Emergency access becomes a reality Parkside will soon be get­ ting emergency assistance call boxes in the Comm. Arts, Union and Phy. Ed. parking lots. Currently there is no tele­ phone service in any campus parking lot. A need has been expressed for emergency telephone service in the parking lots for years, and because of a re­ cent push by PSGA, the Safety Task Force Commit­ tee, Jenny Price, director of Student Life, and others, the request will become a reality. A preliminary proposal for the call boxes passed unani­ mously last Thursday in the senate and also in SUFAC (Segregated University Fees Allocation Committee). The estimated cost for the systems is $20,744. According to Adrian Serrano, SUFAC chair, the administration will pay two-thirds of the cost with one-third from parking and transit fees, and one- third from general campus revenue. SUFAC was given the charge to find funding for the last one-third of the cost. News Editor Construction of Parkside's student housing is being de­ layed because the bids sub­ mitted by four contractors two weeks ago were between $800,000 and $1 million too high. It is now planned that the housing will be opened in phases next fall. Director of Development and Alumni Af­ fairs Tom Krimmel said. The UW-Parkside Founda­ tion, which is coordinating the construction, is scheduled to open revised bids Tuesday. Krimmel said that 28 hous­ ing units and the complex's community building will be open Sept. 1, 1986. About 168 residents will be scheduled to move in then, he said. The UW-Parkside founda­ tion spent the last several weeks revising specifications for the project to meet the housing's projected $4.5 mil­ lion budget. Changes in the housing spe­ cifications, Krimmel said, in­ cluded changes in the pro­ ject's deadline, grading for the buildings, room decor and elimination of wooden decks outside the rooms. The most significant change, Krimmel said, was to revise the project's heating system. The state originally had wanted to use 17 small, ener­ gy-efficient boilers in the complex, but Krimmel said the system grew too compli­ cated and expensive. "It just got to be a Merce­ des of a system," Krimmel said. "We should have taken a look at it the first time." Also, Krimmel said, the foundation agreed to buy some of the more expensive construction materials. Since the foundation is a non-profit organization, he said, sales taxes will decrease by about $60,000. Completing construction by phases will save money, Krimmel said, because the original specifications includ­ ed penalties to the contrac­ tors if they didn't meet the deadline, and the contractors didn't have enough people to complete the entire project at once. Building the dorms in phases, he said, will save the project about $100,000. Krimmel said no new con­ tractors have been allowed to bid, because the four original contractors have been willing to work closely with the foun­ dation in revising the bids. "They've invested so much time in (the project)," Krim­ mel said, "we thought it only fair to do it that way." Volume 14, N o. 11 Student survey begins by Bob Kiesling Asst. News Editor While PSGA has made a good start on their class sur­ vey, a senator said, distribu­ tion of survey forms will take longer than expected. PSGA Senator Sue Brudvig said that after a week of dis­ tributing survey forms, the student government has sur­ veyed 26 sections out of the 256 sections planned. The survey is intended to give students an idea of how well intstructors and classes meet students' expectations. It is targeted at introductory classes, since new students often don't have access to the opinions of other students. PSGA plans compiling the survey's results in a book which is expected to be ready by next semester. The group now expects to be finished by the end of the month. Brudvig said the number of returns have varied widely between sections, but the classes with the highest per­ centage of returns have been ones where the instructors got higher marks. "I thought it would be the other way around," Brudvig said. Some classes, she said, were split, with about half the surveyed students responding that an. instructor or class is poor, while others give them high marks. Noth­ ing unusual, one might think, except that I had noticed that same classroom empty and well-lit two or three times in the last few weeks. This obvi­ ously aroused my curiosity. I decided to walk down a few of the school's corridors to see whether or not this was hap­ pening in other classrooms. I walked briefly through the art department and lower level D-rooms. Suprisingly, I counted 10 well-lit, empty classrooms. On the light switches I noticed the orange warning sticker state "Con­ serve energy. Turn off if not needed." Either students or faculty pay no attention to this warning or they are for­ getful. I am as guilty as the next person in forgetting to shut off the light in a room after I am through using it. I am