Following&#13;
United&#13;
Council's&#13;
lead, PSGA&#13;
is supporting&#13;
legislation&#13;
that would&#13;
add alcohol&#13;
to the definition&#13;
of "intoxicant'&#13;
in sexual&#13;
assault&#13;
cases.&#13;
The current&#13;
law specifically&#13;
excludes&#13;
alcohol&#13;
from the definition.&#13;
However,&#13;
controlled&#13;
substances&#13;
or analogs&#13;
of controlled&#13;
substances&#13;
mixed&#13;
with alcohol&#13;
are included&#13;
in the definition.&#13;
Wisconsin&#13;
is the only state to exclude&#13;
alcohol&#13;
in the definition&#13;
of intoxicants&#13;
in sexual&#13;
assault&#13;
cases.&#13;
Mike Marzion,&#13;
chief of police&#13;
at&#13;
UW-Parkside&#13;
was surprised&#13;
at the exclusion.&#13;
"In&#13;
all other aspects&#13;
of the law, alcohol&#13;
is considered&#13;
an intoxicant,"&#13;
said Marzion.&#13;
While&#13;
the motives&#13;
of excluding&#13;
alcohol&#13;
in the definition&#13;
are unclear,&#13;
Marzian&#13;
and PSGA's&#13;
women's&#13;
issues&#13;
director,&#13;
Zara Dittman,&#13;
seemed&#13;
to think that the alcohol&#13;
industry&#13;
was most likely&#13;
behind&#13;
the reasouing.&#13;
Dittman&#13;
said, "This really&#13;
gets alcohol&#13;
off the hook."&#13;
According&#13;
to Marzian,&#13;
alcohol&#13;
is the&#13;
most widely&#13;
used drug on college&#13;
campuses.&#13;
Dittman&#13;
also mentioned&#13;
the prevalence&#13;
of&#13;
alcohol&#13;
on college&#13;
campuses&#13;
as a reason&#13;
to&#13;
support&#13;
legislation&#13;
that would&#13;
consider&#13;
alcohol&#13;
an&#13;
intoxicant.&#13;
According&#13;
to OW·Parkside&#13;
Police&#13;
Department&#13;
statistics,&#13;
there were two reponed&#13;
cases of sexual&#13;
assault&#13;
on campus&#13;
between&#13;
2002&#13;
and 2004.&#13;
Dillman&#13;
explained&#13;
that, even though&#13;
numbers&#13;
of sexual&#13;
assaults&#13;
seemed&#13;
low, she thinks&#13;
many cases go unreported.&#13;
"[The &#13;
law] sends a&#13;
message&#13;
to women&#13;
that if you're&#13;
drunk and you're&#13;
sexually&#13;
assaulted,&#13;
you're&#13;
liable,"&#13;
said Dittman.&#13;
If &#13;
alcohol&#13;
were included&#13;
in the&#13;
definition,&#13;
it would&#13;
be&#13;
classified&#13;
as an enhancer.&#13;
An&#13;
enhancer&#13;
increases&#13;
the severity&#13;
of &#13;
a charge.&#13;
According&#13;
to Marzian,&#13;
if a person&#13;
is sexually&#13;
assaulted&#13;
under the influence&#13;
of &#13;
an &#13;
intoxicant&#13;
that makes&#13;
him or her incapable&#13;
of making&#13;
a&#13;
conscious&#13;
decision,&#13;
itraises the degree&#13;
of crime&#13;
from a third degree&#13;
to a second.&#13;
With support&#13;
from United&#13;
Council,&#13;
PSGA&#13;
is hoping&#13;
to find a sponsor&#13;
for the&#13;
legislature&#13;
and pursue&#13;
support&#13;
for the change&#13;
by&#13;
grass-roots&#13;
campaigning.&#13;

bill may allow students,&#13;
faculty&#13;
and visitors&#13;
to UW-Parkside&#13;
to carry concealed&#13;
weapons&#13;
on&#13;
campus.&#13;
Assembly&#13;
Bill 763 would&#13;
allow legal carry of concealed&#13;
weapons&#13;
such as handguns,&#13;
stun&#13;
guns, tear gas guns, knives&#13;
and&#13;
billy clubs to individuals&#13;
who are&#13;
approved&#13;
both on the state and&#13;
federal&#13;
levels.&#13;
Should&#13;
the bill pass,&#13;
individuals&#13;
would&#13;
have to apply&#13;
for a license&#13;
with the state&#13;
Department&#13;
of Justice.&#13;
The.&#13;
bill, as written,&#13;
would&#13;
permit&#13;
a person&#13;
to be armed&#13;
with a&#13;
concealed&#13;
weapon&#13;
in his or her&#13;
own home,&#13;
place of business,&#13;
or on land owned,&#13;
leased,&#13;
or&#13;
legally&#13;
occupied&#13;
by that person.&#13;
Exemptions&#13;
to &#13;
these allowances&#13;
of concealed&#13;
weapons&#13;
include&#13;
airports,&#13;
taverns,&#13;
athletic&#13;
events&#13;
and schools&#13;
for kindergarten&#13;
through&#13;
12th grade.&#13;
.'&#13;
One noticeable&#13;
olDlsston&#13;
to the exemptions&#13;
is colleges&#13;
and&#13;
universities.&#13;
If &#13;
this bill&#13;
passes&#13;
and becomes&#13;
a state&#13;
law, many new concerns&#13;
and sihlations&#13;
would&#13;
need&#13;
to be addressed&#13;
at college&#13;
campuses&#13;
across&#13;
the stale &#13;
of&#13;
Wisconsin.&#13;
Parkside&#13;
police&#13;
Chief&#13;
Michael&#13;
Manion&#13;
said, &#13;
"I&#13;
don't&#13;
really know how that would&#13;
affect the security&#13;
on this&#13;
campus&#13;
directly.&#13;
I know that it&#13;
would&#13;
obviously&#13;
introduce&#13;
more&#13;
guns on campus&#13;
than we have&#13;
now.&#13;
conceivably&#13;
make every call we&#13;
go &#13;
to bave &#13;
an &#13;
involvement&#13;
of&#13;
having&#13;
more than one gun there&#13;
besides&#13;
the officer's."&#13;
Manion&#13;
also said about&#13;
current&#13;
practices&#13;
regarding&#13;
the&#13;
potential&#13;
of weapons&#13;
on campus.&#13;

not oblivious&#13;

of people&#13;
carrying&#13;

focus&#13;
of the&#13;
"Letter&#13;
