Richard Christoph,  assistant&#13;
German professor.  and to de-&#13;
fend the need for modern lan-&#13;
guage majors  and  the  study&#13;
o~modern language at Park-&#13;
Slde.&#13;
Christoph, who is the only&#13;
untenured  professor   in  the&#13;
MFL department,  received  a&#13;
unanimous  recommendation&#13;
for tenure from the Personnel&#13;
Review Committee  (PRC)  In&#13;
addition to a recommendation&#13;
from the Humanities  division. '&#13;
However. acting  vice chan-&#13;
ce}lor Ben Greenebaum.   who&#13;
COmprisesthe third  and final&#13;
step in this process. did not&#13;
recommend  Christoph  for ten-&#13;
ure.&#13;
Both   Greenebaum&#13;
and&#13;
Christoph  declined  to&#13;
com-&#13;
ment at this stage In the&#13;
dect-&#13;
ston.&#13;
However,  Christoph  did&#13;
say  he  has  followed  proce-&#13;
dure and has asked Greene-&#13;
baum in writing for the rea-&#13;
sons  he  was  not  recom-&#13;
mended.&#13;
Andrew  McLean.  chair  of&#13;
the Humanities  division, spe-&#13;
culated   that   Greenebau~  's&#13;
recommendation&#13;
against&#13;
Chrtstoph's  tenure  was  "due&#13;
to   problematic    eonstdera-&#13;
tions" such as low enrollment&#13;
In German.&#13;
According  to  McLean,  a&#13;
March  31 meeting  with  the&#13;
executive    committee    has&#13;
been arranged  "to disCUSSthe&#13;
situation  and marshall  ar-gu-&#13;
ment for retaining  Christoph&#13;
jf&#13;
that's  what the committee&#13;
wants  to  do."  McLean  ex-&#13;
pects that the committee  will&#13;
recommend Christoph.&#13;
The modern  language&#13;
stu-&#13;
dents' concern for Christoph's&#13;
retention   may   have   been&#13;
heightened  by the  fact  that&#13;
the&#13;
MFL&#13;
department  Is&#13;
cur-&#13;
rently&#13;
in&#13;
the process of being&#13;
reviewed  by  the  Academic&#13;
Planning   Program   Review&#13;
Committee  (APPR).  Rightly&#13;
or  wrongly,  some  students&#13;
have  connected  Christoph's&#13;
battle  for  tenure  and  the&#13;
APPR study as being&#13;
Indica-&#13;
tive of a demise In the&#13;
MFL&#13;
department.&#13;
About  every  seven  years&#13;
each program  is reviewed by&#13;
APPR  after  a&#13;
self&#13;
study by&#13;
the faculty&#13;

the  election  results  due  to&#13;
what  he  cited  as  "election&#13;

budget  that  Is before&#13;

gress cuts student aid to high-&#13;
er  education  by&#13;
27&#13;
percent.&#13;
This Is on top of the&#13;
4.3&#13;
per-&#13;
cent In cuts that went Into ef-&#13;
fect  March&#13;
1&#13;
due  to  the&#13;
Gramm-Rudman  Deficit Con-&#13;
trol Act. That brings  our&#13;
fl·&#13;
nanclal  aid  programs  down&#13;
31.4&#13;
percent  from  1985&#13;
(ac-&#13;
tual) to 1987 (proposed).&#13;
It&#13;
Is&#13;
a serious time for education.&#13;
The   current   administra-&#13;
tion's total disregard  for&#13;
edu-&#13;
cation as a priority of the fed-&#13;
eral  government  is the most&#13;
disastrous.  This is evident by&#13;
the Department  of Education&#13;
supporting cuts&#13;
in&#13;
education&#13;
and  the  Secretary"  of  Educa-&#13;
tion, William Bennett,  fa1llng&#13;
to  be  an  advocate  for  educa-&#13;
tion. Bennett  is the&#13;
guy&#13;
in&#13;
Washington who   is   telling&#13;
people that students  spend fi-&#13;
nancial aid on spring break&#13;
trips. new clothes and cars.&#13;
In&#13;
fiscal  year  1980 federal&#13;
support  for  education   was&#13;
$14.4&#13;
billion; elementary,&#13;
sec-&#13;
ondary  and  post. secondary.&#13;
Just  to maintain  those pro-&#13;
grams&#13;
with&#13;
inflation,  the&#13;
budget&#13;
would have to be $22&#13;
billion&#13;
in&#13;
fiscal  year  1987.&#13;
However,  the Reagan  budget&#13;
asks for $15.2 billion. This Is&#13;
not new -  since Reagan  has&#13;
been In (office)  the most he&#13;
has asked for education was&#13;
$15.5billion and In fiscal year&#13;
1983&#13;
he called  for only&#13;
$9.9&#13;
billion.&#13;
Congress has not cut educa-&#13;
tion as much  as Regan  has&#13;

