On Tuesday, October 20,
r Wisconsin's Junior US Senator
Russ Feingold came to OW-
'Parkside to promote what he
likes to call Russ Feingold's
3
Access to Higher Education
4
Tour, Keeping the Door Open for
4.
All. The visit was sponsored by
4
the College Democrats group.
0$
Parkside was one stop of
5 ~ many visits to various University
6 of Wisconsin campuses. The
6'
meeting was held in Union 104-
(} 106. A moderate gathering
appeared for the -senator's speech,
1
incluaing a history class. Some
of the gathering were not stu-
gents but loyal constituents of
the senator.
Feingold's speech was tar-
geted at college students.dis-
cussing tuition. "When I went to
school at Madison
in
the seven-
ties, my education cost a total of
$10,000, including tuition, board,
and a couple of beers as the
drinking age then was 18," said
Feingold. "But now, that is the
cost of about one and half sernes-
MElTAINMENT 10!
ter's of college. That's too
much."
Feingold went on to voice
10
his concerns on how the subject
H,
of tuition was affecting students.
If
"Today,
I
am not seeing the opti-
II
mism in students' eyes that
I
used

to see. There is too much pres-
sure and worry about financing
their education.

any specific new way to help
college students' to manage their
tuition but did point out his
opponent, Republican Mark
Neumann's actions against help-
ing college students.
"Neumann voted to abolish
the US Department of
Education," said Feingold. "He
wants to reduce the number of
Pell grants.
n
Pells grants are
non-repayable tuition grants from
the government given to students
who financially qualify,
Feingold said he has voted for
federal Pell Grants and Federal
Work Study. Beside Feingold's
podium was a placard of differ-
ent ouores that Neumann has said
against education stood posted in
bold print.
Feingold has one daughter
who is a freshman in college.
giving him the experience of
dealing with the cost of tuition of
college now. "Higher education
should not deteriorate into being
only for the higher classes. We
.must keep the opportunity ladder
in place for the young people
coming behind us," said
Feingold. "High cost education
does not fit in with keeping the
opportunity ladder in place."
Feingold then began encour-
aging students to get to the polls
and vote, ifnot for him then just
to increase the number of voters.
"1
encourage every student to go
out and tell 25 friends to vote
u.s.
Junior Senator Russ Feingold
and
keep encouraging- them to
get to the polls," said Feingold.
Feingold talked for about 10
minutes
and
then exited with a
smile and a wave, to go out in
the hall and talk to the press.
After a couple minutes answer-
ing questions and taking pictures,
Feingold left.
The College Democrats
meet at 12:30 on Mondays in
Molinaro 129. To get more
involved in politics or if you
need help to register for voting
or getting to the polls they will
help you.

Gingrich has several
reasons for touring the area.
First, to urge people to vote: She
wants..,eople to become active

their community. Also, she
wants to inform people about a

Special to the Ranger News
"The Scarlet Letter" has
been called the greatest novel
ever written in the Western
hemisphere. The story brings a
woman named Hester Prynne to
America in colonial times. She
leaves her husband Roger
Chillingworth behind, only to
fall in love with a man named
Arthur Dimmesdale with whom
she has a child named Pearl.
Hester lives in sin for the
remainder of her life wearing
the scarlet letter "A" on her
gown to stand for Adulterer.
The Nathaniel Hawthorne's
work has now been turned into a
play by contemporary play-
wright Phyllis Nagy.
English Literature Professor
James
S.
Dean commented
on
the most noticeable changes.
The adaptation by Phyllis Nagy
takes the focus of the playoff of
Hester, and places more empha-
sis on the other three characters.
Dean notes the length of the
play versus the novel as a major
difference. Not just in page or
time length, but in the obvious
changes that a play brings. The
playwright must focus on divid-
iog the story into scenes, and
shortening the dialogue. Dean
stated, "There are no
long narra-
tives, and a lot of things have to
stand for something else."
Symbolism is another
important aspect that Nagy uses
to emphasize the various
themes. For
example,
Dimmesdale and Chillingworth
both have heart problems in the
play.
It
literally represents med-
ical problems, but figuratively
represents both characters diffi-
culty
in
dealing with love.
Another change in the play
is the role of Hester's daughter,
Pearl. The script calls for a
twentysomething actress to
play the part of a seven-year-old
girl. Nagy gave Pearl a second
function as the.chorus in the
play.
Therefore, Pearl had to be
mature enough to understand
and discuss the issues at hand.
An adult portraying Pearl may
be more believable given the
perceptions the playwright gives
her character.
Dean also noticed Nagy's
similar portrayal of the colonial
Salem, Massachusetts, setting.
However, the play uses contem-
porary dialogue which 'tints the
historical setting of the play.
Dean comment; on the
adaptation of the play by saying,
"It
is an updated version of it,
and has a modem slant on the
situation, it's a modem play."

