In addition to criminal proceed- ings, Weaver faces possible UW- Parks ide disciplinary actions, in accordance with uws chapter 17, which provides for University pro- cedures. As a result of the investigation, a forum was held' on December 3 to bring together administrative, facul- ty, staff and student members of the Parkside community to discuss their reactions to the incident. At the forum, speakers emphasized the seriousness of the charges and the need for students to refrain from allowing this incident to cre- ate division among friends. Alan R. Cook Assistant News Editor A lengthy period of confusion has ended in a settlement that is apparently agreeabie to all parties involved, as Mr. William R. Niebuhr, Director of the Union, announces that the Campus Bookstore will pay T'WANDA Books a disputed shipping charge accrued in the delivery of ordered textbooks. "We're just going to go ahead and pay with instructions to the publisher to check with us about shipping procedures in the future,'" states Niehbur. "'It's a done deal ... There was some prin- ciple involved, but at this point it's just not worth the effort to pursue it any farther," The story begins with Dr. Geoffrey Skoll, an adjunct faculty member from Milwaukee, teaching in UW-Parkside's Communication Department, in early fall, Skoll ordered an additional text for a course ~ is teaching: Wild Justice, by Ruth Sprague, a book available only through rWANDA Books, an obscure publishing firm in New Mexico. He instructed Follet Bookstore that there was -no real hurry for the bock," since it could be fit in anytime during the term. According to Skoll, some weeks went by before foffet informed him that they were unable to locate the publisher, since they were not list- ed in their book of known publish- er>. Skoll supplied them with the information they needed and an order was placed. The original purchase order states that the books were needed by September 27 and that back orders should be cancelled after October 4. It further stipulated that the texts should be shipped "via UPS: rWAN DA 800ks decided that in order to honor that date, they wouid need to ship the books via UPS second day air, which resulted in a shipping charge of $31.50~ "The charge for second air shipping was some ten times the usual UPS shipping charge: states Ms. Nancy Schroeder, manager of Pollet, "From a business point of view, it doesn't make sense to pay some $30 on shipping for a $60 order." Schroeder further claims that "actually it would have been here by our cancel date had they shipped it in a regular manner." Schroeder states that the bookstore received the shipment on September 27, so there was no real reason for them to have shipped via second-day mail. "'Why they elected to send them the most expensive way possible, I don't know. We did not ask them to do that," she explains. 'Most publish- ers will call and as]; fOU if there is any big question ::.1hey did not do business the way Ne wanted, so we took the steps we did." The seep that Sc~r took was to refuse payment on the shipping charge. rWANDA Books wrote an October 21 ietter to Folie!, explaining their reasons for ship. ping the way they did, requesting prompt payment of the original shipping charges. A copy of that letter was sent to Skoll. "'What took place here is very unusual," says Schroeder. "Normally, a pub- lisher would not go to a professor," Skoll responded with a letter to the bookstore, explaining his perspec- tive on the matter. "'I urge you to honor reasonable business prac- tices and pay the shipping fee which was incurred through actions of bookstore personnel, not the publisher," he corlcluded. "I'm very puzzled by his letter," Schroeder stales. "He should have discussed it with me first" A second letter was sent by rWANDA to Folfet on November 16, with a copy to Dr. William Streeter, Assistant Chancellor for Administration and Fiscal Affairs. Streeter forwarded the letter to Dr. G. Gary Grace, Assistant Chancellor for Student Affairs. Grace passed the leuer on to Niebuhr and the decision was made to pay. "This iJ the price of doing business," comments Grace. "'Sometimes mistakes are made." Skoll comments 011 the situation, • , .' saying, "1 am still convinced that if the bookstore would have done things in a normal, routine way, there would have been no problem here." He states that "ln a public state university, especia lIy at a place like Pancside, In a situation such that the bookstore has a cap- tive market, they should be particu- larly open to public investigation because of their connection to state tax dollars. In such a situation, they should be particularly respon- sive to public scrutiny." He con- cludes by observing that, according to rWANDA, such problems are quite common for small publishers. It is apparently part and parcel of small publishers' woe. -It's hard to point any finger of blame, here," states Grace. "Everyone was operating with the best intent in mind." Niebuhr is quick to emphasize that this inci- dent represents an isolated event. "Problems with the bookstore are at an all time low ... I have nothing but high praise for its current man- agement." Schroeder stales that. "V'Je've enjoyed incredible support from faculty, administration and program support personnel. We usua.lIy run a very smooth opera- tion with very few complaints. We have had very little problem over the years ... With such little prob- lems, it must be working." Once again, the fall election results came under scrutiny as the results were never officially posted, thereby creating a question with their legitimacy. The results were confirmed by a unanimous vote of thepresent senators. The new and returning senators were sworn in. Also sworn in was Bruce Rocco as Vice-President. In his acceptance speech, Roccocommended the efforts of Deborah Cutler as interim vlce-Presldent during a di(ficult. time for PSGA. With the election