Several discrepancies existed in the&#13;
article about the noose hanging&#13;
incident printed in last week's issue of&#13;
The Ranger News.&#13;
"I feel that it is imperative that&#13;
accurate information about the&#13;
incident be available to the public,"&#13;
staled DeAnn Possehl, Director of&#13;
Residence Life.&#13;
"It is true that on February 6, 1995,&#13;
Marian Triplett did return to find a&#13;
noose hanging up in his room," She&#13;
said that the incident was reported to&#13;
Matt Hechel, the R.A., who then&#13;
contacted her for input.&#13;
Possehl advised Hechel to contact&#13;
University Police. She stated that once&#13;
an officer arrived at Triplett's room,&#13;
he had left. University Police had to&#13;
follow up with the situation later that&#13;
evening when Triplett returned.&#13;
According to Possehl. "The&#13;
complaint is now being handled&#13;
through the normal university student&#13;
discipline process."&#13;
Another concern that Possehl had&#13;
was that Triplett hadn't complained&#13;
about any"racist behavior" prior to the&#13;
incident on February 4. Possehl stated,&#13;

"Should the Minimum wage be&#13;
increased" was the topic of the&#13;
February 15th Soup and Substance&#13;
lecture. Norman Cloutier, associate&#13;
professor of economics at UWParkside,&#13;
outlined the advantages and&#13;
disadvantages of raising the federal&#13;
minimum wage.&#13;
"At least up until the earlier 1980's&#13;
you get a typical sawtooth pattern of&#13;
the minimum wage," explained&#13;
Cloutier, describing the increases in&#13;
the minimum wage and subsequent&#13;
decrease in its real value due to&#13;
inflation.&#13;
"During the Reagan administration&#13;
the minimum wage wasn't increased&#13;
at all," Cloutier stated. Currently,&#13;
approximately 3% of all people&#13;
employed earn the minimum wage.&#13;
"The value of the minimum wage&#13;
relative to other wages being earned is&#13;
30~50% of the average manufacturing&#13;
wage.&#13;
"The vast majority of economists&#13;
Teri Jacobson&#13;
"room conflicts are not unusual in an&#13;
apartment living situation."&#13;
She said that Hechel met with the&#13;
residents of Triplett'S housing unit on&#13;
at least two occasions to talk about&#13;
any problems in the apartment. "It is&#13;
standard residence Iife procedure to&#13;
attempt to resolve roommate conflicts&#13;
through mediation," Possehl stated.&#13;
In addition, it was Triplett who&#13;
requested a room change in&#13;
November. Possehl approved a room&#13;
change on February 3, 1995 when&#13;
Triplett found one with which he was&#13;
satisfied. Possehl added, "this request&#13;
was approved prior to the incident."&#13;
Hechel asserted that conflicts&#13;
regarding cleanliness were the&#13;
origional reasons why Triplett had&#13;
asked to move.&#13;
The Ranger quoted Triplet in a&#13;
letter he addressed to Steve&#13;
McLaughlin, Dean of students at UWParkside.&#13;
Triplet requested that there&#13;
should be training "in how to deal&#13;
with racial and potentially hostile&#13;
issues that impact on the student's&#13;
living environment." In response,&#13;
Possehl pointed out that "resident&#13;
advisors receive approximately 50&#13;
hours of training in the fall and 16&#13;
hours of training mid year." In this&#13;
are not in favor of the minimum&#13;
wage," Cloutier stated, because they&#13;
believe the increase will cause'&#13;
unemployment. However, Cloutier&#13;
states that an increase would not cause&#13;
"massive disemployment of any&#13;
groups."&#13;
"A 10% increase in the minimum&#13;
wage will result in a 1-3% decline in&#13;
employment for teenagers," Cloutier&#13;
said. "It's going to hurt those people&#13;
who have the lowest production,&#13;
training or skill."&#13;
"We should increase the minimum&#13;
wage because we shouldn't have&#13;
people working full time in poverty,"&#13;
Cloutier said, explaining the reasoning&#13;
given for increasing the minimum&#13;
wage. However, he added that "the&#13;
link between increases in the&#13;
minimum wage and poverty are very&#13;
weak."&#13;
Most of the people recei ving the&#13;
minimum wage are part time workers.&#13;
Cloutier believes that "both the&#13;
opponent and proponents generally&#13;

University Police who then&#13;
responded. Hechel stated, "Once it's&#13;
in the police's hands, it's out of the&#13;
RA.' s hand."&#13;
When Heche} saw the noose, which&#13;
Triplett referred to as a rope, he was&#13;
offended and thus acted promptly by&#13;
calling Possehl, and then the police.&#13;
Hechel, too, states that Triplett was&#13;
not around when the unversity officer&#13;
ani ved at the scene.&#13;
Steve McLaughlin, dean of&#13;
students, stated that at present they are&#13;
trying to complete the investigation&#13;
and are in the process of disciplinary&#13;
action.&#13;

In the January 26th issue of the&#13;
Ranger, a proposed Campus Secure&#13;
Program was mentioned and surveys&#13;
that accompanied the article were to&#13;
be filled out and brought to the&#13;
Campus police department or the&#13;
Ranger News office.&#13;
As mentioned in the Jan 26 edition,&#13;
the Campus Secure Program would&#13;
provide "each student, faculty, and&#13;
staff member who subscribes to the&#13;
system with a tiny personal radio&#13;
transmitter which is .carried on a key&#13;
chain or necklace. When a button on&#13;
the transmitter is held down for 3/4 of&#13;
a second, a personally coded signal for&#13;
help is sent .... "- Within seconds of&#13;
this signal, help would be on the way.&#13;
Despite the relief this knowledge&#13;
might give, it seems like the majority&#13;

