For the past several months,&#13;
there was bickering between&#13;
democrats and republicans  in&#13;
federal legislature regarding&#13;
Wisconsin's biennial state&#13;
budget forum for 2007 to 2009.&#13;
If&#13;
an&#13;
agreement by both sides&#13;
could&#13;
DOt&#13;
be reached soon,&#13;
governorJim Doyle threatened&#13;
toclose&#13;
all&#13;
the schools within&#13;
theUW-System, including&#13;
UW-Parkside, for the upcoming&#13;
UW-System survives budget crisis&#13;
spring semester.  However,  on&#13;
Tuesday,  October  23, Governor&#13;
Doyle approved  a state budget&#13;
proposal.  Of the 52 Assembly&#13;
Republicans,  only 23 voted&#13;
in&#13;
favor of the budget; however,&#13;
all 18 of the Senate democrats&#13;
voted to pass the budget. The&#13;
bipartisan  vote passed the bndget&#13;
by a margin of&#13;
60&#13;
to&#13;
39&#13;
by&#13;
republicans  and a 18 to 15 vote&#13;
by&#13;
democrats  in the Senate.&#13;
The budget for the state&#13;
over the next two years is set at&#13;
$57.2 billion. There is going to&#13;
be more than $525 million for&#13;
public schools, as well as $21&#13;
million for every university  in&#13;
the UW-system  for financial aid&#13;
and grants for students.  With&#13;
the state budget passing, there&#13;
are many implications,  but one&#13;
of the most pressing  issues for&#13;
students  is how financial aid will&#13;
be affected. Financial  aid&#13;
will&#13;
be&#13;
disbursed  next week to students.&#13;
There are more than 5,700&#13;
students  who are on the waiting&#13;
list for a Wisconsin  Higher&#13;
Education  Grant (WHEO).  The&#13;
WHEG awards can be worth as&#13;
much as $2,700 for this&#13;
school&#13;
year per student. The budget will&#13;
raise funding for WHEG by $26&#13;
million over the next two years.&#13;
Additionally,  the Wisconsin&#13;
Covenant  was created as a result&#13;
of the state budget passing. The&#13;
Wisconsin  Covenant  guarantees&#13;
financial assistance  to students&#13;
across the state who graduate&#13;
from high school and have good&#13;
grades. BadgerCare,  which gives&#13;
low-cost health insurance  to&#13;
low-income  families across the&#13;
state. has also been expanded&#13;
to allow all kids who live in&#13;
Wisconsin  to&#13;
be&#13;
covered by&#13;
insurance  regardless  of their&#13;
family's  financial situation.  and&#13;
lets people who live&#13;
in&#13;
low-&#13;
income households  to purchase&#13;
BadgerCare  for the first time&#13;
ever.&#13;
The new budget places&#13;
limits on the increases on&#13;
property taxes that the counties,&#13;
villages. towns, and cities can&#13;
levy for the next two years.&#13;
Furthermore,  there are $200&#13;
million being cut from various&#13;
state agencies through 2009.&#13;
The State Medical Society of&#13;
Wisconsin  vowed to file a lawsuit&#13;
against the transfer of $200&#13;
million from the state's fund for&#13;
paying claims of malpractice.&#13;
Doyle said that the transfer is&#13;
perfectly  legal.&#13;
The law states that state&#13;
governments  can operate&#13;
at&#13;
levels at which it has&#13;
in&#13;
the past&#13;
until&#13;
a&#13;
new&#13;
budget&#13;
agreement&#13;
could be reached; however.&#13;
Doyle claimed that a shut down&#13;
of all UW-universities  might&#13;
have had to occur in order to&#13;
assure that only essential services&#13;
within the state were set aside.&#13;
The logic behind the threat of&#13;
the governor.  in his mind, was&#13;
that&#13;
because&#13;
it was entirely&#13;
possible for the UW-System  to&#13;
go bankrupt  in the middle of the&#13;
upcoming  semester.  it would&#13;
be irresponsible  to have the&#13;
universities  in session during the&#13;
spring.&#13;

