The committee failed to work under the laws that gov- ern them. Due to this failure at least one student club, and the public's rights were vio- lated. On the afternoon of Sun- day February 10, 2002 The Ranger Newspaper's Execu- tive Committee had a meeting to discuss The Ranger's bud- get with SUFAC. At this meet- mg PSGA President and vot- ing member of SUFAC Joe Rucker stated; "This is a closed meeting. It is my con- stitutional right not to be recorded [audio] and I choose to use it." Joe Rucker was wrong. The Ranger's and the public's right had been VIOlat- ed. According to the State of Wisconsin's Open Meeting Laws 19.82-3 an '''Open ses- sion' means a meeting which is held in a place reasonably accessible to members of the public and open to all citizens at all times.' Some of the rea- sons a meeting may be closed are "(a) Deliberating a case which is the subject of any judicial or quasijudicial trial or hearing before that govern- mental body. (b) Considering dismissal, demotion, licens- ing or discipline of any public employe or person licensed . by the board or commission or the investigation of charges against such person, or con- sidering the grant or denial of tenure to a university faculty member, and the taking of formal action on any such matter; (f) Considering finan- cial, medical, social or person- al histories or data, or involved in such problems or investigations. II According to the Sunshine Laws the meet- ing was considered open. Therefore SUFAC had an ,obligation to follow the laws concerning an open meeting. They did not. The Ranger not only had the right to record the session they had the right to be accommodated to in this request. According to the State of Wisconsin's Open Meeting Laws section 19.90 "Whenever a governmental body holds a meeting in open session, the body shall make a reasonable effort to accommo- date any person desiring to record, film or photograph the meeting." The only stipu- lation to this is that the recordin\\ may not be con- ducted 'in a manner that interferes with the conduct of the meeting or the rights of the participants." Instead of accommodating The Ranger's request to record the session the committee unlawfully prevented the newspaper from making a taped record- ing of the meeting. SUFAC also violated sec- tion 19.88-3 of the Open Meetin~ Laws. This law states, 'The motions and roll call votes of each meeting of a governmental body shall be recorded, preserved and open to public inspection". The repeated attempts made by The Ranger to obtain the min- utes from the December 9, 2002 and February 10, 2002 budget meetings have contin- ually been ignored. It was necessary for The Ranger to contact Steve McLaughlin, the advisor for SUFAC in order to obtain a copy of his hand written notes from one of the meetings. The Ranger has yet to receive its requested copies of the written minutes from the budget meetings of the fall semester that it began asking for on February 20,2002. The inaccessibility of these meet- ings shows the SUFAC com- mittee disregarding the Sun- shine Laws's statement that the minutes be "open to pub- lic inspection." If the minutes are unavailable upon a direct request they are surely unob- tainable for public inspection. The Ranger did receive copies of what SUFAC consid- ered minutes from two sepa- rate meetings from SUFAC Chair Azeza Hammad. The Ranger was required to wait while Harnmad "typed them up." SUFAC's By-Laws state; "The Vice Chair shall main- tain accurate minutes for all SUFAC meetings." The document dated Wednes- day February 27th, was placed anonymously in The Ranger's 'Out' box. The Ranger's staff feels that the notification of a bud- get freeze came just in time to prevent this very issue of the paper from being released because of the articles dealing with SUFAC committee bud- getary decisions. for 2002-2003 campus organizattons a~d articles about errors In SUFAC's conduct. Notifica- tion also came just in time to block The Ranger's employ- ees from receiving their pay- checks for work already done. The letter including gram- matical and typographical errors follows ... SUFAC has frozen your budget for the year 2002. Since the school semester has begun you have only written two news paper (sic) articles and many they are of poor quality (sic). You have not kept students informed on (sic) important issues such as Student Government Elec- tions. You have not generat- ed interest in campus events and programs besides a BSU Calender (sic). The paper does not give a good example of what the university is all about. There are other cam- puses with similar size (sic) to our campus and their paper (sic) is more professional that (sic) The Ranger. Your consti- tution needs to be revamped as soon as possible in order to give a fair chance for all the students that (sic) want to be active with~ your org~niz~- tion. There IS lack of diversi- ty within your organization, and we recommend that you work on your recruitment and retention (sic). Many stu- dents have complaint (sic) about the lack of quality and information." The document only gives SUFAC as its author but neglects to list the committee member names and signa-- tures. Which committee members agreed to the freeze of The Ranger's funding, doc- umentation giving proof of authority to make such deci- sions, and documentation supporting any precedence for such actions were all lack- ing. PSGA Advisor Steve McLaughlin acknowledged that he was aware of a docu- ment being sent to freeze The Ranger's funding, but said that he did know about the memo's content. == '-.',,","!V·C,,"' K"-' ,"<0,0"''''= THE!! Fi~NGE!!R March8·29,_ SUFAC Completes the Budgets for 2002·2003 It is interesting to note that each member of SUFAC belongs to another club as well. Each member is also a member of PSGA. SUFAC Chair Azeza Hammad is also a member of Latinos Unidos and the International Club: Along with being the PSGA President, and a member of SUFAC Joe Rucker also belongs to the Black Student Union. There is no law forcing the members of SUFAC to excuse themselves when the budgets of the other clubs that they belong to are being voted upon. When asked if anyone was going to excuse them self from the PSGA budget voting Joe Rucker explained that the Senate had already passed the new proposed budget and all the voting members of SUFAC are also members of PSGA and "If we didn't vote how would it get passed?" ley's budget making the amount of student dollars requested by PSGA $49,500. With the reductions made from Mandley's budget PSGA's budget is reduced from $84,300 in the 2002-2003 year to $49,500for the upcom- ing year. Rucker felt that PSGA "...had reached a comfort level and to request the same amount as last year would be unjustified and inconsiderate to the students of Parkside." SUFAC voted to allocate the full amount of $49,500 to PSGA. The reductions in the bud- gets of WIPZ, and The Ranger were decisions made by the members of SUFAC. WIPZ's proposed budget was $52,000 and they received $33,000. The Ranger proposed $62,139 and received $20,000. These are the totals after the com- pleted appeal process. of SUFAC vote and majority wins. If the club thinks that the budget it receives is unworkable SUFAC will lis- ten to an appeal. Generally a club's budget will increase from year to year as the club grows. There are instances where a club's bud- get will decrease, though it is Infrequent. In the past eight years eighty-nine budgets have been approved, and only nineteen of the budgets were decreased from the previous year. For the 2002-2003school year the only budgets that were decreased are PSGA, WIPZ, and The Ranger. After receiving a budget increase of $46,300 for the 2001-2002 year, Corey Mand- ley proposed that PSGA receive an additional increase of $9,100 for the 2002-2003 year. Joe Rucker, PSGA Presi- dent deleted $43,900from the $93,400 requested in Mand- Amber Smith 'McLaughlin, the committee ----~---------' consists of seven members. Azeza Hammad is the Chair while Steve McLaughlin Dean of Students and Dexter Yarbrough Director of Univer- sity Police and Safety are the advisors, Tarajee Arnin, Joe Rucker, Danni Moore and Adam Deford are all current members. Corey Mandley was a member of SUFAC last semester, but is no longer a student at UW-Parkside. This semester the committee is running with only five mem- bers, as two lost members have not been replaced. The members of SUFAC meet with each club to hear the club's proposed budget. Generally the clubs are enter- ing a maximum budget. SUFACdecides the amount of money the club needs to run smoothly and have a success- ful year. After proposing a budget number the members Co-EdRor~n-Chief U w-parkside's Segregat- ed University Fees Allocations Commit- tee(SUFAC) has finished the budgets for the student clubs around the university. Every student enrolled at UW-Park- side pays a segregated fee as a part of tuition. It is SUFAC's job to distribute the money collected from the students to the clubs and committees around UW-Parkside. The fee that each student pays goes towards such things as the printing of The Ranger news- paper, or the hiring of guest speakers for fund-raisers. The University of Wisconsin Park- side's radio station is also run on the money generated from the segregated fees.