At the Feb, 17th, PSGA Senate meeting,&#13;
Segregated University fees Allocation&#13;
committee (SUF AC) budget recommendations&#13;
for 1995-96 were passed by the Parkside Student&#13;
Government Association. Of the 23 requests, 18&#13;
organizations' budgets either increased or&#13;
remained the same, and the rest decreased for&#13;
next year. Total increased spending for next&#13;
year amounted to $39,807, a 2.9% increase up&#13;
from this year giving SUFAC $1,436,492 for the&#13;
1995-96 budget.&#13;
The music department, with a 48.5% increase'&#13;
$3.300, the childcare center, with a 21.8%&#13;
increase; $8,500 and the Union Administration&#13;
with a 31.0% increase; $26,000, were among th~&#13;
18 organizations who received the highest&#13;
increases for next year.&#13;

Raising minimum wage&#13;

everything else constant," Cloutier&#13;
stated. Difficulties in studying the&#13;
effect of a minimum wage include:&#13;
not all labor is covered by the&#13;
minimum wage, different states have&#13;
different levels of the minimum wage&#13;
and not all employers comply with the&#13;
minimum wage laws.&#13;

At noon on February 15 in&#13;
Molninaro 109, Mcri-Ra Kwesi , a&#13;
lecturer on "Afrikan" fashion and&#13;
culture and a designer of&#13;
Africancentric apparel, brought an&#13;
educational lecture and slide&#13;
presentation to a highly receptive&#13;
audience. Her presentation, The&#13;
Cultural Destruction of Afrikan&#13;
Fashions, Once Sacred, Now&#13;
Desecrated, was based on her travels&#13;
and research on the textiles of&#13;
Ethiopia, Nigeria, and Spain, and also&#13;
from assorted garments and&#13;
accessories from Egypt, Cana, and&#13;
Morocco.&#13;
Kwcst's presentatio_n dealt with her&#13;
Motherland, Africa, from ancient&#13;
times to the present. Her goal was to&#13;
"uncover the importance of African&#13;
fashions" - what they meant; their&#13;
symbolism; their authority - and&#13;
transmit this cultural respect to her&#13;
audience. She was upset that African&#13;
fashions have not been taken&#13;
seriously. In fact, through the&#13;
plagiarism of African fashions, as her&#13;
presentation proved, her culture's&#13;
fashions have been ravaged. She&#13;
continued to stress that "anything goes&#13;
... but they don't know the meanings."&#13;
The study of ancient times in Africa&#13;
show that power was illustrated by the&#13;
clothes and accessories a person,&#13;
whether they were a king, warrior or&#13;
commoner, wore. "Not everybody&#13;
was allowed to wear everything," she&#13;
said.&#13;
"If you increase the income of some&#13;
people it is coming at the cost of not&#13;
having income for some others,"&#13;
stated Cloutier. He also stated that he&#13;
is against the minimum wage,&#13;
believing that programs like the&#13;
Earned Income Credit would help&#13;
relieve poverty more effectively.&#13;
Cloutier holds a doctorate in&#13;
economics from West Virginia&#13;
University. His teaching and research&#13;
interests are in labor econometrics and&#13;
inequality. He has also published&#13;
several articles in the area of income&#13;
distribution.&#13;

Even though an overwhelming 48&#13;
women, compared to 27 men&#13;
responded to a questionnaire about&#13;
this proposed program, these numbers&#13;
are small compared to the population&#13;
at this university. According to&#13;
Leuenberger, "It doesn't seem like the&#13;
student body cares," said Jeffrey&#13;
Leuenberger, University Police&#13;
Supervisor. He seemed upset that the&#13;
responses were poor, but gave the&#13;
indication that life moves on.&#13;
Of the total 75 responses, 21&#13;
individuals said "no" to any secure&#13;
system if offered on the campus; 16,&#13;
seven men and eight women, said&#13;
"yes" and the remaining thirty-eight&#13;
responses said that more information&#13;
is needed.&#13;
Through the use of her slide show,&#13;
Kwesi displayed visually documented&#13;
proof of cultural fashion traditions&#13;
introduced by ancient Egyptians and&#13;
Moors that brought Europe out of the&#13;
"Dark Ages", the plagiarism of&#13;
African symbols, styles, and practices&#13;
from ancient times to modem, and the&#13;
treatment of her culture's elaborate&#13;
fashions and adornments as&#13;
insignificant fads in a Europeandominated&#13;
fashion industry. Among&#13;
the many stolen attributes to African&#13;
fashion was the fur coat. In times long&#13;
ago, the fur coat was used for keeping&#13;
fleas off of the people. Bugs and such&#13;
would go onto and into generally used&#13;
wolf skin, then be brushed out or&#13;
shaken out later. The fur coat was not&#13;
a statement of fashion, it was a way to&#13;
make life better. Hairstyles and makeup&#13;
techniques were stolen, too, from&#13;
the African culture. Make-up, for&#13;
instance, was used to protect the eyes&#13;
of people along the Nile. "Long&#13;
before Fruit of the Loom, we had the&#13;
drawers," said Kwesi, followed by a&#13;
rally of applause. The loin cloth was&#13;
worn in Africa before underwear was&#13;
even thought of. Even the bustle W'IS&#13;
stolen from African culture. "They&#13;
even stole our butt," she said.&#13;
As time ran short, less than half of&#13;
the audience moved next door for&#13;
about fifteen. minutes to hear the&#13;
conclusion of Kwesi' s presentation.&#13;
During this time, she spoke more&#13;
about herself and how she came to&#13;
doing her lecture and slide show.&#13;

clinical volunteer work at the Shalom&#13;
Center in Kenosha, said even after&#13;
being there for one day, "it really gave&#13;
me a different outlook on life."&#13;

