsin is a growth area,&#13;
and [UW-Parkside]  was intended to&#13;
serve ...our local communities,  where 80&#13;
percent do not have a baccalaureate&#13;
degree and 60 pereent...have  not attended&#13;
any higher education.&#13;
"This is missionary territory and this&#13;
campus will become a missionary.to  pro-&#13;
vide the education that a democracy  needs&#13;
to prosper," he said. "We will grow it&#13;
through creative innovation built on our&#13;
strengths,  in partnership with our commu-&#13;
nity&#13;
in&#13;
this vibrant, energetic, economical-&#13;
ly bristling area, with the strengths of our&#13;
faculty, our strong liberal arts and sci-&#13;
ences program, our business program, our&#13;
education  programs."&#13;
After stating the University's  contin-&#13;
ued commitment  to high educational  stan-&#13;
dards-"The  quality of our institution can-&#13;
not be sacrificed'l-Keating  acknowledged&#13;
the need to raise UW-Parkside's  commu-&#13;
nity profile.&#13;
"I have had the privilege of meeting&#13;
with several of the CEO's of major corpo-&#13;
rations here, knowing that they employed&#13;
literally hundreds of our graduates and&#13;
being told well, 'we don't recruit at&#13;
Parkside.'  Then J ticked off two or three&#13;
of their top executive who were graduates&#13;
of this institution.&#13;
"We have to tell our story much bet-&#13;
ter, much clearer, much broader. We have&#13;
to brag about who we are, because after&#13;
all, if we don't brag, then nobody else&#13;
will or even can. We have to brag about&#13;
scholarship,  and we have to brag about&#13;
our research, but we can't do it divorced&#13;
from the mission that we have as a com-&#13;
prehensive  university to serve the public&#13;

Keating said UW-Parkside is a young&#13;
university that is a maturing and evolving&#13;
to serve the needs of today's students.&#13;
"We clearly know that our students&#13;
are a new wave of students and Corey&#13;
[Mandley, UW-Parkside  Student&#13;
Government President], I'm sure you'll&#13;
agree with that," Keating said. "We have&#13;
an exciting student body here, the second&#13;
most diverse student body in the&#13;
University of Wisconsin's proud system.&#13;
We have to be able to evolve to match the&#13;
challenges that our students, [and] our&#13;
communities  are expecting of us, and we&#13;
will. "&#13;
Keating said he sees UW-Parkside&#13;
students combining traditional education&#13;
with practical skills. He called this a niche&#13;
UW-Parkside  can carve out for&#13;
itself, with graduates who "can read and&#13;
write and conununicate  and work togeth-&#13;
er, the traditional skills of liberal arts edu-&#13;
cation, wedded with-not altered, but wed-&#13;
ded with-strong minors that allow them to&#13;
walk into the community, to its workplace&#13;
and apply immediately  the skills the&#13;
knowledge and the education they have&#13;
received at this institution," he said.&#13;
The new Chancellor added that turn-&#13;
ing the University's  vision into reality is&#13;
"very do-able." Attaining that reality, he&#13;
went on to say that this requires every-&#13;
one-teachers, administrators,  and stu-&#13;
dents-to contribute.&#13;
"We have problems," he stated. "We&#13;
have to put our heads together, talk dia-&#13;
logue, debate, argue, [and] come to a con-&#13;
clusion. [Then] we will move into the&#13;
21st century as a vibrant, just matured&#13;
university. "&#13;

Colleen   LaVinka&#13;

On July  I,  1998, Donald  Cress  came&#13;
to UW-Parkside to take  over  as the new&#13;
Deanof the College  of Liberal  Arts  and&#13;
Sciences.&#13;
Dean Cress oversees   all departments&#13;
except business,   computer    science,   and&#13;
pre-engineering.  This  includes  twenty&#13;
departments and numerous   centers,  such&#13;
as the Women's  Center.&#13;
"You spend  a lot of time  talking  to&#13;
people, helping  departments   to maintain&#13;
quality. My main  role  is to encourage&#13;
departments tn excel,"  he said.&#13;
Cress came  to UW-Parkside   after&#13;
spending twenty-five  years  at Northern&#13;
Illinois University  in Dekalb.   He was&#13;
part of the faculty  in the Philosophy&#13;
department, six years  as chair  of the&#13;
department, and eight  years  as the&#13;
Associate Dean of the College  of Liberal&#13;
Arts and Sciences.&#13;
He knew of UW-Parkside   from his&#13;

UW-Parkside  police  continue  to&#13;

Police  and Public  Safety Director  Robert&#13;
Deane  said any student  having  informa-&#13;
tion about  Sundays   incident  should call&#13;
595-2455.&#13;
UW-Parkside  maintenance  workers&#13;
. spent  Monday  painting  the walls  of&#13;
Ranger  Hall  and assessing  other  damage&#13;
left by vandals.  The as-yet unidentified&#13;
suspects  scrawled  statements  like "love&#13;
your  neighbor"  and crude references  to&#13;
drug  use and body parts on walls  and&#13;
destroyed  two exit signs. Cost of the dam-&#13;
age was estimated  at $600.&#13;
"We don":  have a tremendous  prob-&#13;
lem with vandalism,  so when we get it, it&#13;
is frustrating,"  Residence  Life Director&#13;
DeAnn  Stone told the&#13;
Kenosha News.&#13;

UW-Parkside enrolls&#13;
biggest crop of new&#13;
·freshmen in 11,years&#13;

The incoming  freshmen  class at&#13;
the University  of Wisconsin-Parks  ide&#13;
is the largest  in  II  years  and  repre-&#13;
sents a nearly 30 percent increase&#13;
from just- two years ago, according  to&#13;
enrollment  figures  from the  10th day&#13;
of classes.&#13;
. For fall  1998, UW-Parkside&#13;
enrolled  882 degree-seeking   new&#13;
freshmen,  up 7.7 percent  from  819  last&#13;
fall and 29 percent  increase  from  fall&#13;
1996.  Including  new transfer  slu-&#13;
dents,  UW-Parkside  enrolled   1,282&#13;
new degree-seeking   students  for fall&#13;
1998, up from  1,230 last year  and  a 22&#13;
percent  boost  from fall  1996  levels.&#13;
It&#13;
was the largest  group  of degree-seek-&#13;
ing students  since at least  1985.&#13;
The crop  of new freshmen  is the&#13;
largest  since  1988, when  942  new&#13;
freshmen  enrolled.   Since  1989,  the&#13;
number of new freshmen remained&#13;
consistently   in the middle  to high&#13;
700s.  Those  figures  do not include&#13;
continuing  students still classified  as&#13;
freshmen.&#13;
Over  the past  14 years,  the 400&#13;
new transfer  students  enrolled  for fall&#13;
1998 stands .second only  to 411 who&#13;
signed  up for fall  1997.&#13;
The increases  can be attributed to&#13;
more resources  devoted to the&#13;
Admissions  Office and a strong mar-&#13;
keting  and  advertising  plan begun&#13;
prior  to the  1997-98  school  year,&#13;
according  to Admissions  Director&#13;
Chuck  Murphy.&#13;
"These numbers reflect a very&#13;
strong push to boost our recruitment&#13;
advertising  and increase the areas of&#13;
the state that we recruit in, ., Murphy&#13;
said.  "We've expanded recruitment  in&#13;
Wisconsin,  especially  the Fox Valley&#13;
area.  We expanded our recruitment  in&#13;
Illinois  and the Twin Cities  of&#13;
Minnesota."&#13;
The amount  of money  budgeted'&#13;
in Admissions  for travel and&#13;
recruit-&#13;
ment expenses   has  risen  from  $54,000&#13;
prior  to  1996-97  to more  than  $80,000&#13;
this year;  Murphy  said.  An admis-&#13;
sions counselor/recruiter   position  was&#13;
added  on a temporary   basis  in fall&#13;
1996 and made  a permanent   part of&#13;
the staff  in fall  1997.·&#13;
In the past  year,  the Admissions&#13;
Office  has  staffed  nearly  300  high&#13;
school  visits,  more  than  65 college&#13;
fairs/college   nights  at high  schools,&#13;
three  national  college  fairs and 20&#13;
Wisconsin  Education  Fairs around the&#13;
state,  Murphy  said.&#13;
Since  the summer  of  1997, the&#13;
university  has developed  a new mar-&#13;
keting operation  and a comprehensive&#13;
advertising   plan  to raise  its profile&#13;
locally  and  make  UW-Parkside   an&#13;
attractive option  for students living&#13;
outside  southeastern   Wisconsin.   The&#13;
new 40 I-bed  Ranger  Hall,  which&#13;
opened  in fall  1997,  makes  it possible&#13;
to recruit more out-of-area  students,&#13;
Murphy  said.   Ranger  Hall  is full for&#13;
fall.&#13;
The University   places  newspaper&#13;
ads in communities  around the state&#13;
prior to all of its Wisconsin  Education&#13;
Fairs .. Print ads are also run in key&#13;
recruitment  areas  during  the fall and&#13;
spring recruitment  periods,  Murphy&#13;
said.  In August,  UW-Parkside   also&#13;
ran a full-page  color  ad in zoned  edi-&#13;
tions of U.S.  News  and World&#13;
Report's  "America's   Best  Colleges,"&#13;
as well as in Time, Newsweek  and&#13;
Sports  Illustrated.&#13;
The  University   has alsoaired   a&#13;
series of radio ads in Milwaukee,&#13;
Racine,  Kenosha  and northern JIlinois.&#13;
A cable  television   spot  began  running&#13;
locally  in  1998 and  a new 30-second&#13;
commercial   will  air  throughout   1998-&#13;
99 on TCI  of Racine  and Time Warner&#13;
Cable  of Kenosha.&#13;