over five hundred students,&#13;
faculty, staff, and community&#13;
Illembers, JUdy Shepard  brought&#13;
hermessage of equality  to&#13;
UW-Parkside's Upper Main&#13;
Place OnMonday, Oct. 22.&#13;
JUdyShepard is tbe mother of&#13;
Matthew Shepard, a young man&#13;
Whowas robbed, beaten, and&#13;
leftto die on fence in Laramie.&#13;
Wyoming in 1998; he was&#13;
targeted specifically  because  he&#13;
was guy, Shepard  now speaks&#13;
out azainst hate crimes and to&#13;
prom~te equality.  Aside&#13;
fro~&#13;
the&#13;
individuals  present, Shepard  s&#13;
appearance  also drew the&#13;
attention  of the Kenosha  News,&#13;
the Racine Journal Times, the&#13;
Milwaukee  Journal-Sentinel,&#13;
as well as live coverage  from&#13;
Milwaukee's  TV station WTMJ-&#13;
4.&#13;
Shepard's  appearance  on&#13;
campus  was made possible&#13;
through  the contributions  of .&#13;
many different  groups IOclu~g&#13;
Student Health and Counseling&#13;
Services,  Student Activities.&#13;
Parkside&#13;
Student&#13;
Government&#13;
Association,  Rainbow Alliance,&#13;
and the Sociology&#13;
and&#13;
Theatre&#13;
Arts&#13;
Departments.&#13;
All&#13;
proceeds&#13;
from&#13;
the&#13;
nights event have&#13;
gone to the Matthew  Shepard&#13;
Foundation,  a group founded by&#13;
Mathew's  parents as an effort to&#13;
raise awareness,  and the most&#13;
fitting memorial  they could think&#13;
of for their son.&#13;
After an&#13;
introduction  by&#13;
Rainbow  Alliance's  President.&#13;
Dayvin Hallman,  a video&#13;
produced  by the Matthew&#13;
Shepard Foundation  called&#13;
attention  to Matthew's  death,&#13;
as well as that of James Byrd.&#13;
Jr who was also killed in 1998&#13;
in·Jasper, Texas when he&#13;
was&#13;
beaten, chained to the back of a&#13;
truck, and dragged three miles.&#13;
Byrd's attackers were white&#13;
supremacists  carrying&#13;
out an&#13;
attack on&#13;
an&#13;
African-American&#13;
A&#13;
standing ovation greeted&#13;
Sbepard just after 7 p.m. She&#13;
thanked the crowd which&#13;
had, "given up Monday Night&#13;
Football"  to see her speak.  She&#13;
began&#13;
by reminding&#13;
the&#13;

that, "This is not a gay thing,&#13;
this is a hate thing." Shepard&#13;

revises bylaws&#13;

The Segregated  University&#13;
Fee Allocations  Committee&#13;
(SUFAC) voted last week to&#13;
revise a portion of their bylaws&#13;
in order to clarify issues of bias.&#13;
SUFAC determines  the way&#13;
in which&#13;
student&#13;
segregated&#13;
fees are allocated  to programs&#13;
and activities  that promote the&#13;
interests&#13;
of the&#13;
student body.&#13;
All students pay segregated&#13;
fees and those fees go toward&#13;
funding major status student&#13;
organizations.  as well as other&#13;
programs  such&#13;
as&#13;
athletics.&#13;
The portion of the bylaws&#13;
in question addresses  whether&#13;
students on SUFAC can&#13;
participate&#13;
in&#13;
the discussion&#13;
and&#13;
voting on&#13;
an&#13;
organization  to&#13;
which&#13;
they&#13;
claim&#13;
membership.&#13;
If&#13;
a student votes to approve&#13;
the budget for&#13;
an&#13;
organization,&#13;
and he is a member of that&#13;
organization,  there may exist&#13;
some level of bias&#13;
in&#13;
his&#13;
decision.  Prior to revision,&#13;
the&#13;
portion of the bylaws read as&#13;
"Come get that good copy!"&#13;

definition of "member"  is in the&#13;
context of the SUFAC bylaws.&#13;
Ravnikar brought this up as a&#13;
topic of discussion  in the weekly&#13;
SUFAC meeting on Tuesday,&#13;
Oct.&#13;