Parksides second annual Volunteer&#13;
Fair, sponsored by the Parkside&#13;
Community Outreach Club (PCOC),&#13;
was held in Upper Main Place on&#13;
Wednesday, February 15 from 9:00&#13;
.HI)- 1:00 pm. Thirty-three agencies&#13;
from Kenosha, Racine, and&#13;
Burlington, ranging from the Girl&#13;
Scouts of America to Southeast&#13;
Wisconsin AIDS Project participated&#13;
in the fair. The fair, which is held&#13;
once a year, is geared toward&#13;
recruiting students, faculty and staff&#13;
into volunteer service and to create&#13;
campus/community awareness of&#13;
what services these agencies&#13;
provide to the community.&#13;
Senior Alaina Whitney states,&#13;
"There is such a great need for&#13;
volunteers." Volunteering for the&#13;
past six years as a guardian for the&#13;
Kenosha Guardianship Assistance&#13;
Program, Whitney adds, "The&#13;
greatest thing [about volunteering]&#13;
is the satisfaction of knowing that&#13;
you actually can make a big&#13;
difference in individuals' lives."&#13;
Students, faculty and staff&#13;
SUFAC, continued&#13;
by SUFAC. Ranger Editor-In- Chief,&#13;
_Nick Zahn stated his opposition to the&#13;
cut. "A $2,000 cut would not be&#13;
healthy for the newspaper next year,"&#13;
said Zahn&#13;
Jacobson explained that budget&#13;
increases and decreases are&#13;
determined by how an organization's&#13;
money was spent the previous year.&#13;
Part of the rationale for the Ranger's&#13;
decrease was problems with the salary.&#13;
She stated, "There is enough money to&#13;
work around with in the salary without&#13;
a $2,000 miscellaneous salary."&#13;
The miscellaneous salary would be&#13;
set aside for next year's Editor-InChief&#13;
and Managing Editor. Zahn&#13;
argued that, "Considering the amount&#13;
of time needed, and responsibility&#13;
(with these two jobs), it is only fair&#13;
that this amount of money be offered&#13;
(for next year)."&#13;
"Although people volunteer their&#13;
time for the Ranger, many others&#13;
cannot afford to, which discourages&#13;
many people from participating at all,"&#13;
said Zahn. "If you want to have a&#13;
student newspaper that is able to&#13;
seriously report news on campus,&#13;
you're going to have to spend a little&#13;
bit more money (than what has been&#13;
offered)."&#13;
The outcome of the appeals have&#13;
left Ranger's budget for next 'year with&#13;
a $1,000 cut, instead of a $2,000 cut&#13;
previously proposed by SUFAC.&#13;
The Ranger News was the only&#13;
organization to appeal their budget as&#13;
recommended by SUFAC .&#13;
Parkside's second annual Volunteer Fair, sponsored by the Parkside&#13;
Community Outreach Club, was held in Upper Main Place on&#13;
Wednesday, February 15 from 9:00 am-1 ;00 pm,&#13;

A UW-Parkside University Police Volunteer of the week&#13;
Incident Report taken on February 4,&#13;
1995 reported that the incident type&#13;
was one which dealt with a personal _&#13;
property theft. In the report&#13;
McClelland accused Triplett of taking&#13;
two shirts. "When Triplett confronted&#13;
McClelland about the noose&#13;
McClelland said that if the items&#13;
[shirts, etc.] weren't returned&#13;
immediately he would take further&#13;
actions that he [Triplett] wouldn't&#13;
like," the. university police officer&#13;
reported.&#13;
McClelland did not wish to&#13;
comment.&#13;

Students are selected as&#13;
"Volunteers of the Week" by their&#13;
altruistic attitudes, the amount of time&#13;
shared within the community and the&#13;
impact their service has made in the&#13;
lives of others. This week's volunteer&#13;
is Jeff Rhein.&#13;
Jeff Rhein is a junior majoring in&#13;
Biology with an interest in Pre-Health.&#13;
When the Safewalk Program at UW·&#13;
Parkside began in November, 1993,&#13;
Jeff signed up and became a&#13;
participant. Last spring, the Safewalk&#13;
Coordinator position opened and Jeff&#13;
was nominated and voted to fill this&#13;
volunteer position.&#13;
Jeff stated, "We have volunteers&#13;
from all ages and majors. They have&#13;
one common concern and that is to&#13;

The questions I had were so few in&#13;

spare. The complexity of my&#13;
questions were also limited. I didn't&#13;
seek answers because the concept of&#13;
Him didn't seem to bother me one&#13;
wayor the other. _&#13;
When I was eighteen He was back&#13;
again in my mind. This time I was&#13;
more curious about Him. My&#13;
questions at the time were greater in&#13;
number and were a little less&#13;
conceptual. Iwas looking for some&#13;
tangible answers. I didn't know&#13;
where to turn. So, I met up with&#13;
someone with whom I began to talk of&#13;
God and of Christ. We went to church&#13;
togetherand studied the bible together&#13;
aodeven prayed together. My interest&#13;
at the time, however, began to wean&#13;
when she moved away to another city.&#13;
I didn't push to know more. I dion't&#13;
need to. I took my questions, which at&#13;
die time were enough in number to fill&#13;
my back pocket, and went along my&#13;
merry way. He didn't really enter my&#13;
mind again.&#13;
Now, I'm twenty eight. He is back&#13;
againand this time in a BIG way. My&#13;
questions are so great in number that&#13;
they could fill a football stadium and&#13;
tbey are burning for answers. I've&#13;
been wanting factual answers to very&#13;
conceptual questions and getting&#13;
conceptual answers to very factual&#13;
questions. It's driving me crazy. I&#13;
yearn to know for sure if there is a&#13;
God. The concept really blows me&#13;
away. I'm a "facts and figures" girl.&#13;
Show me something concrete and I'll&#13;

be content. Give me quotes from the&#13;
bible (a book which has no authors'&#13;