qualify for the seat, a student must have a 2.0
grade point average, be in good standing at the
University, and be carrying 6 credits.
Venevoglienti, who meets the criteria, was the
chair SUFAC in 1997 and worked hard on orga-
nizing the SUFAC committee.
The SUFAC committee, which is part of
the Parkside Student Government Association
(pSGA), is responsible for the budgeting and allo-
cation of segregated fees that come out of student
tuition and pays for student programs like the
radio station, The Ranger News, the Racine bus
service and other at Parkside.
The Parkside Union Advisory Board
(PUAB) Member-at-Large chair is up for reelec-
tion. But according to Corey Mandley, president
of the PSG A, "Nobody has run for this position
since I've been here. Students usually write in a
name for the spot on the ballet."
The PUAB Committee is involved with
student programming at Parkside. The PUAB
member-at-Iarge also is on the Food Service
Board. Qualifications for this position are similar
to those of the SUFAC Member-At-Large.
The Ranger News is published every Thursday throughout
the semester by students of the University of Wisconsin-

for 26 issues.

Bipartisan Bill
Provides Tuition
Relief For UWP
Students
Rebecca Stratman
Special to the Ranger News
Surprisingly, despite the $40 million Starr
investigation, the country has money to spare for
education. Within the next few years, college
stu-
dents will receive a break on their tuition costs,
thanks to a new bipatisan bill.
The Higher Education Amendments of
1998 would increase the maximum allowance for
Pell Grants to $3, I00 per year by the 1999-2000
school year. The bill was passed by
both
the
Senate and the House of Representatives last
Monday.
It
now goes to the president for his
review. This measure will provide major relief for
college student's pocketbooks
across
the country.
Gradually, the maximum grant allowance would
increase to $5,800 in the 2003-2004 school year.
"If I were allowed more money in grants,
I wouldn't have to borrow as much money.
I
might not have to take out loans at all," slates
University of Wisconsin-Parks ide student Katie
Beaumier.
The new bill also will provide relief for
students who need to take out loans. Student loan
interest
rates
would drop from 8.25% to about
7.5%. This drop in rates has been effective since
July, the bill has simply made them offical,
Students at UW-Parkside can expect to
reap the benefits of this bill by the 1999-2000
school tenn.
nWe did
increase
Pell
Grant recipients
this past year. But, it seems students are unwilling
to apply because they believe they won't receive
any money. Every little bit helps, right?" states
Assistant Director of Financial Aid, William
Henderson.
The actual amount awarded for Pell
Grants increase only $IOO;but this may make a
difference for those currently receive the maxi-
mum allowance.

Parksidewas founded the same year the
Green
Bay Packers won the Super Bowl
II.
Healso demonstrated a good sense of
humor. At one point, he gently poking fun
atthechancellors of other UW-System
schoolswho were present saying, "We are
ayounguniversity. I look at my col-
leaguesand you can see they're much
olderthan Jam."
Thevision thing
Acknowledging the frequent requests
he'shadto give his "vision" for UW-
Parkside,Keating said the University first
needsto define its value. He said those
valuescould be found on the front page
ofitscatalog.They are academic excel-
lence,a
commitment
to diversity, and a
commitment"to provide education pro-
grams,creative and scholarly activities,
andserviceresponsive to the local,
national,and global communities which
we serve."
"Now,what is the vision 1 can cull
fromsuch lofty, real, and attainable ideal?
Thefirstthing that we must do is...grow
our enrollment," Keating stated.
"Southeastern Wisconsin is a growth area,
and [UW-Parkside] was intended to
serve ...our local communities, where 80
percent do not have a baccalaureate
degree and 60 pereent...have not attended
any higher education.
"This is missionary territory and this
campus will become a missionary.to pro-
vide the education that a democracy needs
to prosper," he said. "We will grow it
through creative innovation built on our
strengths, in partnership with our commu-
nity
in
this vibrant, energetic, economical-
ly bristling area, with the strengths of our
faculty, our strong liberal arts and sci-
ences program, our business program, our
education programs."
After stating the University's contin-
ued commitment to high educational stan-
dards-"The quality of our institution can-
not be sacrificed'l-Keating acknowledged
the need to raise UW-Parkside's commu-
nity profile.
"I have had the privilege of meeting
with several of the CEO's of major corpo-
rations here, knowing that they employed
literally hundreds of our graduates and
being told well, 'we don't recruit at
Parkside.' Then J ticked off two or three
of their top executive who were graduates
of this institution.
"We have to tell our story much bet-
ter, much clearer, much broader. We have
to brag about who we are, because after
all, if we don't brag, then nobody else
will or even can. We have to brag about
scholarship, and we have to brag about
our research, but we can't do it divorced
from the mission that we have as a com-
prehensive university to serve the public
Chancellor Jaek Keating, left, meets with community members during a recep-
tion following his inaugnration. Keating became the fifth Chancellor of UW-
Parkside during a eeremony last Friday
and provide quality educational programs
in the 21st century."
Keating said UW-Parkside is a young
university that is a maturing and evolving
to serve the needs of today's students.
"We clearly know that our students
are a new wave of students and Corey
[Mandley, UW-Parkside Student
Government President], I'm sure you'll
agree with that," Keating said. "We have
an exciting student body here, the second
most diverse student body in the
University of Wisconsin's proud system.
We have to be able to evolve to match the
challenges that our students, [and] our
communities are expecting of us, and we
will. "
Keating said he sees UW-Parkside
students combining traditional education
with practical skills. He called this a niche
UW-Parkside can carve out for
itself, with graduates who "can read and
write and conununicate and work togeth-
er, the traditional skills of liberal arts edu-
cation, wedded with-not altered, but wed-
ded with-strong minors that allow them to
walk into the community, to its workplace
and apply immediately the skills the
knowledge and the education they have
received at this institution," he said.
The new Chancellor added that turn-
ing the University's vision into reality is
"very do-able." Attaining that reality, he
went on to say that this requires every-
one-teachers, administrators, and stu-
dents-to contribute.
"We have problems," he stated. "We
have to put our heads together, talk dia-
logue, debate, argue, [and] come to a con-
clusion. [Then] we will move into the
21st century as a vibrant, just matured
university. "