Department  of  Sociology/Anthropology,&#13;
conducted  a educational   trip  to the&#13;
People's   Republic   of  China   from  June  24&#13;
10&#13;
July  7,1998.&#13;
A total  of  19 people&#13;
attended  the tour,  three  of which  were&#13;
Parks ide  students.&#13;
Before  the  trip,  the  participants&#13;
engaged  in eight  two-hour   lectures.   In&#13;
the  lectures,   the  students   learned   about&#13;
the geography,  culture  and social  institu-&#13;
tions  of  China   in the  twentieth    century.&#13;
The  leader  of  the  trip,  Wang,  is a&#13;
native  of  China   who  speaks   the  language.&#13;
In addition  to his  30 year  residence  in&#13;
China,   Wang  directed   an  exchange    project&#13;
with  the  People's    University    of  China   in&#13;
1996.&#13;
The  trip  began   in  Beijing   with  a three&#13;
and  one  half  day  visit.   While   in Beijing,&#13;
the  students   visited   The  Great  Wall,  the&#13;
Forbidden   City,  the  Summer   Palace,   the&#13;
Ming  Tomb  (burial   place  of  emperors)&#13;
and  Tiananmen&#13;
Square.    Along   with  these&#13;
stops,  the  participants&#13;
attended   a  lecture&#13;
on Traditional    Chinese    Medicine   and  an&#13;
Acrobatic   Show.&#13;
The  next  stop  on  the  tour  was  to&#13;
Xian,  the  ancient   capital   of  China.    The&#13;
stop  consisted    or  two  and  one  half  days&#13;
and  a trip  to  the  First  Emperor's   Tomb,&#13;
Tera  Cotta   Soldiers,    a Jade  carving   facto-&#13;
ry, craft  market   and  a Tang  Show.   (Tang&#13;

Following    Xian  the  trip  moved   to&#13;
Hangzhou,   meaning   Paradise   on  Earth,&#13;
for  two  days.   There,   the  students   visited&#13;
Ling  Yin  Temple   (a  Buddhist   Temple),   a&#13;
Pagoda,   lea  plantation    and  went  on  a boat&#13;
ride  on  the  West  Lake.&#13;
After  Hangzhou,    a one  day  stop  was&#13;
made   in Suzhou.&#13;
Lion  Net  Garden   (pri-&#13;
vate  garden),   Tiger   Hill  (Historical    Site),&#13;
a silk  factory,  an  embroidery&#13;
institute   and&#13;
an  evening   show  detailing   the  Chinese&#13;
tradition   of  music  were  the  items  on  the&#13;
itinerary   for  that  city.&#13;
From  there,  the  trip  went  to Shanghi,&#13;
also  a one  day  stop.    In this  city  the  class&#13;
journeyed    through   the  Old  City  of&#13;
Shanghi,   Yu Garden,   Jade  Buddhist&#13;
Temple   and  a boat  tour  to  see  the  sky&#13;
light  of the  metropolitan&#13;
area.&#13;
The  next  area  on  the  tour  was  a two&#13;
and  one  half  day  adventure    in Guilin&#13;
where  the  class  went  on  a  five  hour  boat&#13;
lour  down  the  Li  River,  Elephant   Trunk&#13;
Hill  and  the  Flute  Cave.&#13;
The  final  destination    was&#13;
to&#13;
Guangzhou.&#13;
In this  city,  the  students&#13;
spent  one  day  exploring    a Buddhist&#13;
Temple   and  the  Museum   of Chinese   Folk&#13;
Art.&#13;
According&#13;
to&#13;
Wang,  the  tour  went&#13;
well.   He  stated  that  the  participants&#13;
enjoyed   the  trip  for  several   reasons.    First,&#13;
they  liked  the  university    tour  rather  than&#13;
an  individual   tour  because   they   had  an&#13;
expert   who  could  help  them  with  the  lan-&#13;
guage  and  the  culture.    They  also  believed&#13;
that  the  class,  taught   by  Wang,  that  was&#13;
held  previous   10 the  trip  was  informative&#13;
and  very  helpful.&#13;
Wang  also  stated  that  he  felt the  stu-&#13;
dents  enjoyed   the  variety   of programs&#13;
offered   while  in China.    For  example,   the&#13;
;spect   of education   was  filled'~'lth'T~;~:":&#13;
tures,   visits  to historic   sites  and  tours  of&#13;
factories.&#13;
It&#13;
also  proved  to  be  very  entertaining.&#13;
The  students   were  allowed   time  to roam&#13;
the  cities  and  participate    in activities   not&#13;
lead  by the  tour.   Some  of  these  activities&#13;
included:&#13;
the  Acrobatic   show  and  shop-&#13;
ping  and  bartering   on  the  streets.    They&#13;
also  went  to evening   dinner   shows.&#13;
Although   the  trip  was  a great  suc-&#13;
cess,  Wang  said  that  he  bel ieved  the  stu-&#13;
dents  would  have  like  to have  more  free&#13;
time,  smaller   lunches  and  an opportunity&#13;
to talk  candidly   with  more  people.&#13;
Ryan  Gleason   and  Katie  Majdoch&#13;
were  two&#13;
tjw-Parkside&#13;
students   who  par-&#13;
ticipated   on  the  trip.   Both  agreed   that  it&#13;
was&#13;
all&#13;
amazing   experience.&#13;
They  attrib-&#13;
uted  much  of the  success   of  the  tour  10&#13;
director,   Wang.   They  stated  that  the&#13;
classes   before  hand  were  very  helpful  and&#13;
that  Wang's   knowledge   of  the  area  proved&#13;
to  be  important.&#13;
Gleason   and  Majdoch   agreed   that&#13;
they  would  take  the  trip  again   in a second&#13;
for  many  reasons.&#13;
"It&#13;
was  a very  reasonable   rate,"  stat-&#13;
ed  Gleason,   "we  stayed   in the  best  hotels,&#13;
ate  the  best  food  and  went  to the  best&#13;
shows  and  it was  all  taken  care  of."&#13;
Along  with  the  low  expenses,   they&#13;
learned   about  the  c,!Jlture.   Both  com-&#13;
mented   on  Beijing   which  has  30  million&#13;
people,   the  historic   sites  and  beautiful&#13;
scenery.    Gleason   thought   that  seeing   all&#13;
of the  ancient   places  was  an  overwhelm-&#13;
mg expenence.&#13;
For  Majdoch,   the  best  part  of the  trip&#13;
was  Guilin.&#13;
"It&#13;
was  beautiful,"   she  said,  "we&#13;
went  on  a boat  tour  through   lime  stone."&#13;
According    to both  students,   the  peo-&#13;
ple  of  China   were  all  very  friendly.   At&#13;
one  point,  a high  school  student&#13;
approached&#13;
Majdoch   so  that  she  could&#13;
practice   her  English.    The  Chinese   tour&#13;
guides   were  also  great.   While  in China,&#13;
Bill  Clinton   was  making  the  same  tour.&#13;
"rhe  gu ides  moved   th ings  around  so  that&#13;
the  Parks ide  tour  was  not  interrupted   by&#13;
the  President's,   visit.&#13;
Although   the  group  was  diverse,&#13;
Gleason   was  disappointed    that  there  were&#13;
only  three  Parks ide students   in atten-&#13;
dance.   A Ithough  the  financial   aid  process&#13;
was  tedious,   it was  far from  impossible&#13;
and  well  worth   it.  The  students   would&#13;

