In  a  recent   lecture,&#13;
LillianTrager, professor of&#13;
anthropology   at   UW-&#13;
Parkside and Director  of&#13;
theCenter for International&#13;
Studies, painted  a very&#13;
different picture of Africa&#13;
than&#13;
wegenerally see in the&#13;
news.&#13;
The   lecture,&#13;
"Dilemmasof Development&#13;
andDemocracy in&#13;
Africa,"&#13;
wasgiven Wednesday, Feb.&#13;
7th,  as  part   of  the&#13;
University's·  Soup  and&#13;
Substance Lecture Series.&#13;
Trager, who has spent  a&#13;
Y."PRt&#13;
neal of time in Africa&#13;
and,in 1991, established  a&#13;
faculty exchange program&#13;
with Nigeria's   Obafemi&#13;
~wolowo&#13;
University, is an&#13;
mternationally  recognized&#13;
scholar on Nigeria.&#13;
Trager  first  discussed&#13;
Africa's    struggle    for&#13;
democracy. She stated that,&#13;
while there is a movement&#13;
toward democracy in some&#13;
parts of Africa, particularly&#13;
South Africa, and in Ghana,&#13;
Mali, and Benin military&#13;
governments  have been&#13;
replaced   with  civilian&#13;
governments,  in Niger a&#13;
recent  military  coup has&#13;
replaced   what   was  a&#13;
previously&#13;
democratic&#13;
government with a military&#13;
government.  In countries&#13;
where economic stability is&#13;
such  a problem  and  so&#13;
many people are still not&#13;
benefitting  from reforms,&#13;
some people now speculate&#13;
that political and economic&#13;
reform   should   not  be&#13;
attempted  simultaneously.&#13;

Perhaps an authoritarian,&#13;
but&#13;
benevolent,&#13;
government, such as those&#13;
found   in  some  Asian&#13;
countries,  would prove a&#13;
better  model  than  the&#13;
government of the U.S. at&#13;
this   stage  of  Africa's&#13;
struggle.&#13;
The real emphasis of the&#13;
lecture  went beyond the&#13;
usual "doom and gloom"&#13;
image of Africa. Africa is&#13;
generally  thought  of in&#13;
terms of famine, drought,&#13;
corruption, and civil war.&#13;
Trager made it clear that&#13;
there   is  a  lot  more&#13;
happening  in Africa, and&#13;
much  of it is positive.&#13;

and local activities which&#13;
are rarely reported in our&#13;

London. A minimum of four&#13;
theatre/music&#13;
tickets.&#13;
Guest speakers in Stratford-&#13;
Upon-Avon, and a full day&#13;
tour to the highlands  of&#13;
Scotland    with   lunch&#13;
included.  And, also with&#13;
admissions paid , you will&#13;
be able to go on art and&#13;
theatre tours and visit the&#13;
following:   Westminster&#13;
Abbey, Warwick  Castle,&#13;
Harewood&#13;
House,&#13;
Shakespeare   Properties,&#13;
