Boy, was that a mistake.I proceeded to call him nameswhich would get me arrested insome countries and then burstinto tears. The thing which irri-tated me most was knowing thathe's probably not alone in feelingthat way. How many other menthink women are faking PMS toget their own way, but remain. silent to avoid the wrath ofWoman? Cliche or not, the rich do seemto be getting richer and the poor, poorer.A recent Wisconsin survey showed that theaverage hourly wage is $6.00. Articles in theKenosha Newsbemoan the lack of workers insouthern Wisconsin. What the paper does notsay is that the wage in this area is only $4.50 to$6.00 per hour. That wage is simply not enoughto sustain afamily,A large portion of theunemployed in this area have dependents andthis wage is a joke. In Illinois the averagehourly pay (at least from what I have seen) is$6.00 - $9.00. Local business types wonder whypeople would rather work at Motorola, than atthe Factory Outlet Mall, or the 'dog track.Ocean Spray Cranberries advertised for work-ers recently. The facts are clear: no othersystem has ever been able to produce the wide-spread prosperity that capitalism has. This .does not mean that a market- based economy isthe incarnation of heaven on earth; far from it.Today in this and other nations we have thereality of widespread economic insecurity (seePat Buchanan) in what economists call a goodeconomy (see Bill Clinton).Almost daily, radio and television shows talkabout the job market. It being an election yearthe politicians are also talking about the jobresumes, tested close to 400, and interviewed200, all to fill ten job vacancies. If my math iscorrect, your odds of getting a job are one intwenty. Commonly jobs have five to seven, ormore, applicants per opening.Downsizing (using a current buzz word) is notnew. The only difference between the IBM,Xerox, and AT&T managers, and manufacturingworkers is that the latter lost their jobs in thelate 1970's through mid 1980's. Small wonderthat opinion surveys indicate that these work-ers have little sympathy for their white collarbrethren now out of work.The rich are walling themselves off from therest of society like the French noblemen of the17th century. While I do not think a corre-sponding reaction by others is likely, I do feelthat this tangible economic insecurity is notgood for out nation and that the possibility ofstrife grows in proportion to it. In fact I intendto validate my position.Consider Leslie Abramson, oneof the lead lawyers for theMenendez brothers. In the broth-ers' first trial she argued that thebrothers had shot their parents,reloaded and shot them somemore because they had beenabused. She got a hung jury. Asmarter judge did not allow thistripe in the second trial. So Ms.Abramson had her defense shrinkchange his notes. The only prob-lem was that those same noteshad been turned over to the pros-ecution in the first trial. The dis-crepancy was found and the doc-tor admitted that he had beenurged to change his notes. Whenquestioned, Ms. Abramson tookthe Fifth. And if this is notenough, the other Menendezlawyers argued that the convic-tion should be thrown out becausethe brothers had not receivedproper legal counsel. That, ladiesand gentlemen, is chutzpah.Alan Dershowicz argues that atrial is not a search for the truth,that guilt or innocence is immate-rial. If that is the case, what is atrial for? Dershowicz states thathe has defended and won anacquittal for "my murder." Inother words, he got a man heknew was guilty off. This is aman who merits respect? If youlisten to him you see a supremelyarrogant man who belittles any-one who would dare to disagreewith him. After all he is a lawyerand therefore smarter than usmere mortals.Defense lawyers rejoice intelling us how bad the justice sys-tem is. I sometimes wonder if,according to them, anyone is everguilty of committing any crime.This morning it was reported thatthe shyster that represents thealleged Unabomber will argue incourt that his client can not get afair trial anywhere in the nationand therefore any charges shouldbe dropped and no othersbrought. That's serving the causeofjustice, is it not?Just once I would like to see ajudge lock up a trial lawyer whobrings a frivolous lawsuit into hiscourt. The problem is that judgesare lawyers themselves. The issue of birth control and abor- tion is quite controversial in these countries. There are many unwanted pregnancies, yet the government fails to educate young people about contra- 'ceptives, As' a result, abortion is often used as birth control. For every 100 live births there are 67 abortions. On the average, a woman will have 12 abortions in her lifetime. It is believed that education is the key for the future generation. The children must learn how to get along with others and how to treat every- one with equality. Dittrich explaioed that her visit to Eastern Europe was both exhilarat- ing and disheartening. It was excit- ing to learn about a different way of life, but it was difficult to watch peo- ple living a very rural lifestyle . Education is definitely the key to success and an improved standard of living. It will be a difficult transfor- mation, but a necessary one. • Laura Van Strien Guest Writer The status of women in Eastern Europe was the topic of a lecture given on March 27 as part of the University of Wisconsin-Parkside's Soup and Substance lecture series. Carol Dittrich, associate pro- fessor of history at UW-Milwaukee presented the lecture. Dittrich also teaches at Mount Mary College. Dittrich discussed the transforma- tion to post-communism and the eff~cts of that transformation on the women livinz in Hungary, Poland, the Slovak Republic, and the former Yugoslavia, all of which are regions that Dittrich has traveled extensive- ly. The first section of the lecture concerned the women in Hungary. There, as in the rest of Eastern Europe, women's issues are largely viewed as unimportant. Because Eastern European society is, for the most part, rural and traditional, the domestic sphere of life still remains