One  of  the  challenges   of  writing   the  news  is staying   on  top  of  the  news  and  staying&#13;
timely.  This  week,  we  decided   to&#13;
try&#13;
and  cover  the  state  budget   and  all  of  the  Issues&#13;
and  controversy   surrounding    it. At  the  start  of  the  week,  the  budget   was  still  on  hold,&#13;
and  Governor   Doyle  was  making  threats  of closing   down  th~  UW~system  or  at least&#13;
significantly   raising  tuition.  A group  of  students,&#13;
ID&#13;
conjunction    WIth United  Council,&#13;
planned   to  rally  and  protest  on  the  State  steps  in  Madison   on  Wednesday,   Oct.  24.&#13;
However    that  rally  was  cancelled   when  the  state  budget  seemed   to  finally  be&#13;
making  some  'progress.  In  fact,  on Tuesday   the  budget   was  passed  and  come  Friday,&#13;
Doyle  signed  off  on  it. News  changes   really  fast,  and  we  sometimes   struggle   to keep  up&#13;
with  it. That  was  the  case  this  week.&#13;
Our  news  page  editor  was  trying  to  write  his  article  for  our  Thursday   deadline,   and&#13;
on&#13;
Saturday,&#13;
when  he came  in  to  edit,&#13;
J&#13;
told  him  he  would  need  to  rewrite   it. Of  course,&#13;
he  wasn't   very  happy  that  he  had  to  spend  several   hours  revising   the  article,  but  it was&#13;
an  obvious   necessity.   We do  not  want  to  run  old  and  outdated   news  in  our  newspaper.&#13;
Personally,&#13;
J&#13;
am  very  glad  that&#13;
the&#13;
budget   passed.&#13;
J&#13;
am  sure  that  there  are  many&#13;
other  students   that  agree.  Doyle's   threat  that  the  school  could  be  shut  down  in spring,&#13;
even  if it was  an  empty  threat,  terrified  me  because&#13;
I&#13;
am  only  one  semester   away  from&#13;
graduation.   Also,  the  threat  of tuition   increases   by&#13;
as&#13;
much  as $800  next  semester&#13;
greatly  alarmed  me.  As  it is.&#13;
J&#13;
am  already   having  a hard  time  earning   enough   money  to&#13;
pay  for  my  tuition,  much  less  fund&#13;
a&#13;
huge  tuition   increase.&#13;
J&#13;
am  glad  that  we can  bring  students   some  good  news,  rather  than  the  doom-and-&#13;
gloom  news&#13;
I&#13;
thought&#13;
we&#13;
would  have  to  report  earlier   this  week.  At the  same  time,&#13;
I&#13;
encourage   our  readers  to  let  us know  the  news,  as  soon  as  you  find  out.  The  Ranger&#13;
News  staff  is just  a small  percentage   of  the  student   population   here  at the  University&#13;
of Wisconsin   _  Parks ide  and  it is nearly  impossible   for  us  to  keep  up  with  all  the  news,&#13;
especially   with  how  fast  it moves.&#13;
In case  you  have  not  noticed,   we  spend  most  of our&#13;
time&#13;
on  computers   sitting  at&#13;
desks,  so  we  cannot  always  run  fast  enough   to  catch  the  news.  Or  maybe  I am  the  only&#13;
one  who  is completely   athletically   deficient.   There   are  reasons   why  I am  not  an  athlete.&#13;