The University  of Wisconsin&#13;
Parks ide Open House, held on Saturday,&#13;
April 25, from 10-2, was a great success.&#13;
Past, present and perspective  students&#13;
from the Kenosha  and Racine area&#13;
attended,  as well as Faculty and Staff.&#13;
Kenosha radio station "95 WilL Rock",&#13;
and this year's Miss Wisconsin also&#13;
attended.&#13;
Admissions  Counselor Joel&#13;
Buschmann  said, " We are happy that&#13;
the Faculty and Staff were very involved&#13;
in this event.i..This  is a great building&#13;
block for next year's Open House."&#13;
Most of the Faculty and Staff were busy&#13;
at tables and walking around meeting&#13;
new people.&#13;
According  to Buschmann  UW-&#13;
P has a major problem, it has a stigma of&#13;
being a commuter  college. This Open&#13;
House makes the community,  present&#13;
students and perspective  students aware&#13;

The Faculty Senate voted on&#13;
the resolution sent by the University&#13;
Committee  which passed, 14-3.&#13;
President Mandley was very&#13;
disappointed  by the Faculty Senate's&#13;
resistance to student representation.&#13;
"If all the other governing bod-&#13;
ies. such as student affairs, academic&#13;
staff and administration,  have student&#13;
representation,  then so should the&#13;
Faculty Senate."  Mandley continued by&#13;
saying, "This is by no means the end of&#13;
the battle with the Faculty Senate for&#13;
student representation.  If I have to pre-&#13;
sent a resolution every month for the rest&#13;
of my term until there is a solid commit-&#13;
ment by the faculty, that is what I will&#13;
do."&#13;
Mandley urges student to take a&#13;
stand because it is your tuition, your fac-&#13;
ulty and your school.&#13;
" I feel that students have a&#13;
right to have a vote in who administers&#13;
education to them," said Mandley.&#13;
President Mandley stated, "I am&#13;
very disturbed by this alternate resolu-&#13;
tion because it had no.real plan to get&#13;
student representation  on the searches."&#13;
In an attempt to bargain with&#13;
the Faculty Senate, President Mandley&#13;
presented a counter-resolution  on the&#13;
floor which asks for only one student, to&#13;
be appointed by PSGA, to sit on the&#13;
committee.&#13;
The Faculty Senate felt that&#13;
PSG A should not hold the power to&#13;
appoint students to these committees  and&#13;
that it should be left up to the depart-&#13;
ment. President Mandley also disagrees&#13;
with this. He feels that PSGA holds&#13;
power over student government.&#13;
Dr. Kinchen, Music&#13;
Department,  made a friendly amendment&#13;
that department  and PSGA have the&#13;
power to appoint this student together.&#13;
The Faculty Senate voted 9-8 for this,&#13;
but this was not two thirds majority so it&#13;
failed. The Faculty Senate then voted&#13;

passed a resolution  on April 10, recom-&#13;
mending that the Faculty Senate man-&#13;

Presidents  of PSG A are allowed to make&#13;
resolutions  to the Faculty Senate which&#13;
is composed  of 35 members from all&#13;
departments  who deal with curriculum&#13;
issues and a variety of other tasks.&#13;
On April 21, President of&#13;
PSGA, Corey Mandley, presented a sim-&#13;
ilar version of the resolution to the&#13;
Faculty Senate.&#13;
The original resolution was&#13;
watered down by the University&#13;
Committee,  it stated the Faculty Senate&#13;
shou ld take steps to see that students are&#13;
actively involved  in the searches, but the&#13;
faculty senate does not have to mandate&#13;

Student Voices: Should The&#13;
University Police Carry Guns?&#13;
I am a 17 year old female at&#13;
UW-Parkside.  I live on campus, plan to&#13;
major in criminal justice, and am a&#13;
freshman. My opinion of whether or not&#13;
the UWP police should carry guns or not&#13;
is, yes they should carry guns. I realize&#13;
that most of the students against it argue&#13;
that nothing ever happens here at&#13;
Parks ide. I am from a town of about&#13;
15,000, and that is where NOTHING&#13;
never happens.  I have heard several&#13;
times that Kenosha is part of a drug traf-&#13;
fic ring. Being a future police officer, I&#13;
would worry about the violence that&#13;
comes along with the battle against&#13;
drugs. Sure the students here are not&#13;
causing a problem with the police that&#13;
would require the need for guns, but&#13;
there are several non-students  that drive&#13;
through the campus. My final thought&#13;
would be, if I were pulling someone&#13;
over and all I had was a little can of pep-&#13;
per spray and a night-stick,  I would pray&#13;
that the person doesn't  have a gun under&#13;
his or her seat. I think if the police have&#13;
the proper training with the usage of&#13;
weapons, then they should be able to&#13;
sport them in their holsters.&#13;
I am an African-American,  20&#13;
year old female with a major in English.&#13;
I permanently  reside in Milwaukee,  WI.&#13;