New
Dean of College of
Liberal Arts and Sciences,
Donald Cress
Colleen LaVinka
cf the Ranger News Staff
On July I, 1998, Donald Cress came
to UW-Parkside to take over as the new
Deanof the College of Liberal Arts and
Sciences.
Dean Cress oversees all departments
except business, computer science, and
pre-engineering. This includes twenty
departments and numerous centers, such
as the Women's Center.
"You spend a lot of time talking to
people, helping departments to maintain
quality. My main role is to encourage
departments tn excel," he said.
Cress came to UW-Parkside after
spending twenty-five years at Northern
Illinois University in Dekalb. He was
part of the faculty in the Philosophy
department, six years as chair of the
department, and eight years as the
Associate Dean of the College of Liberal
Arts and Sciences.
He knew of UW-Parkside from his
friend Richard Brown.
"Richard Brown came to UW-
Parkside from Dekalb. He was the for-
mer Dean of the School of Business here.
Wekept in touch and when the opportu-
nity arose for me to come to
~W-
Parkside, he advised me that it would be
a very good move," said Cress.
Cress was an associate dean for
Donald Cress recently appointed Dean
of tbe College of Liberal Arts and
Sciences.
years at Dekalb but he thought that it was
time to show that he could do the job of
being the dean. Cress states "I wanted to
show some leadership and assume more
responsibility."
He says that the people have been
wonderful and he has found the
morale of UW-Parkside to be quite high.
"There is a very positive attitude here,"
he said.
Dean Cress looks forward to many
years at UW-Parkside and has a very
positive outlook for the future.

Ranger Hall vandalized, Hall
officials ask students to help
Spec/alto the Ranger
after 4:30
p.m,
on weekdays and on week-
ends and students must use an access card
to enter the building. However, Stone said
doors are sometimes propped open ..and
people who are not Ranger Hall residents
enter the building as part of a group.
For that reason, a letter is being sent
to residents asking them to more closely
monitor the actions of their guests.
"1 thiok [hall residents] should be
concerned their community is being dam-
. aged, because they are the ones who pay
for it financially and emotionally," Stone
said.
UW-Parkside police continue to
investigate the destruction. University
Police and Public Safety Director Robert
Deane said any student having informa-
tion about Sundays incident should call
595-2455.
UW-Parkside maintenance workers
. spent Monday painting the walls of
Ranger Hall and assessing other damage
left by vandals. The as-yet unidentified
suspects scrawled statements like "love
your neighbor" and crude references to
drug use and body parts on walls and
destroyed two exit signs. Cost of the dam-
age was estimated at $600.
"We don": have a tremendous prob-
lem with vandalism, so when we get it, it
is frustrating," Residence Life Director
DeAnn Stone told the
Kenosha News.
The
University is considering offering a
reward for information about the vandal-
ism which is thought to have occurred
sometime after 2 a.m. Sunday morning.