The National Wildlife&#13;

annual Chill Out: Campus&#13;
Solutions to Global Warming&#13;
competition. This competition&#13;
will&#13;
identify and reward colleges'&#13;
efforts and creative activities&#13;
to reduce their contribution to&#13;
global warming pollution. Efforts&#13;
include programs addressing&#13;
clean energy, energy efficiency,&#13;
alternative transportation,  and&#13;
habitat restoration. Schools are&#13;
eligible to win grant funding as&#13;
well as a feature in Chill Out:&#13;
Campus Solutions to Global&#13;
Warming, nationwide multimedia&#13;
broadcasting on April 16, 2008,&#13;
hosted by George Washington&#13;

There are two ways for schools&#13;

destroyed a barn on the University of Wisconsin - Parkside campus the night of OcL 25. There&#13;
is no word of injuries, but there was significant damage to the barn. The barn contained propane&#13;
tanks and fertilizer, as well as equipment for the cross-country  team. At the tinle of printing, the UW-&#13;
Parks ide&#13;
campus police would&#13;
release&#13;
no additional  information  about the incident.&#13;
A Message of Equality and Hope,&#13;

she went on to address the many&#13;
issues that the country faces in&#13;
achieving.equality  for all of its&#13;
citizens, including the proposed&#13;
federal bill ENDA, Employment&#13;
Non-Discrimination   Act. With&#13;
its current wording, ENDA&#13;
would protect the rights of&#13;
employees regardless of sexual&#13;
orientation,  but has no provision&#13;
for trans gender people.  In the&#13;
eyes of Judy Shepard, and many&#13;
other equal rights activists,  an&#13;
all-inclusive  ENDA is what we&#13;
really need.&#13;
President Bush was&#13;
addressed by Shepard when&#13;
she discussed the Matthew&#13;
Shepard Act, a federal Hate-&#13;
Crime bill. She commented on&#13;
the President's  open statements&#13;
about vetoing any legislation&#13;
that includes the term "sexual&#13;
orientation."  President Bush,&#13;
as&#13;
well&#13;
as many conservatives,&#13;
believes homosexuality  to be&#13;
a choice and so prefer the term&#13;
"sexual preference;" the idea of&#13;
choosing  ones sexual orientation&#13;
is a concept patently denied by&#13;
the LGBTQISA community.&#13;
Judy Shepard also found it&#13;
disheartening  that even thougb&#13;
Vice-President  Cheney has an&#13;
openly gay daughter, neither&#13;
he nor his daughter has taken&#13;
advantage of their positions to&#13;
push for equality.&#13;
.&#13;
Other issues raised that&#13;
night include the use of words&#13;
such as «gay" or «queer"&#13;
negatively, thus turning them&#13;
into hate speech.  Before ending&#13;
with a short Q&#13;
&amp;&#13;
A, Shepard&#13;
expressed her belief that the war&#13;
was won. Despite the lack of&#13;
legal equality, and tbe continued&#13;
social stigma associated&#13;
with&#13;
the LGBTQISA community, she&#13;
believes  that the next generation&#13;
is far more accepting than&#13;
those before it and that it is&#13;
just a matter of time before full&#13;
equality is realized.&#13;