the responsibility of the women. Everyday chores that are made rela- tively easy for U.S. women by mod- ern technology, are performed the old-fashioned way in Eastern Europe. For instance, washing clothes requires extensive hand washing or the use of a very old model washing machine. Dryers are virtually unavailable. The women of Eastern Europe make trips to the store every day because of the space limitations in homes and stores. Dittrich explained that women have very poor representation in politics and must fight for every- thing. Their lives are stressful and offer little or no free time. Dittrich also explained that while marriage is often thought of as a means of escape, for many women it turns out to be a trap in and of itself. Several generations live together in the same home and the level of frustra- tion and anger that builds often dri-L ves young women out. Many men are abusive, and violence in a household is expected. Affairs are considered acceptable for men but not for women. The divorce rate continually rises and the living con- ditions worsen. Dittrich also discussed the lack of modern medical technology in most post-communist countries. Most hos- pitals are technologically outdated. The physicians are paid very poorly for their services and, in turn, do not perform at their highest level. Health care, in general, requires extreme overhauling. Another factor which they feel may contribute to rape is the dan- gerous mix of too much alcohol and not enough communication. Three out of five women and two out of three men confessed to getting involved in "coercive sexual behav- ior" while drinking alcohol, accord- ing to Public Health Reports. One explanation for this is that many people view alcohol as an excuse to act inappropriately. It is important to realize that sexual coercion whether intentional or not, is justifi~ation for rape. You and your roommate have a continu- ing disagreement about how to keep your living space clean. Your employer habitually makes racist remarks. Someone talks to you in ways that make you feel uncomfort- able. Youhave a disagreement with someone about money, possession, privacy or responsibility. Of course, we all find ourselves in situations like these from time to time. Most of the time, we fmd ways to handle them. Unfortunately, when the con- flict is difficult to resolve, we may avoid confrontation, or feel that our only alternative is to go on the attack. Soon, the campus will present another alternative: the University of Wisconsin-Parkside Dispute Resolution Center. The Center will offer a service in which trained mediators will assist disputing par- ties in the resolution of their con- flicts. Mediators will be members of our own campus: students, faculty, staff and administrators. As media- tors, they will not evaluate the "rightness" or "wrongness" of indi- vidual claims, nor will they render decisions. Instead, they will facili- tate a highly structured process that enables parties to be heard and understood. They will also help dis- putants to clarify issues, to discuss a range of alternatives, and to craft agreements that satisfy everyone involved. . The inspiration for our Dispute Resolution Center came from Parkside student and social activist Mateo Mackbee, who began conver- sations last year with university police officer Marlene Schlecht and communications professor Jonathan Shailor, two people with prior inter- est and expertise in the field of mediation. Schlecht is an experi- enced crime prevention specialist. Shailor's experience includes ten years of work in mediation as a mediator, trainer and researcher. In the spring of 1995, Mackbee, Schlecht and Shailor began discus- sions with Dean of Students Steve McLaughlin and Director of Residence Life DeAnn Stone. Both McLaughlin and Stone have consid- erable experience in mediating cam- pus issues and in training students as mediators. The evolving group began meeting formally in academic year 1995-96 as "The Mediation Committee," while adding the fol- lowing members: Liz Haas (resident assistant), Shauna Hodges (resident assistant), Jeffrey Leuenberger (uni- versity police), Gloria Secor (student affairs) and Gerhard Schutte (sociol- ogy). -Currently the committee is plan- ning the initial mediation training, scheduled for Fall 1996. In the fall, approximately 30 students, faculty, staff and administrators will partici- pate in a 30-hour training program in order to become certified as medi- ators. When asked how she feels about leaving her dean position, Shade said, "Not a problem. I've been there twelve years. I'd planned to leave anyway. I'd done all I can do." A search for an interim dean is being con- ducted right now. The search for Shade's perrna- administrative role in drafting the restructuring. Parkside Education pro- fessors had known about the proposals for restruc- turing but were recently informed of the change. Students had heard news of the possible change but dismissed it as a rumor. "I'm sure she [Shade] has known about it for months," said Mary Waller, former Parkside professor of education. Barbara Shade, present- ly dean of the School of Education, said, "They don't seem to be happy with it." Education professor Clara New said,"There's not been any formal plan put before the faculty. [Plans] are constantly in writing." The Vice ChancellorlProvost John Ost.heimer orally proposed the possible restructuring in a Faculty Senate meet- ing last fall. Canary said that the School of Education is the smallest of the three and would have been the first Parkside to Focus on Women Notestein (D-Milwaukee). Then she was promoted to Dean. It happened so improperly, without faculty input," said Waller. "We would like to provide the opportunity for students to share their concerns .and provide con- structive criticisms of the depart- ment in an open forum to be held later in the semester," the letter reads. And "We would like to givestu- dents the chance to share some of their experiences, good or bad, without repercussions. This