If they had had the actual proposal for ten days, delegates could have made more informed choices, he argued. "If people don't know what's going on, they just vote blindly," said Blake. Although there had been no text for the changes the proposed change in the UC bylaws was perfectly okay, said Stacy. The proposals had been discussed at the Superior General Assembly last month (to which Parkside sent no representatives) and had been talked about in the President's newsletter. The UC President reported that, when considering such a change, the UC normally announces that there will be a vote on the matter, without debating any specifics. This proposal was not only announced one month earlier, Stacy said, but it was also discussed. The delegates who attended both the Superior and the Steven's Point GA's had already gone over the proposal and its ramifications.