merely writing this letter to remind students and faculty that the last person to use or leave a particular room should take the respon­ sibility to turn off the lights. Let us be more aware of this problem and reduce unnces- sary waste. Conserve energy. Turn off the light if not needed. Tuitions and taxes are high enough withoue people abusing the privilege of having a well-lit class­ room. RANGER Kevin Schwarm Nobody asked me, but... Groppi 9 s death ends era of activism by Kari Dixon Father James Groppi died on Monday, and neither death nor the disapproval of certain Philistine politicians can dim the importance of the man who lived his life according to what he believed and never forgot that he, as he said of himself, was "a child of the Italian ghetto." Groppi was a controversial figure who concentrated his political activism in the area of civil rights. In the late 1960's, he gained national at­ tention with his marathon open-housng marches. He was imprisoned several times as the result of his militant protests on behalf of blacks and welfare recipients. He was born and raised in the "Italian ghetto' on the south side of Milwaukee. The Catholic Church played an important role in Groppi's life, and he served as an as­ sociate pastor at St. Boniface Catholic Church on the pre­ dominantly black north side of Milwaukee until he was promoted to a board directing church affairs. He was excommunicated from the church in 1976 because he married a former nun. James Groppi was an admi­ rable and unique individual. He first garnered public at­ tention when he participated in the civil rights march in Selma, Ala. and his concern for the forgotten members of society never waned. Until the tumor in his brain was diagnosed, he served as the president of the union that represented the city bus drivers, which was his occu­ pation. The 1960's produced only a few individuals who were really committed to social change, and Groppi was one of these. Today, egocentric, pseudo-liberal YUMPIE poli­ ticians have forgotten that there are more important things than personal and ma­ terial gains. Groppi, and oth­ ers like him, never lived 'successful" or pretentious lives, but their altruistic com­ mitment to the disefranchised members of society made them better public servants than almost all career politi­ cians. Groppi's religious dedica­ tion had a deep and profund effect on his political commit­ ment. He serves as an excel­ lent reminder of how reli­ gious belief can be combined with political reality. Groppi, no doubt, cared about the af­ terlife, but he also tried to al­ leviate the hell many people experience here on earth. Shortly after Groppi's tumor was removed, the City of Milwaukee decided to pay tribute to the man, and despi­ te his obvious accomplish­ ments, certain members of the Milwaukee City Council objected. The honor was given to him, but it really does not do him justice. He reduced suffering, helped pro­ mote social progress in Mil­ waukee and remained true to his ideals without forgetting where he came from. Penney store in Springfield, Va., mapping camera angles for the royal visit to a "Best of Britain" promotion. Store managers are said to be ecstatic over their public relations coup. . Male bunnies hoppin' to please It's not just women who will be raising eyebrows at the Playboy Club in Manhattan, the Milwaukee Sentinel re­ ported. The club, which opens Wednesday, will feature a lineup of male bunnies. They are the most dramatic change in a plan to open up the clubs to women. Playboy is counting on female cus­ tomers to improve the financial health of its clubs. "If they look at me as a sex object, that's fine," 'said Louis Afenito, the first male bunny hired. Serrano and Susan Wal- born, Safety Task Force chair, explained that the emergency assistance call boxes which will be installed on campus are similar to those on Chicago L-trains. When the box is opened, an alarm will sound and will set off a campus security offi­ cer's belt alarm. By pushing a lever in the box, the caller can converse with the officer. This system will also alert of­ ficers when they are in so- called dead zones, although the officer will not be able to talk back to the caller. Jenny Price, director of Student Life, said this system satisfies the needs of this campus, especially by provid­ ing reliable access outside the building and the ability for quick response to calls. Ron Brinkman, director of security, is finalizing call box specifications this week for bids to be obtained from in­ terested companies, said Price. Price estimates the sys­ tems may be received by January, although it is diffi­ cult to determine, since bids have not been received yet. She added that after a bid is accepted, the equipment for the system will then need to be built. "This is a great victory for students," said Serrano. "The Safety Task Force worked very hard, SUFAC came up with good ideas for obtaining funding, and