is not intended to be a hostile environ- ment nor an environment of charac- ter assassination, instead we hope it will provide an arena for students to freely discuss a variety of stu- dent concerns." I think [Shade's] policies and behaviors are race-based," said Waller. One student in the Education pro- gram said, "There's favoritism towards students who comply with professor's beliefs." The Business department will be able to offer better job opportunities for its graduates. "Every single graduate [should be matched with] a job. Putting them together, we can increase our sources. Both pro- grams can use more students. The employers of the region would like more graduates," said Richard Brown, dean of the School of Business. Brown will serve as dean of the School of Business and Technology effective July 1. "It will certainly help students in that we'll be able to more effectively find ways for computer science and business programs to work togeth- er. By putting the two programs in the same school, we can improve advising dramatically," said Brown. "There are some program syner- gies between MIS (Management Information Systems) and computer science. We'll work together gaining corporate support to purchase hard- ware and software," said Brown. "I think students will gain a greater visibility for the field in general. I think it makes perfect sense," said Brown. "There are those who would have preferred no dean at all, for exam- ple. There were some people who would have preferred to retain the status quo. [But] there was agree- ment that for most people, this is a reasonable compromise," said Canary. A similar two-school structure was at Parkside in 1970. "We've come full circle. Four schools is a bit too big.for a college this size," Canary said. While money is a big factor in the restructuring of the university, there may be other reasons. When asked why the change, Shade said, "I have no idea; I suppose budget cuts." "The state is reducing its invest- ment in our public and higher edu- cation. For computer programs to be state-of-the-art and up to date, we need [corporate] help," said Brown. By reducing administrative over- head, Parkside will save $71,000 in the next fiscal year, as stated in the Journal Times. his friends in Europe to hear Gorman. While in Germany, Gorman recorded her first album, which was later released under a Milwaukee-based label in the late 1980's. Her recording was nomi- nated for album of the year in New York. Gorman has per- formed in ten coun- tries and forty states. She looks forward to her visit to Wisconsin and she recalls many wonderful experiences playing here. She will be presenting a con- cert of her original songs which reflect her political and social concerns, love issues, womanhood, and our endangered environ- ment. Gorman will present her lecture, "The History of Women and Music from Ancient to Contemporary Times," at noon on April 1 in Union 207. Gorman will also make a spe- cial appearance at the Focus on Women Conference held at the Parkside Union Saturday March 30, from 8:30-3:30 pm. with a personal crisis in her own life, Gorman evolved from a woman too intimi- dated to pursue her dream to an accom- plished singer, song- writer and lecturer. Gorman is a self- taught musician whose biggest inspirations were abolitionist Harriet Tubman and blues great Alberta Hunter, who sang well into her 70's. Gorman began her professional singing career in her late twenties. Had she started at a younger age, she thinks she may have had more opportunities due to society's focus on youth. However, her age and wisdom have created more success for her because she has been extremely focused and commit- ted. Gorman claims she is free of any youthful illusions. Gorman's career moved into high gear when well-known folk musician Pete Seeger invited her to an inter- national music confer- ence in Germany. Seeger was impressed by Gorman's perfor- mance at an environ- mental festival he had organized and wanted "This iswhat I do!" Receiving little encour- agement when she was younger, no one seemed to understand her vision. Today, Gorman claims, "Music has become a metaphor for becoming myself. I can't even imagine myself doing anything else for a liv- ing." Gorman will be a featured lecturer and performer as part of the activities sched- uled by the University of Wisconsin-Parkside for Women's History Month. Gorman's lec- ture will focus on the history of women in music. She believes women can conquer the odds and move their lives forward in whatever direction they may choose. Students use a 4 foot by 8 foot posterboard to explain their topic, their research questions and the answers they discovered. Special equipment such as comput- ers, easels, and tables will be made available, and space will be provided for musical and dramatic per- formances . Recognition Day is avail- able to all students who have completed a directed studies course (numbered either 496 or 499) in any department during the past year. "Recognition Day allows students and faculty to see what is taking place in departments other than their own," said Anna Muthu, a 1995 UW- Parkside graduate who par- ticipated in Recognition Day last year. In her study of Narrative Communication, Muthu analyzed stories told by two of her Native American friends . Muthu looked for patterns, how the stories ended, and how the endings reflected the narra- tors' experiences. Michelle Steffens, a Molecular Biology graduate student, will be participat- ing in the Recognition Day for the second year in a row. Last year, Steffens was part of a team directed study, saying the event was "a ful- filling experience to see what goes on in other labs and departments ." This year, Steffens is detecting and characterizing mariner- like transposable elements in Tribolium Castanium and will present her procedures of research and her find- ings . Directed study gives the hands-on experience that most traditional classroom- oriented courses lack. A directed study strengthens the resume and