"Take This Snow and Shovel It" is the theme and it starts Monday, Feb. 22 an d runs until Friday, Feb. 26. This year's Winter Carnival promises to be the best ever, with many club and individual events offered. The Winter Carnival Committee will award $150 and the Winter Carnival Traveling Trophy to the organization that scores the most points during the carnival through club events. Second and third places will receive $100 and $50 respectively, and trophies. All winners are determined by a point system. First place is 150 pts., second place is 100 pts. and third place is 50 pts. All clubs that participated in an event but did not place receive 25 pts. and the club that sponsors an event receives 125 pts. Steve Kalmar, Chairperson of this years' Winter Carnival Committee, said that he hopes that many people will get involved in the events. "For the individual events, there will be first, second, and third place cash prizes of $20, $15 a nd $10 dollars, respectively. That's the biggest incentive we (the committee) could think of," he said. But Kalmar felt that since it was somewhat of a "radical theme", it would help to "arouse interest." Kalmar said that everyone on the committee has been very helpful in making Winter Carnival a success. "(Asst. Chancellor) Carla Stoffle provided the trophies. She's been extremely supportive and patient with us this year because we've had a lot of problems," he said. "She really helped a great deal." One of the "problems" Kalmar is referring to is the postponement from the original dates Winter Carnival was supposed to run (Feb. 1-5). The committee, faced with a long Christmas break, bad Late budgets ruled unconstitutional The judicial branch of PSGA, Inc. (Parkside Student Govern­ ment Association) has ruled that the resubmission of the PSGA budget to SUFAC (Segregated University Fees Allocation Committee) was unconstitutional. The PSGA Senate rejected the recommended total SUFAC budget of $607,527.10 on Jan. 22 saying it was too low. PSGA, Inc. then submitted a budget of $15,780, replacing their original budget of $7,503 which was approved by SUFAC during preliminary and final budgeting. There are currently no rules stating that major organizations cannot submit new budgets once the Senate has rejected the final overall SUFAC budget. On Feb. 5 SUFAC decided to stay with the original PSGA budget until the PSGA justices ruled on the con­ stitutionality of the new request. On Feb. 10 the justices (Irene Vilona, Tim Zimmer and John Kudella) issued their ruling that the request was unconstitutional. "(We) feel that if any major organization is allowed to resubmit a budget, then the process should be reopened to all major organizations on campus," read their ruling. "We feel that this would undermine the SUFAC Correction The information in last week's story about PSGA's new budget request contained errors in the area of salaries. The proposed increase would have raised the President's salary from $1000 to $1500 an d raised the Vice - President's salary from $500 to $700. budgeting process and would be detrimental rather than beneficial to the Parkside student body." The ruling continued: "The justices interpret the Constitution to say that the role of the Senate in voting on the SUFAC budget recommendation is to insure that all major organizations are treated fairly. According to all information {resented to us ... all major organzations had ample opportunity to prepare their budgets by the Nov. 2, 1981 deadline. In addition, each organization had two further opportunities to appear before SUFAC to submit additional in­ formation or to request changes. Therefore, by Dec. 11, 1981 w hen SUFAC finished its total review of budgets, all changes should have been completed." For those reasons the justices ruled that resubmission of a budget after SUFAC has com­ pleted its final reviews is un­ constitutional unless it can be shown that a major organization was given unfair treatment. SUFAC met Feb. 12 to decide what to do next. Their options included: submitting the same total budget recommendation toi the PSGA Senate, or increasing' the total budget. The only way SUFAC could increase the budget was by adding more to an in­ dividual budget that was reduced from its original request. The only two budgets that were reduced were SOC and Housing. SUFAC approved a motion to submit the same total budget of $607,527.10 to the PSGA Senate. The Senate was to address the issue in this week's Senate meeting. "It was the committee's decision that postponing it would make it a more successful event," said Buddy Couvion, the Coor­ dinator of Student Activities. "The end result has been that more interest has been expressed because of postponing it," he said. For all interested clubs and individuals wanting to participate in any of the events, contest entry forms and complete rules are available at the Union In­ formation Desk and the Student Life Office, Union 209. All forms must be filled out and submitted to the Student Life Office by 4 p.m. on