Parks ide,&#13;
we&#13;
rarely see vio-&#13;
lent crimes committed.  The average&#13;
complaints in "Police Beat" are traffic&#13;
violations, personal property thefts, and'&#13;
fire alarms. These things are serious in&#13;
some aspects and to answer these kinds&#13;
of complaints  is University  Police's job.&#13;
However, in the last five issues of&#13;
"Police&#13;
Beat,"&#13;
I have seen only two vio-&#13;
lent crimes.  One of them was a student&#13;
being battered, and the other one was&#13;
harassment of a female student by a for-&#13;
mer boyfriend.  Most of the rest of the&#13;
potentially dangerous crimes on campus&#13;
go unreported.  When are campus crimes&#13;
so violent that police need to have guns&#13;
at their sides?  I feel that with guns, the&#13;
University Police are too intimidating.&#13;
Many students are wondering,  what&#13;
brought on the decision for UWP Police&#13;
to carry guns, and have they had any&#13;
updated training?  In addition to firearm&#13;
safety training, they should also have&#13;
additional sensitivity  training geared&#13;
towards the diversity on our campus.&#13;
They have to deal with people from&#13;
every background,  and some students&#13;
may feel safer when the police have&#13;
guns, but this prompts others to protect&#13;
themselves  from the police.  They&#13;
should consider the students'  past expe-&#13;
riences with police.  A lot of people&#13;
object to the way UWP Police deal with&#13;
their situations,  and feel that by the&#13;
Police having guns that the situations&#13;
can only get worse.  This new rule&#13;
should be further investigated,  and when&#13;
the students are told more about why the&#13;
police have made this decision,  and what&#13;
kind of new training they have had, then&#13;
it should be allowed.&#13;
I am not afraid of the university&#13;
police carrying firearms.  What I am&#13;
afraid of is a situations  where firearms&#13;
would better protect me and they are not&#13;
available  to the police officers on cam-&#13;
pus.  I feel comfort  in the fact that the&#13;
university  police have the proper and&#13;
necessary  tools available  to do their&#13;
jobs.  Their jobs aren't  necessarily  to&#13;
protect us from each other, but from pos-&#13;
sible outside threat.  People other than&#13;
students;  faculty and staff are on or&#13;
around our campus.  Petrifying  Springs&#13;
Park is a prime example.  Many people&#13;
visit Pets Park, and lets face it, we may&#13;
no know too much about them.&#13;
As a commuter,  I sometimes&#13;
have to walk out to my car late at night.&#13;
In addition to the dark, the woods are all&#13;
around our campus  and the distance to&#13;
the parking lots could provide the per-&#13;
fect backdrop  for a crim inal to take&#13;
advantage  of female students  life myself.&#13;
I feel good about having a police force&#13;
on campus, especially  knowing that they&#13;
carry the necessary  weapons  of protec-&#13;
tion.  Who knows what kind of weapon&#13;
a criminal may carry.&#13;
In&#13;
the event of&#13;
something  horrible  like an attack occur-&#13;
ring, I would like the person responsible&#13;
for keeping me safe to have the same&#13;
strength of weapon as an attacker may&#13;
have.&#13;
I also have the confidence  in&#13;
our university  police that they know how&#13;
to use their guns safely and properly.&#13;
The cops on campus are real police offi-&#13;
cers.  They are trained professionals  and&#13;
know what their guns can do.  But they&#13;
are also properly trained how to use&#13;
them and not to use them at all, if possi-&#13;
ble.  I am willing to bet the officers&#13;
dread the day they may have to unhol-&#13;
ster their guns, but also know that it is&#13;
sometimes  a necessary  part of the job.&#13;
I'm glad the police carry&#13;
firearms,  it makes me feel safe. A gun&#13;
can be dangerous  when it is in the wrong&#13;
hands.  But in the hands of trained pro-&#13;
fessionals  like the university  police offi-&#13;
cers, a gun is a useful protection device&#13;
and the danger involved decreases dra-&#13;
matically.  I know we are all now safer&#13;
because the police carry guns, then in&#13;
the past when they did not.&#13;

Dr. John Ostheimer is a man&#13;
who enjoys fishing and hiking. He's an&#13;
avid novel reader whose favorite books&#13;
include The Street Lawyer by John&#13;
Grisham and Cold Mountain by Charles&#13;
Frasier.  He and his wife live in south-&#13;
ern Racine. They have three grown chil-&#13;
dren and five grandchildren. Oh, he's&#13;
also the interim chancellor and&#13;
provost/vice chancellor at UW-Parkside.&#13;
Ostheimer was the interim (act-&#13;
ing) chancellor in May and June of 1997&#13;
after Eleanor Smith retired as chancellor&#13;
and before Gordon Lamb arrived to be&#13;
the interim chancellor. Now, Lamb has&#13;
come and gone and Ostheimer is in&#13;
charge again from April until July when&#13;
the new chancellor John Keating arrives.&#13;
Ostheimer's role as interim&#13;
chancellor, he says,&#13;
IS&#13;
"To keep positive&#13;
things going until the new chancellor&#13;
shows up- to keep the ball rolling. To be&#13;
more specific, we're working hard on a&#13;
number of activities that are going to&#13;
increase our&#13;
enrollment,&#13;
increase our&#13;
retention, and build on our diversity, par-&#13;
ticu larly increasing the diversity of fac-&#13;
uIty and staff."&#13;
According to Ostheimer, "The&#13;
provost is the person who is in charge of&#13;
the campus in the absence of the chan-&#13;

cellor." His role as Vice Chancellor "is&#13;
to be responsible for the parts of the uni-&#13;
versity that deal with academic affairs&#13;
and most of the student services." There&#13;

William Streeter who is in charge of&#13;
administration and fiscal affairs, includ-&#13;
ing the Union, the residence halls, the&#13;
bookstore, and the food service.&#13;
Ostheimer holds weekly&#13;
Provost Cabinet meetings with the seven&#13;
main people under him as well as the&#13;
chair of the University Committee (The&#13;
faculty Senate executive committee).&#13;
Those seven people are: Assistant VC&#13;
for Student Services (such as&#13;
Admissions and the Career Center) and&#13;
Dean of Students, Steven McLaughlin;&#13;
Executive Director of Academic Support&#13;
Programs (like Advising) and&#13;
Institutional Research, Diana Sharp;&#13;

Parxside in July 1995. He spent a com-&#13;
nined ten years as the Dean of Arts and&#13;
Sciences at East Tennessee State&#13;
University and University of Colorado at&#13;
Denver. He spent 18years at Northern&#13;
Arizona as a political science professor&#13;
and then chair of the political science&#13;
department. He earned his degrees at&#13;
Yale University.&#13;

The 1998 Student Art Show began on&#13;
April 6, and will run through April 30,&#13;
so there's still time to catch it. This&#13;
years art features UW-Parkside students&#13;
and focuses on 3-D Art and 2-D Art.&#13;
The Art Show was juried by&#13;
Edward C Kalke, a Professor of Art at&#13;
Carthage College. Kalke chose 2/3 of&#13;
the art that was handed in by the stu-&#13;
dents. Artwork didn't make it into the&#13;
show if it was missing basic formal&#13;
design or if it didn't meet the basic tech-&#13;
nical standards considered important by&#13;
Mr.&#13;
Kalke.&#13;
Cash 'awards and gift certifi-&#13;
cates donated by the Art Club, and area&#13;
art&#13;
supply dealers were given out as&#13;
prizes. Kalke looked for student artwork&#13;
that went beyond the influence of&#13;
Parkside's Art Professors. Awards went&#13;
to: John Bergeron, Brenda J. Deshler,&#13;
Patricia Scofield, Ruth Wagner,Andrew&#13;
Baumann, Michele Ulinski, Dorothy&#13;
Reuter, and Robert Collins.&#13;

In The Saddle For Another 24 Hours&#13;