appeals to potential employers . To enroll in directed study, students must meet the specified GPA require- ments in their field of study and designate a fac- ulty member to endorse their research. Directed study is designed for self- motivated , headstrong individuals with the initia- tive to get the job done. "Undergraduates put a lot of work into their pro- jects , and it's better to get recognition campus-wide than from just two or three professors," said Profe s sor Dale Wheeler of the chem- istry department . Health Care Lecture • Genevieve Guran Staff Writer people who seek treatment of relatively minor ailments in hospital emergency rooms. According to Wilk, 75% of those people can be helped by a visit with a nurse. Student Employm ent and the Career Center held its annual Summer Job Fair on March 5th and 6th. A total of 18 summer employers took applications from enthusiastic students dur- ing those two days. Freshman Sarah Bailey has been searching for a new sum- mer job for about a month. After seeing the diverse opportunities available at the Summer Job Fair, Bailey may be closer to the end of her search. . "The Job Fair was really informative," said Bailey. "I got a lot of ideas about jobs that I b never would have thought of efore." Many students have already se~ured a summer job. The Cities of Kenosha and Racine, along with their County parks, are hiring maintenance and golf course staff, starters, lifeguards, and concessions workers. "Health Care for Low Income and Homeless People" was the topic of a lec- ture March 6 given by Joan Wilk, Associate Professor in the UW- Milwaukee/UW-Parkside consortia! nurs- ing program and director of the Shalom Community Nursing Center. The lecture was given as part of the university's Soup and Substance lecture series. Wilk discussed the importance of nurs- ing centers like the one at the Shalom Center (a homeless shelter and soup kitchen in Kenosha) as a means of deal- ing with the needs oflow-income and homeless people who do not have the health insurance or resources to seek a physician's care on a regular basis. The Shalom Nursing Center is a com- munity-based academic nursing center, one of three such sites affiliated with UW-Milwaukee's School of Nursing. In addition to providing a valuable clinical experience for nursing students, it is the primary source of health care for many of the guests of the Shalom Center. It is also a response to the large number of The nurses, nurse practitioners, and students provide primary health care, screening, and case management as well as promoting sound health and nutrition practices. The nurses commonly deal with health issues such as high blood pressure, diabetes, gastrointestinal prob- lems, respiratory illness, emotional prob- lems, and nutrition-related illness. Nursing centers provide the continuity in health care as well as the compassion that is often lacking in emergency rooms. Also, Wilk notes, taking health care to the people makes it more likely that they will receive early treatment of illnesses . It is estimated that there are 400 homeless people in Kenosha on any given night and far more low income people. They, like all of us, want and need quali- ty, compassionate health care. Practical, cost-effective and convenient centers such as the Shalom Nursing Center help to provide it. Celebrate VVomen's History Month with Novelist Christine Christie • Kristine Ziesemer Guest Writer UW-Parkside English Senior Lecturer Christine Christie, a pub- lished poet and non-fiction writer, has recently completed completed her first novel. Red Diaper Baby is an autobio- graphi~al account of her experiences as a young girl with her family. The term "red diaper baby " is used to describe children of those considered to be politically left . Christie's mother was actively involved in advocating equal rights for African-Americans , and she was also a union organizer. Very few women were involved in organizing unions back in the 1930's. These positions were large- ly thought of as men's jobs. Women's entries into these areas seemed radi- cal: Christie said her "mother was ahead of her time." In Red Diaper Baby Christie's family is harassed for expressing their convic- tions. Forced to change locationd, they frequently moved from place to place. "I grew up feeling many times like an outsider in my own country," said Christie. ''You don't have to be from politically-left families to feel that ." Those same feelings are shared by many ethnic people in this country. The book also deals with Christie searching for clues and ·information about her father who died when she was young. "There are many unan- swered questions regarding his disap- pearance that I'd like resolved." Unfortunately Red Diaper Baby is not available in bookstores. However, stu- dents, faculty and staff can listen to Christie read and discuss her book on Monda y, March 25 at 4 pm in the Wyllie Library's Overlook Lounge. This is a good chance to meet a woman writer who is indeed making her own mark on history. Summer Job Cont. The Perfect Summer • Aaron Kapellusch Feature Writer Now that the snow is melted and the geese have begun to fly north by the hundreds, you may have started to think ahead to summer. Yes, summertime. Time to lay on the beach, get a tan, play volleyball. Okay, the real meaning of sum- mertime for most of us is trying to work as much as possible to stash some cash away fro the upcoming school year. If you are not one of these people, or want to find some- thing that you think might be enjoy- able, don't grab that highlighter and page through those classifieds just yet . There are much easier ways to start your job search. Before you even decide to look for a job, there are a few important · things to ask yourself first. What kinds of things do I enjoy to do and am good at as well? Is it something that will help me later after school with my occupation? What kind of hour s do I want to work? It is important to hav e some sort of id ea of what you would like to do, because there are so