Friday, Feb. 19. There are five events that any club registered with the Student Life Office can enter, as well as many individual events. Those five events are: Window Painting: This event started Monday, Feb. 15 and work can continue until Friday, Feb. 19. It can be done by anyone in­ terested and should be designed to follow any wintery theme. Taste and discretion is advised, and only designated windows can be painted. Paints must be supplied by the Winter Carnival Com­ mittee. Clubs- and individuals painting a window will be responsible for cleaning the windows within one week after Winter Carnival. Banner Contest: This contest requires a maximum banner size of 3 x 6 feet, must use an illustration, and one of the colors must be green. The cheer used must also include the words "Ranger" and "spirit." Entries should be turned in to the Student Life Office by noon on Monday, Feb. 22. Parade Float Competition: For this event, there are cash prizes added to the points as follows: first place is $100 and 150 points and second place is $50 and 100 points Floats should be designed to follow any humorous or wintery theme (using taste and discretion). All floats must be able to complete the entire parade route, fit through doorways in the concourse and cannot be gas - powered. Floats will be judged on originality, creativity and overall appearance. Outdoor Volleyball Tour­ nament: This event will be played outside on the Union patio and all volleyball rules apply. The finals will be played at 1 p.m. on Friday, Feb. 26. Snow Sculpture: Clubs may construct a snow sculpture that either represents Parkside or the 1982 Winter Carnival theme. Sculptures should be built in the court area between the Com­ munication Arts building and the concourse. Organizations are permitted to use reinforcing structures within the sculpture, but cannot be visible when completed. All ideas should be submitted with contest registration prior to construction. Events open to student, faculty and staff members have first, second and third cash prizes. Contest results and Grand Prize winners will be announced at the dance on Friday night, Feb. 26 in Union Square. These individual events are: Beer Drinking Relays, M*A*S*H Trivia Contest, Jello Slurping, Rubik's Cube Contest, Egg Drop Contest, Legs Contest, College Family Feud, Fashion Show, and a Dirty Joke Contest. The subject before SUFAC wasn't whether or not that par­ ticular budget was good or bad, but whether or not SUFAC could ev f" con^der any budget. The justices were correct when they ruled that if one organization could submit a new budget after the final SUFAC total budget was presented to the PSGA Senate the same privilege should be given to all the other organizations. Ihe justices felt that doing so would undermine the SUFAC budgeting schedule. Again they were right. All organizations had ample time to prepare their 1982-83 budgets by the Nov. 2 deadline. SUFAC did the responsible thing by asking the PSGA justices to rule on the constitutionality of late budget requests. The justices have spoken and their word is law. The PSGA Senate should accept that for now, but perhaps consider ways to deal with this issue in the future. To many, a symbol of America's resurgence in the 1980's. To some, he was born to lead America out of the depths of the New Deal and Great Society. To few (too few), an asshole. Discussing Reagan and Reaganism is a growing subject nowadays; the cheap shots are too easy to come by. So instead of resorting to shrill attacks, we must discuss Reagan and Reaganism through fair and, hopefully, intelligent means. We should begin by asking ourselves three basic questions: How could a 71 - year - old man be hailed as a symbol of a new, rising, young and bold America? Why is the dismantling of social and welfare programs, which, if anything, keep moral, God - fearing, Christian America free from guilt, considered to be the cure - all for America's ills? And why are there so few people who don't (or can't) see Reagan for what he really is — a remarkable communicator whose ideas and policies are simple - minded, incoherent, prejudicial, hypocritical, and basically not very good? First of all, this 71 - year - old Chief Executive is not at all a symbol of w hat he likes to think of as a new, rising, young and bold America. What he is, though, is the American public's last fling with the "good old days" of the 1940's and 1950's (segregation, discrimination, sexism, racism, and Communist witch - hunting notwithstanding.) This is it! After Reagan, our next leaders will be "New Breed" politicians whose memories begin fading instead of sharpening when talk of the Great Depression begins. Secondly, despite Reagan's assertions to the contrary, we will still be facing massive problems after he has served "to the best of his ability." The oil crisis, air and water pollution, nuclear power and its wastes, and the un­ precedented accumulation of power the Pentagon is involved in are a few of the many problems that will remain, if not actually