This summer four men are&#13;
exchanging their quiet peaceful vaca-&#13;
tions for a mountain bike race. This is&#13;
not an ordinary bike race. These men&#13;
will be testing limits of bike and body in&#13;
a grueling 24 hour race. A race in which&#13;
their legs and lungs will be pumping so&#13;
hard they feel as if they could exolode&#13;
going up hill While on their way dow'&#13;
the descent will be so steep and rocky .&#13;
the first thing the men will do when the}&#13;
reach the bottom is get their hearts out&#13;
of their throat. This ride does not end&#13;
when the sun goes down. There will be&#13;
no streetlights to guide these riders'&#13;
path. Instead, each rider must use a fif-&#13;
teen watthandle bar mounted light to&#13;
pierce the quiet darkness of the trail&#13;
Meals will be eaten in a rush between&#13;
bike&#13;
maintenance,&#13;
and short naps&#13;
throughout the 24 relay race.&#13;
Riders Keith Boskar, Jeff Loss,&#13;
Todd Tuescher, and Jeff Webster will be&#13;
one team of over a hundred teams par-&#13;
ticipating in The 1998 Newsweek 24&#13;
hour Mountain Bike Team Relay Race.&#13;
The event is taking place on June 6-7, in&#13;
Davis, West Virginia, Granny Gear&#13;
Productions and The American Lung&#13;
Association of West Virginia (ALA) are&#13;
tearning up to help raise money to fight&#13;
lung disease. The primary objective of&#13;
the fund raising effort is to keep children&#13;
from smoking.&#13;
"Everyday 3,000 children begin&#13;
smoking in the United States, of them&#13;
1,000 will die prematurely from smok-&#13;
ing related illnesses," claims Sara&#13;
Crickenberger, Executive Director of the&#13;
American Lung Association of West&#13;
Virginia. Each rider is responsible for&#13;
raising three hundred dollars. These&#13;
pledges will be used the the American&#13;
Lung Association of West Virginia&#13;
(ALA) to provide programs such as the&#13;
Smoke-Free Class of 2000, Tobacco-&#13;
Free Teens, Freedom From Smoking,&#13;
and further efforts to keep cigarettes out&#13;
of children's hands. Webster, age twen-&#13;
ty-three, is currently a resident of&#13;
Racine, and a communication student at&#13;
the University of Wisconsin-Parkside ir&#13;
Kenosha This ISWebster's first yea'&#13;
teammg up with this groups of friends&#13;
from Chicago. Tuescher, age twenty-fie,&#13;
is a former resident of Racine, and a&#13;
University of Wisconsin-Madison gradu-&#13;
ate. Tuescher, who is a veteran of the&#13;
relay race says, "Twenty-four hours of&#13;
Canaan is one of the 'most difficult&#13;
things I have ever completed in my&#13;
.life...&#13;

fun, work hard, and raise money for a&#13;

The men have been training&#13;
since early January for the race. Work&#13;

Moraine state park located in Eagle,&#13;

Ranger Hall is a new facility&#13;
that opened in the fall of 1997. Rooms&#13;
in this hall are designed to be shared by&#13;
two students There is a TV lounge and&#13;
kitchenette&#13;
on each floor. A computer&#13;
lab, laundry room, fitness center and&#13;
study room are located 'on the lower&#13;
level.&#13;
University Apartments is an&#13;
apartment style facility with 4 bedroom&#13;
and 2 bathroom apartments. Each apart-&#13;
ment houses between 6 and 8 students&#13;
Apartments have full sized kitchens&#13;
equipped with a stove, refrigerator, table&#13;
and chairs. The living room area con-&#13;
tains a sofa, chairs and end table. A&#13;
laundry room and TV lounge are located&#13;
in the center of this facility&#13;
Students already living on earn&#13;
pus have had the opportunity tQsign uo&#13;
for rooms and now other UW-Parkside&#13;
students will have the same chance.&#13;
DeAnn Stone, Director of Residence&#13;
Life, said that they are taking a different&#13;
approach to reserving rooms. Current&#13;
student will now have preference over&#13;
in-coming freshman, whereas in the past&#13;
It was a first come, first serve baSIS. Of&#13;
the 798 rooms available, there are&#13;
approximately half of the rooms still&#13;
open.&#13;
Interested students should stop&#13;
in the Residence Life Office in Ranger&#13;
Hall between April 27th and May 8th. A&#13;
$50 security deposit is required.&#13;

Sash a Radojevich&#13;
A University of Wisconsin-&#13;
Parkside adjunct professor, often goes&#13;
unnoticed in the communication field for&#13;
her talent in teaching the theoretical&#13;
development aspect of organizational&#13;
theory and the social action theory.&#13;
Professor Jo-Anne Fogle, UW-Parkside's&#13;
communication department, is one of the&#13;
few faculty members who have devoted&#13;
her time and career into learning and&#13;
lecturing about the concept of&#13;
Coordinated Management of Meaning&#13;
(CMM). When asked to explain what&#13;
Coordinated Management of Meaning is&#13;
Fogle replied, "Coordinated&#13;
Management of Meaning is the ideas&#13;
that from birth onward we learn certain&#13;
information about how to behave and we&#13;
also learn certain information about who&#13;
we are."&#13;
Fogle is no stranger to the&#13;
University of Wisconsin-Parkside.  She&#13;
began her career teaching communica-&#13;
tion at the university in 198I-1985 as a&#13;
part-time faculty member. She then later&#13;
returned to the communication depart-&#13;
ment at UW-Parkside as a last minute&#13;
replacement for an associate professor in&#13;
the Fall of 1998. She now currently&#13;
holds the status of a part-time adjunct&#13;
professor, but hopes to be promoted as a&#13;
full-time faculty member in the near&#13;
future.&#13;
Fogle teaches such classes as&#13;
"Approaches to the Study of&#13;
Communication)" "Organizational&#13;
Communication," and is currently teach-&#13;
ing "Communication  and Gender." She&#13;
has also published numerous scholarly&#13;
articles including "Dance Along a Tight&#13;
Rope" and "The Multiple Realities of&#13;
Everyday Life: One Conversation;&#13;
Three Viewpoints."&#13;
"I find her courses very intel-&#13;
lectual and stimulating, as well as fun,"&#13;
replied Kerri Bachler, a former student&#13;
of Fogies.&#13;
A few things that Fogle enjoys&#13;
about teaching at UW-Parkside include&#13;
being able to interact with young college&#13;
students about ideas, sharing with the&#13;
students what she has learned and hav-&#13;
ing the opportunity to learn more, and,&#13;
most importantly, being just around the&#13;
students.&#13;
Professor Fogle offers a few&#13;
words of advice to her brights students&#13;
at UW-Parkside.  "Working hard in aca-&#13;
demics can be fun and rewarding at the&#13;
same time," and lastly she, "Welcomes&#13;
all freshmen students the opportunity to&#13;
take her fun freshmen seminar class with&#13;
her next semester."&#13;
In her graduate years Fogle was&#13;
awarded a full fellowship at the State&#13;
University of New York at Buffalo. She&#13;
was the only students in social sciences,&#13;
at that time ever, to have received the&#13;
full fellowship funding for two years in&#13;
a&#13;
row.&#13;
Fogle holds a bachelor's degree&#13;
in interpersonal and interdisciplinary&#13;
communication from State University&#13;
College at Brockport-New York. She&#13;
also has received a master's degree in&#13;
communication and a doctorate from&#13;
SUNY at Buffalo.&#13;

City of Kenosha's  cable company,  chan-&#13;
nel  19, will be bringing  updates  about&#13;
how everything  is coming  along.&#13;
On May 8, at  12:00pm,  in the&#13;
Union  104 Wisconsin  Parkside  put on&#13;
another  Soup  N'  Substance  program.&#13;
This  lecture  talked  about the&#13;
"Revitalization   of Kenosha."   Kenosha's&#13;
mayor  John Antaramian   led the discus-&#13;
sion.&#13;
He began  the discussion  by&#13;
talking  about  the improvements   that&#13;
Kenosha  has  undergone  in the  last sever-&#13;
al years.   These  issues dealt  with two&#13;
new  industrial  parks that  have  been&#13;
built,  crime  being at an all time  low&#13;
since  1992, getting  tougher  with  land-&#13;
lords  and homeowners,   and on the infra-&#13;
structure  issue.&#13;
The most important  aspect  of&#13;
the meeting  had to do with the new pro-&#13;