many opportu- nities for college students, that there is sure to be something that you are looking for. (Unless you are looking for that mythical job where you get to sleep and get paid for it.) Once you have an idea of what you would like to do, then it's time to start looking . On campus there is a vast resource of job listings. A great place to check some of these out in the Student Employment Center down in WYLL Dl 75. There are several books of listings that you can page through there, both for local and out-of-town work. If the thought of going back home to live with your parents for another summer just doesn't agree with you, then check out listings for jobs at various National Parks, private resorts, and children's camps. These jobs offer a chance to be away from home . Alaska might be a good place for you if you think that no place is far enough away from home. These jobs offer decent wages, often charge very reasonable or free room and board, and sometimes give you weekly spending allowances in addi- tion to your regular pay check. Once you have found some poten- tial jobs, send out some resumes , if required, and schedule some inter- views . As a small business owner, the most important thing that I look for when talking to someone who wants a job is dependability. This is the reason why you should think a lot about what kind of jobs and hours you are interested in. If you show that you are · a dependable per- son, then more than likely you are ahead of the game. Another thing you should do when interviewing for a job is be honest. If you try to say you have experi- ence that you don't, the employer is m ore than lik ely to see right through it. If they don't catch on during the interview, they will the first day of work when you haven't clue as to what you are doing. If you are asked if you know how to do something and don't know how, then just tell the employer, "No, but I would like to learn." Employers like people who show ini- tiative. The final piece of advice I can give you is just be yourself, and don't get nervous because the per- son interviewing you is probabaly just as nervous as you are. The summer it is time to find that job that you have been hoping for since the time that you were old enough to obtain a work permit. Don't sell yourself short as to what you can do because the resources are out there just waiting to be used by you. So update that resume and start to think about summer. The Ranger Softball team swept their first six games of the season at the Kennesaw State Classic Tournament, which included a 2-0 upset of Kennesaw State, the nation's number one team in NCAA Division n. UWP's Wendy Wolff (3-0) carried a no-hitter against Kennesaw into the final inning, before giving up a no-out double to pinch hitter Julie Eggert. The Kapla twins, Billi and Bobbi, each drove in a run in the win. "We were real satisfied (after the tournament), but we tried to keep it in per- spective. It's much too early to put a lot of emphasis on one tournament," said Coach Tory Acheson. Parkside, ranked #2 in the nation, also beat the #22 team, Columbus in the tour- ney. Kathy Kilsdonk had a two-out, two-run triple in the 5th to give the Rangers the lead for good. The team's accomplish- ments last weekend were even more impres- sive when you con- sider that all the other teams had started their sea- sons before enter- ing the tourna- ment. Parkside hadn't even prac- ticed outside yet. Acheson couldn't pinpoint an answer for his team's superb play, but said, "I don't know why, but the excitement of finally getting to play offsets the fact that we hadn't practiced outside yet." Wolff's pitching was complemented by Billi Kapla, who went 2-0 with a minuscule 0.47 ERA, and Freshman Kris VanLangevelde, who won her first game. Wolff's ERA is a basement-low 0.67. "The pitching staff did a great job," said Acheson. "It was a step in the right direction." 1995 NCAA II RBI and Home Run Queen, Jackie Aiken also came up big as usual. Aiken hit a team Rangers inAction best .471 in the tournament with three doubles. Junior Jessie Johnson was the other major force, batting .381 with two doubles and a triple. The only real damage to the Rangers, was done to themselves. Three players went down with injuries over the weekend. One was serious. The other two were not, according to Acheson. Parkside won't take over Touch-tone Registration - Mark Hahn Staff Writer Touch-tone registration may become a reality for UW-Parkside students as early as the 1996 fall semes- ter. "We're writing up a draft of a proposal right now, and the plan will be to have it open for a subset of students (to try out) by this November," said Susan Johnson, registrar and chair of the 'Ibuch-tone Registration Committee. Johnson said there has been a growing trend in the UW-System toward using touch-tone registration. Three institutions already implementing this technolo- gy are UW-Madison, UW-La Crosse and UW-Whitewater. "It will be really nice for students," explained Johnson. "Students will be able to register by phone, check their grades and their account balance. We'll even- tually put some kind of financial aid status in so the number one ranking just yet. The national poll is only taken every two and a half weeks, so the Rangers will have to dominate their two tournaments this week- end in Georgia and Orlando, Florida to move up. The road to the finals won't be easy either. In Georgia, they'll have to face no. 1 Kennesaw State again, who will definitely be geared up for the re-match. However, Acheson is more concerned with how his team finishes in the end of the season at the College World Series. "We have a chance to return to the national tour- nament and the potential to be a national championship contender," Acheson said. The contender's first home game is on April 10th against Carthage. students can check up on their applications too. But that's down the road a bit." Johnson said that funding for the project will come mostly from the drop-fee students pay when they drop a course