tuition
hike

state
students

the
UW-System.
The
proposal,
as
reported
in
a
UPI
story,
would
shift
$13.1
million
from
tax
funding
of
the
school
for
the
next
two
years
to
students.
It
would
increase
the
amount
stu
dents
pay
for
instruction
costs
from
28.6
percent
to
30
percent.

elects
officers
Cult
activity
grows
in
area

There
is
evidence
of
increasing
cult
activity
in
Racine
and
Kenosha
counties,
according
to
a
group
here
that
watches
cult
activities.
Carol
Howard,
a
spokeswoman
for
Citizen's
Freedom
Foundation,
a
national
group
that
provides
edu
cation
about
cults,
said
the
number
of
phone
calls
the
group
has
receiv
ed
from
concerned
parents
and
rel
atives
has
increased
sharply over
the
last
six
months.
She
has
also
given
many
lectures
on
cults
during
that
time.
Although
Howard
admits
the
group's
estimates
are
sketchy,
she
says
there
are
at
least
200
cult
members
in
Racine
and
Kenosha.
And
many
of
the
cults,
especially
the
Unification
Church,
are
recruit
ing
heavily
in
the
area.
There
have
also
been
reports
of
recruiting
ac
tivities
at
Parkside.
Howard
also
said
several
chi»r-,
ches
in
the
area
have
left
the
doc
trine
of
their
denominations
and
several
are
actively
associated
with
cults,
although
she
would
not
name
the
churches.
The
groups,
which
include
the
Unification
Church
and
The
Way,
recruit
in
bars,
parks,
shopping
malls
and
on
street
corners.
Also,
the
Unification
Church
has
been
using
front
groups
in
the
area,
Howard
said.
"Moon
is
infamous
for
having
front
groups,"
she
said.
One
of
those
groups,
she
said,
is
CAUSA,
an
anti-communist
group
which
last
fall
invited
area
minis
ters
to
a
private
conference
at
the
Racine
Sheraton
Hotel
where
the
ministers
got
a
healthy
dose
of
Uni
fication
doctrine
as
well
as
anti-
communist
information.
The
church
has
also
sent
mass
mailings
to
ministers,
urging
them
to
present
the
Unification
Church's
point
of
view
to
their
congrega-
,

many
ministers
do
present
the
material
in
an
effort
to
be
objective,
but
the
Unification
Church's
message
to
the
ministers
is
deceptive,
since
the
church
ac
cepts
Rev.
Moon
as
the
second
Christ.

says
her
group
knows

six
places
in
Racine
where
Unifica
tion
members
live,
but
they
do
not
know
where
members
of
The
Way,
also
an
international
religious
cult,
are
concentrated.
Howard
was
herself
a
member
of
The
Way
before
she
was
involuntar
ily
deprogrammed.
"They
seemed
to
have
all
the
an
swers,"
she
said.
"They
seemed
to
have
a
way
of
saving
the
world
without
becoming
a
born-again
Christian."
She
spent
much
of
her
time
"wit
nessing,"
the
group's
term
for
recruiting.
She
would
start
a
con
versation
with
someone,
probing
to
find
their
weaknesses,
in
the
con
text
of
what
appeared
to
be
a
very
.

Support
is
the
newest
major
organization
on
campus;
and
after
an
extended
period
of
looking
for
new.
permanent
office
space
on
campus,
the
group
was
given
space
outside
the
library
on
the
D-l
level.
In
the
coming
year
all
three
offi
cers
are
looking
forward
to
further
expansion
in
the
group,
working
to
gether
in
their
organization
and
with
other
organizations
on
cam
pus.
Injasulian
said,
"We
need
to
get
involved
with
more
of
the
other
groups,
increase
our
own
participa
tion
in
things
like
Winter
Carnival
and
Homecoming."
Landreman
said
she
would
"like
to
expand
and
reach
more
Indian
students."

well
as
reach
more
of
the
non-traditional
student
popula
tion.
Landreman
has
an
interest
in
continuing
to
meet
the
needs
of
the
non-traditional
students.
"I'm
com
ing
back
after
a
long
break
and
I'm
glad
that
I
was
able
to
find
an

ganization
like
Peer
Support
to
help
me
get
through
it.
It's
a
place
to
go
if
you
need
additional
counseling."
Nelson
has
found
that
her
own
committment
to
the
organization
came
for
many
of
the
same
reasons
as
Landreman's.
"I

the

and through
the

ence
of
the
PSO.

started
giving
about
an
hour
a
day.

no

lem
to
get
involved
with
something
that
you
support
fully."

said

getting

volved
with
Peer
Support
has
made
her
feel
like
she's
more
a
part
of
the
campus

functions
that
go
on.