Price, Security and Goetz were very help­ ful." "This shows that the ad­ ministration and students can work together for the good of campus safety," said Walborn. Parkside investigated Media descends on committee by Karl Dixon News Editor A meeting to interview a candidate by the Chancellor Seach and Screen Committee was reported in both the news and editorial sections of the Racine Journal Times last week. The Journal Times ran a front page photo of Associate Professor Teresa Peck walk­ ing through the woods to the home of Humanities Profes­ sor Peter Hoff, where the candidate was interviewed. The news story on an inner page featured a photo of two other committee members walking to the house, as well as a picture of the house it­ self. The editorial for last Wed­ nesday's paper was also about the meeting, charging that Parkside violated the state open meeting law. "I thought that the news coverage was fair," said Committee Chair Robert Ca­ nary, "but I thought that the editorial about the open meet­ ing law was perhaps question­ able." Canary cited a Kenosha News story also written last week as indicating the assist­ ant state attorney general quoted by the Journal Times admitted that his opinion that holding the meeting in a private home violated an open meeting law was just that - his opinion. "His opinion is just his opinion," Canary said, "and he said that, he doesn't know if it would hold up in court." Canary said that he talked to a reporter last week who has probably covered more "searches" than any other reporter, and his indication was that Parkside has been relatively open. "I think that this search has been more open than most searches at this level in the state," Canary said. "We have announced when and where the meetings were held, answered questions about the number of candi­ dates, and provided informa­ tion about affirmative action requirements." Canary said if the search were done in a completely open manner, some candi­ dates would be lost because they could lose effectiveness at their other positions while the search is underway. "I am not really upset about the coverage that we received," Canary concluded. "I am, however, upset that the Jour­ nal Times is not carrying Ralph Trower's column any more." Journal Times Publisher Bob Fusie indicated that an editor, rather than himself, would be able to comment on the coverage. However, the editor recommended by Fusie, Peter Fox, could not be reached before the dead­ line of this paper. Student death Gross dies in auto accident Parkside sophmore David A. Gross, 19, and his passen­ ger were killed Friday, Nov. 1 in a car crash on Highway 31. According to a Kenosha News article, the car in which they were riding spun on rain-slick Highway 31 and was struck head on by an on­ coming dump truck. Gross and his passenger, David Nevelier, 18. both suff­ ered massive head and inter­ nal injuries. Nevelier's eyes were being donated and Gross's eyes, heart liver and kidneys were removed for po­ tential transplants, stated the article. In honor of Gross the Park- side flag flew at half mast on Tuesday, Nov. 5, the day of Gross's burial. Security implements new ticket policy Students who do not pay their parking tickets will have their car registrations held until they pay the fines, said Ron Brinkman, Director of Security. Brinkman said that in the past Security appeared in court often to obtain unpaid fines. With the new policy, he is hoping to curtail the num­ ber of court appearances. "This gets us out of putting holds on records," Brinkman said. "It saves a lot of admin­ istrative work for us." Security will send out two notices after giving tickets, the first one after fourteen days, the second after twenty- one days. After thirty days, the car's registration will be held. Most university foundations take years to get that kind of money, foundation member Tom Krimmel said. Those assets came from the foundation's bond issue for the school's planned on-cam- pus housing, Krimmel said. The money helps get its members more invoved with the university and helps the group attract attention in the community. Krimmel, Parkside's direc­ tor of development and alum­ ni affairs, said the foundation was appointed last spring by then-Chancellor Alan Guskin to help fund activities at Parkside as well as form an­ other link between the school and the community. Parkside's on-campus hous­ ing is the group's first proj­ ect, but the group plans more fundraising activities in the future, Krimmel said. The foundation's 21 voting members are elected for terms of three years, but the first members were ap­ pointed for terms of one to three years, to stagger mem- bership turnover later. The foundation's members include President Alfred De- Simone, who just finished a term as president of the Wisconsin Alumni Associa­ tion; Thomas Beck, first vice president: Ralph Tenuta, sec­ ond vice president; Treasurer Robert Walker and secretary Neil Guttormsen.