UW-Parkside enrolls
biggest crop of new
·freshmen in 11,years
Special to the Ranger News
The incoming freshmen class at
the University of Wisconsin-Parks ide
is the largest in II years and repre-
sents a nearly 30 percent increase
from just- two years ago, according to
enrollment figures from the 10th day
of classes.
. For fall 1998, UW-Parkside
enrolled 882 degree-seeking new
freshmen, up 7.7 percent from 819 last
fall and 29 percent increase from fall
1996. Including new transfer slu-
dents, UW-Parkside enrolled 1,282
new degree-seeking students for fall
1998, up from 1,230 last year and a 22
percent boost from fall 1996 levels.
It
was the largest group of degree-seek-
ing students since at least 1985.
The crop of new freshmen is the
largest since 1988, when 942 new
freshmen enrolled. Since 1989, the
number of new freshmen remained
consistently in the middle to high
700s. Those figures do not include
continuing students still classified as
freshmen.
Over the past 14 years, the 400
new transfer students enrolled for fall
1998 stands .second only to 411 who
signed up for fall 1997.
The increases can be attributed to
more resources devoted to the
Admissions Office and a strong mar-
keting and advertising plan begun
prior to the 1997-98 school year,
according to Admissions Director
Chuck Murphy.
"These numbers reflect a very
strong push to boost our recruitment
advertising and increase the areas of
the state that we recruit in, ., Murphy
said. "We've expanded recruitment in
Wisconsin, especially the Fox Valley
area. We expanded our recruitment in
Illinois and the Twin Cities of
Minnesota."
The amount of money budgeted'
in Admissions for travel and
recruit-
ment expenses has risen from $54,000
prior to 1996-97 to more than $80,000
this year; Murphy said. An admis-
sions counselor/recruiter position was
added on a temporary basis in fall
1996 and made a permanent part of
the staff in fall 1997.·
In the past year, the Admissions
Office has staffed nearly 300 high
school visits, more than 65 college
fairs/college nights at high schools,
three national college fairs and 20
Wisconsin Education Fairs around the
state, Murphy said.
Since the summer of 1997, the
university has developed a new mar-
keting operation and a comprehensive
advertising plan to raise its profile
locally and make UW-Parkside an
attractive option for students living
outside southeastern Wisconsin. The
new 40 I-bed Ranger Hall, which
opened in fall 1997, makes it possible
to recruit more out-of-area students,
Murphy said. Ranger Hall is full for
fall.
The University places newspaper
ads in communities around the state
prior to all of its Wisconsin Education
Fairs .. Print ads are also run in key
recruitment areas during the fall and
spring recruitment periods, Murphy
said. In August, UW-Parkside also
ran a full-page color ad in zoned edi-
tions of U.S. News and World
Report's "America's Best Colleges,"
as well as in Time, Newsweek and
Sports Illustrated.
The University has alsoaired a
series of radio ads in Milwaukee,
Racine, Kenosha and northern JIlinois.
A cable television spot began running
locally in 1998 and a new 30-second
commercial will air throughout 1998-
99 on TCI of Racine and Time Warner
Cable of Kenosha.

One
of the proposed

Editor-in-Chief
Xun (George) Wang, of the
University of Wisconsin-Parkside
Department of Sociology/Anthropology,
conducted a educational trip to the
People's Republic of China from June 24
10
July 7,1998.
A total of 19 people
attended the tour, three of which were
Parks ide students.
Before the trip, the participants
engaged in eight two-hour lectures. In
the lectures, the students learned about
the geography, culture and social institu-
tions of China in the twentieth century.
The leader of the trip, Wang, is a
native of China who speaks the language.
In addition to his 30 year residence in
China, Wang directed an exchange project
with the People's University of China in
1996.
The trip began in Beijing with a three
and one half day visit. While in Beijing,
the students visited The Great Wall, the
Forbidden City, the Summer Palace, the
Ming Tomb (burial place of emperors)
and Tiananmen
Square. Along with these
stops, the participants
attended a lecture
on Traditional Chinese Medicine and an
Acrobatic Show.
The next stop on the tour was to
Xian, the ancient capital of China. The
stop consisted or two and one half days
and a trip to the First Emperor's Tomb,
Tera Cotta Soldiers, a Jade carving facto-
ry, craft market and a Tang Show. (Tang
is one of the Chinese Dynasties)
.
Following Xian the trip moved to
Hangzhou, meaning Paradise on Earth,
for two days. There, the students visited
Ling Yin Temple (a Buddhist Temple), a
Pagoda, lea plantation and went on a boat
ride on the West Lake.
After Hangzhou, a one day stop was
made in Suzhou.
Lion Net Garden (pri-
vate garden), Tiger Hill (Historical Site),
a silk factory, an embroidery
institute and
an evening show detailing the Chinese
tradition of music were the items on the
itinerary for that city.
From there, the trip went to Shanghi,
also a one day stop. In this city the class
journeyed through the Old City of
Shanghi, Yu Garden, Jade Buddhist
Temple and a boat tour to see the sky
light of the metropolitan
area.
The next area on the tour was a two
and one half day adventure in Guilin
where the class went on a five hour boat
lour down the Li River, Elephant Trunk
Hill and the Flute Cave.
The final destination was
to
Guangzhou.
In this city, the students
spent one day exploring a Buddhist
Temple and the Museum of Chinese Folk
Art.
According
to
Wang, the tour went
well. He stated that the participants
enjoyed the trip for several reasons. First,
they liked the university tour rather than
an individual tour because they had an
expert who could help them with the lan-
guage and the culture. They also believed
that the class, taught by Wang, that was
held previous 10 the trip was informative
and very helpful.
Wang also stated that he felt the stu-
dents enjoyed the variety of programs
offered while in China. For example, the
;spect of education was filled'~'lth'T~;~:":
tures, visits to historic sites and tours of
factories.
It
also proved to be very entertaining.
The students were allowed time to roam
the cities and participate in activities not
lead by the tour. Some of these activities
included:
the Acrobatic show and shop-
ping and bartering on the streets. They
also went to evening dinner shows.
Although the trip was a great suc-
cess, Wang said that he bel ieved the stu-
dents would have like to have more free
time, smaller lunches and an opportunity
to talk candidly with more people.
Ryan Gleason and Katie Majdoch
were two
tjw-Parkside
students who par-
ticipated on the trip. Both agreed that it
was
all
amazing experience.
They attrib-
uted much of the success of the tour 10
director, Wang. They stated that the
classes before hand were very helpful and
that Wang's knowledge of the area proved
to be important.
Gleason and Majdoch agreed that
they would take the trip again in a second
for many reasons.
"It
was a very reasonable rate," stat-
ed Gleason, "we stayed in the best hotels,
ate the best food and went to the best
shows and it was all taken care of."
Along with the low expenses, they
learned about the c,!Jlture. Both com-
mented on Beijing which has 30 million
people, the historic sites and beautiful
scenery. Gleason thought that seeing all
of the ancient places was an overwhelm-
mg expenence.
For Majdoch, the best part of the trip
was Guilin.
"It
was beautiful," she said, "we
went on a boat tour through lime stone."
According to both students, the peo-
ple of China were all very friendly. At
one point, a high school student
approached
Majdoch so that she could
practice her English. The Chinese tour
guides were also great. While in China,
Bill Clinton was making the same tour.
"rhe gu ides moved th ings around so that
the Parks ide tour was not interrupted by
the President's, visit.
Although the group was diverse,
Gleason was disappointed that there were
only three Parks ide students in atten-
dance. A Ithough the financial aid process
was tedious, it was far from impossible
and well worth it. The students would