you

in
something,

look
for
that
involvement,

feel
like
you

a

the
quality

Whitewater
social
welfare

James
Winship

employment

aspects

general
relief
in
rural
Wisconsin

fall

and

What
I
will
tell
you
is
that
this
past
year
as
Distribution
Manager
(glorified
name
for
campus
paper
boy)
has
been
one
of
my
best
here
at
Parkside.
The
major
factor
that
contributed
to
this
enjoyment
has
been
the
great
student
population
on
this
campus.
Every
Thursday
the
arrival
of
a
new
Ranger
is
heralded
by
me,
pushing
that
stupid
metal
cart
of
newspapers
down
the
hall
and fil
ling
newsstands
across
campus.
Right
away,
you
can
tell
the
job
is
not
too
glamorous.
The
people
were,
though.
I
had
a
chance
to
see
some
of
the
better
sides
of
students
as
I
handed
out
the
papers,
and
re
ceived
ample
opportunity
to
get
a
first-hand
reaction
to
our
paper.
Some
of
those
reactions
were
seri
ous,
and
that's
good
to
see;
but
the
majority
of
them
were
humorous.
Those
were
the
ones
I
really
liked.
That
means
that
the
paper
has
some
(at
least
a
little)
worth to
the
students
and
faculty
who
pick
up
the
3,500
papers
published
each
week.
It
is
also
interesting
to
see
what
becomes
of
our
beloved
rag
over
the
week.
Along
with
the
more
ob
vious
uses
(reading,
crossword,
classified),
I
got
to
see
the
not-so-
obvious
fates
of
some
of
those
wee
k-old
newspapers.
They
are
usually
strewn
about
the
heavily
populated
areas
and
employed
in
a
number
of
ways.
These
include
fish
wrapping,
an
impromptu
towel when
someone
spills
a
Coke
all
over
a
Coffee
Shop
table
—
or
my
favorite,
the
classic
raingear
that's
conveniently
situ
ated
near
the
exits
in
case
of
a
sud
den
downpour.
I
enjoy
that,
too.
I
would
rather
see
the
Ranger
used,
creatively
or
not,
than
have
it
sit
around
in
the
racks
and
collect
dust
(and
injure
the
pride
of
the
writers
who
bend
over
backwards
to
get
this
fish
wrapper
out).
So,
thanks
for
reading
the
Ranger
and
emptying
those
racks
—
f or
one
use
or
another.
It
makes
my
job
easier
when
it
comes
to
re
filling
them
the
next
week.
And
it
adds
to
the
cherished
belief
that
this
paper
is
read
as
a
source
of
in
formation
and
entertainment.
We
couldn't
put
a
paper out
without
the
students,
and
we
need
all
of
you
to
get
in

next

PSGA
not
helpful
t o
vets
To
the
Editor:
In
last
week's
article
in
the
Ranger
on
"Veterans'
benefits
hard
to
get,"
a
grave
misprint
was
made,
under
the
circumstances,
and
no
fault
of
the
Community
News
Edi
tor.
Susan
Walborn,
as
a
student
con
cerned
about
other
students
(vet
erans),
took
the
"bull
by
the
horns"
on
the
issue
of
veterans'
benefits.
A
few
weeks
ago,
I
attended
a
PSGA
Senate
meeting
with
a
strong
con
cept
that
PSGA
stood
for
students
helping
students.
I
can't
begin
to
say
how
mistaken
I
was.
It's
a
shame
that
PSGA
has
somewhat
abandoned
this
concept.
I,
as
a
stu
dent
and
a
veteran,
hope
the
present
PSGA
administration
can
bring
this
concept
back
to
life.

The
police
chief

Santa
Monica,
Calif,
has
perhaps
found
a
way
to
deal
with
repeat
sex
offenders.
He
sends
them
to
Miami.
The
New
York
Times
reported
that
when
Miami
police
arrested
Weston
J.
Hill,
44,
for
indecent
exposure,
further
investigation
re
vealed
he
had
been
charged
with
the
same
offense
twice
in
the
last
six
weeks.
The
investigation
also
revealed
that
Hill
had
a
long
record
of
offen
ses
in
Santa
Monica
and
that
he
was
sent
to
Miami
by
Police
Chief
James
Keane,
who
paid
for
the
$249
one-way
airplane
ticket.
The
Miami
reaction
was
swift
and
not

diplomatic,

Times

Carollo,

Miami

commissioner,

UW-M
faculty
bows
to
pressure
UW-Milwaukee
faculty
members
forced
an
appeal
of
the
faculty
senate's
decision
to
cut
off
enrollment
in
the
school's
Army
ROTC
program
after
July
1,
the
Milwaukee
Sentinel
reported.
The
senate
last
month
voted
22-7
to
end
the
program
because
the
Army's
admitted
ban
on
hiring
homosexuals conflicts
with
the
school's
antidiscrimination
policy.
A
petition,
signed
by
222
faculty
members,
allows
the
ROTC
to
continue
its
programs
without
restriction
until
the
issue
is
brought
before
the
entire
faculty
in
September.

oversees

program,

the
senate's
action
showed

bowed
to
public
pressure

toughest

though
is
hiring
the
staff
for

Tunkieicz
hopes

involved
in

newspaper.

is
very
impor
tant
to
become
active
in
a student
organization. The
Ranger
offers
students
the
opportunity
to
learn
and
improve
skills
that
can
only
be
obtained
through
experience,"
she