There have been so many injustices&#13;
in my life as of late, medical problems&#13;
and personal as well. It's been so&#13;
overwhelming. And the lives of so&#13;
many others are even far worse than&#13;
mine. If He is real, then why does he&#13;
allow so much pain? And, if sinners&#13;
go to Hell, then I'm in BIG trouble&#13;
because I could fill ten thousand&#13;
football stadiums with all of mine, and&#13;
that's just this week. Yet, my new&#13;
friend Andy tells me that if I can just&#13;
allow Christ into my heart and believe&#13;
God's love that all of my sins will be&#13;
washed away and that heaven will be&#13;
mine. He's so certain of what he feels&#13;
and knows about God. I wish I were&#13;
him. You would think I would just&#13;
say, "Yes, I believe!", knowing that it&#13;
will get me all of this great stuff (a&#13;
clean slate and a place in heaven).&#13;
But I can't yet. I can't because no one&#13;
has answered my questions to my&#13;
satisfaction.&#13;
This is the third time in my life I&#13;
have corne to the table with questions.&#13;
I've walked away without answers&#13;
twice before. I don't want to walk&#13;
away this time empty handed. I've&#13;
got to settle this. I've got to know. I&#13;
need to firmly believe one way or the&#13;
other. I can't let another ten years go&#13;
by. I'm making a real effort this time&#13;
to understand. I've been reading up&#13;
on the subject (Bible) and have gone&#13;
to a few bible study meetings. Last&#13;
week I attended an Intervar si ty&#13;
Christian Fellowship meeting and felt&#13;
like a fish out of water. Everyone was&#13;
kind and welcomed me with open&#13;
arms, that's not what alienated me&#13;
from them. It was their certainty of&#13;

Governor Tommy wanlS your cash&#13;
Does anyone remember those&#13;
campaign commercials featuring&#13;
TommyThompson jogging along with&#13;
happy kids all on their way to a good&#13;
education, followed by the sloganThompson&#13;
for Education? Those kids&#13;
wereapparently not from Wisconsin.&#13;
Thompson's mega sized budget plan&#13;
hit the floor last week with a&#13;
resounding thud. Although, to&#13;
University students, it may have&#13;
sounded like a bomb going off. The&#13;
document itself was 3000+ pages long&#13;
and contained suggestions,&#13;
recommendations and plans that cover&#13;
everypiece of life the state has control&#13;
OVer.We really don't have the time to&#13;
lookat the whole thing, so let's just see&#13;
how it affects the student population.&#13;
Tommy wants the UW-System to&#13;
become more self-sufficient and less&#13;
dependent on property taxes. This is&#13;
not all that bad of a goal. Wisconsin&#13;
~s have a fairly high property tax rate&#13;
ID comparison to other states. To that&#13;
~nd his plan cal1s for a percentage&#13;
Increasein tuition for System schools in&#13;
the 95-96 year and again in the 96-97&#13;
year. These increases would be 4.7%&#13;
and 3.8% at Madison, 5,7% and 4.8%&#13;
at Milwaukee and 6.1 % and 5.2% at all&#13;
other UW comprehensives. These&#13;
increases are on top of usual scheduled&#13;
inflationary tuition increases and the&#13;
technology fee increase. There is also a&#13;
required cut of $10 million from the&#13;
system from current system&#13;
expenditures.&#13;
Now, can someone explain to me&#13;
why Milwaukee and Madison receive&#13;
lower increases than all the other&#13;
schools? And can we make an&#13;
educated guess given that example of&#13;
where the bulk of the cuts are going to&#13;
come from? If these budget proposals&#13;
are intended to make the system more&#13;
self-sufficient, I think it would only&#13;
make sense to apply the increases and&#13;
cuts across the board, not to play&#13;
political favorites with them. Not that I&#13;
would ever accuse Gov. Tommy of&#13;
using these cuts as political football,&#13;
I'm sure that would never happen.&#13;
But wait, there's more! Tommy also&#13;
suggests a $40 tuition surcharge for 95-&#13;
God and my lack thereof which kept&#13;
me from them. Still I plan to give it&#13;
another try. If any of you readers are&#13;
interested in joining me you can fi~d&#13;
me in the back of the room at the next&#13;
meeting.&#13;
Last night I went to bed angered&#13;
and saddened with my struggle. I&#13;
decided I was going to leave it all&#13;
alone. I decided to just stop asking&#13;
questions and looking for Him in my&#13;
life. I decided that I couldn't give&#13;
this subject one more day's thought.&#13;
Then, this morning I woke up and He&#13;
was the first thing that came into my&#13;
mind. HE was back again. I couldn't&#13;
make the question of Him go away&#13;
this time like I'd been able to so many&#13;
times before in my life. And He's&#13;
here with me now. I feel like&#13;
someone has placed some tormenting&#13;
"spell" on me. I can't run away from&#13;
my thoughts. I can't push them down&#13;
any longer. They won't let me.&#13;
I NEED to know. I NEED to&#13;
understand. I NEED to believe one&#13;
way or the other. Do you know what I&#13;
mean? Any of you? Do you need to&#13;
know too? If any of you are familiar&#13;
with my struggle, let's talk about it&#13;
sometime. Join me in bible study on&#13;