Even though Shepard believes&#13;
that equality is a given and that&#13;
it will simply take time to be&#13;
realized, others are less sure.&#13;
The day following Shepard's&#13;
appearan.ce, an unsigned&#13;
postcard was sent to Theatre&#13;
Arts&#13;
Department Chair, Dean Yohnk,&#13;
in which Matthew Shepard is&#13;
referred to as a&#13;
freak&#13;
and a misfit.&#13;
Professor Yobnk believes that the&#13;
continued lack of acceptance at&#13;
UW-Parkside  as represented by&#13;
the postcard, "is why we need to&#13;
do the play."&#13;
Aside from the postcard,&#13;
the majority of comments made&#13;
to Professor Yohnk have been&#13;
positive and supportive.  He&#13;
himself was thri lied at the&#13;
number of people who made it&#13;
out to see Mrs. Shepard speak, as&#13;
well as the fact that the Parkside&#13;
production of The Laramie&#13;
Project, the play about Mathew&#13;
Shepard written by Moises&#13;
Kaufman, already has a number&#13;
of sold out shows.  Speaking&#13;
about the postcard, Professor&#13;
Yohnk said that it was a shame&#13;
that the author, «didn't have&#13;
the courage to sign it," and that&#13;
signing it would have had a lot&#13;
more impact,&#13;
Dayvin Halimon, Rainbow&#13;
Alliance's President, was&#13;
unable to&#13;
D&amp;fCC&#13;
with Shepard's&#13;
optimism.  Though pleased with&#13;
the overall turnout&#13;
to&#13;
the event,&#13;
he was concerned about the .&#13;
motives  of some attendees,  as&#13;
apparently some professors  were&#13;
giving students class credit for&#13;
attending.  Hallmon stated that&#13;
there have been other speakers&#13;
on campus&#13;
with&#13;
messages  as&#13;
important as Judy Shepard's,&#13;
but whose speeches received&#13;
less attention without the added&#13;
incentive of grade-boosting.&#13;
Hallmon also went on&#13;
to say that the struggle for&#13;
someone to&#13;
be&#13;
who they are can&#13;
be very hard, including those&#13;
whose families would be less&#13;
accepting than the Shepards.&#13;
The challenge of living openly is&#13;
especially hard for those who are&#13;
members of sports teams at&#13;
UW·&#13;
Parkside and everywhere else;&#13;
sports teams are still bastions&#13;
of homophobia.  The question&#13;
of sexuality and race is alsoan&#13;
important one. Minorities often&#13;
come from cultures that are&#13;
strongly against hnmosexuality,&#13;
a reason for support groups to&#13;
meet their needs, like QPOC,&#13;
Queer People of Color.&#13;
In the Racine and Kenosha&#13;
communites,  there are&#13;
no&#13;
support networks available to&#13;
LGBTQISA  people.  Hallmon&#13;
believes that the LGBTQISA&#13;
Center planned for UW-Parkside&#13;
will become a bastion of support&#13;
for UW-Parkside  students as&#13;
well community  members.  As&#13;
the Rainbow Alliance President&#13;
sees&#13;
it,&#13;
"we have only begun .&#13;
to scratch the surface of the&#13;
glass ceiling." Hallmon and&#13;
Rainbow AlJiance have received&#13;
many statements of support just&#13;
as Dean Yohnk has, but like&#13;
Professor Yohnk, they believe&#13;
that equality is still forthcoming&#13;
and will not be easily attained&#13;
We&#13;
now have one less homosexual&#13;
freak to spread AIDS&#13;
or lure our children into their&#13;
perversions.&#13;
Busybodies at UW-Parkside,  I1ke&#13;

theKenosha-Racme Compassion&#13;
CapitalFund Project has been&#13;
approvedby the U.S. Dept. of&#13;
Healthand Human Services to&#13;
supportcapacity building for&#13;
these.&#13;
The Center for Community&#13;
Partnershipsat UW-Parkside&#13;
strives to connect  the&#13;
campus&#13;
with&#13;
its surrounding&#13;
communities&#13;
by&#13;
utilizing&#13;
student,faculty, and staff&#13;
talents.The area that the grant&#13;
affectsthe most is the Nonprofit&#13;
DevelopmentProgram,&#13;
which promotes  community&#13;
developmentby offering services&#13;
to nonprofit organizations.&#13;
Nonprofit organizations   receive&#13;
help with strengthening   their&#13;
abilityto successfully deliver&#13;
their programs,  developing&#13;
theirboards, assessing their&#13;
technology,and strategic&#13;
planningfocused on leadership.&#13;
Theprogram focuses on helping&#13;
bothsmaller and emerging&#13;
nonprofit organizations.    which&#13;
typicallyhave small budgets or&#13;
operate&#13;
with&#13;
volunteer  time,  as&#13;
wellas people or groups who&#13;
are thinking  about&#13;
forming&#13;
a&#13;
nonprofit&#13;
org~zation.&#13;
.    This grant is of great&#13;
importance&#13;
to both the university&#13;
and the surrounding  community.&#13;
The grant will allow the&#13;
organization to offer more&#13;
workshops  and to implement&#13;
as~es~ments&#13;
and&#13;
other&#13;
capacity&#13;
building activities for nonprofit&#13;
organizations.  In addition&#13;
about $200,000 of the funds will&#13;
be re-granted  to the benefiting&#13;
commuruty groups. Another&#13;
$50,000 will be used for smaller&#13;
grants ranging from $500 to&#13;
$2,000 for the purchase of new&#13;
computers, board retreats, or&#13;
other needed purchases.  The&#13;
remaining  money, $150,000,&#13;
will be used for larger projects&#13;
for the prograrn.  About 10-12&#13;
organizations  will benefit from&#13;
the above portion of the grant&#13;
per year. Ultimately,  this grant&#13;
will provide the Nonprofit&#13;
Development  Program with the&#13;
resources it needs to provide&#13;
services to the community's&#13;
nonprofit organizations.&#13;