during regis- tration. "I think that's a really good use for these funds- they go directly to benefiting the students," said Johnson. "That's what it should go for." "Eventually, we would like to provide information kiosks to help students find out about course availability," said Meachen. "Students could also view their grade reports, transcripts and learn about upcoming events. Any number of pieces of information would be avail- able to students and staff." Meachen said at least two kiosks would be purchased- one to be installed in Main Place and the other in the Student Union. These are high-traffic areas at the uni- versity. system touches the keypad on the telephone to make various choices, the software puts the student's voice pat- terns together in a way that makes sense to the comput- er. The system then responds to corresponding instructions. Voice mail also operates in a similar man- ner. "I think the university is committed to getting this service for students, and it isn't tremendously expen- sive, but it might be time consuming for staff," explained Meachen. "If we can purchase the package this spring and get it installed in the summer, we could do a trial run in the fall for the 1997 spring term. Meachen explained that touch-tone registration involves voice-response soft- ware with a digitizing voice. When a student using the County Public Defender's Office; Kenosha Area Development Corp.; the Kenosha County District Attorney's Office; the Racine and Kenosha County juvenile courts; Walworth County Court; the Milwaukee District Attorney's Office; Racine County Housing Authority; and Kenosha and Racine police departments. The program is open to sophomore, junior, or senior college students who have completed at least six cred- its of political science. Intern positions at local and national government agencies and public service organizations will be avail- able this summer through the University of Wisconsin- Parkside. The Public Service Internship Program (PSIP) provides Parkside students with practical experience in helping with legal services for the poor, assisting court agencies and researching constituent problems for legislators. Students can earn from three to six cred- its in the program. Several new sites have been added and include the Wisconsin Procurement Institute, Milwaukee; Nineteenth Judicial Circuit Court, Waukegan, Ill ..; Racine Correctional Institute, and the Milwaukee offices of Russell Feingold, Mark Neumann and Herb Kohl. Other sites are the Racine Guaranteed Degree in FourYears degree could be shaved by cutting requirements for the bachelor's degree to a 120- 128 credit range. Lyall then stated that spe- cialized 140 credit degrees should be advertised as five- year programs. This four year guarantee is not for all students, especially those who only attend school part- time. This constitutes a good number of Parkside's stu- dents. Parks ide's additional dor- mitories, which are going to be built in '97, will bring more full-time students who will be able to use this pledge. David Stacy, president of United Council, disagrees with Lyall. "We don't think more than 1 to 2 % of the students will be able to take advantage of it," said Stacy. The Board of Regents will meet this Friday in Madison for their monthly meeting to discuss the four year guar- antee program. The 21st Century Committee, admin- istering the four year degree program, will convene in Madison this afternoon. When UW System President Katharine Lyall met recently with Parkside faculty and staff, she stated that the UW System might consider offering students a guarantee that they can fin- ish their degree in four years. Lyall said the Regents Study for the 21st Century is showing the need for a faster time to earn degrees. Students would have to agree to take certain courses so they can fmish a degree in four years. Lyall also said that the time to earn a conference at Parkside . Some of the students will be involved in a panel dis- cussion on "The English Major and the Non- Traditional Student." Parkside has a long history of educating non-traditional students. Convention speakers are Rudolfo Anaya, an award winning New Mexico novel- ist, playwright and scriptwriter; Joy Harjo, Native American poet, scriptwriter, editor, film- maker and musician; and Denise Chavez, New Mexico playwright, actor, poet and fiction writer. Last year's International Sigma Tau Delta convention was held in St. Louis, Mo. • Kristine Hansen News Editor Five of Parkside's English majors are heading south for spring break to attend the International Sigma Tau Delta convention in Albuquerque, N.M. The stu- dents are all members of the local Tau Psi chapter. The theme of this year's convention is "(Transjform- ing Literary Landscapes." Diane Wernke, Tim McGrady, Rochelle Greco, Rebekah Bakke, and Kristine Hansen will be pre- senting papers. Wernke will chair a panel discussion that will discuss how to set up a successful regional confer- ence. Building to Be Submitted .Mark Hahn Staff Writer Revised pl ans for the pro- posed Physical Education Building expansion project are being submitted to the State of Wisconsin in order to fit the building plan into the amount of money allo- cated for the project. "The State building com- mission took the project and said. 