The University of Wisconsin
Parks ide Open House, held on Saturday,
April 25, from 10-2, was a great success.
Past, present and perspective students
from the Kenosha and Racine area
attended, as well as Faculty and Staff.
Kenosha radio station "95 WilL Rock",
and this year's Miss Wisconsin also
attended.
Admissions Counselor Joel
Buschmann said, " We are happy that
the Faculty and Staff were very involved
in this event.i..This is a great building
block for next year's Open House."
Most of the Faculty and Staff were busy
at tables and walking around meeting
new people.
According to Buschmann UW-
P has a major problem, it has a stigma of
being a commuter college. This Open
House makes the community, present
students and perspective students aware

Open House is not related to the 30th

The Faculty Senate voted on
the resolution sent by the University
Committee which passed, 14-3.
President Mandley was very
disappointed by the Faculty Senate's
resistance to student representation.
"If all the other governing bod-
ies. such as student affairs, academic
staff and administration, have student
representation, then so should the
Faculty Senate." Mandley continued by
saying, "This is by no means the end of
the battle with the Faculty Senate for
student representation. If I have to pre-
sent a resolution every month for the rest
of my term until there is a solid commit-
ment by the faculty, that is what I will
do."
Mandley urges student to take a
stand because it is your tuition, your fac-
ulty and your school.
" I feel that students have a
right to have a vote in who administers
education to them," said Mandley.
President Mandley stated, "I am
very disturbed by this alternate resolu-
tion because it had no.real plan to get
student representation on the searches."
In an attempt to bargain with
the Faculty Senate, President Mandley
presented a counter-resolution on the
floor which asks for only one student, to
be appointed by PSGA, to sit on the
committee.
The Faculty Senate felt that
PSG A should not hold the power to
appoint students to these committees and
that it should be left up to the depart-
ment. President Mandley also disagrees
with this. He feels that PSGA holds
power over student government.
Dr. Kinchen, Music
Department, made a friendly amendment
that department and PSGA have the
power to appoint this student together.
The Faculty Senate voted 9-8 for this,
but this was not two thirds majority so it
failed. The Faculty Senate then voted
the counter resolution for PSGA to
appoint the student and the vote was 2-

The Parks ide Student
Government Association unanimously
passed a resolution on April 10, recom-
mending that the Faculty Senate man-
date that two students sit on Faculty
Search and Screen Committees.
Presidents of PSG A are allowed to make
resolutions to the Faculty Senate which
is composed of 35 members from all
departments who deal with curriculum
issues and a variety of other tasks.
On April 21, President of
PSGA, Corey Mandley, presented a sim-
ilar version of the resolution to the
Faculty Senate.
The original resolution was
watered down by the University
Committee, it stated the Faculty Senate
shou ld take steps to see that students are
actively involved in the searches, but the
faculty senate does not have to mandate
that their be student representation.