you by surprise, you had better&#13;
check your pulse.  The Imaginary&#13;
Invalid by Moliere is a classic&#13;
comedy whose jokes are&#13;
just as funny today&#13;
as they were&#13;
in 1674.&#13;
For&#13;
those of you who are doubtful&#13;
about seeing&#13;
it&#13;
because you&#13;
think you will not be able&#13;
to understand  the dialogue,&#13;
think again.  The story is&#13;
easy for anyone to follow and&#13;
also includes more modem&#13;
adaptations  made by Miles&#13;
Malleson that are quick to spot,&#13;
quicker to laugh at, and go&#13;
without hindering the original&#13;
plot. This is certainly something&#13;
for anyone who likes to enjoy&#13;
themselves.&#13;
Argan, played by&#13;
junior Theatre Arts major&#13;
Philip Zimmermann,  is a&#13;
hypochondriac,  meaning he&#13;
thinks he is fatally ill and&#13;
constantly cries out for medical&#13;
attention.  His&#13;
daughter.&#13;
Angelica, played by junior&#13;
Theatre Arts major Robyn&#13;
Schneider, finds herself in a&#13;
Romeo and Juliet style romance.&#13;
The play includes plenty of&#13;
classic Shakespearian  elements&#13;
for diehard theater fans, as well&#13;
as two musical interludes to&#13;
have you dancing in your seats.&#13;
But most of all, this play is&#13;
about laugh-aut-loud  comedy.&#13;
The director,  Jamie&#13;
Cheatham,  lists Moliere's&#13;
favorite targets in the playbill,&#13;
all characteristics we still see&#13;
Cello, clarinet and piano&#13;
Abbey Hansen on cello, Dan Paprocki on clarinet, and Mary Drews on piano,&#13;
performed&#13;
for a noon concert at the University  of Wi~consi~-Parkside?n&#13;
Wednesday, Oct. 24. Hansen teaches cello at the&#13;
MUSIC&#13;
Institute of Chicago,&#13;
Paprocki  is part of the Music department  at UW-Parkside.  Drews is on the faculty&#13;
of the Music Institute of Chicago.&#13;
today: "unscrupulous&#13;
lawyers, selfish&#13;
parents, upstart&#13;
servants, love-struck&#13;
youngsters,  and, of&#13;
course. ridiculous&#13;
doctors."  No one is&#13;
safe from Moliere's&#13;
sense of satire,&#13;
not even Moliere&#13;
himself. Even 333&#13;
years later, Moliere's&#13;
final play is still able&#13;
to leave any audience&#13;
in&#13;
stiches.&#13;
The cast enjoys&#13;
the show as much&#13;
as&#13;
the&#13;
audience.  Michael Jornlin,&#13;
a first year transfer student&#13;
who played Argan's  intended&#13;
son-in- law,&#13;
Thomas,  learned&#13;
a&#13;
lot from the director, who helped&#13;
him to find his goals.  He loved&#13;
the color and spectacle of the&#13;
stage, and I must say, I agree.&#13;
In my opinion, the set looks&#13;
like something  right&#13;