Security:
To
protect
and
serve
unarmed

Increased
concern
about
campus
safety
has
promted
debate
on
the
issue
of
Campus
Security
Police
carrying
guns.
Parkside
is
one
of
the
few
UW-
System schools
where
sworn
police
officers
do
not
carry
a
gun
on
a
daily
basis.
The
unwritten
policy
for
about
nine
years
has
been
that
Campus
Security
Police
may
carry
guns
in
their
squad
cars
while
making
money
escorts,
or
if
a
life-threaten
ing
situation
is
imminent.
Officers
may
not
carry
their
guns
on
cam
pus.
If
for
any
reason
an
officer
draws
a
gun.
he/she
must
submit
a
report
stating
why
the
firearm
was
drawn.
Parkside
has
a
staff
of
six
fully
trained
and
certified
police
officers.
Most
of
them
are
experienced
in
police
work,
and
have
served
as
of
ficers
in
various
city
or
county
de
partments
in
Wisconsin.
Each
offic
er
is
required
to
qualify
for
gun
cer
tification
every
month
by
testing
at
the
Racine
Police
Department
fir
ing
range.
Parkside
police
are
tes
ted
more
often
than
Racine
or
Ke
nosha
police
officers.
Each
Parksi
de
officer
is
issued
a
four
inch
.38
caliber
pistol.
The
guns
are
kept
in
a
cabinet
and
must
be
checked
out
when
needed.

a
part
of
every
Parkside
police
officer's
uni
form.
but
they
were
taken
away
after
two
officers
fired
their
weap
ons
unnecessarily.
The
officers
were
terminated
from
their
posi
tions.
"This
administration
has
elected
to
set
a
policy
that
weapons
won't
be
carried
except
in
special
circum
stances.
What
they
feel
is
best
I
wil l
do.
Police
officers
look
at
it
like
"without
a
weapon
I'm
not
a
cop.'
The
fact
that
they
don't
carry
guns
doesn't
make
them
any
less
of
a
police
officer.
I
don't
see
where
it
says
in
the
oath
that
they
took
that
they
need
guns.''
Brinkman
said
that
most
of
the
problems
encountered
by
officers
come
from
outside
the
university.
"Our
l ast
arrest
was
a
non-student.
Thefts
are
the
biggest
problem
on
campus
but
even
those
have
gone
down
considerably.
I
wouldn't
trade
this
campus
with
any
other
campus.
In
the
14
years
I've
been
here
we've
only
had
three
or
four
incidents
when
weapons
were
in
volved."
he
said.
Officers
without
guns,
according
to
Brinkman.
may
be
more
apt
to
calm
a
situation
down.
Brinkman
stressed
that
guns
are
only
a
tool
of
the
trade.
One
tool
available
to
Parkside
officers
is
a
large
baton
called
a
PR
24.
which
Brinkman
feels
may
be
a
more
ef
fective
tool
than
a
firearm
in
many
situations.
If
a
dangerous
situation
is
un
avoidable.
Brinkman
said
any
offic
er
who
is
alone
should
back
off
and
call
in
reinforcements.
"We
don't
want
any
dead
heros."
he
said.
Other
campus
police
officers
should
be
called
in
and.
depending
on
the
situation,
the
Kenosha
Sherrifs'
De
partment
can
assist.
Parkside's
third
shift
officer
works
alone
with
out
a
dispatch
person,
and
on
week
ends
four
sworn
student
officers
are
on
duty.
Campus
Security
is
under
the
authority
of
Gary
Goetz.
assistant
chancellor.
Goetz
is
against
Secu
rity
officers
carrying
guns.
"In
this
environment
guns
are
not
appropri
ate.
Weapons
breed
violence,
tragic
violence,
and
that's
not
what
we're
about.
It
is
a
challenge
to
officers
to
consider
other
methods
first
be
fore
using
weapons.
If
a
violent
sit
uation
occurs,
then
officers
should
be
sure
there
is
back-up
support
be
fore
approaching
a
situation
where
weapons
are
required.
But
on
a
day-to-day
basis
we
have
the
kind
of
students
in
the
kind
of
environ
ment
in
which
I
find
having
people
walking
around
with
guns
in
their
pocket
is
inappropriate."

security
officers
carrying
guns
in
the
building.
He
feels
that
if
a
shot
is
fired
in
the
building

might
ricochet

the

protest.

the
big
issue
is

can
divestment,
there
have
been
a
number
of
protests
on
other
issues.

nearly
3,000
students
marched
on
the
state
capitol
to
protest
a
proposed
tuition
increase.
•
Nuclear
Weapons
—
Yale
Divinity
School
students
blocked
access
to
a
General
Dynamics
nu
clear
submarine
plant
by
barricad
ing
themselves
in
a
stairway.
Eleven
were
arrested.
•
Financial
Aid
—
Tw o
rallies
at

protesting
Reagan's
proposed

in
financial
aid
drew
more

1,500
students.

Drinking
Age
—
About
1,000
State
University
of
New
York
stu
dents
rallied

the
state
capitol

plant

At

state
caucuses,
Robinson

elected
faculty

Wisconsin
colleges

which
he
will

for
two
years,
will
take
him
next
year

the