increase in size, during Reagan's rule. Also, the negative consequences of R eagan's and his Congressional backers' "social agenda" will also have to be dealt with. Criminal prosecution of women who have abortions; the right of public school teachers to lead their students in "Christian prayer"; continued availability of guns, rifles, and ammunition to anybody interested; and, of great concern to anybody now in college, partial elimination of government grant money and total elimination of government loan money to college students. Each of these will have to be dealt with. Lastly, and I think the most important of the three questions asked, the American public received and is receiving everything they asked for. They weren't looking for a man or woman of bold and novel ideas, who, instead of sp eaking the tired, old rhetoric of Capitalism solving all problems, were more inclined to accept Capitalism's limitations in the late 20th Century and, for example, support a government - sponsored technological revolution which would end the oil and nuclear crisis through massive solarization of the economy. But the American voter wanted somebody to "lead" them. The only problem was that nobody cared where! So here we are. Congratulations America. — 10 years ago "27 new teachers hired for College of Science and Society" by Marc Eisen Next fall should bring at least 27 new faculty members to the College of Science and Society. The recruiting season is at its peak now, and the Dean of the College, Eugene Norwood, has authorized the hiring of ten new people in the Humanities division, ten in the Social Sciences and seven in the Science division. Further authorizations are possible. Norwood said of the progress in recruiting, "I have considerable hope for this year." This stands in contrast to the agony of a year ago. Last year, the then Vice Chancellor for Academic Affairs and the then Dean of the College of Sc ience and Society took recruiting out of the hands of the faculty and at­ tempted to terminate the con­ tracts of 27 faculty members. They failed, and after the ensuing uproar, they resigned their positions. Following this, Governor Lucey instituted upon his election a hiring freeze throughout the state in an austerity move. Ultimately, there were only three ap­ pointments in the Social Science, five in the Humanities and nine in the Sciences. Many of these were replacements for faculty resignations. This year recruitment is being handled by the faculty, and so far there is no hiring freeze, and no From the Files subsequent delay in trying to find qualified people. Newscope, February 14, 1972 — 5 years ago "Bookstore alternatives con­ sidered" by Douglas Edenhauser A segregated fees sub­ committee appointed to in­ vestigate alternatives to the present bookstore operation submitted its report to the full committee during the Feb. 3 meeting. The subcommittee members ... travelled to UW-Whitewater at their own -expense. They came back with a report on the feasibility of this campus organizing a university - owned bookstore. The operation at Whitewater works on the book rental system, as do six other UW campuses. The way they work is that each student pays a certain amount a year out of hi s segregated fees toward book rental. This pays for the use of a ll the books he needs for all classes. The costs at present range from $11 a semester per student at Platteville up to $15 a semester at Eau Claire. Based on this observation of the Whitewater operation, the sub­ committee submitted a proposal to the full committee asking for segregated fees to start up our own bookstore operation to be put into effect this coming fall The proposal is a detailed outline of a 3-year plan that would enable the university to begin its own book rental system. Ranger, February 16, 1977 — I year ago "Weaver loses renewal decision 7-6" by Susan Michetti The Executive Committee of th e Humanities Division reconsidered on Feb. 13 the non - renewal decision made in the case of Communication Assistant Professor Bruce Weaver. Earlier, the Humanities sub­ committee found that Weaver's teaching falls within the division average, indicating strength; that his service record is strong, especially in terms of the com­ munication discipline and the area of curriculum planning; and that while Weaver has published some articles appearing, in journals of national reputation, on balance the quantity and quality of his research was judged in­ sufficient for recommendation for renewal and tenure. The sub­ committee found that neither his teaching nor service were suf­ ficiently outstanding to com­ pensate for the less strong category of creative activity. The Committee voted 7-6 to affirm the opinion of the Humanities Subcommittee. James Dean, Lee Thayer, Andrew McLean, Emmett Bedford, Richard Carrington, Wayne Johnson and Eugene Norwood voted in favor of re-affirmation, while Carole Vopat, Carl Lindner, Dennis Dean, Donald Kummings, Robert Canary and O.L. Johnson voted against affirming the subcommittee's denial.
