learned&#13;

has happened&#13;
conceming&#13;
the cuts,&#13;
and&#13;
about&#13;
howpeople&#13;
here&#13;
on&#13;
campus&#13;
feel about&#13;
it.&#13;
Unfortunately,&#13;
there&#13;
hasn't&#13;
been&#13;
much&#13;
insight&#13;
into&#13;
the&#13;
dim&#13;
and&#13;
murky&#13;
future.&#13;
No&#13;
one,&#13;
it seems,&#13;
has any&#13;
concrete&#13;
ideas&#13;
about&#13;
what's&#13;
going&#13;
on inside&#13;
our&#13;
Governor's&#13;
head.&#13;
In trying&#13;
to get to the&#13;
bottom&#13;
of this&#13;
matter&#13;
I&#13;
decided&#13;
to go straight&#13;
to the&#13;
top:&#13;
Chancellor&#13;
Eleanor&#13;
Smith&#13;
herself.&#13;
"We&#13;
were&#13;
to&#13;
corne&#13;
in with&#13;
a &#13;
5 &#13;
and&#13;
10&#13;
percent&#13;
[budget&#13;
cut]&#13;
scenario&#13;
and&#13;
the system&#13;
was&#13;
to&#13;
present&#13;
it to [the&#13;
governor.]&#13;

has done&#13;

by&#13;
which&#13;
cuts&#13;
could&#13;
be made.&#13;
This&#13;
is based&#13;
on the same&#13;
format&#13;
of the 5 and&#13;
10&#13;
percent&#13;
exercise&#13;
originally&#13;
asked&#13;
for by Governor&#13;
Thompson.&#13;
On this&#13;
decision,&#13;
Eleanor&#13;

still&#13;
be corning.&#13;
Sounds&#13;
almost&#13;
logical&#13;
to me....&#13;
The&#13;
other&#13;
insight&#13;
I gained&#13;
from&#13;
speaking&#13;
with&#13;
Eleanor&#13;
Smith&#13;
was&#13;
that&#13;
she sees&#13;
the&#13;
sensibility&#13;

off-guard&#13;
