The seminar, co-sponsored by the Minority Student Offi­ ce and the Financial Aid Offi­ ce will attempt to guide stu­ dents through the various forms and guidelines and at­ tempt to explain recent fed­ eral changes in the financial aid programs. The changes, according to Ocher, are sev­ eral. "For the next year all stu­ dents who are applying for a Guaranteed Student Loan (GSL) must fill out the long form for a Pell Grant," Ocher said. "There used to be a short form for the loan and a long form for the grant, but studies have found that near­ ly twenty-five percent of those individuals who applied for loans were eligible for grants." The office will offer free federal forms for continuing students and high school stu­ dents will have to obtain forms from their guidance of­ fices. The second major change in the process is that now everyone applying for grant or a loan must be "validated" by the federal government. "In the past people applying for a Pell Grant had to pro­ vide information on household size, social security income, etc.," Ocher continued. "Now everyone will have to do that, and we have a 250 p age man­ ual to provide assistance." Ocher urged individuals ap­ plying for aid to apply early. The priority date for filing is April 15. Keith Harmann, outgoing PAB president, contested the March 3 and 4 election and results in a memorandum sent to the PSGA election committee. Harmann stated that there were several viola­ tions of election rules number 9 and 11. Harmann alleges the fol­ lowing five violations occured at the election: posters for candidates Chuck Metz and Jenny Carr were within 50 feet of the polls; posters for referendums one and two were within 50 feet of the polls; Chris Baierl, election committee member, was tell­ ing people how to vote on ref­ erendum three while he was working the polls; Carr, as well as candidates Michaelle Montemurro and Sandra Vil- larreal, were telling people how to vote while at the polls and Carr continued to solicit after being told to cease; and, Harmann said while he was working the polls he was told by a surprised candidate that no other poll worker was ask­ ing for student ID'S, and poll workers were only asking for names and checking them against the computer prin­ tout. "I was upset that people weren't following the rules. I just want the elections to be done correctly in the future," said Harmann. United Council, a statewide student lobby organization representing 19 of the 26 UW campuses, held its General Assembly meeting at Parksi­ de on Friday and Saturday, March 8 and 9. It was the first time in three years that a UC meeting was held at Parkside. Election to the UC presi­ dency requires a majority vote of all delegates at the meeting. Other candidates in­ cluded Robert Foy of UW-Fox Valley, and Randi Othrow, a write-in candidate from UW- Madison. Ed Emerson of UW- Milwaukee dropped out of the running prior to balloting. In his candidacy platform, Tolefree cited financial aid and tuition as two of his many objectives for his presi­ dency. In a written platform distri­ buted to UC delegates, Tolefr­ ee said, "(UC) must work as a unified body to support ac­ cess to higher education by guaranteeing financial aid funds for those students who cannot afford the ever-in­ creasing costs of a college education. I will work to keep a college education a possibil­ ity for every person who de­ sires one regardless of in­ come." In its finite wisdom, the administration has developed a plan for reorganizing educational services which include services like the Library-Learning Center, counseling, child care, student activities, etc. It would be beneficial to share this plan in its entirety with readers, but it has yet to be shared with any students (we have uncovered parts in partial). The plan has, however, been worked out by the administration, brought to the University Committee and Academic Staff Committee, and also discussed with new Chancellor Sheila Kaplan, who allegedly has already given the plan a thumbs up. Students are directly affected by changes in educational services, and the administration can only strive to serve students better in these areas if it garners students' opin­ ions. The Segregated University Fees Allocation Commit­ tee, comprised of students who allocate student fees, should definitely be consulted about any segregated fund­ ing changes which might occur under this new plan. Most importantly, shared governance with students is the LAW — it is mandated by Wisconsin State Statute 36.09(5). The administration has ignored shared governance with students on many occasions throughout the past year. The most obvious occasion was the naming of Jenny Price to the position of Director of Student Life without any input from students. History obviously repeats itself, as demon­ strated by following parts of this plan outlined: Student Life, a service which includes student activities, housing and the Union, and is funded almost entirely by students, is a significant part of the reorganization plan. Part of the plan is to move Price, who has only been di­ rector half time, to full time, while passing on her current duties as Assistant to the Assistant Chancellor to a new person. This has not been discussed with students or SUFAC. Student activities needs reorganization due to personnel changes that have not been resolved, but students' concer­ ns in this area have been ignored. The Parkside Student Government Association, accord­ ing to the plan, would no longer meet with the Assistant Chancellor of Educational Services to discuss campus is­ sues, but with the Director of Student Life. This would only help to increase the bureaucracy which already ex­ ists between students and the administration, making it even easier for the administration to turn a deaf ear to student rights. Who is responsible for this newest disregard for student opinion? Could it be outgoing Interim Assistant Chancel­ lor Michael Bassis, who is leaving Parkside in April and won't have to suffer the repercussions of thoughtless reor­ ganization ? Is it Carol Cashen, who is replacing Bassis in the Interim possition, who can claim unfamiliarity with the proper procedures of consulting students? Is it Jenny Price, who should be representing students who pay half of her salary? Or is it new Chancellor Sheila Kaplan, who is coming to Parkside from a system where shared gover­ nance is not mandated? Students have had enough of the mere lip service the administration has paid to shared governance. We urge the administration, especially Kaplan, to learn and learn quickly, that students will no longer tolerate one-sided policy making. Write a letter to the editor! The Gramm-Rudman budget reductions will take place in two phases, Ocher continued, and this fall most of Parkside's programs will remain unaffected. "The first phase will not substantially affect the student loan pro­ grams, except there will be a one-half percent increase in the fee," he said. "The Work Study Program and the Stu­ dent Education Opportunity Grant Program will also remain unaffected." The Pell Grant Program, according to Ocher, will be affected. "Due to a combina­ tion of Gramm-Rudman and a deficit in the program about 15% of Parkside students or 500 students, will, unfortu­ nately be affected," he con­ tinued. Those students who receive a Pell grant of $800 or less will receive nothing, he said, and those who receive grants of $900-1800 will be reduced $2-300 in the second phase of Gramm Rudmann, nearly 25% of the Parkside commu­ nity of 750 people will not be eligible for federal aid in 1987. Ocher said, however technically, GSL's would not be affected. Ocher said if the current administration's recommen­ dations are passed by the Congress, this country would return to the pre-middle in­ come assistance act that exis­ ted before 1978. Dependent students could not receive aid or even loans if their parents income exceeded $25,000 and independent students would not receive aid if their incom­ es were more than $10,000. "The only thing that would be available would be a PLUS loan which is not based on need, is like a commercial loan, and must be repaid within 60 days," he said.