'We will give you $4.6 million for Phase 1 of the project.' But up to that point, the architects were working on a premise for a $9 million building," said Steve McLaughlin, dean of students. "When a project like this is cut down the middle, you have to go back and revise the project to fit within the $4.6 million limit. The University's plan is to go back (to the state) and request the other half of the money to finish the project as originally intended," said McLaughlin. "It provides challenges to get the functional space you need within that set dollar amount. Also, the longer you delay, the more costly it gets - construction costs go up as inflation does." The current project is in the hands of the architect, Brian Thom of Fisher, Fisher and Theis- a firm in the Waukesha-Milwaukee area. Thorn will be submitting a design report to the State of Wisconsin Division of Facilities Development (DFD) within the next week. In the project's final review, it will be studied by DFD personnel and will then go to the State build- ing commission for approval. According to William Streeter, assistant chancel- lor of administrative and fiscal affairs, the original program statement for the project went forward in 1992, to be funded in the 1993-95 biennium. "We didn't get the project that biennium, but the ... chancellor at the time, Sheila Kaplan, was able to United Council meeting held at Parkside ESTABLISHED 1972 get a commitment of $100,000 for planning money. We then submitted the total project for the 1995-97 biennium," said Streeter. Streeter said that when the State cut the original project in half last year, it was divided into two phas- es. "What we're working on right now are the-detailed plans for Phase 1, and we're also going forward to try to secure funds for Phase 2," said Streeter. "We want to complete the structure with a field house for the 1997-99 biennium." Renovations in Phase 1 of the PE Building Expansion Project include remodeling the first floor to provide additional locker room space, a separate training room, weight room and equipment issue room. Second floor renovations include additional classroom and office space, a confer- ence room, dance studio and aerobics fitness center. Tropical Winter Mystery page 9 Cramped Space Brings Headaches -Mark Hahn Staff Writer Ever since becoming ath- letic director at UW- Parkside, Linda Draft has been struggling with cramped space and a lot of headaches. "This campus outgrew the PE Building the day it opened," commented Draft. "We've been asking for twenty years for an addi- tion, and its extremely frustrating for both the stu- dents and staff because there just isn't enough space for everybody who wants to be active. "The day in our building starts at 6 a.m. when the track teams starts practice, and doesn't conclude until 12-1 a.m. when the baseball and softball teams finish practicing," said Draft. Draft said members of Ranger sports teams at the university aren't the only ones hit hard by cramped space. "Its really hard when we also have lots of intramural teams and we have only two nights a week for them to play here," explained Draft. "At the same time, we get requests for other classes, and we don't have the space to put in additional evening classes. PSGA Update • April Schoenberg Feature Editor The Parkside Student Government meet- ing held Friday discussed several issues as they prepared for the upcoming elections. In The Academic Committee Report, (chaired by Zac Pawlowski) they reported on the meeting held with Vice Chancellor John Ostheimer to discuss several issues includ- ing: professor evaluations, class fees, requirements not listed on the course sched- ule and the possibility of changing the for- mat for certain majors and implementing new ones. Zac said, "I feel it was a produc- tive meeting, and we plan to meet again next week to discuss these issues further." The Legislative Committee Report, given by Tom Belongia, included a motion to approve Tonya Hoffman as a voting Member-at-Large of Legislative Affairs. Senator Tom Belongia, also presented the Senate with his letter of resignation effec- tive immediately. A motion was made that he be approved as a voting Member-at- Large of the Legislative Affairs Committee, which was passed. The meeting was cut short because of preparations for the United Council meeting that night. The lecture, "Dilemmasof Development andDemocracy in Africa," wasgiven Wednesday, Feb. 7th, as part of the University's· Soup and Substance Lecture Series. Trager, who has spent a Y."PRt neal of time in Africa and,in 1991, established a faculty exchange program with Nigeria's Obafemi ~wolowo University, is an mternationally recognized scholar on Nigeria. Trager first discussed Africa's struggle for democracy. She stated that, while there is a movement toward democracy in some parts of Africa, particularly South Africa, and in Ghana, Mali, and Benin military governments have been replaced with civilian governments, in Niger a recent military coup has replaced what was a previously democratic government with a military government. In countries where economic stability is such a problem and so many people are still not benefitting from reforms, some people now speculate that political and economic reform should not be attempted simultaneously. Car Break-Ins in Housing Lot Perhaps an authoritarian, but benevolent, government, such as those found in some Asian countries, would prove a better model than the government of the U.S. at this stage of Africa's struggle. The real emphasis of the lecture went beyond the usual "doom and gloom" image of Africa. Africa is generally thought of in terms of famine, drought, corruption, and civil war. Trager made it clear that there is a lot more happening in Africa, and much of it is positive. Ranger News won its first round matchup against Geography Club on Monday Jan. 29. The second and final round against PSGA turned out to be the decisive one because two teams forfeited. The Ranger News team was headed by Jim Hendrickson, Editor-in- Chief. Monday's team includ- ed Scott Fragale, April Schoenberg, and Andy Boedecker. Wednesday's team included Fragale, Andy Von Dissen, and Karen Diehl. Because not all of the Ranger team could attend regionals, the Parkside team will consist of Hendrickson, Diehl, Von Dissen and PSGA's Zac Pawlowski Bill would limit Student Choice • David C. Stacy Special to Ranger News Student life is more than just going to class - it is being part of a university community in which stu- dents learn by exploring a wide variety of student groups, athletic opportuni- ties and pre-professional experiences. Most of these activities are funded through student-segregated fees. A bill recently int~oduced in the State Assembly would