Cloutier and student Patricia Mulligan, conducted a controlled study of faculty salaries to determine the existence of discrimination on race or sex. The study began as a pedigogical exercise while Cloutier was teaching a course on the Economics of Human Resources. "Pa t Mulligan wanted to do honors work for the class. 1 thought that the availability of faculty salaries, which is public information, provided a unique opportunity to show Pat and the rest of the class, how one might go about testing for racial and sexual discrimination ill salaries,": said Cloutier. In the first half of the study, Cloutier and Mulligan determined the gross statistics that indicated the average salaries of men, women and minorities within a nine month period. These raw numbers indica ted that men are paid more than women and minorities are paid more than non -minorities. "OUf question was, is that evidence of discrimination," said Cloutier. "There are two types of discrimination; salary discrimination and occupational segregation. Our study dealt with salary discrimination, which is paying equals unequally. For example. someone in the Business Division may not have the same labor market characteristics as someone inthe Fine Arts Division, therefore, we had to control for all these differences other than race and sex, that might account for salary differentials," he said. For example, it was found that a person in the Business Division in the 1982 - '83 years received a 21.1 percent increase in salary while the Fine Arts division showed an 8.7 percent decline in salary. In 1981-'82minorities showed a 7.3 percent increase in salaries. Accounting for everything else, this result showed that there was some evidence of purely racial .disparaties in salary. The 1982-'83 results show that this differential declined to 4.7 percent, but was statistically insignificant. The sex differentials for both years were negative, but wer~ also statistically insignificant because the differential was very small. "I interpret these results as showing that, on average, there is no evidence of salary discrimination based onsex. The race differential was positive. but was only significant in me 1981-'82 budget year." he said. Cloutier said that these results are consistent with other In- vestigations that have been conducted on faculty salaries. Therefore, he feels the ....ua are interesting, althoucbt not ...... prising. "Minorities are paid more than non - minorities because of the increased demand for minority candidates in educational positions. This differential has been observed since the early 197<ti, so it is not a new phenomenon," said Cloutier. One of the major lessons that Cloutier taught his students using this study is that discrimination can not he determined by looting at gross statistics. "There are many reasons other than discrimination why females get paid less than males and minorities get paId more thon non - minorities.