Last Friday,  PSGA introduced&#13;
two more advisors  in addition  to the cur-&#13;
rent one,  a new  Resolution  and more&#13;
SUFAC seats  were  filled. (This week  the&#13;
Resoultion  was passed.  See below.)&#13;
The  two new advisors  are&#13;
Assistant  to the Chancellor  for Equity and&#13;
Diversity,  Chari one  Westerhaus,  and&#13;
Chief  of the  University  of Parkside&#13;
Police,  Robert  Deane.  Dean of Students,&#13;
Stephen  McLaughlin,   is the current  advi-&#13;
sor and will also  be next semester's  advi-&#13;
sor.&#13;
A Resoultion  is a suggestion&#13;
made to the student  body (all the senators)&#13;
regarding  anything  that affects  students  on&#13;
campus.  PSGA  introduces  it at a meeting,&#13;
discusses  it at the next meeting,  then&#13;
votes  to pass or fail at the second  or third&#13;
meeting.&#13;
President  Corey  Mandley  intro-&#13;
duced  the Resoultion  this week.&#13;
It&#13;
said&#13;
that UW-P doesn't  have students  on UW-&#13;
P's Faculty  Search  and Screen&#13;
Committees  (A S &amp;S Committee  hires&#13;
new professors,  faculty, and administra-&#13;
tion  personnel),  and we need two students&#13;
admitted on all Faculty  Search and Screen&#13;
Committees,  one of which would be a&#13;
minority student. Other  UW system&#13;
schools allows students  to be on their&#13;
committees,  and so should UW-P. It also&#13;
said that PSGA will pick the students who&#13;
will be on those  Committees,  [so the deci-&#13;
sion is not left up to the faculty and staff,&#13;
but to the students  at UWPj.&#13;
At this week's  PSGA meeting,  .&#13;
the Resolution  passed through  PSGA. I&#13;
asked Corey when this would go into&#13;
effect. He said, "As soon as we get the&#13;
Fauclty Search &amp; Screen Committee  to&#13;
approve  it." He said he would present it at&#13;
the next S&amp;S Committee  meeting. The&#13;
next S&amp;S meeting  is April 21 at 3,30 in&#13;
MOLN 0137.   All students  are welcome&#13;
to attend. When the S&amp;S Committee&#13;
approves  it, it will be placed  in the&#13;
Wisconsin Parks ide Search and Screen&#13;
Committee  For Faculty, Staff, and&#13;

Lastly, SUFAC is the committee&#13;
that handles all segregated  fees (fees we&#13;
pay with our tuition).  Three  SUFAC&#13;

The commencement   ceremony&#13;
for current  graduates  will be held on&#13;
May  17, 1998 at 2pm in the Sports  and&#13;
Activity  Center.    Potential  May and&#13;
August  graduates  are currently  being&#13;
certi tied by the Student  Records  Office&#13;
and those  graduates  will receive  a mail-&#13;
ing&#13;
with&#13;
information  and instructions&#13;
regarding  the ceremony.   Officials&#13;
expect  about  450  students  will be eligi-&#13;
ble for graduation.    Because  of the limit-&#13;
ed capacity  of the Sports and Activity&#13;
Center,  graduates  are asked to limit the&#13;
number  of guests.   Graduates  who were&#13;
eligible  but unable  to participate  in the&#13;
December,  1997 commencement  may&#13;
take part in the May, 1998 commence-&#13;
ment ceremony.&#13;

Notice  and Demand  for payment  mailed  to student  for a NSF  check&#13;
submitted  in payment  of a parking  citation.&#13;
acquainted  with some of the basic tenets of&#13;
Christianity.  And because of my Biblical&#13;
education, a number of things which he had&#13;
maintained sounded suspicious at the very&#13;
least.  One comment he had made which I&#13;
hold most suspect, is his challenge to the&#13;
authority of the Apostle Paul and the inspi-&#13;
ration of the Pauline Epistles.  The minister&#13;
had asserted that Paul added his own opin-&#13;
ion on matters of homosexuality  in the&#13;
first&#13;
chapter of Romans.  The suggestion of Paul&#13;
inserting his own opinion, I think, is a posi-&#13;
tion highly dangerous for any Christian to&#13;
maintain.  The reason being, how can the&#13;
Christian reasonably distinguish between&#13;
which New Testament passage is inspired&#13;
by God and which is inspired by man?&#13;
Certainly it can be noted that each person&#13;
differs in their aspects of discernment.  The&#13;
minister's reply to this was,&#13;
"Let&#13;
your con.&#13;
science&#13;
be&#13;
the judge." Now to me, this is&#13;
an odd position to maintain  because I&#13;
understand the philosophy  of human con-&#13;
science and it is a tricky matter.&#13;
Firstly, a person's  conscience may&#13;
indicate what is right or what is wrong, but&#13;
it does not follow that a person will abide&#13;
by it.  Secondly, a person' conscience  is&#13;
absolutely  private, so there is no way to&#13;
make certain whether and individual  will&#13;
reveal what their conscience truly  indicates;&#13;
and in an attempt to find this truth only&#13;
leads back to the integrity of the person&#13;
involved, which in this case, is already&#13;
under scrutiny.  Thirdly, the Heterosexual's&#13;
conscience may tell him that homosexuality&#13;
activity is wrong, whereas the homosexu-&#13;
al's conscience may tell him that homosex-&#13;
ual activity is right.  If this is the case, then&#13;
the conscience certainly seems to be condi-&#13;
tioned by many factors.  Such factors can&#13;
be a person's  cultural background,  a per-&#13;
son's upbringing, or even a person's  moral&#13;
training.&#13;
In any case, the Christian who&#13;
believes that an individual's  conscience&#13;
should judge the validity of certain scrip-&#13;
tures, presupposes that people will have the&#13;
integrity to conform to the laws of their&#13;
conscience.  Second,&#13;
if&#13;
the conscience  is&#13;
conditioned  by the environment,  then it&#13;
would  not serve as a tool to assess objec-&#13;
tively what is right or what is wrong,  but&#13;
rather it would be a tool which may mis-&#13;
lead the operator  subjectively  into self-&#13;
deception.   And most importantly  to the&#13;
Christian,  it should  be noted that a&#13;
Christian's  conscience  is to be refined by&#13;
the use of scripture,  and not the scripture&#13;
that is to be refmed  by the use of a&#13;
Christian's conscience.  Ifnot taken&#13;
seri-&#13;
ously, this minister's  view can grant indi-&#13;
viduals  unlimited  power to extract  from the&#13;
scriptures  what they wish, and to exclude&#13;
scriptures  which do not confirm  to their&#13;
preconceived  notions.  The notion that Paul&#13;
inserted  his personal  opinion  about homo-&#13;
sexual  relations  is untenable  for Christians.&#13;
For if so, then one could easily  maintain&#13;
that Matthew  inserted his own opinion  on&#13;
whether  the Sermon  on the Mount really&#13;
occurred.   Maybe  Mark inserted  his own&#13;
opinions  about particular  parables  given by&#13;
Jesus.  Perhaps  John inserted his own opin-&#13;
ion about Christ's  divinity or even his res-&#13;
urrection  for that matter.  Ultimately,  to&#13;
Bible believing  Christians,  this view conve-&#13;
niently delimits  God's  authority  in the New&#13;
Testament  and consequently  detracts  from&#13;
the Christian's  reliance  upon God and His&#13;
Word.&#13;
Issues&#13;
Aaron  Rodriguez&#13;
On Thursday, I attended a sympo-&#13;
sium which discussed  homosexuality  and&#13;
the conjoined prejudices  which seems to be&#13;
its natural consequence.   On the stage, was&#13;
an active panel of gay-rights advocates  that&#13;
expressed their opinions about several&#13;
issues pertaining to the controversial&#13;
Reggie White speech, various Biblical&#13;
commandments,  homosexual  discrimina-&#13;
tion, and the heterosexual's  homophobia.&#13;
The panel's  opinions  were interesting, but&#13;
what attracted my curiosity was a man on&#13;
the panel who professed to be a gay minis-&#13;
ter. To my ears, the words, "gay minister"&#13;
sounds, prima facie, like an oxymoron.   But&#13;
to the gay minister this was certainly not&#13;
the case.  As a matter of fact, he contended&#13;
quite the contrasty  that being a practicing&#13;
homosexual  and being a Christian are&#13;
Biblically compatible.&#13;
As a Christian, I fmd myself&#13;

