and assisted&#13;
the victim&#13;

Police.&#13;
As Officer&#13;
King&#13;

obtain-&#13;
ing information&#13;

victim,&#13;

Brehm&#13;
returned&#13;

the description&#13;
provided&#13;
by the victim&#13;

area just south&#13;

WLLC&#13;
and&#13;
approached&#13;
the squad&#13;
car. He told the officer,&#13;
"I'm&#13;
theone&#13;
who&#13;
exposed&#13;
myself".&#13;
Officer&#13;
Brehm&#13;
brought&#13;
Cassity&#13;
into WLLC&#13;
and the victim&#13;
identified&#13;
Cassity&#13;
as the person&#13;
who&#13;
exposed&#13;
his penis&#13;
to her.&#13;
Cassity&#13;
was&#13;
immediately&#13;
ar-&#13;
rested&#13;
by Officer&#13;
King&#13;
and&#13;
trans-&#13;
ported&#13;
to the Campus&#13;
Police&#13;
Depart-&#13;
ment.&#13;
After&#13;
being&#13;
informed&#13;
of his&#13;
Constitutional&#13;
Rights,&#13;
Cassity&#13;
agreed&#13;
to talk to Officer&#13;
King&#13;
and,&#13;
subse-&#13;
quently,&#13;
provided&#13;
a verbal&#13;
statement&#13;
as to his involvement&#13;
in &#13;
this inci-&#13;
dent.&#13;
Cassity&#13;
was&#13;
transported&#13;
to &#13;
the&#13;
Kenosha&#13;
County&#13;
Jail where&#13;
he was&#13;
booked&#13;
on charges&#13;
of lewd&#13;
&amp; &#13;
las-&#13;
civious&#13;
Behavior&#13;
and&#13;
Disorderly&#13;
Conduct.&#13;

cash&#13;
bond&#13;
of&#13;
$400.00&#13;
was &#13;
established.&#13;
Cassity&#13;
posted&#13;
the bond&#13;
on Sunday,&#13;
October&#13;
4, &#13;
1992&#13;
and was released&#13;
from&#13;
cus-&#13;
tody.&#13;
At the &#13;
trial,&#13;
Cassity&#13;
read&#13;
a state-&#13;
ment&#13;
before&#13;
being&#13;
sentenced.&#13;
In &#13;
his&#13;
statement&#13;
he said&#13;
that "he doesn't&#13;
hold&#13;
the District&#13;
Attorney&#13;
account-&#13;
able"&#13;
and that he has "long&#13;
harbored&#13;
a resentment&#13;
towards&#13;
the judge."&#13;
Cassity&#13;
further&#13;
remarked&#13;
that&#13;
he&#13;
"has&#13;
a predisposition&#13;
to be men-&#13;
tally&#13;
challenged."&#13;
He became&#13;
in-&#13;
creasingly&#13;
incoherent&#13;
and lost con-&#13;
trol of himself&#13;
several&#13;
times&#13;
and&#13;
had to stop&#13;
talking.&#13;
Cassity&#13;

cluded&#13;
by telling&#13;
Schroeder&#13;
"may&#13;
you judge&#13;
fairly&#13;
and be judged&#13;

cordingly."&#13;

the judge&#13;
mentioned&#13;