It's a pretty interesting hour. We&#13;
debate, discuss and depart. No&#13;
strings. If you're not interested in&#13;
bible study then you can find me via&#13;

else. I don't care where it is. I might&#13;
find some comfort in knowing that&#13;

That's just it. I don't know. I just&#13;
don't know. But at least for today, I&#13;
know that I intend to keep searching.&#13;
96 and $80 for 96-97. These moneys&#13;
are to be used to fund property tax&#13;
relief. Well, I certainly can see where&#13;
he got his reputation as a friend of&#13;
education. It is one thing to make a&#13;
plan that removes the educational&#13;
burden from the property tax rolls, but&#13;
is another thing entirely to place the&#13;
property tax burden on the backs of the&#13;
students.&#13;
What we have here is another case of&#13;
a politician shifting tax burdens from&#13;
one area to another and calling it a tax&#13;
cut. Yes, property taxes in Wisconsin&#13;
are out of control. Yes, the UW System&#13;
could be trimmed from the top and&#13;
made to be more self-sufficient. No,&#13;
this is not the way to do it. This budget&#13;
plan will only speed the constant&#13;
decrease in services that the System is&#13;
already suffering. It will only&#13;
discourage potential students from&#13;
trying to get a college education. It will&#13;
only sell the future for the price of good&#13;
polls and a possible presidential&#13;
campaign.&#13;

One Llberal's&#13;
Opinion&#13;

Now that we're stuck with him&#13;
(why, oh why, didn't voters see&#13;
through this man?), Newt Gingrich&#13;
(aka "His Obnoxiousness") used his&#13;
influence as Speaker of the House to&#13;
limit Presidential authority to send&#13;
troops into foreign countries,&#13;
appatently because he's tired of the&#13;
UN taking 'advantage of our soldiers.&#13;
(This was covered under one of the&#13;
provisions of the "Contract with&#13;
America.") Appearances can&#13;
sometimes be deceiving, however.&#13;
This violates the separation of powers&#13;
principle inherent in our Constitution.&#13;
Subsequently, Democrats could call&#13;
this the "Contract on America." Limit&#13;
presidential authority in all the ways&#13;
that count, and call it nothing except&#13;
"cutting waste." However, if the&#13;
Congress really wanted to cut waste,&#13;
they'd cut Gingrich's (and every other&#13;
Congressman's) salary until the&#13;
budget is balanced. (Oh, yeah, and no&#13;
more raises either.) They'd also delete&#13;
perqs, such as subsidized medical&#13;
care, pensions for former Speakers&#13;
(that run into the millions of dollars),&#13;
and "complimentary" trips on federal&#13;
planes for junkets to Jamaica. But, no,&#13;
that would cramp their style too much.&#13;
Instead, they say, let's limit&#13;
presidential authority. Then it's a&#13;
win/win scenario: taxpayers still&#13;
blindly pay for the junkets, and the&#13;
president looks like an idiot.&#13;
The few Democrats left in Congress&#13;
are fuming, but powerless. They can't&#13;
stop Gingrich: he's a steamroller set&#13;
on overload. Nothing sticks to this&#13;
man; not his questionable book deal,&#13;
not his messy divorce (when he claims&#13;
to be a paragon of virtue.), and not his&#13;
waffling on issues.&#13;
However, when petty partisan&#13;
bickering takes the place of debate on&#13;
issues, the people must act. It's time&#13;
to hold your Congressmen and&#13;
Representatives accountable. Let our&#13;
representati ves hear your voice on&#13;
issues that matter, such as the baseball&#13;
strike, the economy, foreign policy,&#13;
crime, etc. (Write Gingrich some nasty&#13;
letters too, but keep it polite.) It's time&#13;
for our representatives in Washington&#13;
to think of us for a change, and not&#13;
just the next handout.&#13;
An old proverb states, "May you get&#13;
exactly what you deserve." Are we&#13;
really receiving the best government,&#13;
or only the government that we&#13;
"deserve" due to voter inattention and&#13;
apathy?&#13;
Praise of the week goes to&#13;
Baltimore Orioles owner, Peter&#13;
Angelos, who is refusing to field a&#13;
"team" of scabs (I mean, "replacement&#13;
players.") It's nice to know some&#13;
owners aren't morons. However,&#13;
Outrage of the Week is shared&#13;
by the baseball owners, who are&#13;
attempting to fine or take Angelos'&#13;
team away from him if he refuses to&#13;
comply, and Tommy Thompson, who&#13;
once again lowered the boom on&#13;
students. (May I say that I saw it&#13;
coming? Thank. you.)&#13;

my sports column. You see, I am&#13;