UW-Parkside has a new chan-&#13;
cellor on the way- Dr. John Keating.&#13;
The UW System Board of Regents&#13;
named him chancellor on March 6. He&#13;
will begin work July&#13;
I.&#13;
Since 1994, Keating, 59, has&#13;
been provost at Alaska-Fairbanks.  He&#13;
received his PH.D. in social psychology&#13;
from Ohio State University in 1972. He&#13;
was a faculty member, vice-provost, and&#13;
dean at the University of Washington-&#13;
Seattle and branch campuses.&#13;
UW System Board of Regents&#13;
President Katharine Lyall, who with a&#13;
special Regent committee recommended&#13;
Keating, said, "Dr. Keating has excellent&#13;
academic credentials, a record of suc-&#13;
cessful institutional leadership and a&#13;
strong desire to lead UW-Parkside into&#13;
the 21st Century. He is committed to&#13;
working with faculty, staff, and students&#13;
to extend UW-Parkside as a resource for&#13;
teaching and service throughout&#13;
Kenosha, Racine. and the surrounding&#13;
region." (Quote appeared in the&#13;

newsletter.)&#13;
Until Keating starts, there is a&#13;
new interim chancellor- Vice Chancellor&#13;
John Ostheimer. Interim chancellor&#13;
Gordon Lamb left in late March.&#13;
Eleanor Smith, the last chancellor,&#13;
retired in 1997.&#13;
Spring Open&#13;
House Festival&#13;

The days are slipping away&#13;
faster and faster and the Spring Open&#13;
House Festival is right around the cor-&#13;
ner. On Saturday, April 25 from lOam&#13;
until 2pm, all of the University of&#13;
Wisconsin-Parkside  will unite at this fes-&#13;
tival.&#13;
This event is open to all stu-&#13;
dents, staff, faculty, prospective students,&#13;
family, friends, and the community at&#13;
large.&#13;
It&#13;
will be a chance for every&#13;
aspect of the University to come out and&#13;
display, exhibit and present their pro-&#13;
grams and accomplishments.  Those not&#13;
directly involved in presenting can learn&#13;
and witness first hand the atmosphere&#13;
and people that make UW-Parkside such&#13;
a positive institution.&#13;
The Festival will also be a great&#13;
opportunity to see what the departments,&#13;
programs, clubs and organizations are all&#13;
about and to really meet and communi-&#13;
cate with a variety of students, staff and&#13;
faculty. This opportunity doesn't come&#13;
up often, so I urge everyone to pass the&#13;
word and really help make this event all&#13;
it can be.&#13;
One of the highlights of the&#13;
Festival is the Alumni Association's&#13;
Tuition Raffle. A lucky person will win&#13;
one year free tuition. There will also be&#13;
raffles with prizes such as a year free&#13;
Campus Housing Parking, a semester of&#13;
free Campus Wide Parking, gift certifi-&#13;
cates from area restaurants and retailers&#13;
and much, much more. To top all of this&#13;
off, WIlL (95.1) radio station will broad-&#13;
cast live from the event.&#13;

Professor Alan Shucard of the&#13;
University of Wisconsin-Parkside&#13;
English Department was inducted into&#13;
the Southeastern Wisconsin Educators&#13;
Hall of Fame on March 27.&#13;
Members of the Educators Hall&#13;
of Fame are exemplary educators from&#13;
the Racine and Kenosha area. They are&#13;
recognized for their impact on education&#13;
and lifelong career of commitment.&#13;
Criteria for receiving this prestigious&#13;
award include:&#13;
'Local recognition by students and par-&#13;
ents as an excellent teacher&#13;
*National or statewide recognition as a&#13;
contributor to education&#13;
*Participation in community and educa-&#13;
tional organizations&#13;
'Development  or support of worthwhile&#13;
programs in schools&#13;
*Involvement in education in southeast-&#13;
ern Wisconsin for fifteen years or more&#13;
Shucard was nominated to the&#13;
hall of fame by the University of&#13;
Wisconsin-Parkside English Department&#13;
Chair, Walter Graflin. He hopes that his&#13;
will be the start of recognition for the&#13;
outstanding educators in the English&#13;
Department.&#13;
Graflin stated, "Professor&#13;
Shucard's fame is in his students, they&#13;
know who he is and respect him."&#13;
He continued by saying,&#13;
"Looking back over Shucard's career, he&#13;
has done everything, he is an active&#13;
scholar and a great teacher.&#13;

On March 4th and 5th, the&#13;
University of Wisconsin-Parkside's&#13;
Student Government Association held&#13;
their annual elections voting Corey&#13;
Mandley President of PSGA with the&#13;
highest number of votes in Parkside his-&#13;
tory.&#13;
The \998 election had the sec-&#13;
ond largest voter tum out. Mandley&#13;
attributes this to advertisement and&#13;
desire of the candidates.&#13;
The newly elected student gov-&#13;
ernment is the most diverse ever,&#13;
with&#13;
13 black members, 2 latino members&#13;
and 5 white members. Mandley, who is&#13;
also president of BSU, plans to take a&#13;
strong stand on the diversity issue here&#13;
at Parkside while in term as President.&#13;
Along with the issue of diversi-&#13;
ty, Mandley feels there are many topics&#13;
to address. First, he plans to reorganize&#13;
the PSGA office making it a more busi-&#13;
ness like atmosphere and a place that&#13;
students will feel comfortable coming&#13;
to. He stressed that he wanted students&#13;
to be able to come to him with sugges-&#13;
tions and ideas.&#13;
In addition, with the help of&#13;
Yolanda Green, Mandley plans to make&#13;
PSGA more known on campus and&#13;
decrease the amount of apathy.  He&#13;
would like to see students involved with&#13;
the organization.&#13;
Rally for Diversity II&#13;
Another subject that Mandley&#13;
will look into is the police policy of a&#13;
full time gun status. He wants to make&#13;
sure that students are comfortable with&#13;
this matter. One more police issue he is&#13;
going to look into is the fact that offi-&#13;
cers.have a master key to each donn.&#13;
He stated that some students feel that it&#13;
is a breech of their Constitutional rights&#13;
for this policy to take place.&#13;
According to Mandley, he will&#13;
begin work with the administration to&#13;
raise enrollment by focusing on sur-&#13;
rounding urban areas, Chicago and&#13;
Milwaukee. He would also like to beg-&#13;
ginning more pre-college programs&#13;
which will boost interest in Parkside.&#13;
Other issues include: food ser-&#13;
vice, United Council, Wisconsin&#13;
Legislation and the bookstore.&#13;
Mandley stated, "I have a large&#13;
task ahead of me, there are so many&#13;
things that we can do on this campus."&#13;
He continued, "I need to thank&#13;
God, without him, I wouldn't be where \&#13;
am today. \ also need to thank all of the&#13;
people who helped me."&#13;
"I have the greatest resect for&#13;
Teri Jacobson," remarked Mandley,&#13;
"She is very dedicated and I wish her&#13;
the best."&#13;

