Olson and Galbraith both feel that SOC is ready to become a major organization. "We've been treated as a major organization, and given almost every right of being a major organization, with the exception of the title," said Galbraith. "There's a real grey line between the definition of a standing commit- tee and a major organization. There are little, petty dillerences, but they are important," said Olson. Olson and Galbraith both leel that although SOC has had a past history 01 weak leadership, the or- ganization is now flourishing and members are showing great enthu- siasm and interest in the group. . One important decision that Ke- nosha residents need to make is in the Mayoral election. There are two candidates that emerged from the primary - incwnbent Mayor John Bilotti and Alderman Bill Paean. In 1980, Mayor John Bilotti slat- ed that be wouJd "set spending li- mits, eliminate waste and ineffI- ciency." He also said be would "de- clare war on waste in government." However, wbat be has done is to in- crease government spending by 32%. He also has raised the city's budget surplus Irom $628,728 to $1.2 mlIllon. It seems as though the Mayor, as well as the Kenosba tall- payers. have lost the "war on waste." Bill Pocan, wben elected, will get city spending in control and will keep it in control by runnine the city like a business. Pocan realizes the key in doing this - you can't spend more than you have. He also realizes that the government cannot continue raising property taxes to cover expenses. Most importantly, he realizes that, since Kenosha has a large budget surplus. It should be used instead 01 mcreasine property taxes. Also in 1980 Bilotti vowed to "seek more quality stores down- town, more adequate parking. a carefree environment and a com- mercial complex downtown." How- ever, during his admmistration, Wards and Penney's have both lell Kenosha and no real signs of eco- nomic growth are anywhere to be lound. Pocan understands tfusiness since he is a businessman. As mayor, be will work not only to at- tract new industry to Kenosha, but to keep the industry that is curren- tly in the city. He will be the chief salesman for the city and will work with labor and civic leaders and with local businessmen, to create and maintain a favorable business ctimate for new and expanding businesses. However, probably one 01 the more important goals 01 Pocan is to improve the mayoral working rela- tionship with the state. Bilotti has been spending a great deal 01 time over the past year attemtping to get more state revenues to cover his spending increases. In his luWe at- tempt, he has appeared petulant and has embarrassed many taxpay- ers as well as city and state offi- cials. Pocan will re-establish the work- ine relationship that existed belore Bilott's tenure. He will contact state ollicials once his tenn begios and will begin to erase the bad name Kenosha bas recently receiv- ed. So nut Tuesday, April 3, remem- ber that you bave many decisions to make lor many offices. These were two great American patriots of the Revolutionary War, but there are many unsung patriots of this country who have exercised their freedoms by voting in munda- ne elections on the local level such as surveyor, municipal judge or dog catcher, where there is no great bwning issue.