Student Voices: Should The
University Police Carry Guns?
I am a 17 year old female at
UW-Parkside. I live on campus, plan to
major in criminal justice, and am a
freshman. My opinion of whether or not
the UWP police should carry guns or not
is, yes they should carry guns. I realize
that most of the students against it argue
that nothing ever happens here at
Parks ide. I am from a town of about
15,000, and that is where NOTHING
never happens. I have heard several
times that Kenosha is part of a drug traf-
fic ring. Being a future police officer, I
would worry about the violence that
comes along with the battle against
drugs. Sure the students here are not
causing a problem with the police that
would require the need for guns, but
there are several non-students that drive
through the campus. My final thought
would be, if I were pulling someone
over and all I had was a little can of pep-
per spray and a night-stick, I would pray
that the person doesn't have a gun under
his or her seat. I think if the police have
the proper training with the usage of
weapons, then they should be able to
sport them in their holsters.
I am an African-American, 20
year old female with a major in English.
I permanently reside in Milwaukee, WI.
At
Parks ide,
we
rarely see vio-
lent crimes committed. The average
complaints in "Police Beat" are traffic
violations, personal property thefts, and'
fire alarms. These things are serious in
some aspects and to answer these kinds
of complaints is University Police's job.
However, in the last five issues of
"Police
Beat,"
I have seen only two vio-
lent crimes. One of them was a student
being battered, and the other one was
harassment of a female student by a for-
mer boyfriend. Most of the rest of the
potentially dangerous crimes on campus
go unreported. When are campus crimes
so violent that police need to have guns
at their sides? I feel that with guns, the
University Police are too intimidating.
Many students are wondering, what
brought on the decision for UWP Police
to carry guns, and have they had any
updated training? In addition to firearm
safety training, they should also have
additional sensitivity training geared
towards the diversity on our campus.
They have to deal with people from
every background, and some students
may feel safer when the police have
guns, but this prompts others to protect
themselves from the police. They
should consider the students' past expe-
riences with police. A lot of people
object to the way UWP Police deal with
their situations, and feel that by the
Police having guns that the situations
can only get worse. This new rule
should be further investigated, and when
the students are told more about why the
police have made this decision, and what
kind of new training they have had, then
it should be allowed.
I am not afraid of the university
police carrying firearms. What I am
afraid of is a situations where firearms
would better protect me and they are not
available to the police officers on cam-
pus. I feel comfort in the fact that the
university police have the proper and
necessary tools available to do their
jobs. Their jobs aren't necessarily to
protect us from each other, but from pos-
sible outside threat. People other than
students; faculty and staff are on or
around our campus. Petrifying Springs
Park is a prime example. Many people
visit Pets Park, and lets face it, we may
no know too much about them.
As a commuter, I sometimes
have to walk out to my car late at night.
In addition to the dark, the woods are all
around our campus and the distance to
the parking lots could provide the per-
fect backdrop for a crim inal to take
advantage of female students life myself.
I feel good about having a police force
on campus, especially knowing that they
carry the necessary weapons of protec-
tion. Who knows what kind of weapon
a criminal may carry.
In
the event of
something horrible like an attack occur-
ring, I would like the person responsible
for keeping me safe to have the same
strength of weapon as an attacker may
have.
I also have the confidence in
our university police that they know how
to use their guns safely and properly.
The cops on campus are real police offi-
cers. They are trained professionals and
know what their guns can do. But they
are also properly trained how to use
them and not to use them at all, if possi-
ble. I am willing to bet the officers
dread the day they may have to unhol-
ster their guns, but also know that it is
sometimes a necessary part of the job.
I'm glad the police carry
firearms, it makes me feel safe. A gun
can be dangerous when it is in the wrong
hands. But in the hands of trained pro-
fessionals like the university police offi-
cers, a gun is a useful protection device
and the danger involved decreases dra-
matically. I know we are all now safer
because the police carry guns, then in
the past when they did not.

