Vicki Schneider, 21, was found by a maid in the first floor room of the Best Western Royale, Highway 10 East, shortly before 1 p.m. on Aug. 7, according to the Stevens Point Police Department. Officials would not release the cause of death Tuesday because they feel it may harm e investigation, said Police 'ef Robert Kreisa. 1-lolding certain details of the investigation allows us to test the reliability of witnesses and suspects," he said. Kreisa said the investigation is focused on a couple of people, and police suspect the person or people responsible for the murder knew Schneider and were with her in the hotel preceding her death. Police based their ruling of homicide on interviews with people who knew Schneider and guests at the motel as well as test results and evidence gathered from the scene. No evident of physical trauma was found on Schneider's body and autopsy and toxicology reports finalized last week revealed no trace of drugs or alcohol in her body, said . Partage County Coroner Scott Rifleman. Police found a sticky adhesive substance on Schneider's wrists during their investigation, but Kresia said they are not sure about the nature of that substance. "It could be tape, but we don't know what it was and I'm not going to jump to any conclusions," he said. While all the tests have been received from the Milwaukee County Medical Examiner's Office, where the autopsy was performed, officials are still awaiting test results from the Wisconsin Crime Lab in Madison. That's hy I'm telling you about this," says Ms. Laura Howard, a University of Wisconsin- Parkside student, as she deacribes her introduction to the sometimes harsh parking regulations on campus. "I know I was wrong to park there and I'll take full responsibility for that, but I do not think it should have gone to this extreme." It was September 3, the second day of classes. Howard, arriving for classes in the morning, found that the Union parking lot was barricaded, llldicating that it was full. She parked her car in the Visitors' Lot near Union, taking special care _to display her student parking permit in a prominent spot, "What upset me most wa• tbatI_had a parking permit in t Window. I felt like that w .iS ; YI was towed," she expla'.ns. he put a quarter in the m der d went to class. When she returned to her king space, she found her ~~ not there. "Yoi; know ow ll is," she says. "Y)u start ;n<lering if you forr,ot where ::i parked or what . .. Finally, I t back to the in ,ormation desk in Union to see if they knew anything about it. They told me, 'They towed your car.'" Howard went to the offices of UW-Parkside University Police. There she demanded to see the "person in charge." She talked to Chief David Ostrowski, who explained to her campus policy on these matters. "I ended up telling them that they all · needed to take a course in psychology and learn how to deal with people," Howard says. "They seemed so cold ... " Howard made her way to Romano Towing, a company used by the University for these situations. There she was told that she would have to pay $85.57 to take possession of her car "I asked them, 'Did you wr , rk on it while I was gone, or v hat ... ' I do understand that chere was some extra charge because it was a front-wheel drive car." Howard was told that they would not take personal checks for payment. She also found a $15 ticket from Parkside on her windshield. "It cost me around $102, plus all the time and aggravation, Howard summarizes. "It completely spoiled my first week of classes ... I was so angry ... I understand it's policy and I . could see a ticket, but to tow it away: that's kind of ridiculous, if you ask me." University of Wisconsin- Parkside Chief of Police, Mr. David Ostrowski, gives his perspective on the case, saying "I think that Ms. Howard doesn't like me too much.'' Commenting further, Ostrowski says, "I try to talk to people in a non-accusatory way, but I think that she was just not in a position to listen to anyone ... I don't think I could have made her happy, no matter what I said." Ostrowski points out that the Visitors' lot has three large signs, warning motorists of the restrictions and consequences operative there. He also observes that many people do not read the parking brochures provided by safety personnel. "People need to read their brochures and pay attention to signs ... Ms. Howard admitted that she had not read her brochure." He reminds students, faculty and staff that they can pick up a copy of Parkside's parking regulations at the Safety Office in Tallent Hall. Asked about the decision to have Howard's car towed, he explains, "The problem with citations is that people are willing to pay $10 or $15 to park where they want, sometimes. The police department is continuing with the investigation and has interviewed probably over 100 people, Kreisa said. "We're trying to put all the pieces together and find out all we can about Vicki Schneider and what happened at the motel." he said. Schneider checked into the hotel with a credit card at approximately 1 :30 pm August 16. A maid found her lying naked on the bed of her first floor room the next day, Kreisa said, and their was no sign of her clothes or any identification in the room. A French major, Schneider had lived in an apartment on Fifth Avenue all summer and was attending summer school. Her friends said the UWSP junior had planned to travel to France second semester. Students should not take this murder as a sign that Stevens Point is an unsafe city, according to Kreisa. "We can never guarantee safety, but this is not a random murder," he said. Ostrowski observes that the present strict policy is one that has evolved over several years. "It is a strict policy, I'll give you that, but it's a policy that has evolved over time as the only way to handle the situation." "People seem to think that it is their inalienable right to park as close as possible to their class or office or whatever. We just cannot accommodate that. No campus can," Ostrowski observes. "We strive to be as customer-service oriented as possible here at Parkside ... we try to accommodate everyone ... sometimes that means strict regulations and strict enforcement." He points out that the Tallent Hall parking lot has never been full despite the frustration of the first two weeks of parking. Summarizing the Howard case, Ostrowski firmly states, 'There were no mistakes made here. We legitimately towed that vehicle and we will continue to strictly enforce our parking regulations." Laughingly referring to himself as "Parking Czar," he says that this is the one part of his job that he would most gladly give up. "It is an axiom of police work," he says, "that people get more upset about parking problems than do about drunk driving or anything else." Both Howard and Ostrowski hope that this story will serve to spare others the kind of unnecessary aggravation that parking at Parkside can bring.