of Bruce Rocco as Vice-President, his former position of President Pro-Tempore was left open. Nominated to fill this position were Senators Justin Marcinkus and JeffWoosley. In brief speeches outlining their motives for seeking this position, Woosley stated that he would like to get PSGA, "back on the road again," Marcinkus stated that he would like to continue the efforts and flll the shoes of previous President Pro Tempore Bruce Rocco and that being President Pro-Tern sounded "neat," he then ceded the rest of his speech time to Bruce Rocco's shoes. Woosley was elected and sworn in lmrnedl- ately thereafter. Followlng the resignations of Senators David Towle and Eshan Ali two senate seats became avail- able. I~ PSGA resolution 10-93, sponsored by Senator Gary Blevins, Deborah Cutler and Dana Larsen were elected to fill these seats. Amid confusion concerning the rules of reconsideration, the motion was passed with a roll-call vote with B senators voting yes, 3 voting no, and 1 abstention. Larsen, a freshman, will undertake an internship project assigned to her by President Pro-Tempore Woosley. Larsen will also be pro- ducing a pamphlet on Parliamentary Procedure. Both Larsen and Cutler were sworn in immediately. Other business involved open· ings on the Student Fee Allocation (SUFAC) Committee. Senators Teri Jacobsen, jime Nicholsen and Kevin Williams were reappointed to their 'seats. Senator Stephen Zieman was nominated to fill the seat left open by the resignation of David Towle. His appointment was approved unanimously. The SuFac Committee will continue to be chaired by Senator Vince Boerner. Kluka BidsFarewell "Gabe is the funniest, wittiest, most compassionate person I know. He knows how to work and he knows how to laugh," said Assistant News Editor Alan Cook. On Friday, December 10, Gabe Kluka will officially retire as Senior Columnist of Ranger News. Kluka, graduating this fall with a Bachelors of Science Degree in Applied Mathematics, will depart from Parkside to continue his pro- fessional career at lhe Outokumtu Copper Corporation. "Gabe will not only be missed from the staff, but from lhe entire Parkside community,&' said Editor- In-Chlef Steven Moore. Kluka is commonly known for his weekly column entitled "Gabe's Gab. " His column ran for over four years with the Ranger. In addition to his oolumn, Kluka served in several positions includ· ing Assistant Layout Editor, News Editor, Feature Editor, Sp'orts Editor, Copy Editor, and he was voted three consecutive years on the Executive Editorial Committee. Kluka was inspired to write as a sludent at Tremper High when he sent Letters to the Editor under the pseudo name of Fred Evans. He was good friends with the Editor, Steve Stevens, who thought that his letters were oUlrageously funny. "They were just stupid letters that made people laugh," Kluka said. After high school, Kluka began attending Parkside and became friends with Ste've DeAngelis, who was the Editor of Ranger News.' DeAngelis read some of his letters and asked if he would like to write a column. Kluka agreed, but he had problems thinking of a name for his column. At first he thought of calling it "Mr. Stupid Visits Parkside: but DeAngelis thought of the title "Gabe's Gab." "l'm going to miss writing alol-J'II miss making people laugh at my columns," said Kluka. "\'11 also miss the Ranger Office because it was my home," he said. "I'll miss people saying that they I enjoyed my column. It really makes me feel good and its nice to know that people are reading it." Kluka stated that he wrote columns to make people laugh at the stupidity of life. &'1also want· ed to write columns to make you think and to make you see life in a different perspective." According to Kluka, people sometimes com· plain about the wrong things. He mentioned a preacher from Georgia who was complaining about McDonald's seliing the movie Wayne's World. The preacher filed an official complaint to the headquarters of McDonald's, saying that the movie was filled with immoral valueS. "'You got a preacher complaining about Wayne's World when we have children in Chicago being shot to death. Where are people's priori. ties? People look at things which have no impact. Soap Opera and Latin America." A flyer pro- moting the event listed L6pez as a professor of commun icatlon from uw.parksfde and a visiting Fellow in the Center for 20th Century Studies at UW·Mjlwauk~where the lecture was held on Dec 2 at noon. The first part of his presentation dealt with the relationship between Latin American telenovela and the American model (of soap opera). The second part dealt with his pro- -pcsal that "the most determinant factor in the content of soap opera is not the technical ability, but the stereotype that particular industries have of their primary target audi- ence." He discussed the origins of soap operas and relayed that 19th century American domestic novels were the most influential factor on the soap opera model. Also influ- ential were women's magazines. Worldwide popularity of soap operas stems from an interest in sentimental concerns or in other words-gossip, expressed LOpez. He emphasized, "'Gossip seems to hold universal appeal because it creates a sense of community and is important for social malnte- nance." He continued, that eco- nomically soap operas are winners. U.S. companies exported soap operas to Latin America for the same reasons they were created here-money and advertising, he said. Called "telenovelas," Latin American soap operas differ in that they are generally short in duration (about 15 weeks), ~pict social class conflicts, popularize rags to riches stories, and reflect spiritual values. Due to the lack of a strong movie iiiilustry, 1h<IT~lenovela takes on a sort of Hollywood aura, according to l6pez. Briefly discussing Brazil, the pro- fessor relayed that Brazil has the fourth most powerful television industry in the world.