There was a large amount of&#13;
administrative members at the rally.&#13;
According to a survey that they filled&#13;
out, they feel Parks ide needs to be more&#13;
diverse.&#13;
In response, Mandley stated&#13;
that if they really felt this way, a change&#13;
would be made.&#13;
"The&#13;
rally was a success," said&#13;
Mandley, "but this isjust the beginning&#13;
ofa long road."&#13;
Among the speakers were&#13;
Mandley, Jason Stein, Jason Mcneil,&#13;
Charlotte Westerhaus, head of affirma-&#13;
tive action, Dr. James Kinchen, an asso-&#13;
ciate professor of music and the only&#13;
African American male faculty member,&#13;
Rosemary Scott and Marin Ocha Jr., a&#13;
member of Latinos Unidos.&#13;
On Tuesday, February 24, Rally&#13;
for Diversity II was held at the&#13;
University of Wisconsin Parkside.&#13;
Organized by Corey Mandley, BSU&#13;
President, the second rally of this nature&#13;
stressed the need to open lines of com-&#13;
munication on campus concerning diver-&#13;
sity.&#13;
"If there&#13;
isn't an increase in&#13;
diversity within one year, there will be a&#13;
petition sent around for the chancellor's&#13;
resignation," stated Mandley.&#13;
He continued by saying, "We&#13;
are not looking to simply raise the num-&#13;
bers, we want qualified professors."&#13;
Together, BSU, LU, MSA, PIC,&#13;
and PSGA will form a committee with&#13;
students to work on the issue of diversi-&#13;
ty and decide on the petition.&#13;

GUliS,Gangs, Drugs, and&#13;
Rape on Campus&#13;
Interview with Chief Deane&#13;

I was asked a lot about the&#13;
police beats in the Ranger a while back&#13;
about drugs found on campus as well as&#13;
gang activities.  I decided to do some&#13;
digging into the subject so I went to the&#13;
UW Police Dept. right here on campus&#13;
at Tallent Hall. I called up for an&#13;
appointment with the Chief of Police,&#13;
Chief Deane, and asked for an interview&#13;
so I could inform the students on this&#13;
matter. What I found out was very&#13;
informational.  I asked him various&#13;
questions from drugs on campus to rape.&#13;
I first asked him why he&#13;
thought that college students commit&#13;
crimes on campus. His response was&#13;
simply "not all students get into trouble,&#13;
it's usually personal conflict, or not&#13;
being accustomed with living on a&#13;
diverse campus with diverse opinions."&#13;
I agreed with him on this. If you are&#13;
not accustomed to different cultures,&#13;
then you feel out of place and you feel&#13;
like you need to fit in. I then asked him&#13;
about the police beats in the past and the&#13;
reports of drugs and gangs on campus.&#13;
I first found out about drugs on campus.&#13;
He told me that there was "mostly mari-&#13;
juana, but there are alleged drugs float-&#13;
ing around like pills etc." I then asked&#13;
how much a ticket for possession of&#13;
marijuana is if you are found with it on&#13;
campus. Chief Deane told me "it varies,&#13;
but it's about $209.00 for the first&#13;
offense." I was blown away, let me tell&#13;
you. I thought that for some reason it&#13;
would be more than that but I guess I&#13;
was wrong. We got into talking about&#13;
drinking and how much it would cost&#13;
for a first offense and a second offense&#13;
ticket. Chief Deane gave me figures&#13;
that I thought were fair. He said "the&#13;
first offense is $209 and the second is&#13;
$339." He told me that in his 3 and a&#13;
half years here on campus, there have&#13;
_ only been a small amount of drugs&#13;
found. In my opinion, with this small of&#13;
a campus, I don't see how anyone could&#13;
get into trouble, but I guess it happens.&#13;
I then asked about gangs on&#13;
campus and guns. Chief Deane told me&#13;
simply "those are alleged and the people&#13;
in gangs come to the university." "We as&#13;
a university discourage gang activity in&#13;
the college setting" said the Chief. Now&#13;
me personally, I don't really see the&#13;
need to be affiliated with a gang on&#13;
campus. There are so many things that&#13;
happen on campus in the way of dances&#13;
and fun activities, why ruin it with&#13;
gangs?!&#13;
We then switched the subject to&#13;
community policing on campus. I asked&#13;
him about it and where the police go to&#13;
the most, Ranger Hall or the&#13;
Apartments.  Chief Deane simply said&#13;
"both, we have community police in&#13;
both the apartments and ranger hall: the&#13;
cost of service goes to both places." I&#13;
had no idea that they had a community&#13;
police officer in the apartments.  I&#13;
thought that it was just in Ranger Hall.&#13;
I mean I see the officer walking around&#13;
in Ranger, but I've never seen an officer&#13;
in the apartments.&#13;
Next on my list of questions&#13;
for the Chief, I asked him about rape&#13;
and if it was reported what happens to&#13;
the victim and the person who raped.&#13;
Chief Deane told me that if a rape was&#13;
reported, evidence is taken, and the per-&#13;
son who raped is taken through the jus-&#13;
tice system: but it's up to the victim if&#13;
they want to report it or not. He told&#13;
me that the police give the victim&#13;
respect in that situation.  "We&#13;
try&#13;
to&#13;
make it easy as in asking them when,&#13;
where, and how it happened. This usu-&#13;
ally makes the victim uncomfortable but&#13;
it is required of us to ask by law" Chief'&#13;
Deane remarked. I then asked him the&#13;
percentages of rapes on campus. He&#13;
said "some were reported, but the peo-&#13;
ple didn't cooperate in the matter." I as&#13;
a female on campus was really curious&#13;
of how many rapes actually were report-&#13;
ed on campus in the past 4 years. I got&#13;
surprising results. In the past 4 years&#13;
here at Parks ide, there has been I rape&#13;
reported; an investigation determined it&#13;
to be unfounded which means that it&#13;
didn't happen. The victim was either&#13;
confused or made it up. I was shocked&#13;
but the thing that I still wonder is how&#13;
many actually occur on campus that are&#13;
never reported.&#13;

This report was not to scare&#13;
anyone, but merely inform all students&#13;
here at Parkside on a variety of subject&#13;
ranging from drugs to rape. I hope this&#13;
article opened some eyes and make stu-&#13;
dents realize that crime is out there; it&#13;
doesn't go away.&#13;

3:12 a.m. Officer responded to a report ofa female student&#13;
being beaten in one of the apartments.  Upon arrival, no evi&#13;
dence of any fight was found.&#13;
02/26/98 Inc 98-131  Liquor Law Violation, University Apartments, 9:29 p.m.&#13;
Two students cited for under-age drinking and verbal warning&#13;
given for use of marijuana.&#13;
02/27/98 Inc 98-132  Traffic Accident, CTH JR&#13;

HWY 32,5 p.m.&#13;
Officer responded to a minor accident with no&#13;
injuries. State accident report not required.&#13;
02/27/98 Inc 98-133  Traffic Violation, CTH G, south ofCTH A.,&#13;
8:21 p.m. Officer stopped vehicle traveling at&#13;
a high rate of speed. Driver cited for failure&#13;
to fasten seat belt and given verbal warning for speeding.&#13;
02/28/98 Inc 98-134  Fire Alarm, Sports&#13;

Activity Center, 7:43 a.m.&#13;
Officer responded to a reported fire alarm but&#13;
found no smoke or fire. Power Plant advised the&#13;
alarm cleared and reset itself.&#13;
02/28/98 Inc 98-135  Traffic Violation, CTH JR, east ofHWY 31,&#13;
5:54 p.m. Officer stopped and cited driver for&#13;
speeding 43 mph in a 25 mph zone.&#13;
03/02/98 Inc 98-136  Worthless Check, Business Services, Tallent Hall,&#13;
8:30 a.m. Officer took a report of a "NSF" check&#13;
written by a student. Student was contacted by&#13;
the officer.&#13;
03/02/98 Inc 98-137  Suspicious Circumstances,  Facilities Management,&#13;
10:50 a.m. Staff member reported threats made&#13;
from one employee to another.&#13;
03/02/98 Inc 98-138  Medical Assist, Student Health Services, 11:08&#13;
a.m. Officers responded to assist Kenosha Fire&#13;
Department rescue of a student suffering rapid&#13;
heart beat and high blood pressure.  Student was&#13;