week's column. I have been asked to&#13;
forgo doing so this week. Rest&#13;
assured, I am not through with that&#13;
subject.&#13;
Tain't Funny: Last week, the&#13;
Ranger printed the story of an incident&#13;
in student housing. The incident is&#13;
being investigated, I am told; I am&#13;
further informed that man who left the&#13;
noose over the bed thought it was only&#13;
a joke-some joke. Hey, Mr.&#13;
McClelland, joking about a noose to&#13;
an African-American male is like&#13;
joking with a Nazi twisted cross to a&#13;
person of Jewish heritage- it just is not.&#13;
funny. Perhaps everyone should take&#13;
a history course on the subject of the&#13;
African-American experience in the&#13;
U. S. After all, it is Fehruary (Black&#13;
History Month) and that makes it a&#13;
perfect time. Engage your brain&#13;
before you act next time.&#13;
Dem's, We Owe You One: The&#13;
Democratic party rendered this nation&#13;
a great service recently by opposing&#13;
the idea of a 3/5 supermajori ty&#13;
requirement for tax increases. The&#13;
Constitution does not allow for a&#13;
supermajority in the case of revenue&#13;
hikes .&#13;
No, You Can't Have It: Private&#13;
property rights used to mean&#13;
something in this country. Recently,&#13;
in the name of the government and the&#13;
environment, that right has been&#13;
steadily eroded away. Presently in&#13;
Congress is a bill known as the&#13;
Property Owners Bill of Rights. All&#13;
this legislation does is restore the&#13;
takings clause of the fifth amendment&#13;
to its rightful place. Declaring a dry&#13;
farmers field a wet land so that he may&#13;
not sell it to a housing developer is an&#13;
obscene abuse of law. There are&#13;
examples after examples of the&#13;
environmental police taking, or&#13;
restricting, the legitimate (and I stress&#13;
the word legitimate) use of private&#13;
property. President Reagan was right&#13;
in ] 983 when he stated, "Some&#13;
environmentalists will not be happy&#13;
until they have turned the clock back a&#13;
hundred years and have a bird's nest&#13;
instead of housing."&#13;
I Feel Sick: Not surprising in this&#13;
area. It seems those geniuses at the&#13;
EPA have decided that a reformulated&#13;
gasoline must be used in Wisconsin&#13;
and other cities and states. Problem&#13;
is-it makes people sick. The EPA,&#13;
as you might expect, denies this (it is&#13;
one of the truisms of a liberal, they&#13;
never make a mistake or admit to one,&#13;
and they always know better than you)&#13;
Our Governor Tommy Thompson is&#13;
willing to go to bat for his people and&#13;
has ordered a state investigation.&#13;
Tommy's In Charge: I know that&#13;
several other writers in these pages do&#13;
not like the current chief executive in&#13;
Madison. I am, on the whole, quite&#13;
pleased and comfortable with his&#13;
leadership. The only mistake he is&#13;
making is the way he wants to fund&#13;
education in this state. To the letter&#13;
writer whining about property tax&#13;
relief: I own a house, if you did also,&#13;
you might see the other side of the&#13;
coin.&#13;
Go Out To A Ball Game: Show&#13;
those greedy players. If the Brewers&#13;
and the Cubs are going to make&#13;
baseball affordable again, then I'm&#13;
going. Besides I want to see the&#13;
players lose this strike. As I stated&#13;
last week, Donald Fehr is one of the&#13;
biggest anal retentives in the nation.&#13;

Sibling Rivalry. The heart of a family, the&#13;
juice of competition, and the basis for Sam&#13;
Shepard's True West. On February 20 I&#13;
attended a dress rehearsal of UW-Parkside's&#13;
performance of True West.&#13;
It was thrilling.&#13;
The performance accented the subtle&#13;
complexities that two rival brothers feel for&#13;
each other. Austin, performed by Chris&#13;
Harder, is an up and coming Hollywood&#13;
screen writer. His older brother Lee,&#13;
performed by Maxwell Mount, is a petty thief&#13;
and drifter. The two brothers are at odds in&#13;
everything and when they come together to&#13;
write a western the emotional tension&#13;
explodes.&#13;
Director Leon Van Dyke does an&#13;
admirable job of presenting the little&#13;
nuances of the characters, and the&#13;
subtle yet hidden love that the&#13;
brothers feel for each other. True&#13;
West is a superb play and the UWParkside&#13;
actors do an excellent job&#13;
of presenting such complex&#13;
emotions.&#13;
The first public performance will&#13;
be held on Fehruary 24-25. After&#13;
that there will be performances on&#13;
March 2-4. Due to limited seating&#13;
individuals should call ahead for&#13;

If y?U want a movie that will make you laugh&#13;
one minute and cry the next, then you should see&#13;
Boys On The Side with Whoopi Goldberg, Drew&#13;
Barrymore, and Mary-Louise Parker. This&#13;
movie is exceptional, enlightening, and&#13;
definitely worth going to see- especially if you&#13;
are a woman. Men will enjoy this film too, but it&#13;
sort of seems like it's more of a woman's movie.&#13;
The film starts out with Jane (played by&#13;
Goldberg) planning to go to Los Angeles to pick&#13;
up her music. career. She finds another woman&#13;
Robin (played by Parker), wbo also has '&#13;
intentions of going to the West Coast. So, the&#13;
two decide to car pool. Upon first glance, you&#13;
see that their personalities clash a great dealJane&#13;
is an outspoken, witty woman, while Robin&#13;
is very timid and emotional. However, these&#13;
characteristics do eventually intermix during the&#13;
.course of the movie.&#13;
On their way across the country, Jane stops in&#13;
Pittsburgh to meet up with one of her good&#13;
friends, Holly (played by Barrymore). A mishap&#13;
occurs though. Holly is being beaten by her&#13;
on the Side (****)&#13;
boyfriend (Nick), and Jane tries, but fails, to stop&#13;
him. Robin steps in and is able to control the&#13;
situation for a little while with her quiet voice&#13;
and meek actions. Nick is cooled down for&#13;
awhile, but soon he's swinging the girls against&#13;
the wall again. This time it's Holly's turn to put&#13;
Nick in his place by beating him over the head&#13;
with a baseball bat. While he's down and out&#13;
(but still alive), they tie him up and head towards&#13;
L.A.&#13;
After a few days of good laughs and fun&#13;
times, Holly decides it's time to return home to&#13;
Nick. But, they soon see the headlines in the&#13;
newspaper saying that a drug dealer (Nick) was&#13;
found dead. Holly is stricken with guilt and&#13;
sadness. This man may be the father of the baby&#13;
she is carrying. The other girls are surprised to&#13;
hear that Holly is eight weeks pregnant, but they&#13;
each have their little secrets too. Jane, we find&#13;
out, is a lesbian, and Robin tests positive for an&#13;
extremely terrible disease.&#13;
The girls decide not to report the "Nick&#13;
Incident" to the police, so they continue&#13;
westward and end up staying in Tucson where&#13;
Holly falls in love with a man who happens to be&#13;
a cop. What happens when she tells him about&#13;
Nick? Will her boyfriend be faithful to the law&#13;