Interim Chancellor
Meridith Jumisko
Features Editor
Dr. John Ostheimer is a man
who enjoys fishing and hiking. He's an
avid novel reader whose favorite books
include The Street Lawyer by John
Grisham and Cold Mountain by Charles
Frasier. He and his wife live in south-
ern Racine. They have three grown chil-
dren and five grandchildren. Oh, he's
also the interim chancellor and
provost/vice chancellor at UW-Parkside.
Ostheimer was the interim (act-
ing) chancellor in May and June of 1997
after Eleanor Smith retired as chancellor
and before Gordon Lamb arrived to be
the interim chancellor. Now, Lamb has
come and gone and Ostheimer is in
charge again from April until July when
the new chancellor John Keating arrives.
Ostheimer's role as interim
chancellor, he says,
IS
"To keep positive
things going until the new chancellor
shows up- to keep the ball rolling. To be
more specific, we're working hard on a
number of activities that are going to
increase our
enrollment,
increase our
retention, and build on our diversity, par-
ticu larly increasing the diversity of fac-
uIty and staff."
According to Ostheimer, "The
provost is the person who is in charge of
the campus in the absence of the chan-
A spectator at UWP's Women's soft-
ball game brings some friends,
cellor." His role as Vice Chancellor "is
to be responsible for the parts of the uni-
versity that deal with academic affairs
and most of the student services." There
is also a second Vice Chancellor (VC),
William Streeter who is in charge of
administration and fiscal affairs, includ-
ing the Union, the residence halls, the
bookstore, and the food service.
Ostheimer holds weekly
Provost Cabinet meetings with the seven
main people under him as well as the
chair of the University Committee (The
faculty Senate executive committee).
Those seven people are: Assistant VC
for Student Services (such as
Admissions and the Career Center) and
Dean of Students, Steven McLaughlin;
Executive Director of Academic Support
Programs (like Advising) and
Institutional Research, Diana Sharp;
Associate VC for Planning, Budget,
&
Resource Allocation and Graduate Dean,
Ronald Singer; Associate VC for
Information Services, Barbara Baruth;
Assistant VC for Extended
Services/Director of the Center for
Community Partnerships, Esther Letven,
Interim Dean of the College of Arts
&
Scierices, Larry Duetsch; and Dean of
the School of Business and Technology,
Richard Stolz.
As interim chancellor,
Ostheimer conducts weekly council
Interim
Chancellor
John Ostheimer
meetings with Streeter; Executive
Director for University Advancement,
John Hanson; Assistant to the Chancellor
for Equity and Diversity, Charlotte
Westerhaus; and Athletic Director,
Lenny Klaver.
, Ostheimer came to UW-
Parxside in July 1995. He spent a com-
nined ten years as the Dean of Arts and
Sciences at East Tennessee State
University and University of Colorado at
Denver. He spent 18years at Northern
Arizona as a political science professor
and then chair of the political science
department. He earned his degrees at
Yale University.
Student Art Show
Leigh Eckert
If you haven't already gone to
see the latest artwork in UW-Parkside's
Art Gallery then you're missing out.
The 1998 Student Art Show began on
April 6, and will run through April 30,
so there's still time to catch it. This
years art features UW-Parkside students
and focuses on 3-D Art and 2-D Art.
The Art Show was juried by
Edward C Kalke, a Professor of Art at
Carthage College. Kalke chose 2/3 of
the art that was handed in by the stu-
dents. Artwork didn't make it into the
show if it was missing basic formal
design or if it didn't meet the basic tech-
nical standards considered important by
Mr.
Kalke.
Cash 'awards and gift certifi-
cates donated by the Art Club, and area
art
supply dealers were given out as
prizes. Kalke looked for student artwork
that went beyond the influence of
Parkside's Art Professors. Awards went
to: John Bergeron, Brenda J. Deshler,
Patricia Scofield, Ruth Wagner,Andrew
Baumann, Michele Ulinski, Dorothy
Reuter, and Robert Collins.
Congratulations to all the students. The
free show does continue till the end of
the month so check it out.

In The Saddle For Another 24 Hours
Jeff Webster
This summer four men are
exchanging their quiet peaceful vaca-
tions for a mountain bike race. This is
not an ordinary bike race. These men
will be testing limits of bike and body in
a grueling 24 hour race. A race in which
their legs and lungs will be pumping so
hard they feel as if they could exolode
going up hill While on their way dow'
the descent will be so steep and rocky .
the first thing the men will do when the}
reach the bottom is get their hearts out
of their throat. This ride does not end
when the sun goes down. There will be
no streetlights to guide these riders'
path. Instead, each rider must use a fif-
teen watthandle bar mounted light to
pierce the quiet darkness of the trail
Meals will be eaten in a rush between
bike
maintenance,
and short naps
throughout the 24 relay race.
Riders Keith Boskar, Jeff Loss,
Todd Tuescher, and Jeff Webster will be
one team of over a hundred teams par-
ticipating in The 1998 Newsweek 24
hour Mountain Bike Team Relay Race.
The event is taking place on June 6-7, in
Davis, West Virginia, Granny Gear
Productions and The American Lung
Association of West Virginia (ALA) are
tearning up to help raise money to fight
lung disease. The primary objective of
the fund raising effort is to keep children
from smoking.
"Everyday 3,000 children begin
smoking in the United States, of them
1,000 will die prematurely from smok-
ing related illnesses," claims Sara
Crickenberger, Executive Director of the
American Lung Association of West
Virginia. Each rider is responsible for
raising three hundred dollars. These
pledges will be used the the American
Lung Association of West Virginia
(ALA) to provide programs such as the
Smoke-Free Class of 2000, Tobacco-
Free Teens, Freedom From Smoking,
and further efforts to keep cigarettes out
of children's hands. Webster, age twen-
ty-three, is currently a resident of
Racine, and a communication student at
the University of Wisconsin-Parkside ir
Kenosha This ISWebster's first yea'
teammg up with this groups of friends
from Chicago. Tuescher, age twenty-fie,
is a former resident of Racine, and a
University of Wisconsin-Madison gradu-
ate. Tuescher, who is a veteran of the
relay race says, "Twenty-four hours of
Canaan is one of the 'most difficult
things I have ever completed in my
.life...
lt
has also been the most reward-
mg. The ride is a great chance to have
fun, work hard, and raise money for a
good cause."
The men have been training
since early January for the race. Work
outs on indoor trainers will hopefully be
switched to rides a local Wisconsin
mountain bike hot spots as weather per-
mits. The team prefers rides at Kenle
Moraine state park located in Eagle,
Wisconsin.