sin was  another  victory  for&#13;
the  rights  of young  adults.&#13;
The 21 Now people (teachers.&#13;
transport   authorities,   insur-&#13;
ance   interests,   lawmakers&#13;
and church groups)  who ear-&#13;
lier maintained  in press  con-&#13;
ferences   that   they   would&#13;
emerge  the  winners,   were&#13;
outnumbered  5 to 1 by memo&#13;
bers of Stop 21, a coalition of&#13;
lawmakers,   tavern   owners,&#13;
civil  libertarians   and&#13;
stu-&#13;
dents.&#13;
The  media  had  previously&#13;
presented  the issue as a war&#13;
of statistics:  each  side posit-&#13;
Ing the statistics  that&#13;
appear-&#13;
ed favorable  to their position.&#13;
During  the  hearing.   Chair&#13;
Dick  Shoemaker  mainlafned&#13;
that   there   are   "statistics,&#13;
more statistics  and lies." Yet,&#13;
the  proponents  continued  to&#13;
focus their  argument  on sta-&#13;
tistics while the opponents  of-&#13;
fered  other  evidence.   This&#13;
strategic  move  won Stop 21&#13;
coalition  the  respect  of the&#13;
Assembly  State Affairs  Com-&#13;
mittee  which  will  probably&#13;
not bring  the bill on the As-&#13;
-sernbly&#13;
floor for a vote this&#13;
season.&#13;

supporting  a 21 drinking age?&#13;
In  my  opinion,  there  are&#13;

tion,  they  failed  to  support&#13;
their&#13;
theory&#13;
thai  insurance&#13;
rates  would go down for the&#13;
affected  age group:  in states&#13;
with a 21 drinking  age, there&#13;
are  not  lower  rates  for the&#13;
non-drinking'&#13;
population.&#13;
MADD&#13;
once&#13;
again&#13;
got behind&#13;
the pulpit  and preached  that&#13;
it&#13;
was   drunken,   reckless&#13;
"kids"  that  kill their babies,&#13;
yet older  adults  in their late&#13;
20s  and  early  30s  are  reo&#13;
sponsible  for the majority&#13;
of&#13;

Student apathy to blame&#13;

Oh, stop wailing and gnashing&#13;
your teeth  about the admin-&#13;
istration's  so-called disregard&#13;
of informing the student body&#13;
last about changes  in educa-&#13;
tional  services.  The  admin-&#13;
istration  may be at least par-&#13;
tially at fault, but let's place&#13;
the  majority  of  the  blame&#13;
where  it rightly  belongs:  at&#13;
the foot of the student body il-&#13;
self.&#13;
The  administration    is  a&#13;
political  body  with  a  large&#13;
amount  of power on campus,&#13;
so I commend  their restraint&#13;
in not filling the political vac-&#13;
uum created  by the apathy  of&#13;
most Parkside  students  as to&#13;
governing themselves.&#13;
A case in point:  There  are&#13;
dozens  of  student  seats  on&#13;
school  committees   that  go&#13;
begging  for some students to&#13;
fill, and contribute. their input&#13;
as to what the student body's&#13;
feelings  are  on particualr&#13;
Is-&#13;
sues that  a committee  is de-&#13;
signed  to  deal  with.  Many&#13;
committees    must   go  on&#13;
semester  after semester  with-&#13;
out student  input,  and when&#13;
that committee  finally comes&#13;
