ULMER ZACKEEHAN UlmerOOO@lIwp.edu Keeha003@uwp.edu The Parkside Student GovemrnentAssociation adressed issues with- filling empty senate seats during their regular meeting onFriday, Dec. 7·. Someone who is interested in student government needs 75 signatures to enter into electIons. However, when there are empty seats after the standard election, current PSGA members can nominate individuals to fill those seats and the entire Senate then votes those individuals into the assembly. -This is a current PSGA resolution. It was discussed that at times this method of filling empty seats can become a popularity contest, and those who are elected in this manner rarely come to meetings after they are voted in. On the other hand, there have been instances when a student was elected to an empty-seat and then went on to play an active role in the Senate. Discussion ensued as to whether requiring potential senators to get signatures would qualify them to serve or simply prolong the process of filling 'empty seats. It was suggested that there must be some requirement .to prove that potential senators will be motivated to play an active role in PSGA. It was also . , suggested that open seats should be advertised in The Ranger News or elsewhere to make students aware of the positions still up for election. Amendments to the current resolution were tabled until next week's meeting. . An act sponsored by senators David Wilson and Carly-Anne Ravnikar sought to clarify PSGA's current definition of resolutions, acts and bylaws. This act was also discussed during the meeting Friday. According to the Legislative Procedure and Bylaw Implementation Act drafted by Wilson and Ravnikar, a resolution is an act of the Senate that "expresses the determinations, decisions? or directions" of the Senate. Resolutions are feelings that PSGt- has towards actions and events. Resolutions have no real power because they. are only suggestions and fade with time. An act is a formal proposal to change the way PSGA is run, or to change the bylaws. "The bylaws include all acts passed by the Senate, Acts are permanent changes to PSG A unless otherwise stated. The act proposed by Wilson and Ravnikar also outlined the purpose and composition of resolutions and acts. Resolutions are intended to give a statement on behalf of the student body or the Senate, make a recommendation to the faculty or administration, or make a temporary change to Senate proceedings. A resolution may not violate a current bylaw. A n act must include an Objective, or the reason for implementing the. act. Along with the objective are definitions of any specific things related to the act, which need further clarification. The act itself describes the different actions being proposed for possible implementation as a law. After the act is stated, particulars must also be discussed. Particulars include such things as dates of expiration or other clarifying statements about the application of the act. The Legislative Procedure and Bylaw Implementation Act, which included all of these definitions and clarifications, was passed in the Dec. 7 meeting by a majority vote of the Senate. Users who responded to this e-mail may have had their personal information accessed, such as their RangerMail password. Phishing is a- criminal attempt to acquire sensitive and personal information, such as passwords and credit card numbers. Wisconsin has an anti- spam bill that includes fraudulent emails, such as the one distributed to UW·P students. According to directmag.com, "Violators could face civil and criminal penalties, including felony charges that could draw up to $10,000 io fines and six years' in prison under the bill. The penalty could increase by $10,000 if the victim is elderly or disabled." So bow can you tell what a P hishina attempt is, and how can o ? you protect yourself from the~n. The Anti-Phishing working Group has some suggestions: I) Be suspicious of any email with urgent requests for personal financial information-unless the email has been digitally signed, you can't be sure it wasn't forged or 'spoofed'. The phishers typically ask for information such as usernames, passwords, credit card numbers, social security numbers, etc. If you aren't sure if It's legitimate or not, call the company and ask. Consider installiug a Web browser tool bar: to help protect you from known fraudulent Web sites. These toolbars match where you are going with lists of known phisher Web sites. For' example, the newest version of Internet Explorer 7 has this toolbar, as well as FireFox version 2. Regularly log into your online accounts-don't leave them alone for more than a month before you. check each account. Log in at least once a week. Along the same lines, regularly check your bank, credit; and debit card statements to make sure all transactions are legitimate. If you sense something is not right, call the company and ask about it. 4) Always report "phishing'' or "spoofed" emails to one of. the following groups: Forward the email to reportph ishing@antiphishing.org or to the Federal Trade Commission at spam@uce.gov. Alert tbe company that was being spoofed {i.e. Ebay). ULMER UImerOOO@lIwp.edu A bill that would require that rape victims are educated about and offered emergency contraception (EC) in Wisconsin hospitals, Assembly Bill 377/ Senate Bill 129, could go to vote in the State Assembly this week. According to supporters of the bill, decreasing unwanted pregnancies due to rape will decrease the trauma