that opened in the fall of 1997. Rooms
in this hall are designed to be shared by

Professor of the Week
Sash a Radojevich
A University of Wisconsin-
Parkside adjunct professor, often goes
unnoticed in the communication field for
her talent in teaching the theoretical
development aspect of organizational
theory and the social action theory.
Professor Jo-Anne Fogle, UW-Parkside's
communication department, is one of the
few faculty members who have devoted
her time and career into learning and
lecturing about the concept of
Coordinated Management of Meaning
(CMM). When asked to explain what
Coordinated Management of Meaning is
Fogle replied, "Coordinated
Management of Meaning is the ideas
that from birth onward we learn certain
information about how to behave and we
also learn certain information about who
we are."
Fogle is no stranger to the
University of Wisconsin-Parkside. She
began her career teaching communica-
tion at the university in 198I-1985 as a
part-time faculty member. She then later
returned to the communication depart-
ment at UW-Parkside as a last minute
replacement for an associate professor in
the Fall of 1998. She now currently
holds the status of a part-time adjunct
professor, but hopes to be promoted as a
full-time faculty member in the near
future.
Fogle teaches such classes as
"Approaches to the Study of
Communication)" "Organizational
Communication," and is currently teach-
ing "Communication and Gender." She
has also published numerous scholarly
articles including "Dance Along a Tight
Rope" and "The Multiple Realities of
Everyday Life: One Conversation;
Three Viewpoints."
"I find her courses very intel-
lectual and stimulating, as well as fun,"
replied Kerri Bachler, a former student
of Fogies.
A few things that Fogle enjoys
about teaching at UW-Parkside include
being able to interact with young college
students about ideas, sharing with the
students what she has learned and hav-
ing the opportunity to learn more, and,
most importantly, being just around the
students.
Professor Fogle offers a few
words of advice to her brights students
at UW-Parkside. "Working hard in aca-
demics can be fun and rewarding at the
same time," and lastly she, "Welcomes
all freshmen students the opportunity to
take her fun freshmen seminar class with
her next semester."
In her graduate years Fogle was
awarded a full fellowship at the State
University of New York at Buffalo. She
was the only students in social sciences,
at that time ever, to have received the
full fellowship funding for two years in
a
row.
Fogle holds a bachelor's degree
in interpersonal and interdisciplinary
communication from State University
College at Brockport-New York. She
also has received a master's degree in
communication and a doctorate from
SUNY at Buffalo.

Parkside's potential brings new chancellor
enrollment, raise Parkside's academic
stature and expand itsrelationship with
the communities. Along with these
duties, the Board of Regents was looking
for someone with a sense of humor and
an outgoing personality.
Keating's degrees include social
psychology, theology and philosophy and
has experiences as vice provost and dean
of branch campuses at the University of
Washington-Seanle.
"I would not have accepted a
position like this unless I saw a chance to
John Keating
Amanda Bulgrin
Editor-in-Chief
John Keating, provost of the
University of Alaska-Fairbanks, will for-
mally begin his role as chancellor of the
University of Wisconsin-Parks ide on July
I, 1998. He did, however; take time to
learn about the campus and make his
media debut on Thursday, April 9, and
Friday, April 10.
It
is the hope of this institution
that the 59-year-old Keating will increase
grow and bea vibrant force in the com-
munity. I wouldn't want to come here to
care-take," stated Keating.
He commented that the faculty
of UW-P was pristine. He continued to
state that following someone as popular
as Gordon Lamb, interim chancellor from
July to March, was ao advantage.
"Iprefer tofeel like a
faculty member who
has somewhat different
duties."
.John Keating
,~You always like to come in
with a powerful person ahead of you who
makes the job a lot easier," Keating said.
At Fairbanks, Keating put into a
effect a plan to reach down to junior high
school level to increase awareness ofthe
university. He stated that the university
needs to get into the minds that this is the
university of choice.
The university was looking for
someone to help Parkside grow in acade-
mic stature, and they have stated, in
Keating, they have found the right person
for the job.