this album of a million singers. Robinson is&#13;
a vocalist who is able to incorporate a sense&#13;
of real feeling into his singing. because of&#13;
his extraordinary voice and feel, Robinson&#13;
is probably one the best vocalists out there&#13;
today,&#13;
Amorica is a very well rounded album.&#13;
It's an album that will start rockin', give&#13;
you a groove to move to, mellow out into&#13;
soothing sounds of a ballad. and then start&#13;
rockin' allover again. A definite stand out&#13;
is a song called "P, 25 London," This tune&#13;
will catch your ear right away with the&#13;
Hendrix-like guitar riff in the introduction,&#13;
"Cursed Diamond" is one of the many&#13;
songs with so much feeling, and such a&#13;
catchy groove, that you may find yourself&#13;
closing your eyes and letting the soul of this&#13;
song soak into your own. It starts out as a&#13;
gradual flowing groove and turns into a&#13;
raw, and yet melodic, verse.&#13;
The last song on the album, called&#13;
"Descending:' shows off the talents of&#13;
Hello our fellow readers. Here is the children's movie we&#13;
promised and it is called Heavyweights. From the director of&#13;
The Mighty Ducks comes the story of Jerry an 11- year old who&#13;
is looking forward to a summer of Nintendo and hanging out&#13;
with friends. Little does Jerry know, his parents have a better&#13;
idea. I&#13;
Since Jerry is a little overweight, his parents want to send&#13;
. him to a camp for overweight children. Jerry objects at first&#13;
until he sees the videotape of the go-carts and ''The Blob."&#13;
and tum her in? Will he be faithful to her and&#13;
keep her secret? Or is there a way he can be&#13;
faithful to both?&#13;
In the meantime, Jane is trying to make&#13;
Robin's life happier and more meaningful by&#13;
setting her up with a man. Robin resents Jane's&#13;
helpfulness; therefore, their friendship splits up&#13;
for a while .... until a mutual responsibility pulls&#13;
them back together.&#13;
There are episodes in the movie that are very&#13;
humorous, very serious, and very depressing.&#13;
It's not until near the end though, that you might&#13;
have to struggle to hold back the tears. Almost&#13;
every part of the ending is sad: Robin's mother's&#13;
thoughts about how Robin will always stay with&#13;
her (and not leave her like her son and husband&#13;
did), seeing Robin with her skeleton frame and&#13;
sickly face, and listening to Jane finish Robin's&#13;
song while painful tears stream down both their&#13;
faces.&#13;
Not only was it me that found this movie to be&#13;
so sad, but so did all the people in the theater&#13;
who were sniffling and shedding tears. I really&#13;
liked this movie, and hopefully you will find it&#13;
as enjoyable as I did. So, I definitely&#13;
recommend it for everyone who wants a good&#13;
laugh and a good cry at the same time!&#13;
piano player Eddie Harsch, This is a&#13;
beautiful sounding song that combines a&#13;
crisp piano with the sounds of smooth slide&#13;
guitar, It is good example of what the&#13;
Black Crowes, as a band, are really capable&#13;
of. The result is more than satisfying.&#13;
An album of this sort that contains so&#13;
much soul, feelings, and grooves, is hard to&#13;
put into words, Most importantly, it is&#13;
probably best to be enjoyed rather than I&#13;
described, My advice would be to listen for,&#13;
yourself and create your own meaning from&#13;
the feel you get from this album, That" s&#13;
what Amorica is made up of - soulful&#13;
feelings with a groove to move.&#13;
I must add that I have seen the Black&#13;
Crowes live, and it was one of the best&#13;
shows that I have ever seen. They .are one&#13;
of the few bands you could ever say that&#13;
sound better live than on the album, Either&#13;
way, Amorica is sure to bring life to the _&#13;
stage and into your souL&#13;

After a few days at the camp, Jerry meets up with camp&#13;

Godfather films). The tW9 find out the camp isn't run by a&#13;
sweet elderly couple anymore but that it's run by a psycho&#13;
cross between Richard Simmons and Dennis Miller.&#13;
Overall, this is a decent kids movie. In our opinion, there&#13;
isn't anything that a child's eyes couldn't see. This is a perfect&#13;
Saturday or Sunday afternoon movie but this isn't one to get all&#13;
psyched up about. We are going to have to give this one a&#13;
yellow light as a children's movie which isn't anything we&#13;
haven't seen before .&#13;

Amorica, their new album, is everything&#13;
a Crowes fan could want: Pure southern&#13;
harmony, Although overshadowed by their&#13;
first two "radio friendly" albums, Amorica&#13;
has yet to get a lot of air play, Since the&#13;
album's release late in 1994, only one&#13;
single, "A Conspiracy:' has been released,&#13;
Nonetheless, "A Conspiracy" is one great&#13;
song among many others,&#13;
Consistent with the Crowe's first two&#13;
albums, Amorica has that feel and groove&#13;
that pulls you into the music, Chris&#13;
Robinson, the lead singer, has the soul on&#13;