that victims experience. Assembly leaders promised the authors of the bill, republican representative Terry Muser and democratic representative Mark Paean, that the Compassionate Care for Rape Victims (CCRV) bill would be scheduled for a vote before the end of the year. ThO' last Assembly Floor Session for this Year is set for Tuesday, Dec. 11 so a vote is expected to take place during that session. Emergency contraception (Be) is a high dosage of birth control pills that is 99.5 percenr effective if taken within 12 hours. and still 75 percent effective if taken within 120 hours .. According to the CCRY coalition, Ee does not have any effect on existing pregnancies. One of the questions that many women have about EC, however, is. how "pregnancy". can be. defined. The American College of Obstetricians and Gynecologists defines pregnancy as "the successful implantation of a fertilized egg," which means that an egg that has been fertilized by sperm and bas implanted itself into the lining of 3 woman's uterus is considered a pregnancy. In her book "When do Human Beings Begin"," philosopher and biologist Dianne Irving. wrote "Scientifically, there is absolutely no question whatsoever that the immediate product of fertilization is a newly existing human being. A human zygote is a human being. It is not a 'potential' or 'possible' human being. It's an actual human being - with the potential to grow bigger and develop its capacities." In May, the State Senate passed the eCRV bill by a vote of 27 -6. Governor Doyle has committed to sign the bill into law if it passes through both state houses. On Dec. II, the Assembly has the opportunity 10 pass the bill without amendments, This means that the Assembly can essentially override an amendment to the bill that passed in October. This amendment allowed hospitals and all hospital employees to deny providing comprehensive health care 1O rape victims and to only provide standard care. The topic of the survey was The Ranger News, whether or not respondents read the newspaper, and how the newspaper could he improved. As one of the students who conducted the survey, and as editor in chief of The Ranger News, I would like to take this opportunity to reflect on ways in which the newspaper can continue to improve. The survey revealed that OUl target audience, those individuals who are most likely to read The Ranger News, are 18 to 21-year-old students who commute to the campus. Respondents were 'given five categories to choose from to > describe how often they read the newspaper. These options' included "never," "sometimes," "occasionally," "usually" and "always." The largest number of students, at 26 percent; responded that they sometimes read the newspaper, and the second largest number, 24 percent, responded that they never read the newspaper. This shows that even though our circulation numbers are rising, there is still a large segment of the student body that we are not reaching. The survey also gave students the opportunity to rate each section of the newspaper. Ratings' they could select included "unacceptable." "needs improvement," "neutral," "good" and "excellent." .The greatest number of respondents answered "neutral" for each section of the newspaper. The second largest number responded "excellent," and after that came needs improvement. There were significantly more respondents who replied "unacceptable" for the Comics and Sports sections, so in the future we will consider ways to improve those sections of the newspaper. One of the most useful parts of the survey was a question that asked "What should The Ranger News do to improve its newspaper?" While the other parts of the survey allowed respondents to circJe their answers, this part asked them to write down their personal thoughts about how the newspaper could be improved. Many respondents wanted to see more local, state, national and world news in The Ranger News. They also desired better quality news overall. It was suggested that we include a variety of opinions on the Opinion page and make sure that our own staff do not dominate the page. Readers would like also like to see more coverage of sports, both on and off campus. At the same time, several individuals requested that we improve the quality of our comics overall. In addition, respondents want The Ranger News to expand its coverage of student groups and school events, as well as interesting issues and topics. They want to read reviews of new movies and video games. They want the newspaper to include more job opportunities in the classified ads along with sudoku .and other puzzles. Visually, our readers would like to see more illustrations and eye-catching photography, and generally a more appealing newspaper. They also desire a high level of accuracy in our editing. I would like to thank' all of the individuals who took some time out of their day to fill. out this survey, and we will be implementing a plan to create some of the changes that were suggested. I would also like to thank the group of students from my marketing class who agreed to use The Ranger News as the topic for our marketing plan project. I hope that the results of this survey are as interesting to our readers as they were to I11e,and I appreciate any other feedback that our readers (and non-readers) can offer. We plan on conducting similar surveys in the future to assess where we are at as a newspaper and where we should be going. In the end, there is always room for improvement. Kaitlyn M.
