Obscene material is defined as "a writing picture, sound recording or film that describes or shows sexual conduct in patently offensive ways and lacks serious litera- ry, artistic, political or scien- tific value as measured by objective standards." The legal consequences of the ordinance for Parkside are not clear, but nothing in terms of university policy has been changed due to the ordi- nance. Ben Greenebaum, act- ing vice chancellor, said uni- versity lawyers would have to interprete the ordinance if a situation for such measures arose. The right to print classified ads and anything else has been granted to all University of Wisconsin (UW) news- papers by the Board of Re- gents of the UW System. The policy of the Board, which must be carried in the mast- head of all editions of all uni- versity papers, states that BUdgetcuts 'increase tuition, .fees Segregated fees, money as- sessed students separate from tuition, for services such as the Union building, health care, etc., may In- crease more due to a new System policy. In a far off comer of the Union another election is tak- ing place in the shadow of the PSGA race. The Parkside Activites Board is electing a president. Want to run? Too bad. PAB limits the nominees to only. the few who serve on its Executive Council. Why? They contend that students are not qualified for the position if they are not currently on the council. This excludes stu- dents who may have had extensive programming expert- ence in high school or at another university and even for- mer PAB members who have returned to school. The group also feels no obligation to even announce to the student body that the election is taking place. 1'he ra- tionalization is that since other students can't run for the job. there is no point in announcing the election. This procedure 1s symptomatic of the organization -it wants to be isolated and is resistant to change. PAB is an oligarchy that wants to perpetuate its elitism. Why should the students. who support P AB with segre- gated fees. be excluded from the opportunity to hold the organization's key position? It is like taxation without rep- resentation. We would like to see PAB's election open to ali students. as in all the other major organizations. If more than one person runs for the position, then a representative elec- tion committee consisting of faculty" staff and students. should review candidates and recommend one for the position. This more democratic system will help improve the organization and, ultimately. the programming on' campus.