Golden Eagles.&#13;
The Badgers beat Northwestern 70·&#13;
56 at Evanston last Wednesday. After&#13;
shooting 29% and trailing 29-25, at&#13;
the half, Wisconsin opened the 2nd&#13;
with a 13,0 run to lead 38,29.&#13;
Michael Finley and Rashard Griffith&#13;
scored 11 of the 13 in that stretch.&#13;
Griffith's jump hook with four&#13;
minutes to go gave them a 57-54.&#13;
Griffith led with 20 points while&#13;
Finley had 18.&#13;
Saturday, the Badgers trailed&#13;

The main reason&#13;
the team has hung&#13;
close in so many&#13;
games is senior Maci&#13;
Pemsteiner. She is&#13;
unquestionably the&#13;
leader of this ball Maci Pernsteiner&#13;
club. After a solid&#13;
freshman year, Pernsretner struggled as a sophomore. But&#13;
consistent work habits have shifted the spotlight to her&#13;
outstanding play. She leads the team in scoring (15.3),&#13;
assists (3.6), steals (2:4), and minutes (31.4). Miller&#13;
considers her a model athlete.&#13;
"She's playing the best basketball of her career and is&#13;
great for the young kids. They all look up to her," said&#13;
Miller.&#13;
An explosive first step, physical strength, and her 887&#13;
career points will make Pemsteiner hard to replace.&#13;
"I've worked the same as I always have. I have to put&#13;
myself in their [the freshmen's] place and remember what&#13;
it was like," said Pemsteiner. "We had a growing year my&#13;
freshman year too."&#13;
And how would Pemsteiner like to finish her career?&#13;
"I'd just like to look back with no regrets. Four years&#13;
have come down to 4 games. I'll miss it a lot," she said.&#13;
The team remains confident about their future. ~&#13;
"I think we have a lot of potential," added Kassing.&#13;
"Each year we will get better and better, so by our 4th year&#13;
we'll be a great team."&#13;
Pemsteiner forecasts a bright future for the team as well.&#13;
She added, "They've gained a lot of experience that&#13;
can't be replaced-close games."&#13;
Close games that will hopefully swing in their-favor next&#13;
year.&#13;

It all started about four years ago.&#13;
The Rangers had a full team and&#13;
didn't recruit.&#13;
Coach Wendy Miller knew she&#13;
had her work cut out for her after&#13;
last season's mostly senior learn&#13;
finished a respectable 12414. W d M'II&#13;
Miller brought in a big freshman en y I er&#13;
class this year, ten to be exact. The "tough ten," despite&#13;
their lack of size, have kept themselves in games with their&#13;
strength and hustle. Their determination is not accurately&#13;
reflected in their 5-18 record as most the losses were&#13;
deceptively close.&#13;
"We're not measuring success by our wen-toss record,&#13;
but rather by how much improvement we've made," said&#13;
Miller. "We've got a very good group of freshmen."&#13;
A freshman group that is led by Jenny Kassing. Kassing,&#13;
a two-time All-Northwest selection in high school, has led&#13;
the team in 3-poinl shooting (38%), rebounding (7.S), and&#13;
is second in scoring (13.2) and steals (1.9).&#13;
"[Having ten freshmen] doesn't affect us, because we've&#13;
grown together and learned each other's playing style,"&#13;
Kassing said.&#13;
Kassing, however, does admit to the Ranger's troubles in&#13;
the post.&#13;
"We're weak in the post, so we've had problems boxing&#13;
out. But we have strong players like Amy Hurlebaus. We&#13;
make-up [for the weaknesses] with our power and speed,"&#13;
added Kassing.&#13;
The team's post dilemma is no secret to Miller and she is&#13;
on her way 10 filling the void.&#13;
"We've been out-rebounded, especially at the end of&#13;
garnes. But we have three post-players signed or verbally&#13;
committed for next season," Miller said.&#13;
The Rangers have been painfully close to winning games&#13;
all season. Nine of their losses have come in the last two&#13;

The loss drops the Rangers to 12-12&#13;
on the season.&#13;
UW-Parkside built a 14 point&#13;
halftime lead, 43-29, and led by as&#13;
many as 16 in the second half before&#13;
NBBC began closing the gap.&#13;
The score was 57-44 in the second&#13;
half with I I :33 left in the game when&#13;
NBBC went on a 14-0 run to lead 57-&#13;
58 with 7:25 left.&#13;
The game was dose the rest of Ihe&#13;
way with NBBC pulling away at the&#13;
end by making their free throws.&#13;
The Rangers were led by Levi&#13;
Bradley who scored 26 points and&#13;
hauled down 18 rebounds. Thadd&#13;
Jacobs scored 19 and Craig Evans had&#13;
14 for the Rangers. No other UWMP&#13;
player scored more than four points.&#13;
NBBC closed the gap in the second&#13;
half on the strength of 63% shooting&#13;
while UW-P went cold shooting just&#13;
32% from the floor in the second half.&#13;
The Rangers will next be in action&#13;
this Sunday when they host IUPl]-&#13;

What is Social Action?&#13;
The Dramatic Arts Departmen t and the Division of Student Affai rs are&#13;
working jOintly with a new campus group whose purpose is to foster&#13;
understanding and appreciation of cultural diversity. Participants are&#13;
trained in social action techniques and are involved in the development&#13;
of skits illustrating real-life instances of discrimination or acts of&#13;
insensitivity. Once developed into brief life-story skits, they will be&#13;
presented to classes, student organizations, and community groups.&#13;
Actor/audience interaction and facilitated discussion will help to&#13;
heighten cultural awareness and understanding of cultural differences&#13;
on campus.&#13;
The Goals of Social Action:&#13;
o To foster understanding and appreciation of cultural diversity&#13;
o To strengthen the climate of respect and trust for all campus groups&#13;
o To increase campus tolerance through education&#13;
What Skills are Needed?&#13;
