On September 9 and 10, the&#13;
United Council of University&#13;
ofWisconsin Student&#13;
Governments (UC) met in&#13;
LaCrosse.&#13;
The Ranger News&#13;
wasinformed by the PSGA&#13;
that the UC iptended  in&#13;
taking a pro-life stand on&#13;
abortion.&#13;
The Ranger News&#13;
wasalso informed that  PSGA&#13;
didnot have enough&#13;
delegates to vote, and if the&#13;
UCtook any stand on&#13;
abortion,the PSGA had&#13;
decidedto pull out of UC,&#13;
pendingapproval of the&#13;
student body in the form of a&#13;
referendum. Because any&#13;
decisionofthis kind would be&#13;
controversial,&#13;
The Ranger&#13;
News&#13;
decided to ask to send a&#13;
representative to the&#13;
meeting.&#13;
It&#13;
was agreed upon,&#13;
and I was the lucky one who&#13;
attended. The other members&#13;
ofUW-Parkside's five-person&#13;
delegation were all PSGA&#13;
veterans: president  Jennifer&#13;
Buchholz,senators  Deb&#13;
Cutler  and Chris Bossert,  and&#13;
former vice president  Dan&#13;
Blake.&#13;
We stopped for supper  at&#13;
the Country  Kitchen  in&#13;
Mauston.  After dinner  was&#13;
over, Deb Cutler advised&#13;
Jennifer  Buchholz to ask for&#13;
an extra receipt from the&#13;
restaurant.   By doing this,&#13;
PSGA could get more money&#13;
from the University.  Cutler&#13;
said, "It is always done at&#13;
these things."  Cutler  also said&#13;
Program  Assistant  Karla&#13;
Zahn would not notice such a&#13;
discrepancy.  President&#13;
Buchholz  did not ask for an&#13;
extra receipt,  despite the&#13;
chiding from Cutler  and&#13;
Bossert.&#13;
Because  of supper  and&#13;
driving through  a hailstorm,&#13;
the trip to LaCrosse  lasted&#13;
about four-and-a-halfhours.&#13;
..The Parkside  delegation&#13;
arrived  about ten minutes&#13;
after the scheduled&#13;
8&#13;
pm&#13;
start-time  for committee&#13;
meetings.  Committees  make&#13;
recommendations   which the&#13;
General  Assembly  (composed&#13;
of all the delegates)  either&#13;
approves  or rejects.&#13;
I was assigned  to the&#13;
Academic Affairs Committee.&#13;
The Academic Affairs&#13;
Committee  discussed&#13;
unilateral  program  cuts,&#13;
tuition  increases,  the&#13;
technology fee increase,&#13;
student  access to teacher&#13;
evaluations,  uniform  policy&#13;
on transfer  credits', and&#13;
sophomore  retention  at UW-&#13;
Center  schools. The&#13;
discussion  was orderly,  and&#13;
the group produced five&#13;
resolutions  that were bland&#13;
enough to offend no one. The&#13;
meeting  adjourned  at about&#13;
11 prn, as scheduled.  There&#13;
was no discussion about&#13;
abortion,  and there were no&#13;
arguments  about semantics.&#13;
At least one member  oftbis&#13;
committee  (from UW-Center&#13;
Fox Valley) thought  it was&#13;
quite productive.&#13;
After my committee&#13;
meeting  ended,&#13;
I&#13;
adjourned  to&#13;
the TV Lounge to wait for the&#13;
Staff&#13;
Changes Announced&#13;
Several administrative&#13;
staffchanges have been made&#13;
at the University of&#13;
Wisconsin-Parkside.&#13;
Esther Letven  has been&#13;
appointed assistant  vice&#13;
chancellorfor extended&#13;
services. She will also&#13;
continue as director of the&#13;
RegionalStaff Development&#13;
Center, a position she has&#13;
heldfor nine years.  Extended&#13;
Servicesoffers credit and non-&#13;
creditprogramming  for&#13;
educators, business,  social&#13;
I&#13;
servicesagencies and the&#13;
general public in southeast&#13;
Wisconsin.&#13;
Letven has been at UW-&#13;
Parkside for '21 years,&#13;
beginning in teacher&#13;
?ducation. Her background&#13;
I&#13;
mcludes classroom teaching&#13;
I~elementary schools and&#13;
hIgher education, staff&#13;
representative to Wisconsin's&#13;
VillagePartnership,  a&#13;
memberof the Kenosha&#13;
Councilon Children  and&#13;