severely restrict student learning opportunities out- side of the classroom by requiring a positive check- off for all student fees except those for debt service and facilities maintenance. Assembly Bill 778, intro- duced by Representative Glenn Grothman (R-West Bend), would mandate a sin- gle positive check-off for funding of all student activi- ties, including inter-colle- giate athletics, intramural athletics, student group funding, health services, union/student center pro- gramming, student newspa- pers, student radio stations, and student governance. This bill would radically impact the quality of a UW education by dramatically limiting the non-instruction- al, educational student activities. At risk are stu- dent groups that bring speakers to campus; provide social opportunities outside of the "bar scene"; and teach students about politics, jour- nalism, marketing, creative writing, budgeting, volun- teerism, and much more. If even a few students decided not to pay an option- al segregated fee, many important university pro- grams like tutoring, athlet- ics, and student radio sta- tions would not be adequate- ly funded. It would be impossible to budget, or make any commitments to employees under such a sys- tem. 1b make up for defi- ciencies, students electing to pay the 'fee would ultimately have to pay much higher amounts. If this bill passes, there will be fewer outside lec- tures, fewer student groups in which to participate, a reduction in intramural activities, and fewer jobs for students on campus. This bill would destroy the university community. As our society looks for ways to help people feel connected to one another, it is ridiculous to undermine the traditional university community which "" ESTABLISHED 1972 has been able to build these connections among people. Student groups provide valuable learning experi- ences and professional development, and the legis- lature has no reason to step in and restructure the entire student fee allocation process without regard to the detrimental impact it will have. Students fee allocation is currently determined by democratically elected stu- dent governments based on internal campus guidelines and UW System policy, with oversight by the Chancellor and the UW System Board of Regents. Fees cannot be used to fund religious or politically partisan activi- ties, There is no reason for the legislature to meddle with the university's student fee policies. The process works well, and Wisconsin is a national leader in providing valuable extra-curricular experiences for its students. This adds immeasurably to the quality of our education. United Council is the nation's oldest and strongest state student association, representing over 140,000 students on 24 UW System campuses. Karen Diehl is the most photogenic member of the team. It has also been proven that regular exercise increases the amount of blood flow to the brain, allowing us to better focus on learning. There is also a correspon- dence to mental stimulation and the growth of nerve cells in the brain. The more you challenge your brain, the more information it can store and process. So a bal- anced daily diet of studying and exercise can build your muscles and beef up your brain. (Insert appro- priate laugh here), Getting into a regular fit- ness routine for some sounds overwhelming. What pops into your mind when you hear the word "exercise"? Probably a per- son soaking wet with per- spiration running countless laps around a track, right? While for some, this is a pleasurable workout, for the vast majority of people it is something they would rather not think about. Don't fret, there are plenty of things that are no where near as grueling as that. You need to choose some- thing that you consider fun, so you will stick to the goals that you choose. Those couple of extra pounds have just been waiting for the right time to free themselves from your body. The miles you vowed to run everyday during the upcoming year, along with a list of shalts and shalt nots, has once again been put off until next year. Now that a whole month has gone by since the first of the year, we should not sit and dwell on what we have not done and make excuses, but instead get back on track. If your resolutionts) were about health- related improvements such as eat- ing healthier or getting into a regu'lar fitness routine, there could be no better time to start than now! I know that you have heard over and over again the benefits of regular exercise and a balanced diet, but there are many reasons why living healthier is especially good for college students. Regular exercise will give you more energy, as will eating the right foods. This time of year when the weather is bitterly cold, a common reaction of many people is to lay around and hibernate. Practices are held on Thursdays from 7:00-9:00 in the gym. Everyone is wel- come and encouraged to come and try Ultimate Frisbee. According to Kremer, experience or know- how ofthe game is not necessary because everyone is willing to teach newcomers how to play. If Frisbee isn't your game, A.S.A.P. also offers a variety of nontraditional sports. Mountain biking and paint ball wars are two of the more popular sports within the club. The club is also planning a ski trip to Cascade Mountain in the near future. Tournaments for darts, pool, and bowling are some other options that will soon be added. The new year brings many resolutions and often broken promises to one's self. If you, like many oth- ers, decided that as of the first of this year you were going to get into shape, but have not started to exercise, there are fun and exciting ways to be able to slip into those new jeans. A.s.A.P., Alternative Sports at Parkside, offers enjoyable ways to stay in shape. Ultimate Frisbee, for example, is a non-contact sport that stresses sports- manship and fair play while giving a great cardiovascu- lar workout. The game, which is played outdoors with seven players per team, is a challenging com- bination of football, basket- ball, and soccer.