Schoolboard's Community&#13;

Jeanne  Thomas   professor&#13;

psychology was named&#13;

OClatevice chancellor  for&#13;
planning,  budget  and&#13;
resource  allocation.  She will&#13;
be responsible  for, overall&#13;
planning  and review of the&#13;
university's curriculum and&#13;
for coordinating  resource&#13;
allocation  within the mission&#13;
.and goals of the university.&#13;
-Thomas  joined the psychology&#13;
faculty  in 1983.  She has been&#13;
active in faculty  governance,&#13;
serving  on the University&#13;
Committee  for three years&#13;
and chairing  the committee&#13;
for the past two years.  In&#13;
addition,  she served on the&#13;
Campus  Strategic  Planning&#13;
Committee  and on the North&#13;
Central  Accreditation  Self-&#13;
Study Committee.&#13;
Marilyn  Foster&#13;
Kirk,&#13;
assistant  chancellor  of&#13;
University  Relations,  will&#13;
assume  responsibility  for&#13;
legislative  and .community&#13;
affairs  in addition  to her&#13;
duties  in the areas of&#13;
development,  alumni&#13;
relations  and public relations.&#13;
Kirk came to UW_Parkside  in&#13;
1987.  She has been active in&#13;
numer.0us  community&#13;
organizations   and currently&#13;
serves on'the  Women's Health&#13;
Center  Board of St.&#13;
Catherine's  Hospital,  the&#13;
Advisory Council of the&#13;
. Greater  Kenosha  Area&#13;
.&#13;
Foundation,  and the StrategIc&#13;
Issues Committee  of Racine&#13;
Area Manufacturers   and&#13;
Commerce.&#13;
Richard   Ammann,   clinical&#13;
associate  professor in teacher&#13;
education,  has been named&#13;
coordinator  of international&#13;
students.   His new&#13;
responsibilities   include&#13;
advising  students  and&#13;
assisting  them in their&#13;
transitions  in culture  and&#13;
language.  Ammann,  a former&#13;
Peace Corps volunteer  in the&#13;
philippines,  joined UW-&#13;
Parkside  in 1975. He is a&#13;
member  ofthe  Asian Studies&#13;
Association,  the Council on&#13;
Anthropology  and Education&#13;
and the In,ternational&#13;
!Wading Association.&#13;
Thomas  Knitter,   assistant&#13;
director  of University  Police,&#13;
has been appointed  acting&#13;
safety coordinator.  He is&#13;
responsible  for general health&#13;
and safety and&#13;
investigation/analysis   of&#13;
worke~s compensation&#13;
claims.  His duties will also&#13;
include safety inspections  and&#13;
awareness  training,  the&#13;
University's  hazardous  waste&#13;
disposal program,  fire and&#13;
safety code compliance  and&#13;
the federal  Clean Air Act.&#13;
Knitter  joined UW-Parkside&#13;
in 1990.&#13;

PSGA Interim&#13;
Offices Filled&#13;
Parkside's  Student&#13;
Government Association&#13;
(PSGA) has held only two&#13;
meetings for the 1994-95&#13;
school year. At both meetings&#13;
they needed to hold elections&#13;
for open seats in the senate&#13;
and executive branch.  At the'&#13;
September&#13;
2&#13;
meeting,  three&#13;
seats were filled temporarily.&#13;
Senator  Paul Volbrecht,&#13;
previously  a member  of the&#13;
election committee,  was&#13;
elected interim  vice-&#13;
president.  Tyson Wilda, also&#13;
a senator, was elected&#13;
president  pro-temp,  and&#13;
Karen Large will be serving&#13;
as secretary.  At the&#13;
September  9 meeting,  Boyd&#13;
Frederick  and Arian Adair-&#13;
Nichols filled two of the&#13;
vacant  PSGA senate  seats.&#13;
Permanent  offices will be&#13;
filled at the student  body&#13;
elections in October.&#13;
Student E-mail Accounts&#13;

students  with accounts on&#13;
Parkside's  Computer  Science&#13;
(cs.uwp.edu)  machine  will&#13;
need to get new accounts,  as&#13;
the cs.uwp.edu  machine  will&#13;
now be strictly for Computer&#13;
Science students  and faculty.&#13;
Students  who had accounts on&#13;
the IBM mainframe&#13;
(vm.uwp.edu)  machine  last&#13;
year&#13;
will&#13;
also need new&#13;
accounts.&#13;
New accounts will&#13;
be&#13;
issued&#13;
only to students  with a&#13;
